SUBJECT: ACCEPT ALL WORK PERFORMED BY GRBCON, INC. FOR THE
BALDWIN AVENUE SEWER CAPACITY IMPROVEMENT PROJECT AS
COMPLETE
Recommendation: Approve
SUMMARY
On July 21, 2020, the City Council approved a contract with GRBCON, Inc. in the
amount of $424,465 for the Baldwin Avenue Sewer Capacity Improvement Project. The
terms and conditions of this project have been complied with and the work has been
performed to the satisfaction of the Project Manager for a total project cost of $424,465.
It is recommended that the City Council accept all work performed by GRBCON, Inc. for
the Baldwin Avenue Sewer Capacity Improvement Project as complete and authorize
the final payment to be made in accordance with the contract documents, subject to the
retention of $21,223.25.
BACKGROUND
In 2006, the State Water Resources Control Board adopted the Waste Discharge
Requirement Program for all publicly owned sanitary sewer collection systems in
California with more than one mile of sewer pipeline. Under this program, the City was
required to prepare and implement a Sewer System Management Plan (“SSMP”). The
SSMP identifies routine preventative operation and maintenance activities that assist
the City in achieving a goal of zero sewer system overflows. This is achieved through
annual inspections, routine cleaning of the sewer pipes, repair of broken pipes, and
replacement of pipes flowing above their design capacity.
The City of Arcadia’s 2006 Sewer Master Plan study identified sections of sanitary
sewer pipe on Baldwin Avenue as inadequate in accommodating the current high
demand flows and was at risk of experiencing sewer overflows. As a result, this section
of sewer pipe was scheduled to be replaced with a larger diameter pipe in Fiscal Year
2019-20.

DISCUSSION
On July 21, 2020, the City Council approved a contract with GRBCON, Inc. for the
Baldwin Avenue Sewer Capacity Improvement Project. The work performed included
replacing the existing 12-inch sewer pipe along Baldwin Avenue between Fairview
Avenue and Duarte Road with a 16-inch sewer pipe. Replacing the 12-inch sewer pipe
with a larger pipe accommodates current and future flows and alleviates the potential of
a sewer back up and overflow.
The project involved using trenchless pipe bursting, which is the preferred method for
replacing old pipes in urban areas where disruption to surrounding utilities, local
residences, businesses, and the environment are a consideration. An added benefit of
using high-density polyethylene (“HDPE”) plastic pipe for pipe bursting is its suitability
for non-pressure applications like sewer lines. Because of its smooth inner walls, HDPE
pipes assure high gravity flow rates and minimize the chances of developing stoppages
and sewer backups. A concentric reducer was also installed at the intersection of
Baldwin Avenue and Arcadia Avenue to allow for easier cleaning.
The terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Manager. GRBCON, Inc. completed
the work as defined in the project plans and specifications in an efficient and timely
manner. Photographs of the Baldwin Avenue Sewer Capacity Improvement Project are
shown on Exhibit “A”.
FISCAL IMPACT
Funds in the amount of $750,000 have been budgeted in the FY 2019-20 Capital
Improvement Program for this project. The total cost for this project is $424,465.
RECOMMENDATION
It is recommended that the City Council accept all work performed by GRBCON, Inc. for
the Baldwin Avenue Sewer Capacity Improvement Project as complete; and authorize
the final payment to be made in accordance with the contract documents, subject to the
retention of $21,223.25.
