HomeMy WebLinkAboutItem 11g - Los Angeles County General Services Agreement DATE: March 2, 2021 TO: Honorable Mayor and City Council FROM: Dominic Lazzaretto, City Manager By: Laena Shakarian, Management Analyst SUBJECT: RENEWAL OF A GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS ANGELES Recommendation: Approve SUMMARY The General Services Agreement (“Agreement”) between the City of Arcadia and the County of Los Angeles (“County”) will expire on June 30, 2021. To ensure continuation of this “umbrella” agreement, and to retain the ability to add or augment services in the future, the City Council must authorize and direct the Mayor to execute the attached General Services Agreement with the County of Los Angeles for a five-year period commencing July 1, 2021, and continuing through June 30, 2026. BACKGROUND The current General Services Agreement between the City of Arcadia and the County of Los Angeles will expire on June 30, 2021. The GSA is broad in scope and authorizes the County to provide services at the request of the City. Having this Agreement in place allows the City to request services from the County without having to prepare individual contracts for approval by both the City Council and Board of Supervisors. The City has had this type of an Agreement with the County since 1976, with renewals every five years. DISCUSSION The GSA covers miscellaneous services that cities and other public entities request from the County on an “as needed” basis. These miscellaneous services include direct assessment collection, predatory animal control, prosecution of City ordinances, and a variety of public works type services. These services are requested of the County on an as needed basis, most often if/when a sudden need or emergency arises. The GSA does not cover ongoing and specific services such as police and fire services, or animal General Services Agreement Renewal With the County of Los Angeles March 2, 2021 Page 2 of 2 care and control, as these are handled through the appropriate County departments using a specific service agreement. Approval and execution of the attached General Services Agreement does not bind the City to utilize any of the available County services, nor does it require a City expenditure until such time as County services are requested by the City as approved by the City Council or City Manager. The Agreement simply facilitates the use of County services should the City chose to do so. There are no significant changes between the proposed General Services Agreement and the existing GSA approved by the City Council in 2016. The County has requested that the signed Agreement be returned to them no later than April 30, 2021, in order to allow sufficient time for the County Board of Supervisors to approve renewal of the City’s current GSA. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”) and can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA FISCAL IMPACT There is no impact to the General Fund by approving this Agreement. RECOMMENDATION It is recommended the City Council determine that this action does not constitute a project and is therefore exempt under the California Environmental Quality Act (“CEQA”); and authorize and direct the Mayor to execute a General Services Agreement with the County of Los Angeles for a five-year period commencing July 1, 2021, and continuing through June 30, 2026.
