McKenna et al. recently completed an architectural assessment of the property at 2222
S. Sixth Avenue. The potential historic resource is NOT listed on the City’s “Individually
Eligible Resources.” McKenna et al. evaluated the improvements against the National
Register of Historic Places (National Register), California Register of Historical Re-
sources (California Register) eligibility criteria, and recently enacted City of Arcadia poli-
cies and guidelines.
My evaluation resulted in a determination that this property does not maintain its archi-
tectural integrity (only 2 of 7 elements) and has failed to meet any of the four main crite-
ria for recognition as a Historic Landmark in the City of Arcadia. It is not eligible for list-
ing as an “individually eligible resource” and, therefore, assigned the designated code of
6Z (see attached forms). The property is not significant and not eligible for listing on
any listing of historically significant resources – federal, state, or local.

Also address integrity.) This particular property was within various historic locales, including the
Rancho Santa Anita (1858), Santa Anita Tract (1883), the Arcadia Acreage Tract (1906), and
Tract No. 22498 (1956). When subdivided in 1956, Tract No. 22498 was owned by Glee E. and
Lottie V. Thomas, John Katicich, and C. & R. Construction Company, Inc. (Jack J. Calhoun
and Abe J. Richardson). This subdivision involved a portion of Lot 125 of the Arcadia Acreage
Tract and the definition of sixteen properties surrounding Beverly Drive. As such, all improve-
ments postdate the mapping in 1956. This development was consistent with the many subdi-
visions initiated after WWII to meet the growing demands for first-time home buyers requiring
reasonably prices residential properties in the 1950s. In this case, C & R. Construction Com-
pany, Inc. developed the subdivision and sold developed lots within the tract as “ready-to-
occupy.” These types of developments were representative of the early tract home develop-
ments throughout Southern California and exhibiting relatively small improvements designed
for later additions, if applicable.

The property at 2222 S. Sixth Avenue is cross-referenced by the County Assessor as APN
5791-021-007. This property was originally defined in 1956 as Parcel 16 of Tract No. 22498.
Prior to 1956, this property was within the historic Rancho Santa Anita, a 13,319 acres rancho
originally granted to Hugo Reid (ca. 1839) and confirmed by Mexican Governor Pio Pico in
1845. The rancho was eventually acquired by Henry Dalton in 1858 and, following a series of
owners, was acquired by Elias J. Baldwin. Being within Township 1 South, Range 11 West,
and the southeastern quarter of Section 3, this property was just west of the historic Rancho
Azusa (Duarte) and just north of the historic Rancho San Francisquito.
In 1883, the Baldwin property was, in part, subdivided into the Santa Anita Tract, which ex-
tended from Santa Anita Avenue (west) to the boundary with the Rancho Azusa Duarte and
Rancho San Francisquito (east); by County Road/now Live Oak Avenue; south), and White
Oak Avenue (now Foothill Blvd; north). Falling Leaf Avenue (now Longden Avenue) is north
of Tract No. 22498.
The 1906 Arcadia Acreage Tract was mapped, redefining property boundaries. In this case,
the project area (2222 S. Sixth Avenue) was within Block 125 of the Arcadia Acreage Tract –
measuring approximately 911 feet by 895 feet, or 18.7 acres (20 acres less road easements).
This same block was numbered as Block 278 in 1932, when the Sanborn Fire Insurance Com-
pany mapped Arcadia. However, b ecause this area was considered rural and mainly unim-
proved, no more detailed mapping was completed by the Sanborn Fire Insurance Company.
When defined in 1956, the project area was referenced as Parcel 16 (as noted above), a prop-
erty measuring 101 feet (N/S) by 120 feet (E/W), or 12,120 square feet. This lot size is almost
twice the size of a standard, modern, single family property of 7,000 square feet. The dimen-
sions of the property have not changed between 19 56 and today. The County Assessor cur-
rently identifies the improvements on this property as consisting of a three bedroom and two
bath residence with 2,510 square feet of living space.
IT IS NOTED. Prior to the mapping of Tract No. 22498 in 1956, the residence no w identified
as 645 Beverly Drive was present on the northern portion of the tract. This improvement was
dated to 1950 and associated with Glee E. and Lottie V. Thomas, co -owners of the later tract.
Prior to the tract’s lot delineations, the Thomas residence – set back from S. Sixth Avenue,
was also iden-tified as 2222 S. Sixth Avenue and only renumbered as 645 Beverly Drive sub-
sequent to the tract mapping. The reference to 2222 S. Sixth Avenue was then reassigned to
the 1956 residence on the frontage of S. Sixth Avenue (the Katicich residence; Katicich also a
co-owner of the tract).

The Thomases, along with John Katicich and the C. & R. Construction Company, Inc. are
credited with the mapping of Tract No. 22498 (co-owners) and both the Thomases and the
Katiciches occupied residences within the tract.
A review of the properties comprising Tract No. 22498 showed two addresses on S. Sixth
Avenue and the remainder of the properties with Beverly Drive addresses. The addresses and
dates of construction area as follows:

Of the 16 properties, one has been redeveloped (2013). Five yielded si ngle dates of 1956 and
the remaining ten yielded multiple dates, but dates dominated by 1950s era construction. The
1948 aerial photograph confirmed there was no other improvements pri or to 1950.
Permits on file at the City of Arcadia confirmed the improvements within the current project
area (APN 5791-021-007) were completed while the property was known as Parcel 16 of Tract
No. 22498. C. & R. Construction Company, Inc. completed the construction in 1956. No per-
mits were pulled between 1956 and 1970, indicating there were no significant alterations or
additions to the original improvements. In 1970 and 1971, John Katicich (owner) had the A/C
system installed and upgraded the electrical system to accommodate the system. In 1999,
John and Ruth Katicich had the “U” shaped driveway constructed. Subsequently, in 2011, Moo
Yee Lin Tan completed copper pipe replacement and also had improvements completed with in
the garage – a half bath, storage room, two windows, and drywall with insulation. The resi-
dence was also re-roofed in 2011 (by Yo Y Lin, the subsequent owner). No permits have been
pulled since 2011.
Researh identified John Katicich (b. 1924) as the child of Croatian (Yugoslavia) immigrants –
Mato and Mary Katicich (arrived in 1907-1908). He grew up in Los Angeles and served in
WWII as a single man with two years of high school. He had two sisters, Louise and Lena,
and the family, as adults, lived in the Arcadia area with their respective families.

Prior to moving into the new residence at 2222 S. Sixth Avenue, Arcadia, the Katiciches were
living at 2318 S. Sixth Avenue (an address that no longer exists, but would have been just to
the south). There is no data available to suggest John and Ruth Katicich had children. In
1956, both were in their early to mid-30s and could certainly have had children.
Directories showed John and Ruth Katicich occupying the residence at 2222 S. Sixth Avenue
from the original construction in 1956 until ca. 2002. Ruth died in 2009, suggesting she may
have remained on S. Sixth Avenue until her death. By 2011, the property had been sold. In
general, any alterations or additions to the property prior to 2009 -2011 would be attributed to
John and/or Ruth Katicich, including the driveway construction in 1999. Post-2011 alterations
or additions would be attributed to the subsequent owners.
CURRENT CONDITIONS
The existing improvements at 2222 S. Sixth Avenue consist of the single family residence and
an attached garage. The property is slightly larger on its north/south axis (120 feet) than on
the east/west axis (101 feet). The residence is set back into the lot and oriented north/south,
extending from approximately five feet from the northern boundary to the driveway on the
southern boundary. The front yard, therefore, is larger than the rear yard and the detached
garage is located in the southeastern corner of the property. A poured concrete driveway runs
along the southern property boundary, accessing the garage and providing addition parking
space to the rear of the residence. In 1999, a driveway was referenced in the permits as being
added across the front of the property, resulting in a “U” shaped drive extending from the orig-
inal driveway to the northern property boundary. However, aerial photographs show there was
a “U” shaped driveway as early as 1964 (possibly earlier), suggesting the permit involved a re-
pouring of the driveway. This also suggest the concrete driveway and par king area on the
southern property boundary was re-established at the same time.
The garage is slightly oversized and oriented on a north/south axis – measuring approximately
26 feet by 22 feet. The gable roof is also oriented north/south and covered with composition
shingles. This structure is a wood framed structure resting on a poured concrete pad and clad
in stucco. The east and south walls are solid expanses od stucco, while the north wall exhibits
a door and two windows. The door is a modern replacement consisting of a solid base and s
sash window above. The windows (one large and one small) are modern, vinyl windows with

faux panes. The larger is a horizontal slider while the smaller is sash. Permits show these
features are associated with the 2011 improvements by Moo Yee Lin Tan, when a half bath
and storage room were constructed within the garage.
The roofing was also completed in 2011. Not specifically noted in the permits, a new bay door
was placed on the west elevation of the garage – a roller, replacing what was likely a spring-
action hinge system. The new door exhibits four horizontal segments with the upper segment
exhibiting window lights. The structure also appears to have been resurfaced.
The poured concrete driveway along the southern property boundary also includes a concrete
berm along the front of the garage to divert run-off water from entering the garage. Aerial
photographs indicate the garage wa s always rectangular. However, it is likely there was a
standard door on the west elevation, having been relocated to the north elevation in 2011.
Overall, the garage at 2222 S. Sixty Avenue is in its original location and exhibits its original
size. However, the roof has been replaced, the siding re-surfaced; the bay door replaced; and
the original pedestrian door relocated to the north elevation. Two windows were also added
to the structure. As such, the garage has been subjected to considerable alteration and the
loss of original materials. It architectural integrity has be en compromised.
The residence, as noted, is an elongated building oriented on a north/south axis. The northern
portion of the residence is shallower and the building widens to the south. Overall, the building
is a wood framed structure on a raised foundation and exhibiting a gable roof design (oriented
north/south) with varying heights, depending on the location. The lower rooflines are towards
the north and the higher rooflines are to the south. There are two location exhibiting a cross-
gable design – one no the northern extent of the structure and a second to the southern extent.
The central portion of the structure exhibits the standard gable roof. On the east side of the
residence, the original covered patio exhibits a shed roofline (this patio has since been en-
closed). The entire roof has been covered in modern, composition shingles.
There is no evidence the residence has been altered. The north elevation is a flat expanse of
stucco over the wood framing and exhibits two, modern, vinyl casement windows. Floor vents
are evident and the eave at the peak of the roof is slightly widen than at the eastern or western
extents, resulting in a beveled design with exposed rafters beneath. The is a fascia board and
a attic vent evident. Otherwise, the elevation is unadorned and exhibits no unique or unusual
design elements.

The south elevation deeper and also exhibits a flat expanse of stucco , floor vents, windows
and eaves similar to those identified on the north elevation. Here, in contrast and because the
wall is deeper, there are more windows. To the west, there is a horizontal window with two
sliding panes (modern replacement). In the center of the elevation there are two vertical sash
windows (also modern) and, to the east, a larger, horizontal slider (also a modern replace-
ment). These windows were all placed within the original wood frames and sills. The utility
meter is mounted on the eastern extent of the south elevation.
Also noted on the south elevation is a series of red brick planters (one brick high). While
designed to be open planters, these features have been filled with concrete, resulting in solid
expanses slightly higher than the adjacent driveway. They were likely filled at the same time
the driveway was re-poured.
The east elevation of the residence (facing the rear yard) is an elongated expanse interrupted
by the enclosed patio area. The southern extent, south of the enclosed patio) consists of a flat
expanse of stucco wall with a single, modern, vinyl sash window. Floor vents are evidence
and rain gutters run the length of the wall. A water heater closet is located in the corner, where
the wall meets the south-facing wall of the enclosed patio. There is also a modern door on the
south-facing wall of the enclosed patio.
As noted, the roof over the enclosed patio consists of a shed roof. The supporting posts are
now incorporated into the walls. Location atop a concrete slab, the east, south, and north walls
of the enclosed patio consist of vertical plywood with incised cuts to suggest individual planks.
The walls extend approximately four feet beyond the southern wall of the east elevation, indi-
cation the patio recessed to the original east elevation.
The east wall of the enclosure reflects similar siding and four, large, modern windows – sym-
metrical and similar, reflecting fixed central panes flanked by sliders. Wrapping to the north-
facing elevation of the addition, the paneling continues and another, matching, modern door is
present. The design and materials used in this enclosure suggest it was completed in ca.
2011, or later, after the Katicich ownership/occupation.
To the north of the enclosed patio, the original stucco-clad wall is present, extending to the
northeast corner of the residence. Here, the flat expanse of stucco is associated with two sash
windows. Both are modern, vinyl, replacement windows of differing sizes. Below the smaller
window is a ground-mounted A/C unit and, to the north of this unit is a smaller ventilation unit.

Between the two is the crawl space entry. The area around the north side of the enclosed
patio is surfaced with both poured concrete and, further into the yard, a brick pavement.
Overall, the east side of the residence exhibits both the original walls (re-surfaced) and the
large, enclosed patio, obstructing any visual of the recessed, original siding.
The main elevation (west elevation) faces S. Sixth Avenue and is the most complicated, archi-
tecturally. Nonetheless, the architecture is original to the residence and does not exhibit any
evidence of alteration. As with the east elevation, the west elevation can be divided into three
segments with various roof heights. The northern extent exhibits a cross-gable roof design
with two differing heights. Beneath the gable roof is board and batten siding accentuated by
horizontal boarding surrounding the windows. The northern windows consist of a pair of double
hung sash windows (faux panes, vinyl replacements) beneath the peak of the cross-gable roof
line. To the south is a single window (similar to the others) nearer the c orner at the exterior
chimney. The horizontal boards are wide expanses of clapboard and slightly extended away
from the rest of the siding. Decorative support braces are below these window areas.
In the areas of the north/south trending roofline are exposed rafters with a very narrow trim
(not a true fascia board). Beneath the gross-gable roofline, the horizontal boarding extends
up to the roofline and the associated fascia boars are scalloped. The entire elevation north of
the chimney is trimmed by a red brick planted that has been filled with poured concrete.
Wrapping to the south, the west elevation exhibits a north -facing wall dominated by the pres-
ence of a large, red brick chimney. This chimney exhibits an interesting design, where the
base widens to a diagonal sill that extends to the corner of the east elevation. Large, decora-
tive rocks have been incorporated into the chimney design. The rest of the exposed elevation
is the basic board and batten siding.
The west elevation continued to the south of the chimney, but approximately eight feet to the
west, resulting in a widen structure. Here, the board and batten siding continues to the main
entrance and is associated with the gable roofline (no fascia board), exposed rafters, floor
vents, and the presence of three large windows. These modern windows include a large , fixed,
central panel with faux panes 4:4), flanked by smaller panels (4:2).
The main entrance is beneath the extension of the cross-gable roofline dominating the south-
ern portion of the residence. This slightly recessed entrance consists of a standard, solid door

surrounded by a red brick façade. The covered porch and stoop reflect the same red brick.
Addition, although not matching red brick extends further to the west and abuts the “U” shaped
driveway. An open rail privacy wall has been constructed to the north of the entry, supported
by the roof-supporting post.
To the south of the entry is another north-facing wall of board and batten siding, exhibiting a
double hung sash window (modern, vinyl replacement) and floor vent. This wall extends ap-
proximately ten feet to the west of the entry, further widening the residence.
The remainder of the west elevation (south of the entrance) is also board and batten and be-
neath the larger of the two cross-gable rooflines. In this case, the roofline is doubled – with
the main roofline above a smaller, decorative roofline above the Windows. As with the north-
ern extent, this cross-gable roofline is associated with horizontal boarding to the roofline . The
higher roofline exhibits a narrow overhang with a small trim board (not a fascia board). The
roofline above the windows exhibits a wider overhand and the scalloped fascia boards. This
design emphasized the height of the roofline as well as the suggested depth of the residence.
This portion of the residence is also associated with a red brick planted filled with concrete.
Overall, and with the exception of some modern maintenance, the west elevation of the resi-
dence is representative of the original construction and similar in design and massing as other
residences within Tract No. 22498 (on Beverly Drive). Likewise, the north and south elevation
are as planned. The east elevation has been altered and it is emphasized all windows on the
residence have been replaced, the stucco siding has been resurfaced, and the doors are not
original. None of these alterations are noted in the permit file.
ASSESSMENT/EVALUATION
In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of th e City
Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1
of the Arcadia Municipal Code (“The Development Code”), with an Exemption u nder the Cali-
fornia Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.”
This Ordinance was the result of numerous meetings, studies, and public comment.
The City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summa-

history or history of the city or state.
As noted, in addition to the basic Ordinance, the improvements must also maintain their integrity,
as defined by the seven criteria listed in the State and Federal guidelines (Location, Design,
Setting, Materials, Workmanship, Feeling, and Association). Once “Integrity” is addressed, a
resource (building, structure, object, or site) can be considered for eligible for recognition if it
meets one or more of the following Criteria:
Integrity
Location: The improvements at 2222 S. Sixth Avenue are in their original locations and
reflect the original footprint and massing. The resid ence and detached gar-
age date to 1956. There have been no significant additions, although the rear
patio has been enclosed into living space. McKenna et al. has concluded the
minimal intent of the “Location” element HAS BEEN MET, despite the addi-
tions.

Design: The residence has not been significantly altered in its design and there is no
evidence of any additions. The minor alteration in the form of the enclo sed
patio is not a significant change. However, it is noted that all doors andwin-
dows have been replaced, the stucco cladding has been resurfaced, the roof-
ing materials have been replaced and the driveways have been re -poured.
These alterations have been primarily in the form of the materials and not in
the design. McKenna et al. has concluded the minimal intent of the “Design”
element has HAS BEEN MET.
Setting: The “neighborhood” surrounding this property was designed in 19 56 (east
side of S. Sixth Avenue) and earlier on the west side of S. Sixth Avenue (south
of Longden Avenue). A cursory review of the properties associated with the
1956 Tract No. 22498 showed only one redeveloped property (2230 S. Sixth
Avenue), while the majority of the other properties reflected multiple dates of
construction. Of the eight properties fronting the east side of S. Sixth Avenue,
between Longden Avenue and Flamingo Way , two have been redeveloped
(2000 and 2013). On the west side of S. Sixth Avenue, there is a p ark on the
northern extent and of the next eight properties, three have been redevel-
oped. Overall, of sixteen residential properties fronting S. Sixth Avenue,
south of Longden Avenue, five reflect redevelopments (31%). Two of these
redeveloped properties are directly opposite 222 S. Sixth Avenue and a third
is due south of the property. A fourth is two lots north and visible from 2222
S. Sixth Avenue. Overall, these redevelopments have significantly impact ed
the immediate area surrounding 2222 S. Sixth Avenue and, therefore,
McKenna et al. has concluded the intent of the “Setting” element HAS NOT
BEEN MET.
Materials: The improvements at 2222 S. Sixth Avenue exhibit some of the original mate-
rials (primarily on the west elevation of the residence), but as a whole, the
residence and garage have been re-surfaced (stucco clad); roofs have been
replaced; all windows and doors have been replaced; and the concrete drive-
ways have been re-poured. The replacement of the original materials has
adversely impacted the integrity of the property with respect to “Materials” and
McKenna et al. has concluded the minimal intent of this element HAS NOT
BEEN MET.

and not the work of a master craftsman, known architect, or artisan. There
are no outstanding or unique design elements. As such, the minimal intent of
the “Workmanship” element HAS NOT BEEN MET.
Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feel-
ing that you are in an area representative of the period of significance (e.g. the
1950s-1960s population growth) should stand out. In this case, that “feeling”
has been adversely impacted by the redevelopment of over 30% of the prop-
erties along S. Sixth Avenue. McKenna et al. has concluded the element of
“feeling,” specifically associated with the residence at 2222 S. Sixth Avenue,
HAS NOT BEEN MET.
Association: Research failed to associate this property with any historical event or per-
son(s) in local, regional, state, or national history. There is no associated with
any recognized architect of note and no association with a significant crafts-
man or artisan can be documented. The property has not been associated
with any scientific find or exhibited any potential for the presence of scientifi-
cally significant resources (archaeological or paleontological). Therefore, the
minimal intent of this element HAS NOT BEEN MET.
Overall, in reviewing the “Integrity” of this property, McKenna et al. determined only two of the
seven elements of integrity have been met, resulting in a determination the property has failed
to maintain architectural integrity and, therefore, would not be qualified for recognition as a
historical resource or landmark. Nonetheless, McKenna et al. evaluated the property for sig-
nificance in accordance with federal, state, and local guidelines and policies.
Final Assessment
The final evaluation/assessment requires the property be addressed with respect to the four

nacular design with California Ranch influenced. The minor design elements
(scalloped fascia boards and cross-gable rooflines) also suggest some of the
typical 1950s, modest, storybook influences (but not Swiss or alpine influences).
The board and batten is specifically used to infer ranch style architecture.
These improvements are not representative of the first, last, or sole remaining
example of this style of architecture and the changes have resulted in a more
eclectic form of this simple architecture. In fact, similar examples are present
with Tract No. 22498. Taking all alterations, general maintenance, and current
conditions into consideration, McKenna et al. has concluded the property is
not eligible for recognition under this criterion.
