ENGINEERS, INC. FOR THE SANTA ANITA AVENUE CORRIDOR
TRAFFIC SIGNAL AND CROSSWALK IMPROVEMENTS, AT THE
INTERSECTIONS OF SANTA ANITA AVENUE AND ALTA STREET, AND
SANTA ANITA AVENUE AND LE ROY AVENUE, AS COMPLETE
Recommendation: Approve
SUMMARY
On August 20, 2019, the City Council awarded a contract to California Professional
Engineers, Inc. (“CPE”), in the amount of $713,791, plus a 10% contingency, for traffic
signalization and crosswalk modifications at the intersections of Santa Anita Avenue and
Alta Street, and Santa Anita Avenue and Le Roy Avenue. There were four (4) change
orders on the project totaling $61,925.75, or 8.68% of the original contract amount. With
the adjustment for change orders and actual quantities, the final contract amount is
$775,716.75, which is within the total appropriated budget.
The terms and conditions of this project have been complied with, and the required work
has been performed to staff’s satisfaction. It is recommended that the City Council accept
the project as complete and authorize the final payment in accordance with the contract
documents.
BACKGROUND
This project proposed the installation of new traffic signals at the intersections of Santa
Anita Avenue and Alta Street, and Santa Anita Avenue and Le Roy Avenue. The project
included crosswalk modifications, sidewalk and ADA accessible ramp construction, and
the removal of flashing warning light systems at both intersections.

The plans and specifications were originally completed in late 2018. However, there were
coordination issues with the County of Los Angeles over work on County Park property
at the Alta Street intersection, and with Southern California Edison (“SCE”) over street
light conflicts. Those issues were resolved, and the plans and specifications were
completed in June 2019. The project was advertised for bids in July 2019, and on August
20, 2019, the City Council awarded a contract to CPE, in the amount of $713,791, plus a
10% contingency.
DISCUSSION
The construction began in February 2020 and was ultimately completed in October 2020.
The project was delayed several months due to a long equipment delivery time period,
COVID-19 related staffing and scheduling issues, a conflict with the County over the need
for an easement on park property, the wait for SCE to temporarily secure a nearby street
light, and the wait for SCE to finalize their design and schedule crews to provide power
to the new traffic signals. The project is now completed to the City’s satisfaction.
There were four (4) change orders on the project, totaling $61,925.75, or 8.68% of the
original contract amount. They are as follows:
• The first change order was for the purchase and installation of four (4) small mast
arms and reflective street name signs at the two new signalized intersections.
These were inadvertently left off the plans but are important and necessary for
street name identification. The change order also included a modified signal pole
foundation adjacent to the County Park property at Alta Street. The original design
called for the signal pole to be installed on County property. Prior to plan approval,
the plans were sent to the County for their review and, although they had some
issues with the City’s proposal, they ultimately approved the plans. However, just
before the pole was to be installed, the County decided that the City needed to
purchase an easement, with an estimated delay of several weeks to appraise the
land, prepare the documents, and work through the County’s review and approval
process. Upon further review of the situation, it was determined that the pole could
be moved to the public right-of-way but would require a customized foundation.
Although this alternative cost the City in additional foundation work, it saved the
City a considerable amount of time and effort, the costs of easement document
preparation and purchase, and potentially the cost of additional County mitigation
measures.
• The second change order was for the additional cost of a dual meter pedestal
instead of a single meter pedestal, as originally designed, at the Santa Anita
Avenue and Le Roy Avenue intersection. This was an SCE requirement that was
required after the project was bid, due to SCE’s delay in reviewing and commenting
on the plans in a timely manner.

• The third change order was for the modifications to the sidewalk and curb ramp
located on the northeast corner of Santa Anita Avenue and Alta Street, and some
other minor ramp modifications. The Santa Anita Avenue and Alta Street ramp
modification was extensive due to the existing right-of-way limitations and
obstacles, and vertical differences that were too great to comply with ADA. This
required expanding the ramp limits to accommodate a unique ramp design.
• The fourth change order was for the additional mobilization of the striping sub-
contractor to paint the striping at the Santa Anita Avenue and Alta Street
intersection due to the delay in the northeast corner curb ramp construction in the
third change order.
A summary of the change order costs is as follows:

The four change orders totaled $61,925.75, bringing the final construction total to
$775,716.75, which is within the approved 10% contingency.
FISCAL IMPACT
The traffic signalization and crosswalk modifications were budgeted in the Fiscal Year
2016-17 Capital Improvement Program at $700,000, with $560,000 in special grant
funding, and $140,000 in Transportation Impact Funds. Prior to the contract award,
approximately $110,000 had been spent on engineering design and staff time, leaving a
balance of $590,000. At the time of contract award, the City Council approved an
additional appropriation of $196,000 from the Transportation Impact Fund to cover the
construction contract plus the contingency as follows:

RECOMMENDATION
It is recommended that the City Council accept all work performed by California
Professional Engineers, Inc. for the Santa Anita Avenue Corridor Traffic Signal and
Crosswalk Improvements, at the intersections of Santa Anita Avenue and Alta Street, and
Santa Anita Avenue and Le Roy Avenue, as complete; and authorize the final payment
to be made in accordance with the contract documents.
