REGULAR MEETING MINUTES
TUESDAY, FEBRUARY 16, 2021
1. CALL TO ORDER— Mayor Chandler called the regular meeting to order at 7:05 p.m.
2. INVOCATION — Reverend Eva Thai-Erwin, Church of the Good Shepherd
3. PLEDGE OF ALLEGIANCE — City Clerk Glasco
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Cheng, Verlato, Tay, and Chandler
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the regular meeting, the City Council met in a Special
Meeting to conduct a Study Session in order to receive a comprehensive report regarding the
Residential Refuse and Recycling Agreement with Waste Management and the Commercial Hauler
Permit Program; he indicated that the City Council directed staff to continue negotiations with Waste
Management regarding an extension of its current agreement; that the City will proceed with the
Proposition 218 process; he stated that the City Council also directed staff to continue with the current
program governing commercial haulers in the City; and that the program will be brought back at a
future meeting for City Council approval.
City Attorney Deitsch further announced that the City Council also conducted a Closed Session
to consider the two items listed on the posted agenda under Closed Session, and that no
reportable action was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that citizens who wished to submit public comments may do
so by calling the conference line; he noted that there are over 50 emails for Public Comment
related to City Manager Item 13.a (Emergency Shelter Pilot Program), and recommended that
those are read during that section of the Agenda. The City Council concurred.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Beck, and seconded by Council Member Cheng, to read
all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Brief legislative update by Senator Susan Rubio, particularly regarding the statewide
eviction moratorium and SB91.
b. Presentation by the San Gabriel Valley Council of Governments ("SGVCOG)
recognizing the City of Arcadia for Gold Tier Achievement in the Energy Champion
Awards.

9. PUBLIC HEARING
a. Direct the Los Angeles County Agricultural Commissioner to abate nuisances upon
those properties located in the City of Arcadia and approve the Annual Weed
Abatement Property list.
Recommended Action: Approve
City Manager Lazzaretto presented the staff report.
Mayor Chandler opened the public hearing. No one appeared.
A motion to close the public hearing was made by Council Member Beck, seconded by
Council Member Cheng, and seeing no objection, Mayor Chandler declared the public hearing
closed.
It was moved by Council Member Beck, seconded by Council Member Cheng, and carried on a
roll call vote to direct the Los Angeles County Agricultural Commissioner to abate nuisances upon
those properties located in the City of Arcadia and approve the Annual Weed Abatement Property
list.

10. PUBLIC COMMENTS
Terri Muse, President of the Arcadia Rotary Club, called and provided an update of services and
upcoming events provided by the Club during the pandemic.
City Manager Lazzaretto read into the record the following emails submitted for Public Comment:
Ed Chen: on behalf of his client regarding the proposed development located at 1131
Singingwood Drive involving the proposed installation of a power pole.
Torn Jung: expressed his concerns regarding Donna Choi, who serves as a Council Member and
Planning Commissioner for the City of Los Angeles.
Donna Marner: recommended leasing a building for the Tiny Home Program.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense[AB 12341).
City Clerk Glasco noted that he will be reading Manny Romero's eulogy during the adjournment
section of the meeting.
Mayor Pro Tern Tay addressed the emails received regarding the Tiny House Program and
reminded residents that this is temporary; he commented on the Homeless Resource Hub; he
commended staff on an excellent job managing the Hub; and commented on the Emergency
Shelter Pilot Program.
Council Member Cheng announced that he participated in a Virtual Town Hall meeting hosted by
the Arcadia Police Department Commander for District 4; he reminded small business owners
that they may request additional patrolling from the Police Department should they require it; that
residents should notify the Police Department when they are planning on being away from their

home for an extended period of time; and urged residents to report marijuana grow houses and
cyber bullying to the Police Department.
Council Member Verlato announced that she participated in two Virtual Area Command town hall
meetings with the Arcadia Police Department for District 1; she noted that both meetings
discussed homelessness; she asked the public to report any suspicious activity to the Police; and
further announced that Downtown Arcadia has a new Peacock mascot named "Perdy".
Council Member Beck announced that on February 6, he participated in the virtual Arcadia
Chinese Association Gala; he commended Susan Guo as mistress of ceremony; he stated that
he will abstain from Consent Calendar Item 13.b (Ordinance No. 2374 - unlawful camping); he
reported that there were three Virtual Area Command town hall meetings held in his district; he
stated that mail is being stollen by people looking for checks and credit cards; and reminded
residents to retrieve their mail daily.
Mayor Chandler had nothing to report.
12. CONSENT CALENDAR
a. Regular Meeting Minutes of February 2, 2021.
Recommended Action: Approve
b. Ordinance No. 2374 amending Chapter 9 of Article VII of the Arcadia Municipal Code
relating to camping and storage of personal property on public property and
determining the Ordinance is categorically exempt under the California Environmental
Quality Act("CEQA").
Recommended Action: Adopt
c. Resolution No. 7352 amending the Fiscal Year 2020-21 General Fund Budget
authorizing a supplemental appropriation in the Fire Department Account in the
amount of $30,250, offset by a reduction in the Emergency Reserve Fund, and
approving a Change Order to the Purchase Order with Medical Diagnostic Laboratory,
LLC.
Recommended Action: Adopt and Approve
d. Accept all work performed by Clean Cut Landscape, Inc. for the Final Phase of the
Median Turf Reduction Program as complete.
Recommended Action: Approve
It was moved by Mayor Chandler, seconded by Council Member Verlato, and carried on a roll call
vote to approve Consent Calendar Items 13.a through 13.d.

a. San Gabriel Valley Emergency Shelter Pilot Program.
Recommended Action: Provide Direction
Recreation and Community Services Director Somogyi presented the PowerPoint presentation.

Steve Rhee and Ben Chase: called in support of the San Gabriel Valley Emergency Shelter Pilot
Program.
After City Council discussion, a motion was made by Council Member Cheng, seconded by
Council Member Verlato, and carried on a roll call vote to send a letter of intent to the County of
Los Angeles and the San Gabriel Valley Council of Governments requesting grant funding for the
Tiny Homes at the Peck Road Park site; and to consider moving and consolidating the Homeless
Resource Hub currently located at Arcadia Par 3 Golf Course Homeless Resource at the Peck
Road site.

b. Presentation of the General Fund Fiscal Year 2020-21 Mid-Year Budget Review.

Administrative Services Director Quach provided the PowerPoint presentation.

City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken.
14. ADJOURNMENT
Council Member Beck provided Larry Vanni's eulogy; and City Clerk Glasco provided Manny
Romero's eulogy. Due to technical difficulties, Mr. Romero's eulogy was cut short. Mr. Lazzaretto
indicated that staff would find a way to have the eulogy read and recorded in its entirety for the
family.
The City Council meeting adjourned at 10:10 p.m.in memory of Manny Romero, owner of Rod's
Grill and long-time Arcadia resident Larry Vanni to Tuesday, March 2, 2021, 5:00 p.m. in the City
Council Conference room.
