SUBJECT: APPOINTMENT TO THE PLANNING COMMISSION
Recommendation: Appoint Vincent Tsoi to fill Unexpired Term
SUMMARY
At its meeting on June 16, 2020, the City Council appointed Deborah Lewis to serve on
the Planning Commission for a second four-year term, which expires on June 30, 2024.
On December 22, 2020, the City Clerk’s Office received a letter of resignation (see
attachment) from Ms. Lewis, effective immediately. This agenda item will enable the
City Council to take action to fill the vacancy on the Planning Commission. It is
recommended that the City Council appoint Vincent Tsoi to fill the unexpired term on the
Planning Commission ending June 30, 2024.
DISCUSSION
Due to the resignation of Ms. Lewis, the City Council is required to the fill a vacancy on
the Planning Commission for a term that expires on June 30, 2024. For expediency, the
City Council interviewed remaining candidates from the list of applications received
during the Boards and Commissions advertisement process conducted by the City
Clerk’s Office in 2020. On January 18, 2021, the City Council conducted four (4)
interviews with the following potential candidates:
Albert Yu
Vincent Tsoi
Xinling Ouyang
Amanda Leslie
All applicants have been verified as residents and registered voters of the City, and all
expressed interest in filling the unexpired term.

At the conclusion of the interviews, the City Council consensus was to appoint Vincent
Tsoi to fill the unexpired term on the Planning Commission ending June 30, 2024.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
There is no fiscal impact as a result of City Council action on this item.
RECOMMENDATION
It is recommended that the City Council determine that this action does not constitute a
project under the California Environmental Quality Act (“CEQA”); and appoint Vincent
Tsoi to fill the unexpired term on the Planning Commission ending June 30, 2024.
