This resource is NOT listed on the City’s “Individually Eligible Resources.” McKenna et al. evaluated the improvements against the National Register of Historic Places (National Register), California Register of Historical Resources (Cali- fornia Register) eligibility criteria, and recently enacted City of Arcadia policies and guidelines. My evaluation resulted in a determination that this property does not maintain its archi- tectural integrity (2 of 7 elements) and fails to meet any of the four main criteria for recognition as a Historic Landmark in the City of Arcadia. It is not eligible for listing as an “individually eligible resource” and, therefore, assigned the designated code of 6Z (see attached forms). The property is not significant and not eligible for listing on any listing of historically significant resources – federal, state, or local. Also address integrity.) The post-WWII period in Arcadia saw significant population growth with correspond- ing residential developments. Home loans for veterans and the growth of industries and commercial enterprises in Southern California allowed for the construction of many small, starter homes for young- er families. Many Minimal Traditional homes were built by property owners with little need for formal architectural designs. Materials were readily available, as was a local work force. Individuals, like Johnson, were able to build their own homes with the skills acquired during the “do-it-yourself” Great Depression and WWII years. Woodruff Avenue, Arcadia, Los Angeles County, California, is cross- referenced by the L.A. Co. Assessor as APN 5788-018-003. This property is roughly rectangu- lar with north and south boundary averaging 80 feet and the east and west boundaries averag- ing 125 feet (10,000 sq. ft.). In this case, the residence is set back from W. Woodruff Avenue and essentially centered within the property. The driveway is on the east side of the property, leading to a large garage in the rear yard (larger than a standard two -car garage with western and southern additions). The Assessor describes the improvements as consisting of two bed- rooms and 1 bath with 1,275 square feet of living space. Research confirmed this property was originally located with the northern portion of the historic Rancho San Francisquito (Dalton; Lot 43), following secularization of the Mission San Gabriel de Arcangel holdings. This rancho was originally granted to Henry Dalton in 1845 by Mexican Governor Pio Pico and confirmed by the U.S. Government in 1867. Dalton also owned the Rancho Azusa (1844) and purchased Rancho Santa Anita in 1847. Dalton began selling por- tions of the Rancho in 1873 and, eventually, the Ranch was sold by the Wolfskills to Elias J. Baldwin (along with the acquisition of Rancho Santa Anita). In 1891, Baldwin filed the “Map of the Santa Anita Colony.” This mapped area was bounded by Duarte Road (north); Azusa Road (south; now Live Oak Avenue); Second Avenue (east) and El Monte Avenue (west). Sixty-one properties were identified and the property now identified as 116 W. Woodruff Avenue is/was within Lot 60 of this subdivision. Despite this early subdivi- sion, no significant improvements were completed within Lot 60 for decades. In 1945, Tract Map No. 13186 was filed by the property owners: Frank and Olga DeLay; Paul and Elisa Davis; and Harry and Carmelite Webb. As defined, this subdivision involved “… a portion of Lots 60 & 61 of Santa Anita Colony.” The current pro ject area, 116 W. Woodruff Avenue, is in the western half of this map, equating it with Lot 60 and, as mapped, Tract No. 13186 extended from Santa Anita Avenue to El Monte Avenue and included the north and south sides of Woodruff Avenue. Forty-Six parcels were defined and the current project area was identified as Parcel No. 35 – the 12th residential lot east of El Monte Avenue and the 12th resi- dential lot west of Santa Anita Avenue. Since its definition in 1945, this property has not changed in size or orientation. Parcels 5 and 41 were dedicated to the County Flood Control channel (Arcadia Wash). As a 1945 subdivision, the potential for improvements to predate 1945 was highly unlikely. McKenna *Date Feb. 10, 2021 X Continuation Update A review of surrounding properties yielded a wide-ranging span of dates of construction and architectural styles. Woodruff Avenue 1947-57 As presented, of the 21 properties listed, the improvements fall into two main categories: 1) improvements dating between 1946 and 1950 (not including secondary dates of improvement); and 2) improvements post-dating 2000 and representative of redevelopment s. Six of the 21 properties (28.5%) have been redeveloped. Only three of the remaining 15 properties yielded single dates of construction, while the majority (12) yielded multiple dates. Of the multiple dates, ten yielded dates pre-1958 and two yielded supplemental dates of 1970 and 1995. These counts and percentages suggest the alignment of W. Woodruf f Avenue, from 66 W. Woodruff Avenue to 149 W. Woodruff Avenue, still exhibits a minimum 71.5% of the initial im- provements, but many of these improvements have been altered by later alterations and/or additions. The current project area has yielded a single date of construction (1947), identifying it as one of the earlier improvements with no significant alterations or additions. A review of the permit file for this property was relatively sparse. Only five permits were filed, including: 1946-47 William Johnson Initial Construction 1953 C.W. McKenna *Date Feb. 10, 2021 X Continuation Update The permit file provided names of owners and was used to complete additional research into the history of the property. In this case, the original owners/developers of the property were identified as William H. and Mary G. Johnson. Johnson was identified as a carpenter who built the residence (and garage) himself. The Johnsons maintained ownership until 1952-53, when the property was sold to Anna (aka Annie) Sherrei (1885-1960), the widow of Charles Sherrei (1882-1952). Following Annie Sherrei’s death, the property was occupied by Lloyd L. Elchar, but reportedly owned by William O. Highau. The property was sold again in 1962 to Albert F. (ca. 1916-2011) and Elinore Josephine (nee Elliott) Mauger (1920-1995). The Maugers married in 1946 and Albert F. Mauger was still living at the Woodruff Avenue address in 1997 and may have remained on the property until at least 2005 (per permits) and likely longer (until his death?). The current owner of the property is Hong Jai Pan (November of 2020). No other recent sales were reported (or identified) for this property, suggesting it was held by the heirs of Albert and E. Josephine Mauger from 2011 until 2020 – and likely rented. The Maugers had one child: Carole Ann Mauger (b. 1954) who married Dennis V. Shaw (b. 1955) in 1974. Carole Ann Mauger Shaw would have been the sole heir. CURRENT CONDITIONS The recent visual inspection of the residential improvements at 116 W. Woodruff Avenue, Ar- cadia, confirmed the improvements consisted of the residence and garage. Not reflected in the permits were the additions to the garage (references as a “granny flat” in some real estate listing; see following discussion). Single Family Residence The residence at 116 W. Woodruff Avenu e and a relatively small, two bedroom and one bath, Minimal Traditional residence with 1,275 square feet of living space. This residence is roughly rectangular with a covered porch on the northeastern corner and an open porch on the south elevation. The resent aerial photograph shows this structure is slightly irregular in shape, indi- cating two overlapping squared components on an east-west orientation. It was constructed in 1947 on a raised concrete foundation. This residence is a single story structure with wood framing, wood and stucco siding, and a hipped-gable roof design off set to reflect the floorplan. Woodruff Avenue and exhibits the covered porch on the northeast corner and an east-facing main doorway. The horizontal wood siding is present above the stucco skirting. To the west of the porch is a hexagonal window with a modern stain glass pane. West of this small window is a larger, tri-paneled pop-out window system with eight fixed panes flanked by double hung sash windows (two -over-two panes). These windows lack “ears” and are standard for the period of construction. Below this set of windows is a red brick skirting providing relief from the surrounding stucco. The northwest corner of the residence exhibits two additional (pai red) double hung sash win- dows with corresponding windows on the west elevation. These windows are ve ry close to the corner of the residence, providing ample uninterrupted wall space within the structure. Floor vents are evident as are the wide, closed eaves (with rain gutters). Wrapping to the west elevation, the residence exhibits a long expanse of horizontal wood siding above the stucco finish. As noted, there is a pair of double hung windows near the northern extent of this elevation. Near the southern extent of the elevation, matching horizontal siding has been used to cover the area where another set of double hung sash windows was once present. This window removal left the west elevation with only the pair on the northern extent. The south elevation exhibits the same ho rizontal wood siding over the stucco skirt. Near the western extent, the corresponding corner sash window have been replaced by a modern sliding glass door system (without stoop or step entry). To the east, there is a set of small, vertical windows (double hung sash). The western window is covered with security bars while the east- ern window is bare. The covered window is likely associated with the bathroom location while the eastern window is nearer the kitchen area. Just to the east of the eastern window the south elevation recedes at a small rear porch and the east-facing rear entry. The door is wooden and exhibits a large slider window above a solid base. This door appears to be original to the residence. The porch is a n expanse of smooth concrete with a single rise. Another double hung sash window is present to the east of the door (south-facing) under the small extended roof expanse. The utility meters are also mounted on the south elevation. The southeastern corner of the residence exhibits matching double hung sash windows (south and east-facing), similar to those on the northeastern and northwestern corners. This unit operates independently of the modern system (2005) established on the south side of the residence. The roofing materials on the residence are also modern, having been installed in 1999. There is no indicating the design of the roof has been altered. Based on the evidence compiled during this investigation, McKenna e t al. has concluded there have been modest alterations to the residential structure at 166 W. Woodruff Avenue, including but not necessarily limited to: • Re-roofing (1999) • Removal of two windows on the southwestern corner of the residence • Installation of the sliding glass door on the south elevation • Replacement of the glass in the hexagonal window, north elevation • Installation of the wall-mounted A/C unit • Installation of a modern HVAC system (2005) There is a red brick chimney extending from the center of the residence (in the living room areas). The residence is in a state of neglect. The paint is pealing and there is evidence of some wood deterioration. There are cracks in the stucco siding and modest evidence of settlement. There are no outstanding design elements. It is a simple structure designed for a small family. Detached Garage The detached garage is located in the southeastern portion of the property and accessed via a long drive along the eastern property boundary. When originally constructed, this structure was designed as an oversized garage with a two-car garage port on the eastern extent and an ex- tended portion to the west (for storage and a work area). The owner/contractor was a carpenter, indicating he included an area of the garage for work-related activities. This structure was constructed on a concrete pad and oriented east/west. The hipped-gable roofline emphasized this rectangular plan. The garage is a redwood framed structure with stucco siding (resurfaced). The bay door (north-facing) is an aluminum replacement door. The original door was likely a wooden door on spring-action hinges. The aluminum door is also spring-action. McKenna *Date Feb. 10, 2021 X Continuation Update The east side of the garage exhibits a single window (double hung sash) with one -over-one panes. The resurfacing of the garage and resulted in the loss of relief around the window frames. The south elevation of the garage has been impacted by the (recent) construction of an addition consisting of simple wood framing and plywood siding atop a previously established concrete pad. The east elevation of this addition exhibits an aluminum framed slider window (with screen), as does the south elevation. A peek inside this addition confirmed it was used as a small workshop (wooden shelves and a wooden workbench. The addition is accessed on the west elevation via two solid, hinged doors of plywood. There are no knobs or handles, but these doors are secured. The roof of the addition is flat (or very slightly sloped) and covered in rolled composition material. The original south elevation of the garage can be seen to the west of the addition, where the stucco wall extends to the west and exhibits a single, standard doorway similar to the rear door on the residence (window over a solid base). This door is original to the structur e and likely accesses the garage area, not the western extension. Wrapping to the west elevation, the original workroom/storeroom has been converted into living space (hence the reference to a “granny shack”). The majority of the stucco siding was re- moved to accommodate the installation of a large, alumi num sliding window surrounded by vertical sheets of composite siding exhibiting vertical grooves, suggesting individual narrow board siding. A solid wood door is to the north of the window, allowing access to the living space. The north elevation of this room is solid (stucco) and covered in ivy. A large concrete patio is located west of this converted room and covered by a wood framed canopy, resulting is a large and shaded outdoor use area. The roofing is supported by squared corner posts and a privacy wall on the west side. This entire structure is in poor condition, as is the concrete pad (broken in many areas). In addition to the rear garage addition, the is a small corresponding storage shed located to the southwest of the addition – also of wood framing with plywood siding, suggesting it was con- structed at the same time and/or by the same individual. McKenna *Date Feb. 10, 2021 X Continuation Update Given the length of the Mauger ownership and occupation, these improvements (additions and alterations) can all be attributed to Albert Mauger and pre-date 2011. Landscaping The landscaping at 116 W. Woodruff Avenue is minimal and in a state of neglect. The front yard is dominated by a grassy expanse with bare spots. Nearer the residence are decorative bushes and, on the northwest corner, a young tree. Rose bushes long the eastern property boundary, between the concrete driveway and the block wall defining the property boundary. The rear yard is also dominated with an open grassy expanse, where other areas a covered in concrete pavement. Concrete is present to the rear of the garage, one the west and east sides of the garage, associated with the covered patio west of the garage, and the widened driveway north of the garage. A small brick-lined planter (without vegetation) bounds the south elevation of the residence. There are succulents to the north of the covered patio (in poor condition) and a few more bushed along the southern block wall. Overall, the landscaping is simple and min- imal. The roses are the only outstanding elements. It is also noted there is a wooden utility pole in the southeastern corner of the property. This pole is part of the property, but provides utilities to many of the residences along the block. It is active. EVALUATION/ASSESSMENT In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the Cal- ifornia Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public comment. The “neighborhood” dating to the 1946-1950 era has been impacted by redevel- opments and alterations of the residences in the immediate area. The rede- veloped property reflect large, multi-story improvements that dwarf the re- maining early, single story structures, and the placement of the modern im- provements along the roadway do breakup the flow of the earlier develop- ments. The area is consistent with a built-out suburban areas with various architectural styles, property sizes, and ages of development. Based on these many factors, McKenna et al. has concluded the intent of the “setting” element of integrity HAS NOT BEEN MET. Materials: The residence and garage at 116 W. Woodruff Avenue appear to reflect much of the original building material but it is noted both structures have been re-roofed, the garage has been resurfaces, some of the windows have been removed and a sliding glass door has been installed. Overall, however, the residence reflects the original wood siding, much of the original stucco siding, most original windows and the original rear doo r. The main entry door appears to be a replacement, but has not been confirmed (the door is behind a screened security door). The west elevation of the garage has been re- placed, as has the garage bay door. While the residence appears to reflect its original materials, the property, as a whole has been adversely impacted (as summarized above) and McKenna et al. has concluded the intent of the “materials” element of integrity HAS NOT BEEN MET. Johnson can be considered a professional carpenter, but there is not data to suggest he was an artisan, master builder, or outstanding craftsman. He was not an architect or draftsman. Overall, the construction reflects standard workmanship and basic construction design and use of materials. The construction is simple and minimal. It does not reflect the level of work- manship required for recognition under the “workmanship” element of integ- rity. McKenna et al. has concluded the intent of the “workmanship” element of integrity HAS NOT BEEN MET. Feeling: “Feeling” is a subjective element of integrity. It has been interpreted as re- quiring an individual to “feel” the same way entering an area as persons would have felt during the “period of significance” which, in this case, post- WWI and pre-1950. Along this roadway there is evidence of property reno- vations, additions, alterations and, in almost 30% of the properties, redevel- opment. The sporadic appearance of the redeveloped lots has broken the continuity of the roadway improvements and McKenna et al. has concluded the intent of the “feeling” element of integrity HAS NOT BEEN MET. Association: “Association” refers to the potential for the property to be associated with events or persons important in history. In this case, the property can be associated with the Mission period, rancho period, and Elias J. Baldwin own- ership. However, the main association is with the 1945 subdivision by pri- vate owners who subdivided their holdings for individual parcel sales. These owners (3 couples) did not improve the properties but sold vacant lots for individual planning and construction. No person of note and no events in history can be directly associated with this property.
