The potential historic resource is NOT listed on the City’s “Individually Eligible Resources.” McKenna et al. evaluated the improvements against the National Register of Historic Places (National Register), California Register of Historical Re- sources (California Register) eligibility criteria, and recently enacted City of Arcadia poli- cies and guidelines. My evaluation resulted in a determination that this property does maintain its architec- tural integrity (4 of 7 elements), but failed to meet any of the four main criteria for recog- nition as a Historic Landmark in the City of Arcadia. It is not eligible for listing as an “in- dividually eligible resource” and, therefore, assigned the designated code of 6Z (see at- tached forms). The property is not significant and not eligible for listing on any listing of historically significant resources – federal, state, or local. Also address integrity.) This area of Arcadia was developed relatively late (post-Depression and mostly post-WWII) and annexed into the City prior to 1939. The properties in this area are on relatively large lots (over 7,000 sq. ft.) and represent individual developments (not tract homes) and the area is dominated by single- family improvements. As post-Depression developments, improvements tend to be modest and individualized, despite the larger lot sizes. The lot developments reflected the needed residences to accommodate the population growth in suburban Southern California, including WWII and post-War incomes and prosperity associated with the positive economic growth of the era. With prosperity came investments in property ownership; with improvements representing the owners personal design choices and financial means. B11. McKenna *Date: February 16, 2020 X Continuation Update The property located at 1015 Coronado Drive, Arcadia, Los Angeles County, California, is cross- referenced by the Los Angeles County Assessor as Assessor Parcel No. 5777-033-001 and de- scribed as a single family residential property dating to 1940. The legal description also iden- tified the property as Lot 37 of Tract # 11932 (a designation assigned in 1939). Historically, this property was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This rancho consisted of 13319.06 ac res, included all of Section 32 (T1N, R11W ), and also ref erred to as part of Lot No. 37 of the Rancho. The project area eventually became part of the Elias Baldwin estate and within the area known in ca. 1910 as Tract No. 949 (p/o Lot 6). Subsequently, in 1939, Tract # 11932 was mapped and filed, facilitating the sale of individual lots and the completion of improvements subsequent to 1938 . When filed, the owners of Tract No. 11 932 were identified as Title Insurance & Trust Company and Rancho Santa Anita , Inc., represented by Roger Good an and F. Wes- ley Davies . The map was finalized in 1939, resulting in the ability to initiate improvements. The Great Depression was still in eff ect in 1938 -1939 , but the economy was showing signs of improvement. WWII had not yet included any direct U.S. involvement , but activ- ities related to the War were in effect (assisting Great Brit ain, etc .). F inances were still insecure for many Americans a nd, therefore, the immediate improvements within Tract No. 11632 began slowly . In the case of Parcel 37 (later, Lot -001 ), the initial improve- ments were realized in 1940, along with a few other properties in the immediate area. These improvements were subsequently enhanced with ca. 1946 i mprovements . Sur- rounding pro perties yielded other dates o f construction . McKenna *Date: February 16, 2020 X Continuation Update Of the 19 properties listed above, three are represented by redevelopments (1989-2019). Four of the properties represent post -WWII primary construction. Of the remaining 12 properties, four have primary dates of 1939 and eight, including the current property, have primary construction dates of 1940-1941. Twelve (12) of the historic properties yielded multiple dates of construction, reflecting post-Depression and/or post-WWII improvements. The County Assessor identified the property at 1015 Coronado Drive as a 9,000 square foot property with improvements described as consisting of a single family residence with two bed- rooms and one bath (1,248 square feet of livi ng space). Although not noted by the Assessor, there is also a detached garage with a significant addition to its west elevation – a “rumpus” room dating to 1946. Permits on file at the City identified the original owner as George E. Oman and the contractor as E.C. Williams. George E. Oman (1898-1963) was married to Emma L. (nee Lund) Oman (1902- 1973). Both are buried at Live Oak Memorial Park, Monrovia. Shortly after constructing the resi- dence on Coronado Drive, Oman signed up for the WWII draft. Little is known of his history, but some records show he was a buyer for California Hardware. Following his death in 1963, his widow (Emma) remained in the residence for a few years, selling the property to William F. and Margaret Reiser in 1966-1967. No records were found to indicate they had any children. William F. Reiser (1917-1986) and Margaret Reisner (1921-2010) occupied the residence on Coro- nado Drive between ca. 1968 to at least 1986, when William died. Margaret Reisner remained on the property as late as 1993 and possibly longer (possibly as late as ca. 2007). She died in Newport Beach. The Reisers raised two children in the Coronado Drive house, both being schooled in the Arcadia school system (Fred born in 1941 and Sally born in 1944). Although William F. Reiser filed for the draft during WWII, there is no record he was actually inducted. Rather, he remained in Southern California and worked for the Southern Pacific Railroad. By 2007, the property was owned by Chia Joo Kim, who completed an interior remodeling of the residence. The same year, Max and Jacqueline Liao applied for a permit to demolish the residence and redevelop the property. This permit was cancelled and, obviously, no redevelopment occurred. Per the permit history, the Omans were responsible for the original design and construction (194). During the Oman ownership, the “rumpus” room was completed (1946), the sewer connection was completed (1950), and a new water heater was installed (1960). McKenna *Date: February 16, 2020 X Continuation Update No permits were issued between 1960 and 1990, when the Reisers has an A/C unit installed (1990) and some additional plumbing upgrades (1991). Other than these activities, no significant altera- tions were made to the property, at least as they relate to issued permits. CURRENT CONDITIONS As noted, the improvements at 1015 Coronado Drive consist of three structures: 1) the main resi- dence; 2) the two-car garage; and 3) the “rumpus” room constructed to the west of the garage (and sharing a wall). Residence: The residence at 1015 Coronado Drive is roughly square in plan and just south of the center of the property. The residence is a one-story, wood framed structure with a raised foundation; hipped- gable roof design, and stucco cladding. The stucco has been re-surfaced and the roofing materials have been replaced by modern shingles. The main entrance is on the south elevation, facing Coronado Drive. Based on the Assessor’s description, the residence consists of two bedrooms, one bath, and has 1,249 square feet of living space. A structure of this size would be considered the equivalent of a bungalow or cottage. There is no evidence of any alterations or additions to the original design for this residence. A review of aerial photographs confirmed the current configura- tion is consistent with the 1948 visual. The south elevation exhibits the main entrance to the residence . This entry consists of a modern door (solid below and patterned glass above. The doorway is frames with glass cubes as side lights. While the door is a modern replacement, the lights appear original to the residence. A two- step, red brick stoop is located at the entry. To the west of the main entry is a set of tri-part steel casement windows (original to the residence). The central panel is fixed and framed by crank- open windows (4:1). A similar window is located on the eastern side of the south elevation. To the east of the entry is a smaller set of casement windows – also exhibiting a fixed central panel flanked by crank-open panels. The red brick chimney is located between the two sets of windows to the east of the entry. This chimney exhibits a stepped design indicating a wide interior fireplace with an off-centered flue. The chimney rests in a recess of the roofline. Also noted on the south eleva- tions are rain gutters and exterior lighting. McKenna *Date: February 16, 2020 X Continuation Update The east elevation of the residence runs along the driveway and exhibits a stucco expanse and a widening of the structure to the north. On the southern corner, the casement windows continue with a single fixed panel and associated crank-open panel (forming a wrap-around window design with the panels on the south elevation). In the area where the wall extends to the east, a similar pair of two panel casement windows define the corner of the structure. This pattern is repeated on the northeastern corner of the residence. All of the casement windows are original to the residence. The west elevation of the residence is obscured, in part, by vegetation. Nonetheless, it was con- firmed the casement windows on the south elevation also wrap-around to the west elevation, where two additional panels are present. A small casement window (one panel) is located further north and, still further north, are two small windows (casements) indicative of bathroom windows. These indicate the bathroom is on the west side of the structure. On the northern extent of the west elevation is a set of two casement windows (4:1), original to the residence and associated with the original sill. Also noted on the west elevation is the crawl space opening and down-spout rain gutters. The north elevation of the residence is an elongated expanse of stucco with a small extension to the north on the western third of the structure. The eastern corner is associated with the north- facing component of the wrap-around casement windows. To the west of this window is an en- trance consisting of a solid wooden door covered by a security screen. A small concrete stoop is present at this doorway. The eave of the residence is flat in this area (not roofline extension ), suggesting this door may have been added later. Two sets of double paneled casement windows are west of the door, with the utility meters/boxes between the windows. Another doorway is to the west of these windows, consisting of a solid base and single-paned window above. A small concrete stoop is present, as is a roof extension providing shade and/or protection from the elements. This doorway is likely associated with the kitchen or service porch area and a small casement window (3:1) west of the door. Here, the structure ex- tends to the north with a relatively short (four foot) east-facing wall. The corner of this extension is associated with two casement windows (4:1) set individually into the walls (not wrap-around). A similar window is located on the western extent of the north elevation. These windows appear to be associated with the bedroom areas. The modern A/C unit is mounted at ground level near the northwestern corner of the residence. Overall, with the exception of the re-roofing, re-surfacing, addition of a doorway, and the replacement of the front door, the structure appears original in de- sign and window materials. The structure is in reasonable good conditions. McKenna *Date: February 16, 2020 X Continuation Update Garage: The garage is a standard two-car garage constructed in 1940 and located on the east side of the property, northeast of the residence but not as deep into the property as the northeastern corner. This garage is approximately 22 feet square and exhibits a south-facing bay door accessed by a long concrete driveway on the eastern property boundary. The garage is wood framed and rests on a concrete slab. The original roof was designed to be a hipped design, but has been altered by the 1946 construction of the rumpus room (ancillary structure). The north elevation is a flat expanse of stucco cladding, as is the east elevation. No windows are present. It is noted, the fencing along the eastern property boundary has been designed to connect the property to the east of the garage with the neighboring property – allowing for more garden space. This shift is not a legal change to the lot line, but more of a neighborly gesture. Although not reflected in the permits, the concrete driveway is a more recent addition to the prop- erty and likely dates to the late 1990s or early 2000s. The structure has also been re-roofed and the stucco cladding has been re-surfaced. In addition, the original wooden bay door has been replaced by a modern, aluminum roll-up door. If a secondary entrance was present on the west elevation, it has since been incorporated into the rumpus room. Rumpus Room: Prior to the construction of the “rumpus” room in 1946, the area to the west of the garage was an open patio area with a relatively large, outdoor BBQ with a tall red brick chimney. The patio area was bounded by a short brick wall (approximately 30” tall) with a break on both the north and south sides. The chimney and BBQ west on the western side of the patio. The rumpus room was estab- lished through the construction of walls atop the red brick base and the extension of the roofline for the garage to the chimney. The roofline was designed as a hipped-gable design (oriented east/west). The walls above the brick have been resurfaced with modern pressboard siding and the windows have been replaced with modern vinyl sliders. There is one large and one small slider on the south elevation and another large slider on the north elevation. The only entrance is on the south elevation, nearer the garage, and covered with a small awning. This is a relatively modern, solid door and the sill indicates the floor is a concrete slab. A brick walkway leads from the main residence to this ancillary structure. Although originally designed in 1946, the alterations to the siding, windows, and roofing materials have rendered to addition more modern than historic. McKenna *Date: February 16, 2020 X Continuation Update Landscaping: Both the front and rear yards are landscaped, although in need of attention. The front yard exhibits a mature oak tree (in poor condition), a few young trees, bushes, and some decorative rock. Grass dominates the front yard and there are no decorative flowers. The rear yard is also dominated b grass and both red brick and paved surfaces. There is another mature oak , a fruit tree, bushes, roses, and some succulents. Ivy is present on the east side of the garage. The property line fencing is covered in vegetation. EVALUATION/ASSESSMENT In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the California Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public comment . City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property improvements must be 45 years of age or older. In addition t o the Code, an evaluation or assess- ment of a property includes addressing the “integrity” of the resource, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workman- ship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource (building, structure, object, or site) is determined to be eligible for recognition if it meets one or more of the following Criteria: 1. It is associated with events that have made a significant contribution to the broad pat- terns of Arcadia’s or California’s history; 2. It is associated with the lives of persons important to local or California history; 3. It embodies the distinctive characteristics of a type, period, region, or method of con- struction, or represents the work of a master, or possesses high artistic values; 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. Once “Integrity” is addressed, a resource (building, structure, object, or site) can be considered for eligible for recognition if it meets one or more of the following Criteria: Integrity Location: The improvements at 1015 Coronado Drive are in their original locations and reflect their original massing (1940 and 1946). The residence and garage date to 1940. The addition to the garage (rumpus room) dates to 1946. None have been altered in size since originally constructed. Overall, the minimal intent of the “Location” element HAS BEEN MET. Design: The residence, garage, and rumpus room appear to reflect their original designs and massing, although some materials have been replaced. There is no evi- dence of substantial changes to the massing of the structures, or the placement on the property. They appear to reflect their original design. In general, the minimal intent of the “Design” element HAS BEEN MET. Setting: The “neighborhood” surrounding this property was designed in ca. 1939 and the majority of the residential improvements date to the 1940s, with some alterations through time. There are three (16%) modern redevelopment amount the prop- erties immediately surrounding 1015 Coronado Drive. The presence of these redevelopment has resulted in some visual impacts to the original setting, but the overall area still reflects a ca. 1940s-1050s residential neighborhood. As such, Mc-Kenna et al. has concluded the “Setting” has essentially been maintained and the minimal intent of the “Setting” element HAS BEEN MET. Materials: The property at 1015 Coronado Drive yielded a relatively small “permit file” indi- cating minor work at the property – mainly interior improvements. However, the visual inspection confirms the roofing has been replaced; the stucco siding has been re-surfaced; the front door has been replaced and a second door has been added to the north elevation. While all of the original casement windows are present on the residence, the windows of the rumpus room have been replaced by modern vinyl windows. With the construction of the rumpus room, the west elevation of the garage is no longer evidence and, if a door or window are present, they have been incorporated into the rumpus room. Based on the extent of the alterations/renovations, McKenna et al. has concluded the minimal intent of this element HAS NOT BEEN MET. Workmanship: No evidence was found to indicate the workmanship associated with the im- provements at 1015 Coronado Drive are anything but standard for their period and not the work of a master craftsman, known architect, or artisan. Standard materials were used and there are no outstanding or unique design elements. As such, the minimal intent of the “Workmanship” element HAS NOT BEEN MET. Feeling: “Feeling” is subjective. Nonetheless, when entering a neighborhood, the feeling that you are in an area representative of the period of significance (e.g. the 1940s or 1950s population growth) should stand out. In this case, that “feeling” has been maintained with a few exceptions. The area is indicative of a “neighbor- hood” but would not likely qualify as a “district” (although a district study has not been officially conducted). McKenna et al. has concluded the area still maintains a “feeling” of the 1940s to 1950s improvements and, therefore, the intent of this element HAS BEEN MET. Association: Research failed to associate this property with any historical event or person(s) in local, regional, state, or national history. There is no associated with any rec- ognized architect of note and no association with any significant craftsman or artisan. The property has not been associated with any scientific find or exhibited any potential for the presence of scientifically significant resources (archaeolog- ical or paleontological). Therefore, the minimal intent of this element HAS NOT BEEN MET. Overall, in reviewing the “Integrity” of this property, McKenna et al. determined four of the seven elements of integrity area associated with this property and, as such, the property retains the minimal amount of integrity to be eligible for evaluation as a historical resource. The final evalua- tion/assessment requires the property be addressed with respect to the four ma in criteria defined by the Office of Historic Preservation, Sacramento, and adopted by the City of Arcadia. It embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values. The improvements associated with this project area consistent with the construc- tion of an eclectic minimal traditional bungalow or cottage. The reference to “ec- lectic” is based on the design specific to this property, reflecting the personal pref- erences of the property owner, and not representative of “tract home” develop- ment. Such a design is not considered unique, in the formal sense, or unusual for the period. No unique or exotic materials were used and there are no outstanding design elements or artistic design elements. McKenna et al. has concluded the property is not eligible for recognition under this criterion. 4.
