THOMAS CONSTRUCTION, INC. FOR THE LIVE OAK PLANT IMPROVEMENT PROJECT AS COMPLETE Recommendation: Approve SUMMARY On July 21, 2020, the City Council approved a contract with Perry C. Thomas Construction, Inc. in the amount of $309,160 for the Live Oak Plant Improvement Project. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $310,060. This amount reflects the original contract amount of $309,160, plus quantity changes totaling $900, or 0.3% more than the original contract amount. This is within the 10% contingency established for this project. It is recommended that the City Council accept all work performed by Perry C. Thomas Construction, Inc. for the Live Oak Improvement Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $15,503. BACKGROUND The City operates and maintains 11 groundwater wells, which produce an average of 16,500 acre-feet, or 5.4 billion gallons, of water to Arcadia customers each year. Regular maintenance of the City’s wells and water facilities is crucial to ensuring that all wells are operating efficiently, and that water facilities are secure. As part of the City’s annual Capital Improvement Program, the Public Works Services Department (“PWSD”) identified improvements needed at the Live Oak Well Treatment Plant in order to improve functionality and security of the water facility. Accept Live Oak Plant Improvement Project March 2, 2021 Page 2 of 3 DISCUSSION On July 21, 2020, the City Council approved a contract with Perry C. Thomas Construction, Inc. for the Live Oak Plant Improvement Project. The work performed included the installation of a cartridge filter, construction of a perimeter wrought iron fence and gate, and the paving of the existing dirt surface. During the course of work, staff decided to install three additional 14 foot-high aluminum light poles around the well treatment plant to enhance security of the water facility. Below is a description of the contract change orders. CCO Description Amount 1. Deleted (9 LF) - Installation of 8’ high Wrought Iron Fence ($2,343) 2. Deleted (12 LF) - Installation of 9’ high Wrought Iron Fence ($4,248) 3. Installation of additional three (3) 14’ high Aluminum Light Poles and Foundation $7,491 Total: $900 The change orders listed increased the overall contract amount by $900, or 0.3% more than the original contract amount. All the terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Perry C. Thomas Construction, Inc. completed the work as defined in the project plans and specifications in an efficient and timely manner. Photographs of the Live Oak Plant Improvement Project are shown on Exhibit “A”. FISCAL IMPACT Funds in the amount of $500,000 have been budgeted in the Fiscal Year 2019-20 Capital Improvement Program for the Live Oak Improvement Project. The total cost for this Project is $310,060. This amount reflects the original contract amount of $309,160 plus contract changes totaling $900, or 0.3% more than the original contract amount. A 10% construction contingency was approved for the Project at the July 21, 2020, Council Meeting. RECOMMENDATION It is recommended that the City Council accept all work performed by Perry C. Thomas Construction, Inc. for the Live Oak Improvement Project as complete; and authorize the final payment to be made in accordance with the contract documents, subject to retention of $15,503.
