FOR THE COMMUNITY CENTER EMERGENCY EXIT DOOR PROJECT AS COMPLETE Recommendation: Approve SUMMARY On November 17, 2020, the City Council approved a contract with Vincor Construction, Inc. in the amount of $43,373.38 for the Community Center Emergency Exit Door Project. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $47,528.35. This amount reflects the original contract amount of $43,373.38 plus a contract change order totaling $4,154.97, or 9.5 % more than the original contract amount. This is within the 10% contingency established for this project. It is recommended that the City Council accept all work performed by Vincor Construction, Inc. for the Community Center Emergency Exit Door Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to a retention of $2,376.42. BACKGROUND The Community Center was built in 1991, and a section of the building is currently being used as office space for the Recreation & Community Services Department. This area of the Community Center did not have an emergency exit within the area and only had one way in and one way out, which created security and health and safety concerns. It was determined that this area was in need of an emergency exit door to ensure the safety of City staff and visitors. DISCUSSION On November 17, 2020, the City Council approved a contract with Vincor Construction, Inc., for the Community Center Emergency Exit Door Project. The work performed Accept Community Center Emergency Exit Door Project April 20, 2021 Page 2 of 2 included the demolition of some existing partition walls, flooring, ceiling, and a window opening along with partial exterior Concrete Masonry Unit (“CMU”) wall. The project included installation of a new emergency exit door, extending the existing hallway to the new exit door, and installation of new lighting fixtures, carpet tiles, cove base, and ceiling tiles to match the existing ceiling tiles. During the course of work, the contractor encountered data cables that were concealed behind a partition wall that had to be relocated; and installed a load-bearing header beam that was necessary to support the roof structure where an interior wall was removed. Below is a description of the contract change orders. ITEM DESCRIPTION AMOUNT 1. Installation of a load-bearing header beam $ 1,877.41 2. Relocation of concealed data cables $ 2,277.56 TOTAL $ 4,154.97 The change orders increased the overall contract amount by $4,154.97, or 9.5% more than the original contract amount. All the terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Vincor Construction, Inc. completed the work as defined in the project plans and specifications in an efficient and timely manner. FISCAL IMPACT Sufficient funds are available in the Capital Improvement Program under Community Center Facility Improvements for the Community Center Emergency Exit Door Project. The total cost for this Project is $47,528.35. This amount reflects the original contract amount of $43,373.38 plus change orders totaling $4,154.97, or 9.5% more than the original contract amount. A 10% construction contingency was approved for the Project at the November 17, 2020, Council Meeting. RECOMMENDATION It is recommended that the City Council accept all work performed by Vincor Construction Inc. for the Community Center Emergency Exit Door Project as complete; and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $2,376.42.
