Duarte Road, Unit F (dba: No.1 Express) Dear Mr. Hsieh: The Development Services Department has conditionally approved the design concept plans submitted for one new wall sign with an administrative modification to allow a total sign length of 15’-0” in lieu of the maximum horizontal length of 8’-0” (40% of the storefront width) at 713 W. Duarte Road, Unit F (dba: No.1 Express). This design review application also includes a monument sign reface. According to Arcadia Development Code Section 9107.05.050, it states that an Administrative Modification may be approved if at least one of the following findings can be made. 1. Secure an appropriate improvement of a lot; 2. Prevent an unreasonable hardship; or 3. Promote uniformity of development. The Modification to allow the new wall sign to exceed the maximum horizontal length for a new retail business will secure an appropriate improvement of the lot. Allowing the sign to exceed the maximum allowable horizontal length maintains the appealing style of the proposed sign. The length of the sign is consistent with other signs in the Shopping Center. Staff finds the proposed sign is compatible with the other signs on the site and is consistent with the City’s Architectural Design Guidelines for Commercial and Industrial Signing. The proposed project qualifies as both a Class 5 and Class 11 Categorical Exemption for an on premise sign for a minor alteration in land use limitations from the requirements of the California Environmental Quality Act (CEQA) under Sections 15305 and 15311(a) of the CEQA Guidelines. Conditions of Approval 1. The logo and lettering of the monument sign reface shall be raised with a minimum depth of 3/4”. 2. The actual sign colors, materials, and location shall be consistent with the colors, materials, and location shown on the design concept plan and elevation. 3. Any damage and/or discoloration that results from the installation of the new sign or removal of an existing sign shall be repaired and/or repainted so that the damage and/or discoloration is not noticeable from the surrounding pedestrian and vehicular access ways. 4. Approval of Sign Architectural Design Review No. SADR 20-46 & Major Administrative Modification No. Major AM 21-03 shall not be of effect unless on or before 30 calendar days after approval of this project, the property owner/applicant has executed and filed with the Planning & Community Development Administrator or designee an Acceptance Form available from the Development Services Department to indicate awareness and acceptance of these conditions of approval. There is a ten (10) day appeal period for this application. Appeals must be submitted in writing to the Community Development Division with a $600.00 appeal fee by 5:30 p.m. on Monday, March 1, 2021. You will be notified if an appeal is filed. To submit an Appeal Application, please visit www.ArcadiaCA.gov/planning and follow the instructions. Approval of SADR 20-46 and Major AM 21-03 shall not be of effect unless the property owner and applicant have executed and filed the enclosed Acceptance Form to indicate awareness and acceptance of these conditions of approval. The Acceptance Form is due now and if it is not received by March 18, 2021 this approval will become null and void. This can be submitted via email at planning@ArcadiaCA.gov. A building permit must be obtained prior to any installation of a sign(s). Please contact Building Services at (626) 574-5416 for further instruction to initiate the permitting process. This approval shall expire in one year (March 2, 2022) from the effective date unless a permit from Building Services is issued for plan -check, and construction is diligently pursued, or the approval is renewed. The final plans must be consistent with the approved design concept plans and any conditions of ap proval. Any inconsistency from the approved design concept plans may prohibit the issuance of a building permit.
