Also address integrity) Prior to World War 2, what is now suburban Los Angeles comprised smaller independent cities interspersed in what was largely agricultural land. War worker housing and post-war housing needs caused widespread development in most of this agricultural land. This included five Homeowners Associations in the upper parts of Arcadia, generally with larger lots and more expensive homes. The property is relatively flat, as it and the surrounding properties in the homeowners association were developed and used a orchards from Historic times (peer the DPR definition) until taken over by residential development circa the 1940s and 60s. The ranch style residence with a two car attached garage is a single story structure, and it is accompanied on the property by by a swimming pool and pool house in the rear yard. Originally built in 1940, it was added on to in 1946. It is listed by the county assessor as having four bedrooms and three baths. The design of the house is fairly typical of its era, and like all the houses in this homeowners association, it is fairly expansive an size and scale, and with a generous front yard setback. While considered to be (or was) "upscale in its design and property, there is nothing about the house or its setting that embodies any distinctive characteristics (as defined by DPR criteria), nor would it appear to be "the work of a master or possess high artistic values" (per the state and federal criteria). In other words it is generally unremarkable. Construction is wood frame typical of the era for similar houses. The exterior walls however comprise a number of different building materials. The thin concrete brick on the front appear to be part of the original construction, as are the cedar shakes on parts of the side walls, a common siding material at the time but now in disuse. Stucco at the rear of the house may be attributable to the later addition. There is also some miscellaneous clapboard used, and the effect of these different materials is that of a patchwork without artistic merit. The low pitched hip roof has enclosed eaves and a newer synthetic shingle. The windows and exterior doors are of small divided lites and appear to be later replacements. The condition of the exterior is fair based on cursory inspection, and the landscaping is suffering from neglect. The two ancillary structures at the rear are the swimming pool and the pool house. The pool is of cement plaster and organically shaped. It is unused and in a state of neglect. At present it is only partly filled with water which is full of algae. ' The pool house shares no design characteristics with the main house. It comprises storage, an outdoor kitchen and an eating area under an expansive flat pitched roof, supported on the open side by steel tally columns. The kitchen and storage at the back side are enclosed by a combination of brick and wood. Like the pool it is in a state of neglect. While the context of these Homeowners Associations therefore remains with very high integrity (compared to the original state), the building itself has no significance. Further as the surrounding housing stock is rapidly being replaced and becoming less and less conforming (compared to the original state), the building cannot even be seen as a contributor. DPR 523L (Rev. 1/1995)(Word 9/2013) State of California—Natural Resources Agency Primary# DEPARTMENT OF PARKS AND RECREATION HRI # Trinomial CONTINUATION SHEET Property Name: 1210 Rodeo Road Page 8 of 13 Resource Evaluation This sheet is a continuation of the Building, Structure and Object (BSO) Record sheet, and specifically meant to discuss the resource with respect to the City of Arcadia's Certificate of Demolition requirements and the potential impact to an historic resource under the California Environmental Quality Act (CEQA). The resource evaluation is required given the age of the resource, being 80 years old at the time of this report, to determine if there is any historic value that might lead to eligibility for historic designation. The recommendation of this report is that there is none, and that from the standpoint of this report that the demolition requested should be allowed to proceed. Local Ordinance 9103.17.060 Local Eligibility and Designation Criteria gives four possible criteria for eligibility. These coincide with the criteria used by the National Register and California Register, as would be required by CEQA. Review of the local criteria, and based on the standards and thresholds of the Registers as required by CEQA, conclude that the existing improvements do not meet any of the local criteria, nor the State or National criteria, for that matter. As stated previously in the BSO, that property and surrounding development had been worked agriculturally from early Historic times until until the extant residential development. There is no indication of, and it is highly unlikely that, the property has sufficiently direct association with with events or people important to local or California history, as per Local Criteria 1 and 2. Regarding Local Criteria 4, because the land had previously been worked agriculturally, and has already had building foundation work done on the building site, there is little likelihood also that it will yield information on the history or the prehistory of California or Arcadia. However the applicant for the replacement project (should it be permitted) needs to be advised by the City of Arcadia regarding correct procedures to follow if artifacts or human remains are discovered during their work. While Local Criteria 1, 2 and 4 are moot as described above, this report focuses on Local Criterion 3, which states "It (the existing improvements) embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values." It is entirely possible to see the existing house in its original design intent, in other words there is no indication that the design intent is being obfuscated by later alterations; that it is of its era. The applicable benchmarks for Criterion 3 are very straightforward in this case, because of the high level of development of California -specific ranch houses by noteworthy architects of the era who designed work that would clearly meet Criterion 3. These include, for instance: • The architect Cliff May, who brought the California -specific ranch (in its otherwise traditional form) to its penultimate conclusion. • The developer Joseph Eichler, who through the various architects he hired for his subdivisions, innovated more in the methods of construction and spatial openness, and pushed the California Ranch style into recognizable modernism. • The designer John Matthias, whose 1939 Willis House pioneered large expanse of sliding glass wall at ground level, published nationally and responsible in large part for the California cache of indoor - outdoor living. (Cont'd. on next sheet) DPR 523L (Rev. 1/1995)(Word 9/2013) State of California—Natural Resources Agency Primary# DEPARTMENT OF PARKS AND RECREATION HRI # Trinomial CONTINUATION SHEET Property Name: 1210 Rodeo Road Page 9 of 13 Resource Evaluation Continued from Sht. #8 As a theme, the most fundamental characteristics that can be culled from these masters and their architecture, for use as benchmark points in describing a California Ranch of the era are: • Clean, 20th Century detailing throughout, as opposed to traditional construction detailing. • Indoor -outdoor living exemplified by glass walls, large openings, and a plainly obvious continuation of the floor plane between inside and outside. • Expressiveness of structural elements in natural materials in the indoor -outdoor areas. • Generosity of window openings. • Drawn in a recognizable 20th Century idiom, and with conscientious proportions and other drawing attributes. In comparison the subject house is totally undistinguished in any of the standards used for Local Criterion 3. Rather it is large, as described elsewhere in this report but otherwise is simply builders' standard fare. And it could be found anywhere in the United States, as well. It does not meet Local Criterion 3, or the same National or California Register criteria either. In summation, the evaluation is that it does not meet any criteria for eligibility or designation under the local ordinance or CEQA, and should not be considered as an Historic Resource under CEQA Section 15064.5 (a)(3). Therefore absent this, the proposed demolition of this building will not adversely impact any Historic Resource under CEQA. That, despite removing the building in its entirety.
