As part of the City of Arcadia’s COVID-19 transmission mitigation efforts, this meeting of the
Arcadia Public Library Board of Trustees will be conducted virtually and the public is
discouraged from attending. Per the Brown Act, the public will still be provided the ability to
make public comments. For members of the public who would like to participate virtually, the
meeting will be held via teleconference.

MONTHLY REPORT – NOVEMBER / DECEMBER 2020
Highlights: A highpoint of this holiday season was a staff lunch
provided by Administration in mid-December. All staff were treated to
boxed lunches from Panera Bakery and the Library Board of Trustees
provided beautiful cupcakes for all. The year ended on a positive note
with the news that Adult Services had been awarded a “California
Revealed” grant to digitize, preserve and archive documents from the
Library’s Arcadia History collection, including the Anoakia Breeding
Farm private catalog and historic city directories.
Adult Programs, Classes, Technology Literacy, and Events: Adult
Recess: Virtual Edition in November and December featured step-by-step instructional videos
shared on YouTube, Instagram, and Facebook. Viewers learned basic loom weaving, creating
their own loom, in November and made gift tags and wrapping paper in December. Craft kits were
provided for interested patrons. November’s International Film Program featured Le Chef, a
French comedy, via Kanopy, while in December, patrons were encouraged to watch Buñuel in
the Labyrinth of the Turtles. Discussion questions were also shared on social media to encourage
an at-home conversation about the film. The final Business Learning Lab Power Hour was offered
in collaboration with the Arcadia Chamber of Commerce and City's Economic Development team
in December. Business owners delved into the multi-layered world of online advertising and
effective ad creation for Facebook, Instagram, and Google. Podcasts 101, a virtual Learning Lab
class, was taught in December. Students discovered new podcast platforms, received
recommendations for new and interesting podcasts, and learned tips and tricks to better enjoy
their podcast experience. In support of the virtual Learning Labs, staff created two micro-lessons
in November and posted on the Library’s social media accounts, on the topic of website domains
and Search Engine Optimization. In December two more microlessons, Find a New Podcast and
Facebook Ads Manager, were created and shared on social media in support and promotion of
the Library’s Learning Lab program.
Teen Programing: In November, Make-it or Bake-it featured teen volunteers who had filmed and
edited a flower crown tutorial video; for December’s Make-it or Bake-it, teen volunteers
demonstrated how to make a holiday ornament. Craft kits were provided to interested teens.
December’s edition was viewed 108 times on Instagram, 51 times on Facebook, and five times
on YouTube. The final two Teen Creative Writing Workshops, Songwriting and Free Writing, were
held in November. These workshops, attended by 23 teens, were hosted in partnership with a
junior at Arcadia High School who is completing her Girl Scouts Gold Award. Bernard Dinata,
singer-songwriter & producer, co-hosted the songwriting workshop.

Children’s Programming and Services: The Cover to Cover Club reading program concluded
with 692 registrants who read and logged 8,823 books (1,541 coupons) redeemable for free In-
N-Out burgers, were distributed throughout the program. A parent commented that Arcadia Public
Library was one of the few libraries offering the program and that she was grateful as it
incentivized her child to read during the pandemic. Children’s Services staff filled 66 Book Bundle
requests throughout November and received positive feedback from those using the service. Tech
Team Arcadia, consisting of two students from Arcadia
High School, hosted a six-part Virtual Coding Class
which introduced nine middle school participants to basic
computer programming using Hypertext Markup
Language (HTML). In addition to live and prerecorded
virtual storytimes, Children’s Services hosted a pumpkin
themed Storycraft program in which families were invited
to pick up a craft bag from the Library, then view a pre-
recorded video which shared pumpkin stories and
demonstrated how to make the crafts: 120 craft bags
were distributed and 80 families viewed the recording. Over 200 craft grab bags were distributed
to families before the Thanksgiving weekend. Each bag

materials to make three crafts

years past. In December, two

were posted to Facebook
Premier and doubled
viewership. Throughout the month, there were six pre-recorded and one
live storytime with 90 views. Children’s Services staff prepared and
distributed 246 Winter Activity Bags. The bags were designed by specific
grade level: K-2, 3rd-5th, 6th-8th, and included a grade level reading list,
two craft projects, an indoor scavenger hunt, and one additional activity sheet.
Customer Service: The online reserves and front-door pick-up
service continue to be popular. In November, staff processed
7,463 items and in December, 6,597; these numbers are lower
than usual given the holidays in each month. Account Services
was most affected in this period by the quarantining of four staff
in response to a positive COVID test received by another
member of the department. Administration, Adult Services, and
Children’s Services stepped up to help process items, schedule
appointments for customers, oversee Shelving Management
staff, and cover telephones. The first four staff members
returned on December 17, and the fifth one returned on
December 28. Not surprisingly, the busiest day for
appointments was December 17, with 138 front-door pick-ups
scheduled. Passport Services resumed operations on a limited basis and have gradually
increased the number of passports issued from 39 in November to 59 in December.
Collections: Occasionally customers ask about the precautions the Library takes regarding print
and other materials: following the strictest guidelines, books and other media are held in
quarantine in the auditorium for four days. Cataloging and Acquisitions have been working on a

project to improve access to magazines listed in the Library’s catalog.
Cataloging and Acquisitions continued to work on updating the catalog
and other routine projects, as well as cataloging materials for the Gilb
Museum of Arcadia Heritage. The most popular item in the Adult
collection in November was I Know Why the Caged Bird Sings, by Maya
Angelou. The most popular title in the Children’s collection this month
was the latest Dog Man book, Grime and Punishment, by Dav Pilkey,
and for teens, the top spot was held by the anime pirate adventure series
One Piece, by Eiichiro Oda. In December, the most popular item in the
Adult collection was The Kitchen God's Wife, by Amy Tan. The most
popular title in the Children’s collection this month was the latest book in
the Keeper of the Lost Cities series, Unlocked, by Shannon Messenger.
For teens, the top title was Amulet, by Kazu Kibuishi.
Facilities and Technology: The wireless network has been
upgraded to Cisco Meraki, for better bandwidth and coverage and
ten total Access Points were installed with two located outside of
the building. There were 446 unique public Wi-Fi users, illustrating
how important strong Wi-Fi access is. 3D printing is now available
to the public. Staff are continuing to update the library’s web pages
by adding and updating the content. In December, staff continued
to test the new Meraki wireless network and are researching
further expansion by adding extra access points. Information
Services staff are working on offering contactless printing services
to the public through the online PrinterOn printing service. In
response to the exposure event in Account Services, social
distancing and contamination practices were increased: plexiglass
screens were extended at the Account Services desk, aides’ work
areas were moved to the Computer Lab (for email) and to a
separate station (for other tasks), the number of staff permitted in
the Account Services work area was decreased to four at any one
time, and the scheduled pick-up carts were moved into the entryway.
Staff and Training: At the end of the month, Shelving Management was combined with Account
Services to reflect current work assignments and staffing. Account Services supervisor will focus
on training all part-time staff, merging schedules, assigning specific tasks for full-time and part-
time staff, and finding efficiencies throughout the department. Library staff continued to complete
the mandated non-harassment training. Staff also attended webinars on such diverse topics as
video creation and editing, community career development, virtual programming, marketing, and
self-care. Supervisory and Administration staff completed online ethics training as well. The
Principal Librarian for Adult and Teen Services was selected to attend a teen services conference
sponsored by YALSA in early November. In response to the group quarantining of staff in mid-
December, Covid-19 safety practices were reviewed, and Account Services implemented a two-
team schedule to contain possible future exposures to the virus. Shelving Management staff took
over front-door pick-up responsibilities and continued to help with important tasks throughout the
Library.
Community Outreach/Collaboration/Volunteers: The Friends of the Library briefly hosted
outdoor pop-up book sales, which were popular and profitable. Unfortunately, the surge which
followed Thanksgiving led to the sale being suspended. The Library collaborated with
NaNoWriMo, a nonprofit organization that promotes creative writing around the world, in their

annual challenge to write a 50,000-word novel in the month of November. Workshops were held
on Zoom weekly with 18 attending. Business Learning Lab Power Hour was offered in
collaboration with the Arcadia Chamber of Commerce and City's Economic Development team.
Cataloging and Acquisitions staff attended monthly Coordinating Council meetings. The
Children’s Principal Librarian met with representatives from Pacific Clinics to discuss community
services provided by the agency and ways the Library may be able to partner on an informational
family program. Children’s staff also met with two Arcadia High School students to explore ways
to partner and promote their newly established Kids Support Group, which offers students, in 1st
through 8th grades, the opportunity to virtually come together, play fun games, and express
concerns/frustrations about life during the pandemic. In November, Children’s Services provided
seven virtual class visits for 178 kindergarten and 1st grade students from Longley Way and
Camino Grove Elementary schools. In December, Children’s Services staff participated in Arcadia
Unified School District’s virtual book discussion for middle schoolers. Led by AUSD middle school
librarians, students discussed aspects of the book The Seventh Most Important Thing by Shelley
Pearsall and were visited by the author. In December 2nd grade students
from Baldwin Stocker Elementary visited virtually with Children’s Services
staff and learned about the works of children’s author, Keiko Kasza. Two
1st grade classes from Camino Grove Elementary also visited with staff
and listened to stories written by children’s author, Jan Brett. Staff also
met with Stephanie Perez, from Arcadia Unified School District’s Rio
Hondo Learning Center, to discuss potential partnership for a future
middle school wellness conference. An architectural historian reached
out for help uncovering the history of homeowners/occupants at 901 W.
Duarte. Architectural historians need to identify homeowners and
occupants of older homes (this one was from 1921), to determine if it
qualifies for historical significance designation and preservation, or for
demolition. Staff found that William and Mahala Sackett had lived in the
home. At the end of December, the Library hosted a blood drive for City
of Hope in the auditorium.
Marketing and Publicity: Two historical photos were shared in
November as part of the Library’s Centennial Commemoration:
a photo of Arcadia Public Library at its First and Wheeler
Avenues location, where it was located from 1930-1961, and a
photo of a staff member (Judith B.) setting up a Thanksgiving
display from the 1950s. Adult Services staff continues to lead
the Library’s social media effort. In December, two more photos
were shared: Arcadia Public Library in 1961 and a 1970 view of
the Library’s mid-century interior design.

"Arcadia Salutes Australia's Waratah's Festival," Arcadia's float entry in the 1970 Pasadena
Tournament of Roses Parade, features an abstract free‐form reminiscent of an English coach. At
the forefront is a royal blue peacock. Animals of Australia, the kangaroo, koala bear and lyre
bird, are represented in the back.

LIBRARY BOARD OF TRUSTEES
REGULAR MEETING MINUTESS
THURSDAY, NOVEMBER 19, 2020
NOTE: As part of the City of Arcadia’s COVID-19 transmission mitigation efforts, and in
accordance with California Executive Order N-25-20 suspending some terms of the Brown Act,
this meeting was conducted virtually, via teleconference.
CALL TO ORDER – Chair Barbara Delphey called the meeting to order at 4:39 pm

REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Councilmember Cheng updated the
Board on the appointment of the new Police Chief, Roy Nakamura; issues facing City Council;
plans for bicycle lanes and announced a canned-food drive on November 21. Trustee Renfrew
discussed the debut of the Friends’ pop-up book sale outside the Library, currently scheduled for
Tuesdays, Thursdays, and some Saturdays, staffed by volunteers.

Director’s Update: Director Bradley let the Board know that the Library had no plans to reopen
soon, especially given the recent surge in COVID cases in Los Angeles County. She reported on
the City Council meeting regarding user fees: the $1.00 fee for holds was dropped, Museum patio
rental fee increased.
Monthly Statistical Report: October 2020: It was noted that the number of reserves jumped.
This is because patrons now request items through reserves. The Director continued to explain
the full process and said that staff is hoping to move to email notification as soon as possible as
telephone notification is inefficient and very staff intensive. Trustee Renfrew asked about the fine
forgiveness program: over 500 items were returned, and individual phone calls to customers with
over $100 in fines were well received. A much larger percentage of eBooks are being checked
out: print items are still popular, but eBooks are increasingly popular among adults and children.
Passport Services reopened, but the surge in COVID cases has decreased interest in getting
passports. The Library was given $4,000 for a memorial bench and for renovations to the
Children’s room.
Monthly Report Narrative: October 2020: Director Bradley discussed the Directors Forums and
the Future of Libraries discussions. She noted that some libraries in California have reopened for
“grab and go” service, and that Arcadia Public Library will probably retain some services (front-
door pick-up, for example) upon reopening. Increased usage of Chromebooks was discussed, as
well as the difficulty students are having finding reliable Wi-Fi access. The State Library’s Crisis
Collection funding was discussed as a way to increase smaller libraries’ purchasing power.
Financial Report: FY 19-20 Final. This report covers the Library for the entire fiscal year. The
Library spent 98% of its budget and gave back funds that had not been spent when the COVID
crisis hit. The Director reviewed individual expenditures.
COVID-19 Updates: The Library is in a holding pattern, though not in a “safer at home” status
yet. Safety measures continue to be stressed and staff are adjusting.
Library hours of operation: There are no plans to change these even though the Library has
six vacant positions. Because of reduced staff, the Library will close on December 26 and January
2; staff will be encouraged to work Monday through Thursday those weeks. The City Manager
has given permission to fill one full-time technician position, Library administration is looking at
ways to allocate that position and use staff more efficiently throughout the organization. The
process of recruitment and training is time-consuming and costly, so Library staff are making
every attempt to be thorough and correct.
Policy Manual: The City Attorney has approved the Facility Rental Policy. The minimum age was
increased to 21 for renting the Imagination Theater and some parts of the policy were
consolidated. This is an umbrella policy, which incorporates after-hours use for a fee, as well as
security and staff costs. Each venue would have its own specific rental agreement.
Staff Report: Director Bradley reviewed the donation of a Memorial Bench for Xiaonan Ji, broke
down the costs and clarified how this bench was approved.
Staff Update: Library Technician Desiree Coleman left for a job opportunity closer to her home
and in her field. The Library is down six positions currently.
Holiday Cookies: Discussed possibilities for showing appreciation for staff in place of holiday
cookie baking by the Board of Trustees. The Trustees agreed to contribute dessert for a staff
holiday lunch. Board members will drop off $20 and staff will purchase cupcakes and any other
necessities.
Staff Training: Usually, the Library has an all-day staff training on Martin Luther King Jr.’s
birthday while the rest of the City is open. This year, Library will be open, but staff will be given
the option of using one of their floating holidays if they would like the day off. The Library would
like to be sensitive to staff who would like to observe the day.
Gilb Museum of Arcadia Heritage: Museum staff is doing great work—including a College Day
panel discussion for teen volunteers. Trustee HasBrouck asked about status of the Carol Libby
Memorial, Director Bradley reported that it was approved and will be in the courtyard between the
Museum and the Museum Education Center.
Calendar of Activities for Children’s Services: November & December 2020: Director Bradley
highlighted the Stitching Together and craft grab-bags programs.
Flyers/articles/posters/attachments: Director Bradley reviewed the attached flyers.

The motion to accept the Minutes of October 15, 2020, as written was moved by Trustee Carter,
seconded by Trustee HasBrouck, and carried on a voice vote.

b. Approve the Policy Manual Updates for Facility Use and Imagination Theater Rentals
Recommended action: Approve
Trustee HasBrouck moved that the Board accept and approve the Facility Rental Policy and the
Imagination Theatre Rental Policy. Chair Delphey seconded, and it was approved on a voice
vote.
