HomeMy WebLinkAboutItem 13a - Meeting Minutes ARCADIA CITY COUNCIL SPECIAL MEETING MINUTES MONDAY, JANUARY 18, 2021 CALL TO ORDER - Mayor Chandler called the Special Meeting to order at 1:02 p.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, Tay, and Chandler ABSENT: None PUBLIC COMMENTS - No public comments were received. OPEN SESSION TO THE PUBLIC a. Interview potential candidates for appointment to the Planning Commission. The City Council interviewed Albert Yu, Vincent Tsoi, Xinling Ouyang and Amanda Leslie for appointment to fill one unexpired term ending June 30, 2024. At the conclusion of the interviews the City Council made the following nominations: Council Member Verlato made a motion to appoint Vincent Tsoi to fill the unexpired term on the Planning Commission ending June 30, 2024. Council Member Beck seconded the motion. Mayor Pro Tem Tay made a substitute motion to appoint Amanda Leslie to fill the unexpired term on the Planning Commission ending June 30, 2024. Mayor Chandler seconded the motion. AYES: Tay and Chandler NOES: Cheng, Beck, and Verlato ABSENT: None The substitute motion failed. A roll call vote was held on the original motion made by Council Member Verlato and seconded by Council Member Beck, which was carried as follows: AYES: Cheng, Beck, and Verlato NOES: Tay and Candler ABSENT: None City Manager Lazzaretto stated that the appointment to the Planning Commission will be made in open session at the February 2, 2021, City Council meeting. The Special Meeting ended at 2:52 p.m. Linda Rodriguez Assistant City Clerk ARCADIA CITY COUNCIL SPECIAL MEETING MINUTES TUESDAY, JANUARY 19, 2021 CALL TO ORDER - Mayor Chandler called the Special Meeting to order at 5:01 p.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, Tay, and Chandler ABSENT: None Council Member Verlato announced that she has a conflict of interest regarding Study Session Item a., due to her ownership of property located within 1,000 feet of the proposed project area, and she recused herself from participation and discussion in this matter, and exited the Conference line. PUBLIC COMMENTS David Fu, attorney representing Dr. Dong Chang, called and expressed Mr. Chang’s concerns regarding the affects the potential residential development in Downtown Arcadia may have on Mr. Chang’s business. City Manager Lazzaretto read into the record the following emails submitted for Public Comment: Dong L. Chang, M.D.: Listed his concerns regarding the potential residential development in Downtown Arcadia. Martin Gandell, President of Downtown Arcadia Improvement Association: Provided a list of comments related to the design of the proposed project. STUDY SESSION a. Report, discussion, and direction concerning potential residential development in Downtown Arcadia, including properties at 150 N. Santa Anita Avenue, 25- 31 Wheeler Avenue and 30 E. Santa Clara Street. Assistant City Manager/Development Services Director Kruckeberg provided a brief report on the potential development of the project. Alan Pullman, Senior Principal at Studio One Eleven presented the PowerPoint Presentation Garth Erdossy, Senior Managing Director, Trammell Crow Residential, appeared and provided information on the design of the project. After discussion, the City Council provided insight and commented on the preliminary concept of the project. The item will be brought back to a future City Council meeting for further consideration and discussion. At 5:58 p.m. the City Council convened to a Closed Session. CLOSED SESSION a. Pursuant to Government Code Section 54956.9 (d)(1) to confer with legal counsel regarding the matter of the City of Arcadia vs. The Dow Chemical Company; Dow Agrosciences LLC; Shell Oil Company, et al., United States District Court, Central District (Case No. 2:18-cv-10139). No reportable action was taken on the Closed Session Item. The Closed Session ended at 6:58 p.m. Linda Rodriguez Assistant City Clerk 1 01-19-2021 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, JANUARY 19, 2021 1. CALL TO ORDER – Mayor Chandler called the regular meeting to order at 7:05 p.m. 2. INVOCATION – Pastor Terrence Shay, First Chinese Baptist Church of Walnut/Arcadia Resident 3. PLEDGE OF ALLEGIANCE – City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, Tay, and Chandler ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Deitsch announced that prior to the regular meeting, the City Council met in a Special Meeting to conduct a Study Session to receive a report regarding a potential residential development in Downtown Arcadia, including properties at 150 N. Santa Anita Avenue, 25-31 Wheeler Avenue, and 30 E. Santa Clara Street; he stated that the City Council provided insight and commented on the preliminary concept of the project; and that the item will be brought back at a later date for further consideration and discussion. City Attorney Deitsch further announced that the City Council also conducted a Closed Session to consider the one item listed on the posted agenda under Closed Session, and that no reportable action was taken. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that citizens who wished to submit public comments may do so by calling the conference line. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Beck, and seconded by Mayor Chandler, to read all ordinances and resolutions by title only and waive the reading in full. 8. PRESENTATIONS a. Update and Discussion of Waste Management Service Change Due to COVID-19. Terri Muse, representative from Waste Management, provided an update regarding the change in services due to COVID-19, and responded to comments made by the City Council. 2 01-19-2021 9. PUBLIC HEARING a. Statement of Objectives and Projects for use of Community Development Block Grant (“CDBG”) Funds for Fiscal Year 2021-22. Recommended Action: Approve Management Analyst Schwehr presented the Staff Report. Mayor Chandler opened the Public Hearing. No public comments were received. A motion to close the public hearing was made by Council Member Verlato, seconded by Council Member Beck, and seeing no objection, Mayor Chandler declared the public hearing closed. a. Statement of Objectives and Projects for use of Community Development Block Grant (“CDBG”) Funds for Fiscal Year 2021-22. Recommended Action: Approve After City Council discussion, a motion was made by Council Member Beck, seconded by Council Member Cheng, and carried on roll call vote to approve the Statement of Objectives and Projects for use of Community Development Block Grant (“CDBG”) Funds for Fiscal Year 2021-22. AYES: Beck, Cheng, Verlato, Tay, and Chandler NOES: None ABSENT: None 10. PUBLIC COMMENTS Mark McGrail called and thanked the City Council and City staff for holding a Town Hall Meeting and expressed his concerns regarding the location of the Homeless Resource Hub. The following healthcare workers from Arcadia Methodist Hospital called and provided an update regarding the conditions at the facility due to COVID-19; they reported on the problems that union members are encountering with their employer; and they requested a letter of support from the City Council so that they may present it at their upcoming press conference. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Beck noted that he will contact the CEO of Methodist Hospital and provide him with a copy of the recording of the Public Comments from tonight’s meeting; he announced that on January 14, he participated in the Chamber of Commerce Installation Virtual Awards Dinner; he commended the Chamber of Commerce for putting together the virtual event; he congratulated all the award winners, especially Ron and Beverly Street and the Foothill Unity Center. Council Member Cheng thanked the callers for their comments; he thanked the nurses and physicians at Arcadia Methodist Hospital for all they do; and he shared a story of his encounter with two homeless individuals and his experience at the Homeless Resource Hub and then encouraged everyone to support those in need. Council Member Verlato wished everyone a Happy New Year; she thanked the City Council for their support with the proposed statue in honor of Anita Baldwin; she provided an update of virtual services and events provided by the Gilb Museum of Arcadia Heritage; she commented on the homelessness problem; she announced that on January 22, the Los Angeles County Office of the Assessor is hosting a webinar on Proposition 19; she commented on an article in the LA Times regarding a proposed “Clean Water” project at the Arboretum; she spoke about the pandemic; she encouraged everyone to stay home in order to prevent the spread of COVID-19; and commended Mayor Chandler for successfully conducting City Council meetings virtually. Mayor Pro Tem Tay commented on the presentation provided by Terri Muse; he recommended that the City Council use social media in an effort to inform residents of Waste Management’s service changes; he expressed his appreciation to the Police Department, Fire Department, and City Staff for operating the City efficiently; he commented on Arcadia Methodist Hospital; and he encouraged everyone to stay home and stay safe. City Clerk Glasco congratulated Ron and Beverly Street for receiving the Arcadia Citizens of the Year award; he noted that tomorrow, January 20, is Inauguration Day of the 46th President; he echoed the sentiment of Pastor Shay and hopes that we can come together as one. Mayor Chandler thanked Council Member Verlato for her kind words; he commended the healthcare workers and hospital staff for all they do; he stated that the City Council will continue to do their part to keep the community safe; and thanked Council Member Beck for offering to contact the CEO of Methodist Hospital. 12. CONSENT CALENDAR a. Regular Meeting Minutes of December 15, 2020, and Special Meeting Minutes of December 16, 2020. Recommended Action: Approve b. Resolution No. 7346 accepting a Grant and Declaration of Public Art Space Conditions, Covenants, and Restrictions; and Subordination Agreement for the purposes of creating and maintaining a public art space in honor of Anita Baldwin. Recommended Action: Adopt and Approve 4 01-19-2021 c. Professional Services Agreement with Kimley-Horn and Associates utilizing grant funds in the amount of $150,000 to update the City's Housing Element for the 2021- 2029 planning period (6th Cycle), and prepare corresponding environmental documents in accordance with the California Environmental Quality Act (“CEQA”), including Resolution No. 7345 approving an additional appropriation of $58,692. Recommended Action: Approve and Adopt d. Professional Services Agreement with RRM Design Group utilizing grant funds in the amount of $155,400 to update the City's Density Bonus Ordinance, create programs to accelerate housing production, and prepare corresponding environmental documents in accordance with the California Environmental Quality Act (“CEQA”), including Resolution No. 7347 approving an additional appropriation of $20,534. Recommended Action: Approve and Adopt e. Professional Services Agreement with CWE Inc. for the implementation of the Coordinated Integrated Monitoring Program (“CIMP”) for the Rio Hondo/San Gabriel River Water Quality Group in the amount of $2,960,675 and Memorandum of Agreement with the Cities of Bradbury, Duarte, Monrovia, Sierra Madre, the County of Los Angeles, and the Los Angeles County Flood Control District regarding the administration and cost sharing of the Agreement Recommended Action: Approve f. Contract with Mission Paving and Sealing, Inc. for the Fiscal Year 2020-21 Annual Slurry Seal Project in the amount of $571,720. Recommended Action: Approve g. Contract with Superior Pavement Markings, Inc. for Street Striping and Pavement Marking Services in the amount of $125,645. Recommended Action: Approve It was moved by Council Member Beck, seconded by Council Member Verlato, and carried on a roll call vote to approve Consent Calendar Items 12.a through 12.g. AYES: Beck, Verlato, Cheng, Tay, and Chandler NOES: None ABSENT: None 13. CITY MANAGER a. Allowable hours of operation for noise related to gardening and landscaping in residential areas. Recommended Action: Retain Existing Regulations Assistant City Manager/Development Services Director Kruckeberg presented the Staff Report. After City Council discussion, a motion was made by Council Member Cheng, seconded by Mayor Chandler and carried on a roll call vote to table this item indefinitely, but allow Council Member Cheng to bring back this item at a future meeting at the discretion of the City Manager. No action was requested or taken. 14. ADJOURNMENT City Manager Lazzaretto recognized former Santa Anita’s Paddock Captain John Shear on his 100th Birthday Celebration; and provided Bruce Headley’s eulogy. The City Council meeting adjourned in memory of longtime Arcadia resident and prominent Santa Anita horse trainer Bruce Headley at 9:27 p.m. to Tuesday, February 2, 2021, 6:00 p.m. in the City Council Conference Room.
