Major Administrative Modification No. Major AM 20-10
Project Address: 123-125 W. Huntington Drive
Dear Mr. De Vera:
The public comment period for the Notice of Pending Decision ended on
October 28, 2020. Staff did not receive any comments during the notification
period. The Development Services Department has conditionally
approved the design concept plans for a new monument and the
modification request to allow the new monument to exceed the maximum
permitted length at 123-125 W. Huntington Drive. The new monument sign
will have a total length of 18 feet, whereas 12 feet is the maximum permitted
by the Development Code.
According to Arcadia Development Code Section 9107.05.050, it states that
an Administrative Modification may be approved if at least one of the
following findings can be made.
1. Secure an appropriate improvement of a lot;
2. Prevent an unreasonable hardship; or
3. Promote uniformity of development.
The Modification will secure an appropriate improvement of the lot. The
subject site had a curved layout and the existing wall and directional
signage for the existing tenants is not visible to oncoming traffic and patients
of the medical buildings. In order to properly display the three (3) tenants
on the site and have proper visibility, the width of the monument sign must
be extended by 6 feet. The monument sign will not have a visual impact to
the adjacent properties as the sign is proposed between two large buildings
and will be placed parallel to medical building. Staff finds the proposed
monument consistent with the City’s Architectural Design Guidelines for
Signage.
The proposed project qualifies as a Class 5 Categorical Exemption for an
on premise sign for a minor alteration in land use limitations from the
requirements of the California Environmental Quality Act (CE QA) under
Section 15305 of the CEQA Guidelines.
Conditions of Approval
1. The actual sign colors, materials, and location shall be consistent
with the colors, materials, and location shown on the design concept
plan and elevation.
2. Any damage and/or discoloration that results from the installation of the new sign
or removal of an existing sign shall be repaired and/or repainted so that the
damage and/or discoloration is not noticeable from the surrounding pedestrian and
vehicular access ways.
There is a ten (10) day appeal period for this application. Appeals must be submi tted in
writing to the Development Services Department with a $600.00 appeal fee by 5:30 p.m.
on Monday, November 16, 2020. You will be notified if an appeal is filed. City Hall will
be closed on Friday, November 6, 2020 and Wednesday, November 11, 2020 in
observation of Veteran’s Day.
Approval of SADR 20-51 and Major AM 20-10 shall not be of effect unless the property
owner and applicant have executed and filed the enclosed Acceptance Form to indicate
awareness and acceptance of these conditions of appro val. The Acceptance Form is due
now and if it is not received by December 4, 2020 this approval will become null and void.
A building permit must be obtained prior to any installation of a sign(s). Please contact
Building Services at (626) 574 -5416 to determine the type of documentation, plans, and
fees for the appropriate permit. Once the appeal period has passed, this approval letter
and two additional sets of plans must be presented to Building Services to initiate the
permitting process.
This approval shall expire in one year (November 17, 2021) from the effective date unless
a permit from Building Services is issued for plan -check, and construction is diligently
pursued, or the approval is renewed. The final plans must be consistent with the approved
design concept plans and any conditions of approval. Any inconsistency from the
approved design concept plans may prohibit the issuance of a building permit.
