ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, MARCH 2, 2021
CALL TO ORDER – Mayor Chandler called the Closed Session to order at 5:02 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, Tay, and Chandler
ABSENT: None
PUBLIC COMMENTS – No public comments were received.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9 (d)(1) to confer with legal counsel
regarding the matter of the City of Arcadia vs. The Dow Chemical Company; Dow
Agrosciences LLC; Shell Oil Company, et al., United States District Court, Central
District (Case No. 2:18-cv-10139).
No reportable action was taken on the Closed Session Item.
The Closed Session ended at 5:31p.m.
STUDY SESSION
a. Report, discussion and direction regarding timing and options related to the 2022
General Municipal Election, Redistricting, Campaign Finance Reform, and Associated
Local Election Matters.
Recommended Action: Provide Direction
City Manager Lazzaretto presented the Staff Report.
After City Council discussion, a motion was made by Council Member Verlato, seconded by
Council Member Beck, and carried on a roll call vote to approve proceeding with the Next General
Election in November 2022; and direct staff to bring back at a future City Council meeting a
proposed Charter Amendment asking voters to move the General Election from April to November
of even numbered years.

After City Council discussion a motion was made by Council Member Cheng, seconded by Mayor
Pro Tem Tay, and carried on a roll call vote to default to the campaign contribution limits of
Assembly Bill 571, which is currently $4,900 from a single source per election year, subject to
adjustment by the Fair Political Practices Commission in accordance with that statue.

1. CALL TO ORDER – Mayor Chandler called the regular meeting to order at 7:00 p.m.
2. INVOCATION – Larry Steimle, member of the Church of Jesus Christ of Latter-Day
Saints
3. PLEDGE OF ALLEGIANCE – City Manager Lazzaretto
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, Tay, and Chandler
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the regular meeting the City Council met in a Closed
Session to consider the one item listed on the posted agenda and indicated that no reportable
action taken.
City Attorney Deitsch further announced that the City Council met in a Study Session to consider
various election related issues and reported that on motion by Council Member Verlato, seconded
by Council Member Beck, the City Council unanimously voted to proceed with the next General
Election in November 2022, and directed staff to bring back at a future City Council meeting a
proposed Charter Amendment concerning future municipal elections. He further reported that on
motion by Council Member Cheng, and seconded by Mayor Pro Tem Tay, the City Council voted
4-1 (Council Member Verlato voting no) to default to the campaign contribution limits of Assembly
Bill 571, which is currently $4,900 from a single source per election year, subject to adjustment
by the Fair Political Practices Commission in accordance with that statue.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA

City Manager Lazzaretto had no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Beck, and seconded by Council Member Verlato, to read
all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Anita Baldwin Statue Finished Maquette Presentation.

9. PUBLIC COMMENTS
Glenn Woburn and Emily Ramy, representatives of Ygrene Energy Fund, called and commented
on Consent Calendar Item 11.a – Open PACE Program and asked the City Council to consider
adding Ygrene to the list of PACE Providers for the City.
Dr. Eli Tsou called and expressed his frustration regarding the lack of action by the Arcadia Unified
School towards opening the schools.
City Manager Lazzaretto read into the record emails submitted for Public Comment.
The following individuals submitted emails expressing their concerns regarding the lack of
action taken by Arcadia Unified School District towards prioritizing education for students
and urged re-opening the schools:

Jean Lee
Cheryl Lu
Lena Wiegand
Jenny Yang
Asnida Tjhin
Dr. Mark Budde
Sarah Rosenberg: Recommended that the handball courts be rebuilt and that a basketball
court be placed at Newcastle Park.
Yoda Shen: Opposed the sale of the Arcadia Par 3 Golf Course.
Daniel Lin: Asked the City Council to reconsider the sale of the Arcadia Par 3 Golf Course.
Jimmy Ting: Thanked the Herald Christian Health Center and Council Member Cheng for
providing the COVID-19 Vaccine Clinic at the Arcadia Community Center.
10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Council Member Verlato thanked the Arcadia Police Foundation for their donation and support to
the Arcadia Police Department K9 Program; she also thanked the Seaver Family for their donation
to the Arcadia Public Library; she announced that the Arcadia Council PTA presented Honorary
Service Awards and noted that the Gilb Museum of Arcadia Heritage was presented with the
Outstanding Service Award; she further announced that the Downtown Arcadia Improvement
Association launched a TikTok campaign with Perdy the Peacock; she shared a video of their
campaign; she commented on the challenges of online learning and the Arcadia Unified School
District.
Council Member Beck commented on the Arcadia School District, which the City Council has no
control over; he thanked the Arcadia Police Foundation for their donation and the Seaver Family
for their donation to the Arcadia Public Library; he commented on the Anita Baldwin statue and
thanked Margaux and Alfred for all their efforts with the project; and stated that he looks forward
to in-person City Council meetings again.

Mayor Pro Tem Tay stated that he is very thankful for the community; he encouraged everyone
to stay safe and to get vaccinated.
Council Member Cheng shared a story regarding an encounter he had with Council Member Beck;
he commented on the COVID-19 vaccine; he thanked the residents for their patience during the
pandemic; he thanked the City Council for being patient and willing to listen to his ideas; and he
thanked City staff and the Herald Christian Health Center for coordinating the vaccine clinic.
Mayor Chandler commended Council Member Cheng, City staff, and the Herald Christian Health
Center for coordinating the COVID-19 Vaccination Clinic at the Arcadia Community Center.
City Clerk Glasco had no comments.
11. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of February 16, 2021.
Recommended Action: Approve
b. Donation in the amount of $30,000 from the Arcadia Police Foundation for the Arcadia
Police Department’s Police Service Dog (K-9) Program.
Recommended Action: Accept
c. Donation in the amount of $5,000 from the Richard C. Seaver ’78 Trust for the
purchase of books for the Arcadia Public Library.
Recommended Action: Accept
d. Resolution No. 7353 consenting to the inclusion of properties within the City in the
California Statewide Communities Development Authority Open PACE Program;
authorizing the Authority to accept applications from property owners, and authorizing
related actions.
Recommended Action: Adopt
e. Contract with VASILJ Inc. for the Miscellaneous Sewer Main Repair Project in the
amount of $69,000.
Recommended Action: Approve
f. Reject all Bids for the Sewer Main Replacement Program and direct staff to re-program
in the Fiscal Year 2021-22 Capital Improvement Program budget.
Recommended Action: Approve
g. Renewal of a General Services Agreement with the County of Los Angeles.
Recommended Action: Approve
h. Accept all work performed by Perry C. Thomas Construction, Inc. for the Live Oak
Plant Improvement Project as complete.
Recommended Action: Approve
It was moved by Council Member Beck, seconded by Mayor Pro Tem Tay, and carried on a roll
call vote to approve Consent Calendar Items 11.a through 11.h.

12. CITY MANAGER
a. Report, discussion, and direction regarding COVID-19.
City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken.
13. ADJOURNMENT
City Clerk Glasco re-read Manny Romero’s eulogy, as it was cut off due to technical issues during
the February 16, 2021, City Council Meeting.
City Manager Lazzaretto provided Patty Wilsterman’s eulogy.
The City Council meeting adjourned at 8:12 p.m. in memory of long time Arcadia resident and
former Arcadia Police Department Employee Patty Wilsterman to Tuesday, March 16, 2021, 6:00
p.m. in the City Council Conference Room.
