HomeMy WebLinkAbout03/16/2021 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, MARCH 16, 2021 1. CALL TO ORDER— Mayor Chandler called the regular meeting to order at 7:04 p.m. 2. INVOCATION — Kristin Bennett, First Church of Christ, Scientist 3. PLEDGE OF ALLEGIANCE — City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, Tay, and Chandler ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED SESSION ITEMS City Attorney Deitsch announced that prior to the regular meeting the City Council met in a Closed Session to consider the three items listed on the posted agenda under Closed Session, and that no reportable action was taken. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that citizens who wished to submit public comments may do so by calling the conference line. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Beck, and seconded by Council Member Cheng, to read all ordinances and resolutions by title only and waive the reading in full. 8. PRESENTATIONS a. Arbor Day Proclamation presented to the Arcadia Beautiful Commission 9. PUBLIC HEARING a. Ordinance No. 2375 adopting Text Amendment No. TA 20-01 amending various sections of the City's Development Code and the Tree Preservation Ordinance with a categorical exemption under the California Environmental Quality Act ("CEQA"). Recommended Action: Introduce Assistant City Manager/Development Services Director Kruckeberg and Associate Planner Vanessa Quiroz presented the staff report. Mayor Chandler opened the public hearing. No one appeared. 1 03-16-2021 City Manager Lazzaretto read into the record a letter received from Martin Gandell, President of the Downtown Arcadia Improvement Association, in support of the City's proposed text amendment. Mayor Chandler made a motion to close the Public Hearing, and the City Council concurred. It was moved by Council Member Beck, seconded by Council Member Verlato, and carried on a roll call vote to introduce Ordinance No. 2375 adopting Text Amendment No. TA 20-01 amending various sections of the City's Development Code, with one additional amendment to move the studio unit parking requirements to one space and the one bedroom to one and a half spaces, under Table 3-3 for off street parking (page 58 of the packet); and the Tree Preservation Ordinance with a categorical exemption under the California Environmental Quality Act ("CEQA"). AYES: Beck, Verlato, Cheng, Tay, and Chandler NOES: None ABSENT: None 10. PUBLIC COMMENTS City Manager Lazzaretto read into the record the following emails submitted for Public Comment: Martin Gandell, President of the Downtown Arcadia Improvement Association: provided support of the Tiny Homes Project. Petition from the Citizens to Save Arcadia Par 3 Golf Course: requesting City Council not sell the Par 3 Golf Course to developers. Greg Vanni: requesting City Council to change the reservation policy at Wilderness Park. 11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense(AB 1234]). Council Member Verlato stated that she did not participate in the vote with the Downtown Arcadia Improvement Association for the Tiny Homes project; she noted it is the one year anniversary of the Covid-19 shutdown; she reminded everyone to stay healthy, stay safe, and wear a mask; and she wished everyone a Happy St. Patrick's Day, Happy Passover, Happy Good Friday, and Happy Easter. Council Member Beck expressed his gratitude for the high quality of the City of Arcadia employees and thanked them for their hard work. Council Member Cheng commented on Perdy the Peacock and thanked Council Member Verlato for introducing Perdy; he announced that on Thursday, March 18, the Herald Christian Health Center is providing another round of vaccinations and he encouraged everyone to sign up; he further announced that he recently lost a friend to suicide and provided the telephone numbers to the National Suicide Hotline and the Sexual Assault Hotline. 2 03-16-2021 Mayor Pro Tern Tay stated that the Arcadia Chinese Association volunteered to bring refreshments to the volunteers giving the vaccines; and encouraged everyone to continue to make Arcadia a better community by helping out whenever possible. City Clerk Glasco commented on National Vietnam World Veterans Day Memorial which is observed on March 29; he indicated that due to Covid-19 there will be no formal memorial ceremony this year; and invited everyone to view the Vietnam World Veterans Commemoration video. Mayor Chandler thanked City Clerk Glasco for his service and for what he does with the Veterans. 12. CONSENT CALENDAR a. Regular Meeting Minutes of March 2, 2021. Recommended Action: Approve b. Resolution No. 7355 authorizing submittal of the Fiscal Year 2020-21 Transportation Development Act—Article 4 Claim Forms to received Capital and Operating Funds for Arcadia Transit. Recommended Action: Adopt c. Resolution No. 7354 approving the San Gabriel Valley Council of Government's Whitepaper on Los Angeles Homeless Service Authority Reform. Recommended Action: Adopt d. Professional Services Agreement with John L. Hunter and Associates, Inc. for inspection, monitoring, and management support for the Municipal Stormwater and Industrial Waste Programs in the amount of$83,335. Recommended Action: Approve e. Professional Services Agreement with SWA Group for Design Services for the Downtown Alley Improvements Project in the amount of$154,000. Recommended Action: Approve f. Contract with Grigolla & Sons Construction Company for Huntington Drive Sidewalk and Curb Ramp improvements along Eastbound Huntington Drive and around the City Hall campus area in the amount of$163,346 including a 10% contingency, appropriate $100,000 from Measure M funds to replace Capital Outlay funds originally budgeted, and find the project is categorically exempt from the requirements of the California Environmental Quality Act ("CEQA"). Recommended Action: Approve It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a roll call vote to approve Consent Calendar Items 12.a through 12.f. AYES: Verlato, Beck, Cheng, Tay, and Chandler NOES: None ABSENT: None 3 03-16-2021 13. CITY MANAGER a. Modify Wilderness Park operation to be open for public use on weekends. Recreation Supervisor Buchanan presented the staff report. It was moved by Council Member Beck, seconded by Mayor Chandler, and carried on a roll call vote to modify Wilderness Park operations to be open for public use on weekends. AYES: Chandler, Cheng, Beck, Verlato, and Tay NOES: None ABSENT: None b. Imposinq a limit on the Commission Fees charged by Third-Party Food Delivery Applications on businesses in Arcadia Council Member Beck presented the staff report. It was the consensus of the City Council to have the City Manager prepare an Emergency Proclamation, and to ratify within seven days, to establish limits on commission fees charged by third-party food delivery applications on businesses in Arcadia through the end of the pandemic. c. Report, discussion, and direction regarding COVID-19. City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken. 14.
