Ms. Flores/Mr. Torrico:
McKenna et al. recently completed an architectural assessment of the property at : 975
W. Singing Wood Drive. This 1939 single family residential property is NOT listed on
the City’s “Individually Eligible Resources.” McKenna et al. evaluated the improvements
against the National Register of Historic Places (National Register), California Register
of Historical Resources (California Register) eligibility criteria, and recently enacted City
of Arcadia policies and guidelines.
My evaluation resulted in a determination that this property does not maintain its archi-
tectural integrity (only 3 of 7 elements) and has failed to meet any of the four main crite-
ria for recognition as a Historic Landmark in the City of Arcadia. It is not eligible for list-
ing as an “individually eligible resource” and, therefore, assigned the designated code of
6Z (see attached forms). The property is not significant and not eligible for listing on
any listing of historically significant resources – federal, state, or local.

This area of Arcadia is outside the original city boundaries and annexed into the city relatively late. This partic-
ular area represents the Late Depression Era/pre-WWII expansion of city and larger property developments in an
area north of Foothill Blvd. Construction within this area involved extensive improvements on large lots with
various designs an materials (individual designs). They were custom built homes exhibiting individual tastes
while maintaining a visual suggestion of country living in an urban/suburban setting. Some areas were formally
subdivided and reflected large lots, but of varying sizes, depending on the natural terrain and the definition of
the meandering street designs. The current property is located very near the northern boundary of the City (Or-
ange Grove Avenue) and nearer the foothills. It has, since its definition, always identified as a single-family resi-
dential property. The permit file for this property illustrates an interesting development history consistent with
the sale of properties once considered large and undivided.

The property at 975 W. Singing Wood Drive is located north of Foothill Blvd. and between Baldwin
Avenue and Michillinda Avenue; accessed via Hampton Road off Michillinda Avenue. The property
is also located east of Dexter Avenue and west of Glencoe Drive. This location is near the northern
boundary of the City of Arcadia and the City’s border with the City of Sierra Madre. The residence
faces south and exhibits a large, elongated driveway along the eastern side of the property, leading
to a detached carport and additional open-air parking.
In general, this area of Arcadia associated with this property was originally within the historic Ran-
cho Santa Anita and, later, in 1910, part of Tract 968, Lot 2. Lot 2 was a property of 107.44 acres
with no identified subdivisions. When mapped in 1910, the property was identified as part of the
“Estate of Elias J. Baldwin” with John A. Grennan and R.C. O’Conner, trustees, and H.A. Unruh,
Executor.
In 1941, Tract No. 12560 was filed, identifying alignment of Singing Wood Drive, Dexter Avenue,
and Glencoe Drive. This tract also identified lots on the south side of Singing Wood Drive and
along Glencoe Drive, but the acreage between Singing Wood Drive and Orange Grove Avenue
remains an undivided expanse.
In 1944, another portion of Lot 2 was subdivided as Tract No. 12803, consisting of the western
extension of Singing Wood Drive and lots both top the north and south of the roadway. It is noted,
that portion of Singing Wood Drive to the east of Tract 12803 was mapped, but not actually built.
The segment between Glencoe Drive and Dexter Avenue was not completed until much later, in
the 1950s. The USGS map of 1947 illustrates Hampton Road and the extent of Dexter Avenue,
but no roads to the north, between Hampton Road and Orange Grove Avenue. The property now
identified as 975 Singing Wood Drive is also illustrated, quite near Orange Grove Avenue. No
subdivision maps address the project area specifically, indicating the property as illustrated on the
Tract No. 12560 was held as a single, undivided property.
Tract No. 12560 was owned by Frank and Hazel Andrews, Laurence and Josephine Barker, and
the Title Insurance and Trust Company (c/o W. Herbert Allen and H.D. Hause) in 1941. Tract No.
12803 was owned in 1944 by the Title Insurance and Trust Company, under W. Herbert Aiken
(Vice President) and G.W. Gummerman (Ass.t. Secretary). The map was a lso filed for the Realty
Tax & Service Company: L.W. Clark (Vice President) and O.L. Porter (Ass.t. Secretary). Supple-
mental signatures included Pertty Dean Daugherty, Andrew J. Dougherty, Allen T. Chase, and
Lucile T. Chase. When mapped, this tract defined 24 individual properties – all sold subsequent to
the establishment of the tract.
The fact Frank and Hazel owned an interest in Tract No. 12560 is interesting as they were also
identified as land owners within the larger, undivided land north of Tract No. 12560. Frank Andrews
was identified as an “Investment Dealer” in the 1920 census. Hazel Wolff Andre ws was identified
an having two year of college. In 1920, they had one child, a 12 year old daughter (Jeanette).

The 1940 census identified the Andrews as living at 940 W. Orange Grove Avenue with Frank listed
as retired (55), with Hazel (55) and Jeanette (30). Also living on Orange Grove Avenue was George
A. Dudley (47) with his wife, Maybell (48), and another coup le (Joseph and Margaret Pelloeux).
The 1940 census listed o residences on Singing Wood Drive, between Glencoe Drive and Dexter
Avenue.
In 1948, Lemuel M. and Betty M. Duntley were living at 940 Orange Grove Avenue and a residence
was constructed at 935 Singing Wood Drive, indicating the extension of Singing Wood Drive, west
of Glencoe Drive was initiated. The Duntleys remained in that residence until 1960.
A review of permits showed the property at 940 W. Orange Grove Avenue was constructed by Mrs.
H.W. (Hazel Wolff) Andrews in 1939. This same building history is repeated for the residence at
975 Singing Wood Drive – all of the same dates, construction crew, and permit numbers. It became
apparent, the residence at 940 Orange Grove Avenue was the 1939 residence built by Andrews,
sold to the Duntleys, and renumbered as 975 Singing Wood Drive when Singing Wood Drive was
extended between Glencoe Drive and Dexter Avenue and when the large property associated with
this residence was subdivided and sold for later improvements.
Assessor data shows the single property identified in 1941 (Tract No. 12509) was eventually di-
vided into five parcels along Orange Grove Avenue, one parcel off Glencoe Drive, and another four
properties on Singing Wood Drive. The dates of construction are as follow:

Given the dates of construction, it is apparent the subdivisions and sales were primarily between
1954 and 1955, with some other sales earlier (ca. 1945 -1949). The early dates of construction
suggest the Randalls purchased the eastern portion of the land (original lots 4, 5, 7, and 8) and the
Andrews purchased the western portion (original lots 1, 2 , 3, 5, and 6). It is possible the Andrews
purchased from the Randalls, but more lik ely were the ones selling to the Randalls. When the
Andres built the residence at 940 Orange Grove Avenue (now 975 Singing Wood Drive), they held

all five lots. They sold to the Duntleys (all five lots still one property) and the Duntleys sold the
smaller lots between 1954 and 1960. After the sales, they sold the newly numbered 975 Singing
Wood Drive to Howard Irwin, who sold to B.T. Marshall in 1961. Marshal sold the property to Dr.
Beverly Randolph Cockrell and Betty Cockrell in 1968. The Cockrells sold to the McCormacks
(Francis Xavier and Margaret McCormack) in ca. 1973. The McCormacks held the property until
recently, selling to Weisheng Tao in 2020. Additional research identified Francis X. McCormack,
the owner since 1973, as having passed in 2019. His obituary reads:
Francis Xavier McCormack
1929-2019
July 9, 1929 – October 11, 2019. Francis X. McCormack, age 90, former Senior
Vice President, General Counsel of Atlantic Richfield Company, passed away on
October 11, 2019. A proud Brooklynite born and bred, Frank graduated from Co-
lumbia Low School, where he was a Stone scholar and a member of Law Review.
He married the love of his life, Peg Hynes, in 1954. He became an associate at
Cravath, Swaine and Moore in 1956. By the time he let Craveth a nd went to work
as a senior associate at Ford Motor Company in 1962, he and peg had five children,
and added a sixth the next year. Frank was appointed General Counsel of Philco-
Ford in 1964. Six years later, he moved back to Detroit to become the Assistant
General Counsel of Ford Motor Company. Atlantic Richfield designated he as their
Senior Vice President, General Counsel in 1972. He held that post for 22 years. He
landed in a thicket of complex cases of the major transactions that created the mod-
ern ARCO, coupled with huge antitrust and product liability issues. He possessed a
sharp intellect, strategic acumen, and deep kindness and generosity. He promoted
women early and often. He was known for his wicked humor and ability to disarm.
He made friends wherever he went. Frank was awarded Outstanding General Coun-
sel for the Year of 1985. He and Peg were benefactors of the Hospital and the LAM
Foundation, and generously supported the education of their children and grandchil-
dren. He faced many illnesses in the last years of his life, surviving medical crises
that would have felled a less determined man. The family wishes to acknowledge
the efforts of his physicians and caregivers, particularly Dr. Jerry Eu, for keeping him
with us for as long as we had him. Frank is survived by his wife of 65 years, Peg,
his children Marguerite (Michael), Frank (Holly), Sean (Maralyn), Keith (MaryPat),
Cecelia (Chris), and Christopher (Anne), 14 grandchildren, and five great -grandchil-
dren. Two of his brothers, John and Robert, died before him. He is survived by his
brother Joseph, his great friend. The family will hold a celebration of live at Rose
Hills Memorial Park on October 26 at 1:00 and a reception shortly afterward at An-
nandale Country Club. The request donations to the LAM Foundation (www.thelam-
foundation.org) in lieu of flowers.

When the residence was originally built in 1939, the main access was from the north and the prop-
erty to the south of the residence was the “back yard.” As discussed below, the orientation of the
residence has not changed, but the primary access to the residence is now from the south and has
been since the mid-1950s, when the Duntleys still owned the property.
Main Residence
The main residence at 975 Singing Wood Drive was original constructed on a larger lot and was
assigned an address at 940 Orange Grove Avenue. As such, the structure was oriented to have a
north-facing main elevation (and access) before the access on Singing Wood Drive was estab-
lished (early 1950s). Built for the Andrews at a cost of $19,000, by Samuel Mitchell. All significant
alterations were made after the sale of the property and can be attributed to the Duntleys. The
property is not listed in the City’s listing of potentially significant resources, while other properties
along Singing Wood Drive are listed.
This residence, for its date of construction (1939; end of the Depression, but before WWII), was a
relatively large improvement. The construction is credited to Frank and Hazel Andrews, the owners
of the larger property that is now associated with at least five present-day properties (almost 12
acres of land). The size of the residential structure and the design of the structure suggests it was
built to the personal design of the Andrews. No architect was identified in the records, only the
builder. As noted, the Andrews owned this property and other property in the immediate area (e.g.
south side of Singing Wood Drive - both sides of Hampton Road). The Andrews were occupying
the property in 1940 (per census records), including Frank, Hazel, Jeanette (dau.), and Lotta Davis
(servant). Unfortunately, Frank Andrews, an Investment Dealer, died in 1941 and Hazel immedi-
ately sold the property to the Duntleys, leaving the area of Arcadia. The Andrews family only en-
joyed the property for one year. In contrast, the Duntley family remained on the property for 20
years and are credited with the more significant changes to the complex.

Lemuel M. and Betty M. Duntley purchased the property in ca. 194 1 (possibly 1942). Lemuel
Duntley was identified as being involved in “printer products.” No death record was found for
Lemuel M. Duntley, but Betty (Elizabeth) was born in 1903 and died in the Los Angeles area in
1963. No record was found to indicate either Lemuel or Betty Duntley were in Arcadia after 1960.
The USGS quadrangle of 1947 illustrates the residential improvement at 940 Orange Grove Ave-
nue/975 Singing Wood Drive as consistent with the current configuration. The footprint of the res-
idence appears to be an irregularly shaped “H” plan with the living room area dominating the center
of the structure. Illustrated in the diagram on page 13 of this set of DPR-523 forms. The residential
structure consists of an large and centralized expanse oriented west/west and dominated by the
large living room in the center of the expanse. Wings, oriented on diagonals, extent to the south-
west and southeast of this central expanse. The western wing is associated with bedrooms and
associated storage and baths. The eastern wing consists of the dinin g areas, kitchen, service
porch, etc., and a bedroom for the “servant.”
Two additional wings (oriented due north/south) extend north from the west and east sides of the
central expanse. The western wing is dominated by another bedroom, storage areas, an office,
bath, and exercise room. The eastern wing is dominated by the presence of the large family room
(with fireplace/chimney), another bath, storage garage, and pool dressing rooms. Permits indicate
the family room (“rumpus room”) was altered in ca. 1953, the same time the pool was installed.
This alteration was likely associated with the establishment of the pool -side dressing rooms.
Visual examination of this residence confirmed, despite the size and configuration, the mode of
construction was fairly simple and standard for the day. T he structure is a wood framed structure
with a slightly raised foundation and primarily stucco cladding. The roofline is an expanse of
hipped-gable roofing that follows the long axes of the various wings. As noted in the permits, the
roof has been replaced at least once (2003) and likely once without permits.
With one exception on the east elevation, the windows on this residence consists of fixed panes
flanked by steel framed casement windows that are original to the residence. The design of the
windows includes both flat styles and tri-part beveled styles. There are no outstanding design
elements on the structure, with the exception of the two covered porch areas on the north and
south elevations, respectively,
On the south elevation (which was originally designed as the rear of the residence) the covered
porch consists of an elongated, rectangular expanse associated with red tile flooring above the
original concrete base; a large bearing beam supported by 3” metal poles; exposed ceiling beams;
and no screening. On the east -facing elevation of this porch is a wide, solid, wooden door (pine
veneer) with a small 5” square peep hole. The south-facing elevation is dominated by an off-
centered, large bay window with a central panel (fixed) of sixteen panes (4:4) flanked by casement
windows (4:1).

To the east of this set of windows, and nearer the west elevation of the porch, is a second entry
door – steel framed with two large, fixed panes, covered by a modern screen door. A hanging
swing is mounted between the windows and second entry. The porch is approximately eight feet
deep.
It is also noted, this porch is designed with wooden walls of stained pane; wide, horizontal shiplap
siding extending from floor to ceiling. This wall material is in excellent condition and may not be
original to the structure, although there no permits to suggest the siding was added more recently.
It may have simply been well maintained.
The covered porch on the north elevation is similar, but much larger. Here, the porch extends with
width of the central portion of the residence and, based on the structural diagram, is over twice as
lang. It is also much deeper. In this case, the northern porch has been enclosed with screening
(modern), resulting in a completely enclosed expanse that includes the fireplace and chimney (two -
sided and also serving the living room). The chimney is roughly centered on the elevation (centered
on the porch). To the east of the chimney , there is a large, fixed paned bay window (4:2) flanked
by large casement windows (4:2 to the east and 4:1 to the west). There is a modern, steel framed
door to the east of these windows, consisting of a central door (primarily tempered glass) flanked
by tall, single paned lights to either side. This door appears to have been custom made to fill an
existing door frame. A matching door is present on the west -facing elevation of the porch.
To the west of the chimney are two sets of similar fixed and casement windows. Where the wall
bevels (almost east-facing) is a third modern door similar to the other two. This covered porch
continues along the east side of the western wing , terminating at the office. Along this wall, there
is another set of large windows and a smaller casement window (no fix ed panes). A fourth glass
door – similar to the others – provides access to the office. The screening of the porch continues
along this expanse.
Unlike the southern porch, the northern porch exhibits the original concrete base (no tiles). It als o
exhibits the same wood siding, extending from floor to ceiling. The chimney is a wide, shaped
stone structure similar in construction to the chimney identified within the “family room” or “rumpus
room” on the eastern wing. The porch exhibits an open ceiling with exposed beams and the elon-
gated load bearing beams supported by both metal posts and periodic decorative metal bracing.
No permits were found to suggest when this porch was enclosed, but based on the design of the
screening, this alteration is a modern addition to the overall structure.
There are no doors on the west elevation of the residence (only casement windows). However, on
the east elevation, there are two entrances. These recessed entries are located in the service
porch area (southeastern wing) and nearer the family room (entering a hallway between the main
residence and the family room.

The family room is a large, rectangular expanse with a chimney on the eastern wall. Windows on
this east elevation consist of horizontal steel casement windows placed relatively high on the wall.
The west elevation of the family room consists of a large expanse of glass windows and sliding
glass doors, providing a clear view of the pool area. A small roof extension over these doors/win-
dows consists of a shed style of roofing supported by simple metal poles.
To the north of the family room is the original, attached, one -car garage and the pool changing
rooms. The garage is part of the original construction, exhibiting a single-car bay door on the east
elevation and a small store room on the north elevation. This store room is accessed via a solid,
east-facing door and there is a single casement window on the north elevation. The pool filter and
motor, along with A/C units, are located north of the garage.
Wrapping to the west elevation, it appears the garage was designed to be relatively deep and the
western extent of the original garage has been altered to provide two pool changing rooms (would
have been completed after the installation of the pool in 1953). A concrete deck runs the length of
the wing, from the changing rooms to the southern extent of the family room.
The only significant addition to the residence is on the southern extent of the southwestern wing of
the residence, where the “green house” or “solarium” was constructed in 1986-1987 (by the McCor-
macks). Attached to the residence near the master bedroom, this primarily glass structure was
constructed with a concrete bade and short concrete walls supporting the large g lass enclosure.
This structure is associated with the spa (installed in 1986) and adding to the overall use of the
structure.
With the exception of the solarium, the residence exhibits its original massing and plan. During the
McCormack ownership (primarily in 2003-2004) the residence was subjected to some significant
work following a structure fire. The repair work including roof repair/replacement, electrical upgrad-
ing, plumbing work, asbestos remediation, and seismic work. There was at least one window re-
placement (near the kitchen). Additional work not detailed in the permits was also likely necessary,
but all as interior remediations.
Minor changes to the residence include the enclosure of the northern porch, re-roofing, and general
maintenance. The wood siding on the two porches may have been replaced, but there is no defin-
itive evidence to confirm if or when. The residence is in good condition and recently occupied.
Some personal items are still evident within the residence. Despite the condition, McKenna et al.
has concluded the construction is standard and not unique in materials. The size of the residence
is noted, but many of the residences on this street front are much larger and highly ornate.
Overall, the construction is standard with no outstanding design elements or materials. The win-
dows (with one exception) are original, but many of the doors are modern replacements.

Stable and Lath House
The “stable” and “lath house” were identified by permits as 1945 additions to the property and
located in the northeastern corner of the property – northeast of the carport. The “stable” is roughly
the size of a one-car garage and consists of a rectangular structure of wood framing, a hipped roof
design, and vertical slat cladding. Located in the northeastern corner of the property , this structure
exhibits solid wooden north and east elevations. The west elevation exhibits a single window con-
sisting of a replacement horizontal slider framed with simple, flat boards. The eaves are approxi-
mately one foot deep and exhibit exposed raf ters. The south elevation is dominated by the pres-
ence of two hinged doors of matching vertical board. The western door is smaller, while the eastern
door is wider (almost twice the width of the smaller door). Each door exhibits a latch and lock on
their western extents, indicating the doors were not designed to meet in the center, but were actu-
ally independent of one another. The interior of the structure was not available for visual inspection,
but it is possible the interior consisted of the actual stable stall, while the other side was more of a
tack room, storage area. In either case, the concrete driveway now runs to the lip of this structure,
but it was unclear whether it continued into the structure. The building appears to be intact and
representative of the original construction, although permits show the roof was replaced in 1961 by
B.T. Marshall. This structure is not original to the property, but added seven years after the original
construction and while the property was still owned by the Duntleys.
The ”Lath House” is located to the southwest of the “stable” and consists of a relatively small,
square structure with a gable roof design (trending north/south) and vertical wooden cladding sim-
ilar to that of the stable. This structure exhibits a finished interior indicative of a “play house” or
detached office, surrounded by a raised concrete platform and chain link fencing. Also built in 1945
by the Duntleys, this structure rests on the concrete pad and exhibits a symmetrical set of hinge d
doors on the north elevation, two sets of replacement slider windows on the east and west eleva-
tions (also similar to the stable), a third slider window on the south elevation, and a second entry
on the south elevation. This second entry consists of a s tandard exterior door with a solid base
and vertical slider/sash window above. There is also a small “doggie door” in the wall to the west
of the second doorway. Given the location, finished interior, fenced concrete pad, etc., this struc-
ture appears to have been built for storage, but converted to a play house and yard at some later
date. It is unknown whether this structure is the “rumpus room” referred to in the 1953 permit (by
Duntley), but possible. The structure is intact and, with the exception of the window replacements,
appears to reflect the original exterior construction.
Detached Carport
The detached carport is a simple structure consisting of a concrete pad (part of the driveway), a
shed roof design, and support posts. This carport is relatively large, consisting of four wide parking
bays, supporting posts consisting of 5” metal posts, and a solid roof and associated bearing beams

(3). Electrical wiring is present, providing lighting within the open structure. This structure is in-
consistent with 1939 construction design and likely dates to post-1947, when the driveway from
the south was established. Permits show the original carport was “remodeled” in 1953. Prior to
the presence of the carport, the only identifiable garage was located north of the “rumpus room”
and incorporated into the original residential structural design (still present). The construction of
the carport negated the vehicular access to the original garage, rendering it a “storage garage,” as
noted in the structural diagram (s). Although dating to the late- 1940s-early-1950s, this carport
structure has been significantly altered through the replacement of the roofing materials (the main
structural component of the structure) in 1991, rendering it a modern replacement for the earlier
improvement. It is not considered historically significant.
Driveway
The original driveway was established along the east side of the property and extended from the
curb on Orange Grove Avenue to the property and the small garage attached to the “rumpus room.”
This alignment was still associated with 940 Orange Grove Avenue. There was also an early align-
ment established off Singing Wood Drive by the late-1940s-early-1950s. A 1952 aerial photograph
illustrates the northern driveway, along with the beginnings of the southern driveway. The exten-
sion of Singing Wood Drive between Dexter Avenue and Glencoe Drive dates to post-1947 and
the southern driveway would be consistent with the establishment of 975 Singing Wood Drive -with
the later development of 940 Orange Grove Avenue in 1955 (by George Smith).
There is no specific permit for the construction of the carport, but it is quite likely the carport was
constructed after the establishment of the southern driveway (post -1947) and at a time when there
would be a need for additional covered parking. The southern driveway led directly to this carport
and, following the sale of the property to the north (by 1955), access from the north was no longer
possible. At the time of this investigations, McKenna et al. noted the original 1950s driveway had
been replaced by the modern concrete “re-pour” with the addition of inlaid red brick. Permits con-
firmed the new driveway was completed by Francis X. McCormack in 1991, the same time he had
the roof of the carport replaced (the carport already being in place). The new driveway was als o
associated with the gated entrance on Singing Wood Drive, consisting of wrought iron and mounted
on corresponding shaped stone anchor walls. All elements associated with the driveway are con-
sidered modern additions to the property and of no historical significance.
In-Ground Pool
The in-ground swimming pool was added to the property in 1953, by the Duntleys. This pool was
placed to the north of the residence and within the area surrounded to the west, south, and east by
the residential structural expanses. Prior to the installation of the poo l, this area would have been
identified as the “front yard” area of the complex, facing Orange Grove Avenue and consistent with
the design of the residence.

For the most part, the pool is a large, rectangular structure with a small expanse off the southeast-
ern corner to accommodate the stepped entry to the pool. The di ving board and slide are located
on the northern extent of the pool. The de cking consists of concrete and surrounds the pool and
extending to the base of the residential walls to the west, south, and east.
This pool was built by Baker Construction, under permits issued for the Duntleys. Auxiliary permits
were issued for the electrical work, wiring, plumbing, etc. for the installation. The pool filter equip-
ment is housed in a small enclosure constructed to the north of the Storage Garage and Family
Room. The pool is in good condition, well maintained, and useable. Its presence has significantly
altered the historic approach to the residence, essentially negating the presence of a “front yard”
and the original approach from Orange Grove Avenue.
Landscaping
The property is well landscaped, primarily on the southern side of the residence, where the large
yard expanse is well maintained and exhibits green grass, mature fruit trees, oaks, ivy, and deco-
rative plants nearer the residence. There are planters, rock alignments, and the presence of ma-
ture (and large) cacti along the modern driveway. The driveway is accented by the presence of
two anchor walls (shaped stone) supporting the gated entry. The gated entry is a relatively new
addition to the property and only prohibits vehicular traffic. The frontage along Singing Wood Drive
is unfenced and can be accessed on fo ot. The east and west sides of the property exhibit chain
ling fencing atop short walls. The northern property boundary is defined by a wooden fence provid-
ing privacy for the pool area.
The yard to the north of the residence is relatively small, given the sale of acreage to Orange Grove
Avenue. This area is dominated by the presence of the large pool and surrounding deck. North of
the western wing, the property is less-well maintained. The area north of the east wing is domi-
nated by the carport and vegetation surrounding the stable and lath house in the northeastern
corner of the property. Overall, the property has been well-maintained and is quite attractive from
the Singing Wood Drive frontage. This landscaping, however, is not historic, but indicative of the
landscaping established by the McCormacks after purchasing the property in ca. 1973.
Summary
In summary, the improvements at 975 Singing Wood Drive include examples of the original 1939
construction; the improvements completed between 1945 and 1953 by the Duntley family; and the
additional improvements credited to the McCormacks (post-1973). All improvement attributed to
the McCormacks would be considered modern improvements and of not historical significance.
Elements of the complex for consideration include the original residence, the stable, the lath house;
the carport, and the in-ground pool. In each case, these improvements are fairly standard for the

dates of construction and have not been associated with any significan t architect, master builder
or artisan, or the use of exotic or unique building materials. Each also exhibits alterations including,
re-roofing, window replacements, door replacements, the additional of enclosures (e.g. porch), or,
in the case of the residence, the addition of the modern solarium. There has also been restoration
following a fire in 2003. Despite the size of the residential complex, the improvements are actually
quite simple and nondescript.
Assessment
In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council
of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the
Arcadia Municipal Code (“The Development Code”), with an Exemption under the California
Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Or-
dinance was the result of numerous meetings, studies, and public comment.
City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing
the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, prop-
erty improvements must be 45 years of age or older. In addition to the Code, an evaluation or
assessment of a property includes addressing the “integrity” of the resource, as defined by the
seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials,
Workmanship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource
(building, structure, object, or site) is determined to be eligible for recognition if it meets one or
more of the following Criteria:
1. It is associated with events that have made a significant contribution to the
broad patterns of Arcadia’s or California’s history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method
of construction, or represents the work of a master, or possesses high artistic
values;
4. It has yielded, or has the potential to yield, information important to the prehis-
tory or history of the city or state.
In addition to the basic Ordinance, the improvements must also maintain their integrity, as de-
fined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting,

despite the address change (from 940 Orange Grove Avenue). The residence
and attached garage date to 1939 and reflect their locations and footprints.
The addition of the carport (in the 1940s) and the pool (1953) represent historic
additions (more the 45 years of age). Likewise, the stable and lath house are
in there original 1945 locations. Overall, the minimal intent of the “Location”
element HAS BEEN MET.
Design: The residence, garage, stable, lath house, pool, and carport appear to reflect
their original designs, although there have been some expected changes.
There is no evidence of substantial changes to windows, but many of the doors
have been replaced (the locations are the same). In general, with the excep-
tion of the solarium addition, the minimal intent of the “Design” element HAS
BEEN MET.
Setting: The “neighborhood” surrounding this property was originally an expanse of
open land with subdivisions being recorded in the 1940s. When this property
was originally improved, the surrounding 12 +/- acres were part of the holdings,
placing the residence in an area with no immediate neighbors. This changes
in the 1950s, when the property was divided into smaller lots and late-period
improvements were added. Although the current property is still relatively
large, the original setting for the property has changed significantly since the
1939 construction period and no longer represents the setting significant to the
period of construction. As such, the “Setting” has not been maintained and the
minimal intent of the “Setting” element HAS NOT BEEN MET.
Materials: The property at 975 Singing Wood Drive was constructed with readily available
materials in 1939 – the improvements being dominated by wood framing, con-
crete foundations, and stucco siding. Some wood siding is present, but only
on limited areas of the residence. The ancillary structures (carport, lath house,
and stable) are also constructed of simple materials and simple designs.

The presence of the original materials, with some replacements, suggest the
intent of the “materials” element of integrity HAS BEEN MET.
Workmanship: No evidence was found to indicate the workmanship associated with the im-
provements at 975 Singing Wood Drive are anything but standard for their pe-
riod and not the work of a master craftsman, known architect, or artisan. Stand-
ard materials were used and there are no outstanding or unique design ele-
ments. No architect was identified and the improvements are not listed in the
City’s listing for potentially significant improvements. As such, the minimal
intent of the “Workmanship” element HAS NOT BEEN MET.
Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feel-
ing that you are in an area representative of the period of significance (e.g. the
late 1930s to 1950s population growth) should stand out. In this case, that
“feeling” has been lost through the in-filling of the large and open acreage as-
sociated with Tract No. 948 (defined in 1910 and not subdivided until after ca.
1950). The area is now associated with a variety of architectural styles and
dates of construction, including redevelopments. This street (Singing Wood
Drive) would not likely qualify as a “district” (although a district study has not
been officially conducted), given the impact of the redevelopments. McKenna
et al. has concluded the area fails to maintain the “feeling” of the late 1930s to

and CEQA criteria, as well as the criteria of the City of Arcadia, as noted above. The follow
conclusions are presented:
1. It is associated with events that have made a significant contribution to the
broad patterns of Arcadia’s or California’s history;
No evidence was found that associated this property with any significant
events in the City of Arcadia or California history. Therefore, the property is
not eligible for recognition under this criterion.
2. It is associated with the lives of persons important to local or California history;
No evidence was found to suggest to connect this property to any significant
persons in the City of Arcadia or California history. Francis X. McCormack
was a successful lawyer, but his success is not on a level to qualify under this
criterion. Therefore, the property is not eligible for recognition under this cri-
terion.
3. It embodies the distinctive characteristics of a type, period, region, or method
of construction, or represents the work of a master, or possesses high artistic
values;
Taking original construction and materials into accou nt, changes and altera-
tions, and current conditions into consideration, McKenna et al. has concluded
the property is not eligible for recognition under this criterion. With the excep-
tion of size for the residence, there are no distinctive characteristics, mode of
construction, etc. to quality under this criterion.
4. It has yielded, or has the potential to yield, information important to the pre-
history or history of the city or state.
No evidence has been found to suggest this property has a potent ial to yield
significant scientific information to Arcadia, the state, or the federal govern-
ments. The property is considered clear of such resources and, therefore,
