ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, DECEMBER 1, 2020
CALL TO ORDER – Mayor Pro Tem Tay called the Closed Session to order at 6:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, and Tay
ABSENT: Chandler
A motion was made by Mayor Pro Tem Tay and seconded by Council Member Cheng to excuse
Mayor Chandler from this meeting.
PUBLIC COMMENTS – No public comments were received.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9 (d)(1) to confer with legal counsel
regarding the matter of Arcadians for Environmental Preservation v. City of Arcadia,
Los Angeles County Superior Court (Case No. 20STCP02902).
No reportable action was taken on the Closed Session Item.
The Closed Session ended at 7:02 p.m.
Regular Meeting

1. CALL TO ORDER – Mayor Pro Tem Tay called the regular meeting to order at 7:08 p.m.

3. PLEDGE OF ALLEGIANCE – City Clerk Glasco
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, and Tay
ABSENT: Chandler
A motion was made by Council Member Beck and seconded by Council Member Verlato to
excuse Mayor Chandler from this meeting.
City Manager Lazzaretto announced that citizens who wish to submit public comments may do
so by calling the conference line.

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the regular meeting the City Council met in a Closed
Session to consider the one item listed on the posted agenda; and indicated that no reportable
action was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto had no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Beck, and seconded by Council Member Cheng, to read
all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of Arcadia Festival of Bands Proclamation.
9. PUBLIC COMMENTS
Tracy Perry called and expressed her reasons why the Homeless Resource Hub at the Arcadia
Par 3 Golf Course should be relocated.
City Manager Lazzaretto read into the record an email submitted by Wendy McGrail in support of
the Homeless Resource Hub; and noted that on December 6 is the Virtual Town Hall Meeting
regarding the Hub.
10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
At the request of Mayor Pro Tem Tay, City Manager Lazzaretto recognized those who donated to
the Arcadia Fire Department, City staff, and the Community in response to the various
emergencies that have occurred this year.
Council Member Beck commended the Arcadia Music Club for putting together the 67th Annual
Arcadia Festival of Bands Virtual Parade during the pandemic; he thanked the Friends of the
Arcadia Public Library for their donation; he reminded everyone to continue safe practices; and
continue supporting local businesses.
Council Member Cheng wished everyone a Happy Holiday Season; and thanked the Women’s
Business Federation for providing meals to the Arcadia Fire Department on Thanksgiving Day.
Council Member Verlato thanked the Friends of the Arcadia Public Library for their donation; she
commented on the Arcadia Festival of Bands Virtual Parade and commended the Arcadia Music
Club for putting the event together during these hard times; she urged everyone to continue safe
practices in order to avoid spreading the Coronavirus; and encouraged everyone to stay home.

City Clerk Glasco commended the Arcadia High School Band for their excellent reputation, hard
work, and enthusiasm.
Mayor Pro Tem Tay thanked the Arcadia Chinese Association for donating lunch to the Arcadia
Fire Department and the Arcadia Police Department during the Thanksgiving Holiday; he noted
that Mayor Chandler was feeling under the weather; he thanked everyone on his behalf for
sending their well-wishes; and wished everyone a Happy and Safe Holiday Season.
11. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of November 17, 2020.
Recommended Action: Approve
b. Cancellation of the January 5, 2021, Regular City Council Meeting.
Recommended Action: Approve
c. Accept a gift of $35,000 from the Friends of the Arcadia Public Library for Library
Programming.
Recommended Action: Accept
d. Resolution No. 7344 approving wage adjustments for unrepresented, non-benefited
part-time employees in accordance with California’s minimum wage increase effective
January 1, 2021.
Recommended Action: Adopt
e. Extension to the Contract with Sheldon Mechanical Corporation for HVAC
Preventative Maintenance and Repair Services at various City facilities in the amount
of $151,046.
Recommended Action: Approve
f. Professional Services Agreement with the State of California Office of Administrative
Hearings in an amount not to exceed $48,000; and use of an Administrative Law Judge
to solely preside over an Administrative Hearing in accordance with Resolution No.
6200.
Recommended Action: Approve
g. Extension to the Professional Services Agreement with Mariposa Landscape, Inc. for
Landscape Maintenance Services in the amount of $577,573.79.
Recommended Action: Approve
h. Software Service Agreement with TruePoint Solutions for implementation of the
TrueBill Utility Billing Software in the amount of $144,950.
Recommended Action: Approve
i. Accept all work performed by California Professional Engineers, Inc. for the Santa
Anita Avenue Corridor Traffic Signal and Crosswalk Improvements, at the
intersections of Santa Anita Avenue and Alta Street, and Santa Anita Avenue and Le
Roy Avenue, as complete.

It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a
roll call vote to approve Consent Calendar Items 11.a through 11.i.

12. CITY MANAGER
a. Report, discussion, and direction regarding COVID-19.
City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken.
13. ADJOURNMENT
The City Council meeting adjourned at 7:49 p.m. to Tuesday, December 15, 2020, 6:00 p.m. in
the City Council Chambers.
