As part of the City of Arcadia’s COVID-19 transmission mitigation efforts, this meeting of the
Arcadia Public Library Board of Trustees will be conducted virtually and the public is
discouraged from attending. Per the Brown Act, the public will still be provided the ability to
make public comments. For members of the public who would like to participate virtually, the
meeting will be held via teleconference.

ARCADIA PUBLIC LIBRARY
MONTHLY REPORT – MARCH 2021
Highlights: In March, Library administration staff worked on the operating and capital
improvement budget components for the Library and Museum. All documents were submitted for
consideration to the Finance Department and City Manager in a timely manner. One-on-one
budget meetings with the City Manager and Director are planned for April, with public budget
study sessions planned for May 4 and May 18. Staff submitted three new programs for
consideration, specifically the Radio Frequency Identifier Conversion (RFID) project, Smart
Lockers for outdoor pickup, and the Aspen Arcadia Discovery module that was implemented this
fiscal year but after the budget process last fiscal year. Most libraries in the San Gabriel Valley
are moving toward reopening in April and May. Arcadia Public Library staff began preparations
for reopening in May, including participating in a Library-wide task force to study safety and
customer services issues.
Adult Programs, Classes, Technology Literacy, and Events:
Meet Your Match, a new program designed to connect readers
with librarians, premiered in March. Patrons were asked to fill out
a Google form describing their reading interests and preferences,
and how they would like to be contacted. Staff, demonstrating their
readers advisory skills, responded with five recommended books.
One patron responded: “Thank you so much for the
recommendations and getting back to me so quickly…. Love all
the other recommendations and I'm incredibly excited to get
started with them! … There's just something so wonderful about
having recommendations from a human instead of reviews on an
app! Thank you and the Arcadia Library for reminding me how
much I enjoy reading and helping me branch out of YA!” Adult Recess taught basic felt embroidery
in March, while the online edition of International Film Program featured The King's Choice. The
Last Days of Café Leila, by Donia Bijan, was discussed at this month’s two sessions of Bookish,
the adult book discussion group. A Learning Lab geared toward job seekers was taught in mid-
March. Students learned the ins and outs of JobNow, an electronic resource provided by the
California State Library. They learned how to craft a resume using provided templates, research
job listings, and use JobNow’s resume assistance program and interview practice sessions with
a job coach. A JobNow microlesson was shared later in March on how to create resumes, using
JobNow’s resume builder and templates. Viewers wanting to learn more were directed to the
Library’s Learning Lab LibGuide and future Learning Lab classes.

Teen Programing: Make-it or Bake-it aired on March 11. Teen volunteers filmed a video
demonstrating how to weave friendship bracelets. Craft kits were made available to those
interested in making their own bracelets.
Children’s Programming and Services: In celebration of Read Across
America, 558 Seuss-themed craft kits were distributed to families at the
Library’s front entrance. The kits included a craft, small gift, and
instructions for tuning into a pre-recorded video featuring two Seuss
stories and a craft demonstration. In addition, 20 special tickets were
placed in random circulating Dr. Seuss books: nine tickets were
discovered by patrons and redeemed for free Seuss books provided by
the Library. The monthly Book Buddies programs continued with teen
volunteers, from the Assistance League of
Arcadia, reading stories aloud through Zoom.com. The Library’s annual
Bookmark Contest kicked off and encouraged children, ages 14 years
and younger, to pick-up or download an entry form, then design and
submit a bookmark based upon the theme Reading Colors Your World.
Eight winning bookmarks will be selected, professionally printed, and
distributed to kids throughout the summer. Kids, teens, and adults are
invited to participate in the Library’s Family Reading Program in which participants read and
record book titles for the opportunity to win prizes in weekly and grand prize drawings.
Customer Services: The front-door pick-up service continues to be popular: Over 2,300
appointments were scheduled in March, with a one-day high of 124. The online reserve system
is key to this process: 8,323 holds were placed this month. With the reopening of the economy
and travel options, demand for passports has surged. Telephone inquiries increased from 165 in
February, to 407 in March. The number of passports processed increased from 89 in February,
to 196 in March, and the number of photos taken doubled in this period.
Collections: Cataloging and Acquisitions continued work on several on-going projects: the “cozy”
mystery labeling project, and both the Kanopy and catalog update projects. Shelving Management
focused on shifting projects in Adult and Teen collections designed to make the collections more
accessible and visible. Dr. Seuss Enterprises announced that six books written by children’s
author, Theodor Geisel, would no longer be published due to racially insensitive content. The
Arcadia Public Library owns multiple copies of five of the six titles. One set of the titles has been
moved to the Library’s juvenile reference collection and the others will continue to circulate at this
time for patrons who want to learn more about or read the books in question. The most popular
item in the Adult collection this month was The Midnight Library, by Matt Haig. The most popular
title in the Children’s collection this month was the graphic novel Sisters, by Raina
Telgemeier. For teens, the top title was Catching Fire, by Suzanne Collins.
Facilities and Technology: The Library is getting ready to re-open the
building to the public. Staff are actively discussing procedures and finalizing
protocols for safety measures, directional signs, adjustments to seating, and
traffic flow measures put in place in June 2020. Information Services continues
to work with the City’s IT department to resolve application issues on some
Windows 10 computers. Several of the Library’s web pages have been
updated with new content. All self-check machines stopped working on March
29. A service call was placed the same day and Bibliotheca is currently working
on the issue along with Information Services. Special signage was created by
administration staff to promote the Friends of the Library’s outdoor book sale.

Staff and Training: The recruitment began for a full-time Library Technician with testing in mid-
March. Fifteen candidates were interviewed during the first round and five finalists were
interviewed during the last week in March. A candidate will be chosen by the beginning of April.
Two Account Services staff gave their notices, and the Library has received approval to open
recruitment for aides. Longtime Aide Sharon Malone, who has worked for the Library for 16 years,
first as a shelver, then as an Account Services Aide, will be retiring April 22. Viridiana Gonzalez’s
last day will be April 30. Adult and Teen Services staff attended training on Beanstack, services
to “pandemic-fatigued” customers, providing mental-health information, and financial literacy
programming for teens. Staff also attended training on mental health support, as well as resolving
conflicts, leadership, essential analytical skills, and KnowledgeWave Office 365 training. Staff
also continued to participate in Summer at Your Library networking and the Building Equity Based
Summers through California Libraries and Communities program.
Community Outreach/Collaboration/Volunteers: Children’s Services staff contacted office
administrators at two private schools, Holy Angels and Barnhart School, to share information
about Library programs and services, including Arcadia Public Library’s Five Screen-Free Ways
to Enjoy Spring Break. There were virtual class visits with three first and second grade classes
from Longley Way Elementary School, as well as four first grade classes from Holly Avenue
Elementary School. Staff attended the PTA Council meeting at the beginning of the month.
Children’s staff also met with staff from the Recreation department to discuss summer
programming and with representatives from the Kids Support Group, to discuss hosting a mental
health program for children. Administration staff attended the Southern California Library
Cooperative meeting with area directors. Staff attended the Arcadia Historical Society fundraiser,
“Murder at the Baldwin Ranch.” Staff also attended the PTA Council meeting where the Gilb
Museum staff were recognized and presented with the PTA Council Honorary Service Award.
Marketing and Publicity: Staff highlighted Anita Baldwin on social media for Women’s History
Month: “Anita M. Baldwin (1876-1939), with a Mahruss-Arabian stallion, was the only daughter
born to Arcadia's founder Elias J. "Lucky" Baldwin and his third wife, Jane Virginia Dexter. She
was a composer, philanthropist, patriot, horsewoman, mother, seamstress, poet, cookbook
author, and an animal advocate, a true Renaissance woman. A statue of Anita Baldwin is
scheduled to be unveiled this fall at the Le Meridien Hotel in Arcadia.” In partnership with the
Smithsonian, a virtual poster exhibit, Picturing Women Inventors, was shared online and via social
media. This exhibit celebrates the innovations of American women.

Parents and caregivers are responsible for monitoring and regulating the behavior of their
dependents, including making sure that minors over the age of 2 wear masks and follow
social distancing guidelines.
Building capacity and seating will be limited, and subject to change.

SUMMARY
Each year, the Friends of the Library make an unrestricted cash donation to the Library
for the purpose of providing programs, services, and collections above and beyond what
the City can reasonably provide for the community. Traditionally, the Friends of the
Library gift has been used primarily to support the children’s summer reading program
and teen programming and collections. This year, the Friends of the Library very
generously, even with the Friends Bookstore mostly closed, donated $35,000. Below is
how this money is being divided up.

Easter Bunnies!
A boy and girl are shown with live Easter bunnies in this circa 1950s photograph, with four
other children standing behind them, at Arcadia County Park. The Hugo Reid family statue is in
the background, but this statue has since moved to a location between the Gilb Museum of

REGULAR MEETING MINUTES
THURSDAY, MARCH 18, 2021
NOTE: As part of the City of Arcadia’s COVID-19 transmission mitigation efforts, and in
accordance with California Executive Order N-25-20 suspending some terms of the Brown Act,
this meeting was conducted virtually by teleconference.
CALL TO ORDER – Chair Barbara Delphey called the meeting to order at 4:36 p.m.
PLEDGE OF ALLEGIANCE – Trustee Miriam Carter
ROLL CALL: Chair Barbara Delphey, Trustees Miriam Carter, Janet HasBrouck, Elizabeth
Renfrew, and Alice Wang; Councilmember Paul Cheng (City Council Liaison);
Director of Library & Museum Services Darlene Bradley (Secretary); Library
Services Managers Roger Hiles and Pat Smith.
PUBLIC COMMENTS – None
REPORTS FROM LIBRARY TRUSTEES / LIAISONS
Councilmember Cheng reported he had been working with the Herald Christian Center to
organize vaccination clinics at the Community Center, and they had complimented City staff for
being so well organized. Councilmember Cheng added he was now working to secure quantities
of face masks for local schools. Trustee HasBrouck stated she had nothing to report but wondered
when in-person Board meetings would resume. Director Bradley replied in-person meetings will
probably resume with the April meeting. Trustee Carter stated she had enjoyed the Teen “de-
stressing kit” put out by Adult & Teen Services. Trustee Renfrew reported the “pop-up” Friends’
Book Sale was going really well, and on the previous Saturday had sold $128 worth of books.
She asked if the Friends could continue to use the “pop-up” location in front of the building after
the reopening, because of its greater visibility. She added that she had attended the virtual book
discussion and felt it was a good discussion thanks to the supportive staff. Trustee Wang stated
she was sorry to have missed the February Board meeting. Chair Delphey expressed thanks to
the staff in the chat room for their assistance with using eBooks. She added that she had also
visited the City’s homeless hub, which she found interesting.
Trustee Renfrew made a motion to excuse Trustee Wang from missing the February 18, 2021
Board meeting. Trustee Carter seconded, and the motion was carried on a voice vote.

REPORTS FROM THE DIRECTOR
Announcements/Statements/Reports
Director’s Update: Director Bradley reported the Library is tentatively planning to re-open on
May 3 for limited-hours “grab-and-go” service. She has asked Library Managers Hiles and Smith
to work out a schedule that will include open hours on two nights and being opened on Saturdays.
Directory Bradley also added the Library has resumed using Unique Management Services to
assist in retrieving long overdue items, which has resulted in some patron complaints as well as
some record high lost book and fine payments. Director Bradley also reported the Library’s
operating budget for FY 21/22 had been turned in. Chair Delphey commented that it sounds like
things are moving in the right direction.
Monthly Statistical Report: February 2021: Chair Delphey stated it looked like circulation
numbers were holding steady, and it was nice to see volunteer hours being reported again.
Monthly Report Narrative: February 2021: Chair Delphey stated it was impressive the staff was
working on making operations more efficient. Director Bradley commented it had been decided to
postpone the collection inventory so staff could focus on getting ready for the re-opening. She
added the library was requesting money to convert to RFID circulation and security technology in
the new budget, and if approved, the data from the RFID conversion could be used as a de-facto
inventory. Trustee HasBrouck asked if the Board could advocate for this with the City Council,
and Director Bradley replied there would be public budget study sessions where public comments
would be possible. Trustee Renfrew asked if the Friends’ “pop-up” book sale could be promoted
using the Library’s social media accounts, and Director Bradley said it would be done.
Financial Report: February 2021: Director Bradley reported the Library’s spending for natural
gas had gone over the budgeted amount, possibly since staff are following COVID-19 advisories
about hand washing.
COVID-19 Update: Director Bradley reported many of the staff have begun being vaccinated.
Staff Update: Director Bradley stated although most of the Library’s openings remain frozen, a
recruitment for a Library Technician position is in progress and she has just received approval to
replace two departing Library Aides.
Gilb Museum of Arcadia Heritage: Director Bradley reported she believed the Museum would
be re-opening in July. She also reported on the Museum’s virtual Transcribe-A-thon, and over 50
letters were transcribed from the Anthony Wilkinson collection.
Staff Reports to the Council: Director Bradley noted $5,000 had been received from the Richard
Seaver ’78 Trust for the purchase of new books, and the gift had been formally accepted by the
City Council.
Flyers/Articles/Posters/Attachments: Director Bradley noted the Spring “virtual” reading
program would begin Monday, March 22, and the “Dial-A-Story” program had already begun.

a. Approve the Regular Meeting Minutes of February 18, 2021
Recommended action: Approve
Trustee HasBrouck asked that the wording in the minutes for the February meeting concerning
longevity pay be clarified. The motion to approve the consent calendar as corrected was moved
by Trustee HasBrouck, seconded by Trustee Carter, and carried on a voice vote.
