ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, OCTOBER 20, 2020
1. CALL TO ORDER – Mayor Chandler called the regular meeting to order at 7:00 p.m.
2. INVOCATION – Secretary Riaz Khan, Mosque of San Gabriel
3. PLEDGE OF ALLEGIANCE – Deputy City Manager Bruckner
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, Tay, and Chandler
ABSENT: None
5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that citizens who wish to submit public comments may do
so by calling the conference line; he announced that regarding Consent Calendar Item 9.d, an
attachment was not included with the Staff Report; that the Agenda Packet has been updated to
include that attachment; and he requested that Consent Calendar Item 9.g be pulled for further
review by the City Attorney and brought back at a future City Council meeting.
It was the consensus of the City Council that Consent Calendar Item 9.g be pulled from the agenda
and brought back at a future City Council meeting.
6. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Beck and seconded by Council Member Verlato to read
all ordinances and resolutions by title only and waive the reading in full.
7. PUBLIC COMMENTS
No public comments were received.
8. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Council Member Beck welcomed Mayor Chandler back; he wished City Manager Lazzaretto a
happy birthday; and commented on COVID-19.
Council Member Cheng shared stories he has experienced with Council Members; he
encouraged everyone to be gracious and forgiving during this pandemic; he thanked the City
Council for their graciousness; he spoke in honor of Carol Libby; he encouraged business owners
to join the Downtown Arcadia Improvement Association; he thanked the Arcadia Fire Department
and Arcadia Police Department for all they do; and welcomed Mayor Chandler back.

Council Member Verlato announced that Sea Ranch Frozen Foods opened in Downtown Arcadia;
that the Downtown Arcadia Improvement Association is hosting a Halloween Virtual Event; that
winners will be announced on October 31; she further announced that on November 21, the
Association is collaborating with the Arcadia Unified School District PTA for the “Day of Giving” a
canned food drive benefiting the Foothill Unity Center; she encouraged everyone to participate;
she encouraged everyone to continue safe practices in regards to COVID-19; and she welcomed
Mayor Chandler back.
Mayor Pro Tem Tay commented on SB 1120 and recommended that the City Council consider
adopting a resolution demanding that local control be reinstated at the State level; and requested
that this matter be placed on a future agenda for further discussion. The City Council concurred.
City Clerk Glasco wished City Manager Lazzaretto a happy birthday; he announced that on
October 30, through November 1, Street Food Cinema is presenting “Drive In Movie” at the Santa
Anita Park; that November 11, is Veterans Day; he encouraged everyone to pray for those sailors
and marines that are deployed in the South China Sea; and he wished everyone a Happy
Veteran’s Day.
Mayor Chandler thanked everyone for the well wishes and flowers; he wished City Manager
Lazzaretto a happy birthday; he thanked Mayor Pro Tem Tay and Council Member Cheng for
coordinating donations to the Arcadia Fire Department, Arcadia Police Department and City Staff;
and thanked the community for all their support.
City Manager Lazzaretto recognized all those who donated to the Arcadia Fire Department,
Arcadia Police Department, and City staff during the Bobcat fire.
9. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of October 6, 2020.
Recommended Action: Approve
b. Cancellation of the November 3, 2020, Regular City Council Meeting.
Recommended Action: Approve
c. Resolution No. 7341 terminating the Proclamation of a local emergency regarding the
Bobcat Fire.
Recommended Action: Adopt
d. Professional Services Agreement with Stetson Engineers Inc. for the preparation of
the 2020 Urban Water Management Plan Update in the amount of $27,800.
Recommended Action: Approve
e. Extension to the Professional Services Agreement with ABM Industry Groups, LLC.
for Janitorial and Porter Services at various City facilities in an amount not to exceed
$360,029.08.
Recommended Action: Approve
f. Contract with SoCal Mailing Services for Outgoing Mail Services in an amount not to
exceed $112,000 annually with the option of three one-year extensions.
Recommended Action: Approve

g. Software Service Agreement with TruePoint Solutions for implementation of the
TrueBill utility billing software in the amount of $144,950.
Recommended Action: Approve
h. Accept all work performed by Onyx Paving Company, Inc. for the Fiscal Year 2019-20
Pavement Rehabilitation Project as complete and adopt Resolution No. 7339
amending the Fiscal Year 2020-21 budget for the Capital Improvement Program, and
in particular, the Fiscal Year 2019-20 Pavement Rehabilitation Capital Improvement
Project by authorizing a supplemental appropriation of $68,480 from the Water
Reserve Fund.
Recommended Action: Approve and Adopt
i. Accept all work performed by Belco Elecnor Group for traffic signal improvements,
including traffic signalization of mid-block crosswalks on Huntington Drive between
Santa Anita Avenue and Second Avenue, and miscellaneous traffic signal
improvements at multiple locations on Huntington Drive from Santa Clara Street to
Gateway Drive, in the amount of $704,918.41, as complete.
Recommended Action: Approve
Consent Calendar Item 9.g has been pulled from the agenda and will be brought back at a future
City Council meeting.
It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a
roll call vote to approve Consent Calendar Items 9.a through 9.f, 9.h and 9.i.

10. CITY MANAGER
a. Accept the Water and Sewer Rate Cost of Service Study Update, direct the Public
Works Services Department to follow Proposition 218 balloting procedures to establish
water and sewer rates, and conduct a public hearing at the December 15, 2020, City
Council meeting.
Recommended Action: Approve
Senior Management Analyst Mercado presented the Staff Report and provided the PowerPoint
presentation.
It was moved by Council Member Beck, seconded by Mayor Chandler, and carried on a roll call
vote to accept the Water and Sewer Rate Cost of Service Study Update, direct the Public Works
Services Department to follow Proposition 218 balloting procedures to establish water and sewer
rates, and conduct a public hearing at the December 15, 2020, City Council meeting.

b. Presentation of the General Fund Fiscal Year 2019-20 year ending result and initial
review of the Fiscal Year 2020-21 Budget.
Recommended Action: Receive and File
Administrative Services Director Quach provided the PowerPoint presentation.
The presentation was received and filed by the City Council.
c. Request for commemorative naming of a City facility in honor of Carol Libby.
Recommended Action: Provide Direction
Deputy City Manager Bruckner presented the Staff Report and provided the PowerPoint
presentation.
After City Council discussion, a motion was made by Council Member Beck, seconded by Council
Member Cheng, and carried on a roll call vote for the commemorative naming of the courtyard in
front of the Gilb Museum of Arcadia Heritage and Floretta K. Lauber Museum Education Center,
that the courtyard area be upgraded to include new drought tolerant landscaping, similar to the
improvements done recently at the Arcadia Public Library, additional bench seating be added to
the single bench in the area, along with a monument or plaque commemorating the courtyard
area in honor of Ms. Libby, that the City Council allocate $25,000 from the General Fund Reserve
for this project, partially offset by donations from the community or possibly grant funds that can
be used for drought tolerant landscaping at public facilities.

d. Professional Services Agreement with Trovao and Associates, Inc. DBA The
Christmas Light Guy Company to provide holiday decorations for the 2020 Holiday
Season in the amount of $39,700.

City Manager Lazzaretto presented the Staff Report.
It was moved by Council Member Cheng, seconded by Council Member Beck, and carried on a
roll call vote to approve a Professional Services Agreement with Trovao and Associates, Inc. DBA
The Christmas Light Guy Company to provide holiday decorations for the 2020 Holiday Season
in the amount of $39,700.

e. Memorandum of Agreement with San Gabriel Valley Council of Governments to
receive grants for various Homeless Assistance Programs; Memorandum of
Understanding with the City of La Cañada Flintridge for a joint Prevention and
Diversion Program; and contract with Union Station Homeless Services for Prevention
and Diversion Program.
Recommended Action: Accept and Approve

Recreation and Community Services Director Somogyi presented the Staff Report.
It was moved by Council Member Verlato, seconded by Council Member Tay, and carried on a
roll call vote to:
1. Accept the SGVCOG Grant in the amount of $380,000 for the implementation of the City’s
Homeless Plan, development and implementation of a Prevention and Diversion Program,
and implementation of HRH Pilot Program; and approve, authorize, and direct the City
Manager to execute a Memorandum of Agreement with SGVCOG.
2. Approve, and authorize and direct the City Manager to execute, a Memorandum of
Understanding with the City of La Cañada Flintridge for the joint prevention and diversion
program.
3. Approve, and authorize and direct the City Manager to execute, a Contract with USHS for
Case Management and Prevention and Diversion Program.

f. Report, discussion, and direction regarding COVID-19.
City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken.
11. ADJOURNMENT
City Manager Lazzaretto provided eulogies for longtime Arcadia resident Mildred Shaw and Horse
Trainer Barry Abrams.
The City Council meeting adjourned in memory of longtime Arcadia resident Mildred Shaw and
Horse Trainer Barry Abrams at 9:31 p.m. to Tuesday, November 17, 2020, 6:00 p.m. in the City
Council Chambers.

CALL TO ORDER - Mayor Chandler called the Special Meeting to order at 4:00 p.m.

PRESENT: Beck, Cheng, Verlato, Tay, and Chandler
ABSENT: None
PUBLIC COMMENTS – No public comments were received.
CLOSED SESSION
a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Administrative Services
Director Hue Quach, and Assistant City Manager/Development Services
Director Jason Kruckeberg
Employee Organizations: Arcadia Public Works Employees Association, Arcadia
City Employees Association, Arcadia Police Civilian Employees Association,
Arcadia Police Officers’ Association, Arcadia Firefighters’ Association, and
unrepresented employees: Department Heads, Division Managers,
Supervisors, and part-time employees.
No reportable action was taken on the Closed Session Item.
