The Library would like to resume email notifications as the primary method of notifying patrons of hold requests and then have patrons call to set up an appointment for pickup. There are software packages that would allow patrons to schedule their own pickup, once notified by email. Emails bouncing back to the Library created a problem for Account Services, but the issue was largely resolved in late fall: instead of 4,000 emails and text messages bouncing back, there were only 900 in November. Of those 900, about 70% were due to SMS issues, disconnected or changed phone numbers, or defunct emails. The remaining 30%, about 10% of the overall number of notifications sent, tend to be good email addresses, so staff manually corrects the problem and adds the address back into the system. Once the email glitch is mostly solved, staff can move away from spending large amounts of their time on calling patrons for hold pickups and can then devote time to a much-needed inventory of the collection. It has been over 25 years since the collection has been inventoried. This would further clean up the library’s catalog, readying it for the RFID project, scheduled for next fiscal year. Staff reviewed the Library and Museum’s mid-year budget and has begun work on the budget preparations for FY2021-2022. Covid-19 continues to keep the Library building closed to the public. Those 65 years and over have begun getting vaccines and the rest of the staff are looking forward to the opening of Tier 1B to City employees. Adult Programs, Classes, Technology Literacy, and Events: Adult Recess aired at the beginning of the month and demonstrated how to weave friendship bracelets. Craft kits were provided for interested patrons. A Learning Lab geared to small businesses was taught in mid- February. Students learned how to utilize social media scheduling tools to improve their content, post regularly, and access analytics. That same week, the online edition of the International Film Program opened. Patrons were encouraged to watch The King of Masks through Kanopy, an eResource available for free to the public. The experience was rounded out with thought- provoking questions that viewers might discuss with their friends and family. Two software microlessons were shared in February: Google Calendar Daily Agenda and Scheduling Facebook & Instagram Posts. Viewers were directed to learn more by visiting the Library’s Learning Lab LibGuide and attending future Learning Lab classes. Bad Blood: Secrets & Lies in a Silicon Valley Startup by John Carreyrou was discussed during the February session of Bookish, the monthly book discussion group. Teen Programing: Make-it or Bake-it featured a de-stress kit for the February craft, a timely program considering the high stress levels of our teens. Students were provided with the supplies to make a mini Zen garden, bubble wrap to pop when stressed, and a coloring bookmark which included February Activity Front Door Pick-Ups: 2,025 Physical Items Checked Out: 8,301 eBooks/Audiobooks/Magazines Downloaded: 4,107 Virtual Programs/Attendance: 17/1,385 Passports Issued: 89 2 recommended mental wellness books and resources. The kit was advertised on the Arcadia High School app. Our local high school students responded with enthusiasm, requesting 36 kits. Children’s Programming and Services: Children’s Services acquired Dial-A-Story, a new subscription service in which patrons phone a local number and listen to stories read by Library staff. Dial-A-Story provides increased accessibility to fun and engaging stories for families who may not have a Library card, who may have limited access to the Internet, or who want to grow a child’s listening skills and imagination. Nine third through eighth graders participated in the Funology LIVE! program hosted by Library Technician, Linda Dang, and learned how to make tissue paper flowers. The Children’s Librarian prepared and hosted three StoryCraft programs in celebration of Chinese New Year, Valentine’s Day, and Black History Month. For each program families picked up a craft kit from the Library then tuned into the Library’s YouTube channel to view a pre-recorded read aloud and craft demonstration. The three recorded programs garnered 385 views on the Library’s YouTube Channel and 649 craft kits were distributed throughout the month. Four virtual storytimes were offered in February, including a Toddler Storytime program which elicited 58 views on Facebook Premiere and 13 on the Library’s YouTube Channel. Customer Service: All ordered tax forms arrived in February. Library patrons were extremely appreciative of the continued effort to make these forms available. Both individual and employer tax forms were made available to patrons. Account Services staff processed 6,991 holds, less than the previous month due to a shorter month, Chinese New Year, and the President’s Day holiday closure. The Library hosted 2,025 front door pick-ups. The Friends of the Library pop-up Book Store resumed once again and is held on Tuesdays, Thursdays, and Saturdays from 10 a.m. until 4 p.m. Collections: Cataloging and Acquisitions staff continued work on several database maintenance projects. These are part of the routine work to keep our databases/catalog up-to-date, consistent, and error-free. Making the Library’s collections easier to access is always a goal: the projects to label cozy mysteries, update the Kanopy movie database, and improve magazines’ cataloging continues. In addition, Children’s overflow collections, that were placed in the middle of the library, have been moved and placed on tables in the Children’s room. Children’s graphic novels have now been organized by author! Previously they were organized by book title. The most popular item in the Adult collection this month was The Searcher, by Tana French. The most popular title in the Children’s collection this month was the graphic novel Claudia and the New Girl, by Ann M. Martin; while for teens, the top title was The One, by Kiera Cass.  Facilities and Technology: The Library now offers remote, contactless printing to patrons. Patrons have three options to send in their prints: By a PC, a smartphone, or by using a direct link to the new Printer-On service. Patrons arrange pickup and payment details with the Tech Aides. Ten jobs were printed last month. The online credit card processing system processed 245 transactions last month, representing 92% of all credit card transactions made on Koha. Staff continues to update the library website pages to conform with the city standards for a compact design. 3 Staff and Training: The application period for the full-time Technician recruitment ended and testing dates have been set for March 10 and 11. Staff attended training programs on serving “Pandemic-Fatigued Customers,” a US Census “partner appreciation and data resources preview” meeting, and a webinar on using email notifications to engage customers. Community Outreach/Collaboration/Volunteers: Staff attended the monthly Coordinating Council meeting, the Chamber of Commerce’s Rise and Shine breakfast, the AUSD PTA Council and Arcadia High School’s PTA meetings, two meetings with staff from the City’s Recreation Department, and the City Manager’s State of the City address. Staff also worked with the Arcadia Civic Youth Committee (ACYC) to determine if a clothes drive would be feasible at the Library. Staff also met with Boy Scout Troop 111 to look at potential projects that could help the Library. both projects are pending additional meetings. Two Camino Grove first grade classes joined the Children’s staff for virtual class visits and listened to stories written and illustrated by children’s author, Jez Alborough. Adult Services staff met with Assistant Principal, Michele Lew, which led to a collaboration with the Arcadia High School Developer Team. The Developer Team was happy to add the Library’s teen programs to the school’s Arcadia High Mobile app. The collaboration proved beneficial when the de-stress kits were advertised on the app and students began to immediately register. Children’s staff continued to attend the "Building Equity Based Summers through California Libraries and Communities” forum on a regular basis. Marketing and Publicity: Staff sent their submissions to the City and Friends of the Library newsletters and prepared their graphics for the summer issue of the Peacock Buzz in February. Social media continues to be a major tool for Library information and publicity. Through the staff’s hard work, the Library’s Facebook account has 1,468 followers; Twitter has 568 followers; Instagram has 1,009 followers, and YouTube has 84 subscribers. On a historical note, a local history post was made on social media, sharing a little background on the location of the soon-to- open Le Meridien Hotel. In this 1940s photo, owner, curator, and millionaire William Parker Lyon is shown at the main entrance of his Pony Express Museum, a museum dedicated to the pioneers of the old American West. The museum came to Arcadia in 1935, located on a 6-acre lot on Huntington Drive at Colorado Place. Dr. Lyon had amassed a fascinating collection of old west relics, including a bullet- scarred frontier saloon, a fully equipped Wells Fargo and Company office, stagecoaches, guns, chamber pots, horseshoes, rare postage stamps, and gold dust scales. He even operated a narrow-gauge locomotive on a 240-foot long railroad built by a Union Pacific crew. Lyon died in 1949, and in 1955, the museum collection was sold to Harrah’s of Reno, Nevada, and then later to firearms collector Greg Martin. Sadly, the collection would stay intact only until 1986, when it was auctioned off by Butterfield & Butterfield. After the Pony Express Museum left in 1955, the site was occupied by the Flamingo Hotel/Ramada Inn (1955- 1984); and reopened as Santa Anita Inn on February 8, 1986. Le Meridien, part of the Marriott hotel chain, broke ground in June 2018 and will be opening this year. SEAVER ’78 TRUST FOR THE PURCHASE OF BOOKS FOR THE ARCADIA PUBLIC LIBRARY Recommendation: Accept SUMMARY The Richard C. Seaver ’78 Trust wishes to donate $5,000 to the Arcadia Public Library, specifically requesting that this donation be used for the purchase of books. Pursuant to City policy, any donation of $1,000 or more shall be approved by the City Council. It is recommended that the City Council accept the donation. DISCUSSION The Richard C. Seaver ’78 Trust has offered a $5,000 donation to the Arcadia Public Library specifically for the purchase of new books for the Adult collection. New books are among the most sought after and popular items in the Library’s collection. Generous cash donations such as this help the Library increase the number of new books available to the citizens of Arcadia beyond the current capacity of the City’s General Fund. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT The Library’s collection is enhanced by the additional $5,000 of new materials that will be enjoyed by the public. Those books must be logged into the database.  There will be weekly prize drawings for kid participants up to age 14 years.  Kid, teen, and adult participants who have earned at least one VIRTUAL badge will be automatically entered into a grand prize drawing for one of five $25 Amazon gift cards.  All reading and logging must by completed by Saturday, May 1, 2021. Grand prize winners will be contacted by Friday, May 8, 2021.  Readers may access a host of great digital books through TumbleBook Library, OverDrive, or Gale eBooks. All are available on the Library’s website from the “eBooks and More” webpage. LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTESS THURSDAY, February 18, 2021 NOTE: As part of the City of Arcadia’s COVID-19 transmission mitigation efforts, and in accordance with California Executive Order N-25-20 suspending some terms of the Brown Act, this meeting was conducted virtually by teleconference. CALL TO ORDER – Chair Barbara Delphey called the meeting to order at 4:36 pm. PLEDGE OF ALLEGIANCE – Trustee Carter ROLL CALL: Chair Barbara Delphey; Trustees Miriam Carter, Janet HasBrouck, Elizabeth Renfrew; Councilmember Paul Cheng (City Council Liaison); Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Managers Roger Hiles and Pat Smith. ABSENT – Trustee Wang PUBLIC COMMENTS – None REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Renfrew reported that the outside book sale reopened last week and made $120. The outside sale is open 10 am - 4 pm Tuesday, Thursday, and Saturday. Children’s books are very popular. Friends newsletters were sent out in mid-February. Letters are going out to members who did not rejoin, which is a very small group as most are rejoining. Applications are available at outdoor book sale. Trustee Carter reported that she enjoyed the recent Book Discussion Group and the Adult Recess; she’s also enjoyed the Children’s crafts. Chair Delphey attended the Arcadia Chinese Association Gala and was impressed with what they’ve accomplished. She also cited a recent “Ask Amy” column which praised Libraries’ service during the COVID pandemic. Councilman Cheng described the City’s efforts to help local homeless with “tiny” houses and the weekly homeless services hub at the Par 3 Golf course, as well as other efforts locally. Trustee HasBrouck asked for guidance with the “Form 700 Economic Interest” questionnaire. The Director responded to her questions by reviewing the purpose and guidelines. The Board also had questions about summer reading programs and required summer reading lists assigned by the local schools. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Items Director’s Update: City Council passed a “no camping” ordinance Tuesday night, which limits where people can camp. Camping will not be allowed at the Library and Museum. The Director also described the hub’s services to the homeless and let the Board know they can arrange a tour. The Library is in continuing services curbside and virtually at this time and probably will not reopen the building this fiscal year. Vacant positions have been frozen so reopening would be difficult without reducing hours. Children’s staff are concerned about the lack of reading at home and is planning on increasing outreach to the public. She described the Library’s efforts to promote reading, including the Spring Reading Program. Monthly Statistical Report: January 2021: The Director reviewed how statistics are gathered and itemized usage statistics for the Library’s databases and other online resources. Monthly Report Narrative: January 2021: Trustee Renfrew commented on the book returned after 45 years and praised the new PrinterOn remote printing service. Trustee HasBrouck noted that she had attended and enjoyed a recent Learning Lab on “Productivity Apps and Hacks.” The Trustees discussed the Book Buddies program and how beneficial it is for the community. They discussed the new Le Meridien hotel and the statue of Anita Baldwin. Board members inquired about the status of the Technician recruitment: The Director updated them on the hiring process and described the position’s duties. Financial Report: January 2021: The Director discussed the fuel and maintenance budget for the City car and defined longevity pay for the Board. Staff Update: No changes to report. The Director discussed staff morale with the Board. Lack of connection is challenging as staff is not able to meet in person. Staff regularly meet virtually and the “all staff” meetings resumed once again in January using the Microsoft Teams app. Staff stay motivated by continuing to provide new and innovative ways to serve the community. The City Manager hosted a box lunch and State of the City event for the staff. Gilb Museum of Arcadia Heritage: The Museum will be given a special award at the March PTA Council meeting. The Museum is hosting a virtual Personal Collections exhibit and a Day of Remembrance for the Santa Anita Relocation Center, as well as a volunteer teen and adult game night. The staff are also preparing give-away kits for children. These kits focus on a time period in history and tie it in with local Arcadia history. Flyers/articles/posters/attachments: The Board reviewed the attached flyers and commented on the historical photo of the owner of the Pony Express Museum. The Director explained the “Read to Grow” kits: they have been very positively received. The Board would like to see one of the kits when possible. The Director also asked the Board to refer teens who are struggling with stress to Adult and Teen Services’ new teen “Stress Kits.” CONSENT CALENDAR a.
