INVOCATION — Reverend Darwin Ng, Arcadia Police Department Chaplain 3. PLEDGE OF ALLEGIANCE — City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Cheng, Verlato, Tay, and Chandler ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Deitsch announced that prior to the Regular Meeting the City Council met in a Special Meeting to consider the items listed on the posted agenda under Closed Session and no reportable action was taken. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto had no supplemental information; and he congratulated Mayor Chandler for his hard work this past year. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Beck to read all ordinances and resolutions by title only and waive the reading in full, and the City Council concurred. 8. PRESENTATIONS a. Presentation by Donna Choi on behalf of the Downtown Arcadia Improvement Association to Council Member April Verlato for her term as Mayor in 2019-20. 9. CITY COUNCIL REORGANIZATION a. The City Clerk called for the election of Mayor Council Member Cheng nominated Mayor Pro Tern Tay for Mayor. Noting no other nominations, City Council Members cast their votes for Mayor Pro Tern Tay for Mayor as follows: AYES: Cheng, Beck, Tay, Verlato, and Chandler NOES: None City Clerk Glasco announced that Mayor Pro Tern Tay was elected by the City Council to serve as Mayor from April 2021 through April 2022. b. The Mayor called for the election of Mayor Pro Tern Council Member Chandler nominated Council Member Cheng for Mayor Pro Tern. Noting no other nominations, City Council Members cast their votes for Council Member Cheng for Mayor Pro Tern as follows: AYES: Beck, Cheng, Verlato, Chandler, and Tay NOES: None City Clerk Glasco announced that Council Member Cheng was elected by the City Council to serve as Mayor Pro Tern from April 2021 through April 2022. c. Comments by Mayor Tay d. Comments by Mayor Pro Tern Cheng e. Comments by Council Members Beck, Verlato, Chandler, and City Clerk Glasco. City Manager Lazzaretto, on behalf of Senator Susan Rubio, presented Mayor Tay with a certificate of recognition. 11. PUBLIC COMMENTS City Manager Lazzaretto read into the record the following emails submitted for Public Comment: Judith Sly: Requesting "hero pay" during the pandemic. Amalia Yutani: Requesting "hero pay" during the pandemic. 2 04-20-2021 Sharon Hechler: Requesting that the City Council consider adopting a "hero pay" ordinance to help support grocery and drug store employees. Daren Verastegui, union representative, called and spoke about the hazardous conditions grocery and drug store employees have endured during the pandemic. Bryon Hake, teacher and cross-country coach at Arroyo High School, called and expressed his concerns regarding the location of the Homeless Resource Hub; and asked the City Council to move the Hub to another location. Rogelio Solis, Vons employee, called and urged the City Council to consider imposing "hazard pay". Clara Montenegro, called and urged the City Council to impose "hazard pay" for grocery store employees. Margaret Holguin, CVS Pharmacy employee, called and requested that the City Council implement"hazard pay" for drugstore employees. Kathy Rivera, Ralphs employee, called and explained her reasons why grocery store employees are entitled to "hazard pay." 12. CONSENT CALENDAR a. Regular and Special Meeting Minutes of April 6, 2021. Recommended Action: Approve b. Ordinance No. 2376 amending Section 1902 of Article I, Chapter 9, of the Arcadia Municipal Code increasing settlement authority of City Manager($25,000). Recommended Action: Adopt c. Accept all work performed by Vincor Construction, Inc_for the Community Center Emergency Exit Door Project as complete. Recommended Action: Approve d. Accept all work performed by Pavement Coatings Co. for the Citywide Bicycle Facilities Improvement Project as complete. Recommended Action: Approve It was moved by Council Member Chandler, seconded by Mayor Pro Tem Cheng, and carried on a roll call vote to approve Consent Calendar items 12.a. through 12.d. AYES: Chandler, Cheng, Beck, Verlato, and Tay NOES: None ABSENT: None 13. CITY MANAGER a. Report, discussion, and direction regarding COVID-19. City Manager Lazzaretto provided an update on COVID-19. No action was requested or taken. 3 04-20-2021 14.
