COVID-19
As part of the City of Arcadia’s COVID-19 transmission mitigation efforts, this meeting of the
Arcadia Public Library Board of Trustees will be conducted virtually and the public is
discouraged from attending. Per the Brown Act, the public will still be provided the ability to
make public comments. For members of the public who would like to participate virtually, the
meeting will be held via teleconference.
A conference line has been established to enable the public to observe the meeting via
teleconference. However, public comment will only be accepted via email.

MONTHLY REPORT – OCTOBER 2020
Highlights: As we enter the ninth month of the COVID-19 pandemic, the Library building
continues to be closed to the public. Staff continues to address the knowledge-seeking and social
connection needs of the community through collections and programs, as well as to answer
questions online, by phone and email, and provide access to collections through contactless front
door pickup. As the community continues to grapple with the COVID-19 restrictions, so does the
staff. The Library encouraged the community to participate in the 2020 Census count through a
social-media campaign, provided COVID-19 resources on its website, and helped the Friends of
the Library promote their Amazon Smile program earn much-needed money while their Book
Store remains closed. Several professional development opportunities included Sustainability in
Libraries, Public Library Director’s Forum, and the Future of Libraries. The Library received a
donation for a memorial bench and improvements to Children’s preschool computer area.
Adult Programs, Classes, Technology Literacy, and Events: Book a Librarian premiered in
October, offering one-on-one virtual library assistance appointments using Zoom. The “Book a
Month” online discussion, International Film Program, and Adult Recess were also offered.
Teen Programing: There were two Teen programs in October. Make-it or Bake-it honored the
LA County Fair by showing teen volunteers how to make caramel apples. The Creative Writing
Workshop continued through October: 15 teens learned how to write poetry through two online
classes taught by a local student.
Children’s Programming and Services: Children’s Services launched the Kids Book Bundle
service this month. Customers use an online form to order a bundle of three nonfiction and two
fiction books on a given topic, including animals, biographies/history, STEAM, Librarian’s pick,
and new book mix. The In-N-Out Cover to Cover Club program began in October. Participants
registered online, read and logged up to 15 books, then scheduled pick-up appointments to claim
their coupons redeemable for a free In-N-Out burger. Currently, 522 program registrants have
read and logged 4,685 books. Almost 400 craft packets were distributed throughout October for
a four-part online Creepy Crawly Crafternoons program. Two middle school students took part in
a four-part Stitching Together knitting class taught by Library staff.

Customer Services: Account Services staff processed 8,388 holds in October, an increase of
390 over the previous month. Fine Free Week was held October 10-17. This amnesty program
let customers return long overdue items for a waiver of their fines. We were able to recover 569
overdue items. Full-time staff made phone calls to patrons who had accumulated over $100 in
fees between January - October 2020. Most patrons were appreciative for staff taking the time to
call and remind them of their overdue items. Staff waived a total of $3,993.95 in late fees and
replaced 12 library cards free of charge.
Collections: Shelving staff were trained in a more effective way to quarantine returned items by
laying them flat and isolating them for three days. This is the most recent best practice for
protecting customers from the COVID virus. Cataloging and Acquisitions continues to work on
projects to remove non-circulating items from the catalog, reclassify middle-school books, and
relabel or add items to the collection. The most popular item in the Adult collection this month was
Where the Crawdads Sing, by Delia Owens; in the Children’s collection, was Diary of a Minecraft
Zombie, by "Zack Zombie"; and for teens, the top spot again was Naruto, by Masashi Kishimoto.
Facilities and Technology: The Wifi upgrade is continuing and installation of new hot spots could
happen in mid-November. Information Services is finalizing plans to make 3D prints available to
the public. A 3D printer was donated to the library and is currently being tested. The Library’s
Chromebooks were checked out 50 times in October after only two check outs in September.
Staff and Training: Adult and Teen Services staff have actively pursued online training
opportunities this month, attending webinars and online classes on a wide array of subjects.
Children’s Principal Librarian has been attending an ongoing course on equity and access in
summer reading programs. Staff participated in the annual Great Shakeout training in mid-
October and completed mandatory Non-Harassment training.
Community Outreach/Collaboration/Volunteers: Adult Services partnered with the Japanese
American National Museum on a virtual program on JT Sata, an artist who was interned with his
family during World War II. The presentation focused on the new biography and
collection of his art compiled by his son and local author Naomi Hirahara. The
California State Library provided access to JobNow and VetNow. The Library
was awarded a Crisis Collection grant in the amount of $5,000. These funds were
used to address the ever-growing eBook and eAudio purchase
recommendations received from Overdrive. A Consumer Health Information
Specialist Librarian from the Network of the National Library of Medicine
trained staff on medical research and resources for the public.
Library staff attended high school and elementary school PTA
meetings. Children’s staff provided 12 virtual class visits for 289
kindergarten, first and second graders from Holly Avenue and
Longley Way Elementary School. In partnership with the
Assistance League of Arcadia, the Book Buddies program
kicked off in October and offered two virtual read aloud
sessions, hosted by teen volunteers, for 23 children ages five
to eight years. Five teen volunteers worked remotely with
Children’s Services staff and created three fun online projects.
Marketing and Publicity: A Centennial social media celebration marketing campaign began in
September. This campaign invites patrons to share their favorite library memories. Library staff
continued to use social media to promote Library services and programs.

Facility Rental – Policies
The Arcadia Public Library has facilities and meeting rooms available for public use. Facilities and
meeting rooms must be reserved in advance and an application must be completed. Arcadia
Public Library does not discriminate in making its premises available on the basis of race, color,
national origin, religion, sex, sexual preference, age, or physical limitation. The fact that a group
or organization is granted permission to meet in the Library in no way constitutes endorsement of
the policies or beliefs of that organization by the Library or the City of Arcadia.
RESERVATION PRIORITIES
Arcadia Public Library, in its sole discretion, will determine the number of events to be held on a
daily basis and/or simultaneously in its facilities.
The Arcadia Public Library has priority on all dates. The Arcadia Public Library also has the right
to preempt any event for a Library event. In such rare instances, the Library will put forth every
reasonable effort to assist the group in reserving another date or another space within the Library
facility, if available. The Friends of the Library has second priority on all dates.
All other organizations, municipal agencies, individuals and groups may reserve events on a first
come, first serve basis.
INDEMNIFICATION AND INSURANCE
Outside (non-City) individuals and groups that use City facilities, including the Arcadia Public
Library, for meetings and events must comply with the standard insurance and indemnification
requirements that are established by the City. Currently the City of Arcadia requires a Certificate
of $1 million General Liability Insurance with an endorsement naming the City of Arcadia as
additional insured.
USE
The Arcadia Public Library encourages the use of its meeting rooms by the public and private
groups for cultural and community programs and meetings.
It is highly recommended that Library meeting rooms and venues be used only during the hours
the Library is open to the public. If a meeting room must be scheduled outside the Library’s service
hours, an additional form related to staff and fees must be completed.
Damage or misuse of Library property may affect the ability to utilize the meeting venue in the
future.
FEES
The City Council and the Library Board of Trustees approves the fines and fees charged by the
Library on a regular basis. The facility rental and staff service fees are included in a separate
attachment.
The Director of Library & Museum Services, or his/her designee, determines whether or not fees
will be waived utilizing the guidelines listed. An application for Fee Waiver must accompany the
Application for Use of Facility.
For all events, staff fees as related to security, event coordinator, audio visual coordinator, event
attendants, custodial, etc. and are not waived.
The following are the conditions by which facility fees may be waived:
The event is conducted or actively co-sponsored by the Arcadia Public Library.
The event is conducted by the Friends of the Library.
The event is conducted by a Neighborhood Homeowners Association group for a
business-related meeting.
The event is conducted by an elected official and is open to the public or community
groups.
As a professional courtesy, fees may be waived for divisions within civic/government
agencies, as determined by the Director of Library & Museum Services. (Ex: poll worker
training, vote center activity, Census training, etc.)
The Library has facilities and meeting rooms available at no charge to the following
organizations:
City of Arcadia
Friends of the Library
Friends of the Museum
Arcadia Historical Society
Arcadia Unified School District (District activities of community interest not normally held
at a school site)
Arcadia Neighborhood Homeowners Associations
The facilities are available for a fee to the following:
Music teachers and students for music recitals
Non-profit organizations with proof of non-profit status (must provide with application)
The facilities are not available for:
Commercial organizations (for profit businesses or services).
Private parties, weddings receptions, birthday parties, or memorial services.
Purposes of furthering a campaign for public office (City Charter, Section 905).
Use by organizations more than 12 times per year or more than 1 time per month.
Conditions in which facility fees are not waived:
The event charges admission and is not sponsored by the Friends of the Library.
Events in which present or future financial gain is sought such as: Exhibits of displayed
artwork for sale, educational seminars whose purpose is the future sale of financial
services or other products, etc.
Meetings that are intended for members of a club or group.
ARCADIA PUBLIC LIBRARY IMAGINATION THEATER RENTAL POLICY
The Imagination Theater in the Jerry Broadwell Children’s Room is available to community groups
or organizations for events of a civic, cultural, charitable, intellectual or educational nature. This
policy is in keeping with Article 6 of the Library Bill of Rights which the Library Board has adopted:
“Libraries which make exhibit spaces and meeting rooms available to the public they serve should
make such facilities available on an equitable basis, regardless of the beliefs or affiliations of
individuals or groups requesting their use.” Events in the Imagination Theater must be free and
open to the public.
The Imagination Theater is available at no cost to the following organizations:
City of Arcadia
Friends of the Library
Arcadia Unified School District (for District activities of community interest not normally
held at a school site)
Student groups from AUSD with a supporting letter on official School or District letterhead
from a group advisor or teacher and a responsible, supervising adult, 21 years or older,
must be in the room.
The Imagination Theater is available for a fee to the following (proof of non-profit status must
accompany the application):
Non-profit organizations
Local clubs or other organizations who do not operate on a for-profit status or are without
official non-profit status, and who are not affiliated with commercial enterprises and who
are engaged in activities directly beneficial to children
The Imagination Theater is not available to or for the following:
Commercial organizations, including paid tutoring services whether provided by an
individual or a commercial enterprise
Private parties, weddings, receptions, birthday parties, memorial services, or play groups
Use by organizations on a regular basis (daily, weekly or monthly)
Use that would conflict with regularly scheduled Library programs or events.
Purposes for furthering a campaign for public office (City Charter, section 905)
Use that would damage the facility.
Application for the use of the Imagination Theater shall be made with the Children’s Services staff
no more than three months in advance and at least seven business days prior to the date of use.
Priority will be given to Library-sponsored activities. The Imagination Theater is available only
during the hours the Library is open to the public, until 30 minutes prior to closing. The Library
may at its sole discretion reject an application. Any scheduled group may be asked to reschedule
a particular meeting or event in order to make the room available for a special purpose. The
Imagination Theater may only be rented by an organization or group one time per quarter per
calendar year.
The applicant and a responsible adult 21 years of age or older must be present. The applicant
and adult may be the same person.
Fees for the use of all rentals at the Library are payable preferably at the time of the
application, but not later than two weeks prior to the scheduled date or the reservation will
be cancelled. If the reservation is made within two weeks of the event, payment and proof of
non-profit status is due at the same time.
Rental fee of $50 per hour for the Imagination Theater. The total fee is derived by
multiplying the hourly fee by the number of hours (including any portion of an hour which
shall be rounded up to a full hour) of the proposed and approved use.
Food and beverages are not permitted in the Imagination Theater.
AV equipment is not provided. Renters are welcome to bring their own laptops or tablets
and to use the Library’s free Wi-Fi.
A $150 security deposit is required. This deposit may be refunded if/when Library staff has
determined that no Library property is damaged or missing, and the group leaves on time
as scheduled. Additional charges may be necessary if the deposit amount does not cover
costs of damaged or missing property.
Fees will be refunded only if applicant notifies the Library of intent to cancel at least two
full weeks prior to the scheduled event, including the security fee.
The Imagination Theater will be available at no charge for setup thirty (30) minutes prior to the
scheduled start time of the event. Cleanup must be completed by the end of the scheduled time,
and 30 minutes prior to the Library closing time The Library reserves the right to bill a user after
the event if the time used exceeds the schedule, including any overtime costs associated with
staff staying after the close of the Library.
Permission to use the Imagination Theater is not transferable.
Alcoholic beverages are not permitted under any circumstances.
The fact that a group is given permission to meet in the Library in no way constitutes endorsement
by the Library or the Board of Trustees of the policies or beliefs of that group. Neither the name
nor the address of the Arcadia Public Library may be used as the official address or headquarters
of an organization or group. Any printed publicity must include the following statement: “This
program is not sponsored by the Arcadia Public Library,” unless the Library has agreed to co-
sponsor the event.
The applicant agrees to hold the City harmless and indemnifies the City with regard to any liability
arising out of use of the premises. The applicant must execute an agreement in a form and
substance approved by the City Attorney reflecting the foregoing, among other terms and
conditions.
The City of Arcadia requires a Certificate of $1 million General Liability Insurance with an
endorsement naming the City of Arcadia as additional insured.
The user agrees that neither the City of Arcadia nor any of its officers, agents, or employees shall
be responsible or liable for loss or damage to property and equipment of User or that its agents,
employees, or invitees with regard to their use of the property of the City of Arcadia. User shall
defend, indemnify, and hold harmless the City of Arcadia, its officers, agents, or employees with
regard to any suits, losses, claims, and liability that may arise out of User’s use of the Arcadia
Public Library facilities.
The applicant will be required to pay for any damages to property or equipment.
The Director of Library and Museum Services shall have authority regarding facility usage and
interpretations of policy decisions. Appeals may be made to the Library Board of Trustees in
writing.

Recommendation: Accept
SUMMARY
The Ji family would like to donate funds to the Arcadia Public Library to purchase a
memorial bench in memory of Mr. Ji. They would also like a small corner in the
Children’s Room to be refurbished with these funds and named in memory of Mr. Ji. It is
recommended that the City Council accept this donation.
DISCUSSION
The Library has historically received small monetary gifts to honor or remember a family
member or close friend. The Ji family has asked that their monetary gift go to the
purchase of a memorial bench with a plaque in memory of Mr. Xiaonan Ji, who was a
frequent visitor to the LIbrary. The bench will be placed in the walkway near the front
entrance of the Library. In addition, the preschool computer area is in need of new
laminate and new chairs. This donation would provide enough funds to refurbish this
area in Mr. Ji’s memory.
The family chose to directly donate this monetary gift through the Library because of the
Library’s special memorial/honorarium gift donation program. This allows the money to
be directly spent, as the family wishes, on a memorial bench, with a special memorial
plaque placed on the bench and the refurbishment of a much-needed preschool
computer area.
By accepting and approving of this $4,000 donation, this money can be used to
purchase the bench and plaque as well as refresh the preschool computer area. This
donation helps the Arcadia Public Library and the City of Arcadia provide a nice outdoor
bench and preschool computer space for the community of Arcadia above and beyond

the current capacity of the City’s General Fund. It also provides a nice place for the
family and friends to remember their loved one when they visit the Library.
All gifts $1,000 or more are subject to approval by the City Council pursuant to City
Charter Section 809(d).
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The acceptance and approval of the $4,000 donation would be a positive fiscal impact
for the Library and the City. It will provide additional revenue to specifically purchase a
new outdoor bench and to refurbish a small area in the Children’s Room at the Library.
RECOMMENDATION
It is recommended the City Council accept a donation in the amount of $4,000 to the
Arcadia Public Library to purchase a memorial bench and plaque and refurbish the
preschool computer area in memory of Mr. Ji.

NOTE: As part of the City of Arcadia’s COVID-19 transmission mitigation efforts, and in
accordance with California Executive Order N-25-20 suspending some terms of the Brown Act,
this meeting was conducted virtually, via teleconference.
CALL TO ORDER – Chair Barbara Delphey called the meeting to order at 4:31 p.m.

PUBLIC COMMENTS – None
REPORTS FROM LIBRARY TRUSTEES / LIAISONS
Trustee HasBrouck said she wanted to thank the City for median plantings underway on
Huntington, Santa Anita and Live Oak. Trustee Wang thanked Councilmember Cheng for his
explanation of ballot propositions to the Arcadia Chinese Association. Trustee Renfrew reported
that the Friends were still generating some sales through the 25-cent book trucks outside the
Library’s front doors, and she added that someone had recently left a 20-dollar bill in one of the
money boxes. She also stated that member letters would be going out soon, and she hoped
people would be generous in funding next year’s Summer Reading Program. She suggested the
library post signs for the front door showing the availability times for the 25-cent book trucks.
Councilmember Cheng reported that Arcadia residents have organized to provide lunches for
Police and Fire staff, and that meals for the next two weeks have been scheduled. Twice in recent
weeks, volunteers have also provided lunches for the entire City staff. He also stated that financial
numbers for the City were looking good so far.
REPORTS FROM THE DIRECTOR
Announcements/Statements/Reports
Director’s Update: Director Bradley thanked Councilmember Cheng for the free lunches for the
department staff. She also encouraged the Trustees to join the Friends of the Library. Director
Bradley noted that 328 children had signed up for the In-N-Out Burger Cover to Cover reading
program in the first two weeks. Trustee Carter asked if the Library was charged for the burger
coupons, and Director Bradley stated that there was no charge to the Library and that this was
In-N-Out’s big charity campaign to encourage children to read. Director Bradley also reported that
this current week was “Fine Free Week” for the library, and that patrons with overdue books were
being encouraged to return their long overdue items. In lieu, patrons were being offered a fine
amnesty, helping the library get back materials and to encourage patrons to use the library once
again. Free replacement library cards were also being offered for patrons who have lost their old
ones. She also announced the Children’s Library would be holding a virtual “Stitching Together”
knitting program for middle-schoolers. A new children’s service has been introduced for teachers
and families. Customized “Book Bundles” on particular topics are pulled together for checkout.
Patrons can make a request through a form on the website. The program will be promoted at the
upcoming PTA Council meeting in November. Director Bradley reported that passport services
would be resuming (by appointment only) on November 2.
Monthly Statistical Report: August 2020 (rev.), September 2020: Chair Delphey noted that
activity went up from August to September and asked how staff was handling it. Director Bradley
answered that front-door pickups were more systematic now that all requests are being managed
through the Library’s computer system as holds. Trustee Renfrew asked about the $15,000 in
grant money received, and Director Bradley responded that it was state grant money intended to
help provide electronic resources during the pandemic.
Monthly Report Narrative: September 2020: Trustee HasBrouck asked if the front-door pickup
plugin being reviewed by staff was an app. Manager Hiles stated that it was currently accessed
through the Library’s Online Public Catalog available on computers or mobile devices, but that an
app was being discussed by its company. Trustee HasBrouck also asked if the volunteer
guidelines mentioned in the report would be coming to the Board for approval. Director Bradley
stated that it was an internal procedure in accordance with City volunteer and employee
guidelines, not specifically a policy, so it wouldn’t need Board action. Trustee HasBrouck asked
what outreach was being done to get the word out to middle schools that library services were
available. Director Bradley stated that outreach is being done through the PTA Council meetings
and that the Children’s staff regularly contacts principals and teachers about new services and
upcoming events. She also added that an “Open” sign was now outside the building on Duarte
Road.
Year-End Financial Report: 2019-2020: Director Bradley reported that the City’s year-end
financial report was later than usual this year, and that the report for the previous fiscal year had
mistakenly been included in the packet. The new report should be available soon and in time for
the November Board meeting.
Policy Manual: Director Bradley reported that the draft rental policies intended for tonight’s
meeting were not in the packet because they were still under review by the City Attorney. They
should be ready for discussion at the November meeting.
Annual Report for FY 2019-2020: Chair Delphey stated the annual report was excellent, and
that she liked the colors. She added that it was sad to see that the new seating in the middle
school area of the Children’s Library empty.
Strategic Plan 2019-2020: Director Bradley reported that the Library was still working on
completing parts of the 2018 Strategic Plan, but that budget issues had caused some projects to
be deferred to later years, including the Children’s Room three-year phased furnishings plan.
Trustee HasBrouck asked if the upgrade of the public Wi-Fi was still going forward. Manager Hiles
stated that the contract has been signed, the purchase order issued, and the vendor’s project
manager should be calling soon to schedule the work.
COVID-19: Director Bradley stated that she is envisioning the Library’s eventual re-opening as
offering an express, grab-and-go service, rather than the full services offered pre-pandemic. She
also stated she would like to potentially re-open the Library when the public schools fully re-open.
Trustee Renfrew commented that she had seen television reports of some re-opened libraries
that had closed stacks and an emphasis on pickup services. Trustee HasBrouck commended the
Library for finding new ways to make materials available to the public.
Staff Update: Director Bradley commented that there may be a staff departure to report at the
next Board meeting.
Gilb Museum of Arcadia Heritage: Director Bradley reported that the Museum staff applied for
a $5,000 grant to hire an intern. Concepts for a proposed Carol Libby Courtyard in front of the
Museum will be discussed at the City Council meeting on October 20.
Calendars of Activities for Children’s Services October 2020: Chair Delphey noted that there
would be no trick-or-treat parade in the Library this year, and Director Bradley reported that virtual
Creepy-Crawly Craft programs were being held instead.
Flyers/Articles/Posters/Attachments: Chair Delphey commented that it was hard to believe the
small house in the historic photo once contained the whole Library. Director Bradley recounted
the story of how the City’s firefighters used to shower in the building after hours. Chair Delphey
asked if the Museum’s educational resources were being used a lot, and if teachers knew about
them. Director Bradley stated that outreach to schools is going on.
As the meeting ended there was a discussion of the Board’s traditional gift of cookies to the Library
staff at Christmas time, and the consensus was to not do this due to COVID concerns.
