SPECIAL MEETING MINUTES
TUESDAY, NOVEMBER 17, 2020
CALL TO ORDER - Mayor Chandler called the Special Meeting to order at 5:30 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, Tay, and Chandler
ABSENT: None
PUBLIC COMMENTS – No public comments were received.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.8 to confer with Real Property
Negotiators.
Property: Par 3 Golf Course (City Owned – Assessor Parcel Nos. 8571-011-
904, 907, 908)
Agency Negotiators: City Manager Dominic Lazzaretto, Assistant City
Manager/Development Services Director Jason Kruckeberg, and City Attorney

b. Pursuant to Government Code Section 54956.9 (d)(2) to confer with legal

REGULAR MEETING MINUTES
TUESDAY, NOVEMBER 17, 2020
1. CALL TO ORDER – Mayor Chandler called the regular meeting to order at 7:00 p.m.
2. INVOCATION – Reverend Terry Keenan, The Santa Anita Church
3. PLEDGE OF ALLEGIANCE – Council Member Cheng
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, Tay, and Chandler
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the regular meeting the City Council met in a Closed
Session to consider the items listed on the posted agenda; and noted that Item b is regarding a
disability retirement matter.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that citizens who wish to submit public comments may do
so by calling the conference line.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Beck, and seconded by Council Member Verlato, to read
all ordinances and resolutions by title only and waive the reading in full.
8. PUBLIC HEARING
a. Resolution No. 7340 establishing and/or adjusting various fees for City services; and
finding that this Resolution is exempt from the requirements of the California
Environmental Quality Act (“CEQA”).
Recommended Action: Adopt
Management Analyst Shakarian presented the Staff Report.
In response to Council Member Beck’s inquiry, Administrative Services Director Quach indicated
that updated fees will be presented to the City Council on an annual basis.
City Manager Lazzaretto clarified that every five to eight years there will be an extensive review
of City fees; however, that updated City fees will be presented to the City Council on an annual
basis.
Mayor Chandler opened the Public Hearing. No public comments were received.

Mayor Chandler made a motion to close the Public Hearing; the City Council concurred.
Resolution No. 7340 establishing and/or adjusting various fees for City services; and
finding that this Resolution is exempt from the requirements of the California
Environmental Quality Act (“CEQA”).
Recommended Action: Adopt
After City Council discussion, a motion was made by Council Member Beck, seconded by Council
Member Verlato, and carried on roll call vote to approve Staff’s recommendation with the following
exceptions:
• Planning’s Appeal fees (Item #s 29, 42, 47, 51, 56, 62, 81, 112) should all be changed to
a suggested fee of $600
• Building’s Solar issuance fees (Item #s 165 to 169) should all be changed to a 25% cost
recovery
• Planning’s Mills Act Contract Application fee (Item #36) should be changed to a
suggested fee of $1,000
• Building’s Demolition permit fees (Item #s 145 and 146) should all be changed to a
100% cost recovery
• Planning’s New Multi-Family Residential for 21 or More Dwelling Units fee (Item #12)
should be changed to a 100% cost recovery
• Adopt the proposed Conditional Use Permit fees (Items #s 44, 45, 46, 47) but direct staff
to bring back a report to consider alternatives for a tiered structure at a future meeting.

9. PUBLIC COMMENTS
Mark McGrail called and expressed his concerns regarding the Homeless Resource Hub at the
Arcadia Par 3 Golf Course; and requested that the City Council place this matter on a future
agenda for further discussion.
Terri Muse, President of the Arcadia Rotary Club, called and provided an update of services and
upcoming events provided by the Club during the pandemic.
10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
At the request of Mayor Chandler, City Manager Lazzaretto recognized all those who donated to
the Arcadia Fire Department, Arcadia Police Department, and City staff in response to the Bobcat
fire.

City Clerk Glasco announced that November 11, was Veterans Day; he thanked the Recreation
and Community Services Department for the Veterans Day Certificate of Recognition.
Council Member Beck welcomed new Chief of Police Nakamura; he announced that the City is
providing Short-Term Rental Monitoring Services for vacant homes; that beginning November 2,
the Library is providing passport services by appointment only; he commented on the pension
obligation bonds; he also commented on the success of the Household Hazardous Waste and E-
Waste Drive-Thru Collection Event held in the City of Monrovia; he thanked the Ji Family for their
donation to the Arcadia Public Library; he commended the Public Works Services Department for
seeking the Newcastle Park Improvements Grant; and for purchasing water at a reduced cost.
Council Member Verlato thanked Terri Muse for her update; she thanked Mr. McGrail for
expressing his concerns regarding the Homeless Resource Hub, asked for City Council support
to consider a Virtual Townhall Meeting to further discuss this matter, and the City Council
concurred; she announced that Saturday, November 21 the PTSA from all Arcadia Unified
Schools and the Downtown Arcadia Improvement Association are hosting a “Day of Giving” to
benefit the Foothill Unity Center; she encouraged everyone to participate; and reminded everyone
to continue safe practices during the Thanksgiving Holiday.
Mayor Pro Tem Tay commented on the November 3, Presidential Election; and encouraged
everyone to get along with their neighbors.
Council Member Cheng asked for support from the City Council to discuss amending Noise
Regulations, specifically the time period permitted to operate any equipment related to gardening
and landscaping; Mayor Chandler and Mayor Pro Tem Tay concurred; he shared a timeline of
major events that have occurred this year so far; he recognized the City Council and the
Community for giving back to the community during this pandemic; he reminded everyone to
remember the good things that have happened in the 2020; he shared a story about his
grandmother and father; and welcomed new Police Chief Roy Nakamura.
Mayor Chandler had no comments.
11. CONSENT CALENDAR
a. Regular Meeting Minutes of October 20, 2020, and Special Meeting Minutes of
November 10, 2020.
Recommended Action: Approve
b. Donation in the amount of $4,000 to the Arcadia Public Library for the purchase of a
memorial bench and refurbishment of the children’s preschool computer area in
memory of Mr. Ji.
Recommended Action: Accept
c. Resolution No. 7342 approving the application for Statewide Park Development and
Community Revitalization Program Grant Funds.
Recommended Action: Adopt
d. Revised classification specifications for the positions of Police Chief, Police Captain,
and Public Works Services Director.
Recommended Action: Approve

e. Professional Services Agreement with Integrated Consulting Group, Inc. for the
Newcastle Park Precise Scoping Plan in the amount of $98,380.
Recommended Action: Approve
f. Professional Services Agreement with Harmari by LTAS Technologies Inc. for Short-
Term Rental Monitoring Services in an amount not to exceed $16,100, with the option
of two, one-year renewals.
Recommended Action: Approve
g. Contract with Vincor Construction, Inc. for the Community Center Emergency Exit
Door Project in the amount of $43,373.38.
Recommended Action: Approve
h. Extension to the Contract with West Coast Arborists, Inc. for annual Tree Trimming
Services, and Tree Removal and Replacement Services in the amount of
$349,273.50.
Recommended Action: Approve
i. Purchase of 4,800 acre-feet of Imported Replacement Water from the Main San
Gabriel Basin Watermaster in the amount of $4,118,400.
Recommended Action: Approve
j. Accept all work performed by Doug Martin Contracting Co., Inc. for the Fiscal Year
2019-20 Annual Slurry Seal Project as complete.
Recommended Action: Approve
k. Accept all work performed by Cedro Construction, Inc. for the Water Main
Replacement Project as complete.
Recommended Action: Approve
It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a
roll call vote to approve Consent Calendar Items 11.a through 11.k.

12. CITY MANAGER
a. Agreement between the Cities of Arcadia and Sierra Madre for a new joint groundwater
production well.
Recommended Action: Approve
Public Works Services Director Tait presented the Staff Report.
It was moved by Mayor Chandler, seconded by Council Member Cheng, and carried on a roll call
vote to approve the Agreement between the Cities of Arcadia and Sierra Madre for a new joint
groundwater production well.

After City Council discussion, a motion was made by Mayor Chandler, seconded by Mayor Pro
Tem Tay, and carried on a roll call vote to adopt Resolution No. 7343 expressing support for
actions to further strengthen local democracy, authority, and control as related to local zoning and
housing issues.

c. Report, discussion, and direction regarding COVID-19.
City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken.
13. ADJOURNMENT
City Manager Lazzaretto provided George Sanders’ eulogy.
The City Council meeting adjourned in memory of Colonial Pharmacy Founder George Sanders
at 9:46 p.m. to Tuesday, December 1, 2020, 6:00 p.m. in the City Council Chambers.
