ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, MAY 4, 2021
CALL TO ORDER – Mayor Tay called the Closed Session to order at 6:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Verlato, Cheng, and Tay
ABSENT: None
PUBLIC COMMENTS – No public comments were received.
STUDY SESSION
a. Newcastle Park Renovation Preliminary Design.
At the request of City Manager Lazzaretto, this item was tabled to the May 18, 2021, City Council
meeting.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9 (d)(1) to confer with legal counsel
regarding the matter of the City of Arcadia vs. The Dow Chemical Company; Dow
Agrosciences LLC; Shell Oil Company, et al., United States District Court, Central
District (Case No. 2:18-cv-10139).
b. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Assistant City
Manager/Development Services Director Jason Kruckeberg, and Administrative
Services Director Hue Quach.
Employee Organizations: Arcadia Public Works Employees Association, Arcadia City
Employees Association, Arcadia Police Civilian Employees Association, Arcadia
Police Officers’ Association, Arcadia Firefighters’ Association, and unrepresented
employees: Department Heads, Division Managers, Supervisors, and part-time
employees.
The City Council recessed to the Regular City Council Meeting at 7:00 p.m. to reconvene at the
conclusion of the matters listed on the Regular City Council Meeting agenda.
The City Council reconvened the Closed Session at 9:52 p.m.
No reportable action was taken on the Closed Session Items.
The Closed Session ended at 10:33 p.m.

Regular Meeting
City Council Chamber, 7:00 p.m.
1. CALL TO ORDER – Mayor Tay called the Regular Meeting to order at 7:07 p.m.
2. INVOCATION – Rabbi Sholom Stiefel, Chabad of Arcadia

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the Regular Meeting the City Council met in a
Closed Session to consider the items listed on the posted agenda; he indicated that no reportable
action was taken on item a.; he stated that the City Council recessed to the Regular Meeting and
will reconvene to Closed Session after the Regular Meeting; and that no reportable action is
expected.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto reported that Study Session item a. was tabled to the May 18, City
Council Meeting.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler and seconded by Council Member Cheng to
read all ordinances and resolutions by title only and waive the reading in full, and the City Council
concurred.
8. PRESENTATIONS
a. Presentation of “Asian American and Pacific Islander Heritage Month” Proclamation.
9. PUBLIC COMMENTS
City Manager Lazzaretto read into the record the following emails submitted for Public Comment:
The following individuals submitted emails expressing their opposition for the Tiny Homes
Project in the City of Arcadia:

Pay Ordinance to a future agenda:

The following Arcadia residents called in opposition of the Tiny Homes Project and
requested that City Council take consideration of public opinions before committing to
this project:

The following healthcare workers from Arcadia Methodist Hospital called and reported on
the problems that union members are encountering with their employer; and they
requested support from the City Council to join in their protest held on May 8.

Darren Vrascezui, United Food Commercial Worker, called and explained his reason why grocery
store employees are entitled to “Hero Pay,” and also stated that he stands with Methodist Hospital
workers and their right to Hero Pay as well.
Nancy Tai, called and urged the City Council to add a vote of No Confidence for the new District
Attorney George Gascon to a future agenda.
10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Council Member Verlato commended the PTA’s for their hard work; and recognized the Arcadia
PTA for receiving the First District Outstanding Council Award; she indicated that she participated
last week in supplying Personal Protective Equipment to small businesses throughout the San
Gabriel Valley and helped over 1,000 business; she announced that the Library reopened May 3;
she further announced that she will be participating in the Museum Commission Meeting this
week and provided information on the Virtual Summer Enrichment Program provided by the
Museum; she encouraged residents to participate in the Community Forum on Homelessness
held on May 6; she stated that last week Arcadia Police introduced their new K9 Officer Kruz and
thanked the police for their quick response and arrest of a residential burglary suspect; she
indicated that she would like to add a Vote of No Confidence for DA Gascon to a future City
Council Meeting and asked for City Council support. Council Member Beck and Mayor Pro Tem
Cheng concurred.

Council Member Beck thanked all callers for their calls and addressed Nancy by stating that the
Gascon item will be added to a future agenda; he announced that there is a Virtual Community
Forum on May 6 regarding Homelessness and encouraged residents to participate; he stated that
he would like to add a ban on Styrofoam and plastic utensils given with takeout food and asked
City Council to place this item on a future City Council Meeting and asked for City Council support.
Council Member Verlato and Mayor Pro Tem Cheng concurred; he wished Council Member
Verlato and all mothers a Happy Mother’s Day.
Council Member Chandler had nothing to report.
City Clerk Glasco announced that Armed Forces Day is May 15; and he further announced that
May 29 is the Annual Tribute to Veterans at the Arcadia Vietnam Memorial Monument and invited
everyone to plant a 3-foot American flag from 12:00 p.m. – 3:00 p.m. Flags are free, donations
optional.
Mayor Pro Tem Cheng thanked City Clerk Glasco for his service and all he does for veterans; he
commented on the Memorial Day Holiday; and recognized 14 Arcadian residents that lost their
lives during the Vietnam War.
Mayor Tay indicated that Arcadia will have a Community Forum on Homelessness on May 6 and
provided the call-in information; he further indicated that California is still in a drought and
reminded residents to abide by the watering schedule and adjust sprinklers accordingly; and he
wish all mothers a Happy Mother’s Day.
11. CONSENT CALENDAR
a. Regular and Special Meeting Minutes of April 20, 2021.
Recommended Action: Approve
b. Mayor’s Appointments of City Council Members to City Boards, Commissions, and
Outside Governmental Agencies.
Recommended Action: Receive and File
c. Professional Services Agreement with Stetson Engineers, Inc. for Design of the New
Goldring Municipal Water Supply Well in the amount of $496,600.
Recommended Action: Approve
d. Professional Services Agreement with Arcadia Unified School District to provide Bus
Transportation Services for Fiscal Years 2021-22 and 2022-23 in an amount not to
exceed $80,100.
Recommended Action: Approve
e. Professional Services Agreement with Breakthrough Sports to provide Basketball
Officials for Youth and Adult Basketball Leagues for Fiscal Years 2021-22 and 2022-
23 in an amount not to exceed $65,100.
Recommended Action: Approve
f. Professional Services Agreement with J & J’s Sports & Trophies to provide apparel
and awards for Recreation & Community Services programs for Fiscal Years 2021-22
and 2022-23 in an amount not to exceed $33,600.

g. Extension to the Professional Services Agreement with Trio Community Meals to
provide meals to the Senior Meals Program for Fiscal Year 2021-22 in an amount not
to exceed $93,400.

h. Contract with CT&T Concrete Paving Inc. for the Fiscal Year 2020-21 Annual Concrete
Repairs Project in the amount of $61,145.
Recommended Action: Approve
i. Contract with Carrier Corporation for the Fire Station 106 HVAC Relocation and Zone
Control Replacement Project in the amount of $316,035.
Recommended Action: Approve
Council Member Beck pulled Consent Calendar Item 12.b. for separate discussion.
It was moved by Council Member Chandler, seconded by Council Member Verlato, and carried
on a roll call vote to approve Consent Calendar Items 12.a. and 12 c. through 12.i.

Council Member Beck asked for some amendments to the proposed list of Mayoral appointments
to accommodate workloads. After City Council discussion a motion was made by Council Member
Beck, seconded by Council Member Chandler, and carried on roll call vote to receive and file the
Mayors appointments of City Council Members, City Boards, Commission and Outside
Government Agencies with the amendment of appointing Council Member Beck to the Planning
Commission, Mayor Pro Tem Cheng to the Senior Commission, and Mayor Tay to the Recreation
Commission

12. CITY MANAGER
a. Operation Hometown Heroes Program Restructuring.
Recommended Action: Approve
Deputy City Manager Bruckner presented the Staff Report.
After City Council discussion a motion was made by Council Member Beck, seconded by Council
Member Chandler, and carried on a roll call vote to approve the removal of the existing Billboard
and replace it with a digital program on the City’s website along with a flag tribute during Armed
Forces Week, including a yard sign option for families to honor their Hero. Program participants
will have a dedicated space on the City’s website for the duration of their service. The existing
Billboard will remain up in the interim. A separate page for Blue Star families will also be included
on the website.

b. Purchase of Automated License Plate Reader (“ALPR”) Camera Subscriptions from
Flock Safety for the Police Department from the Equipment Replacement Fund in an
amount not to exceed $55,000.
Recommended Action: Approve
Police Chief Nakamura presented the Staff Report.
A motion was made by Council Member Chandler, seconded by Council Member Verlato, and
carried on roll call vote to approve the Purchase of Automated License Plate Reader (“ALPR”)
Camera Subscriptions from Flock Safety for the Police Department from the Equipment
Replacement Fund in an amount not to exceed $55,000.

c. Report, discussion, and direction regarding COVID-19.
City Manager Lazzaretto provided an update on COVID-19. A discussion ensued about returning
to in person City Council Meetings. The consensus was that starting May 18, City Council
Members would have the personal choice of remaining virtual or returning to the Chambers, with
the general public being invited to attend around June 15, when restrictions are expected to be
lifted.
The City Council reconvened to Closed Session at 9:52 p.m. to complete the items on that part
of the agenda.
13. ADJOURNMENT
The City Council meeting adjourned at 10:33 p.m. to Tuesday, May 18, 2021, 6:00 p.m.

THURSDAY, MAY 6, 2021
CALL TO ORDER - Mayor Tay called the Special Meeting to order at 6:04 p.m.

a. Community Forum on Homelessness.
Recreation and Community Services Director Somogyi stated that there would be time reserved
to address any questions and comments at the conclusion of the PowerPoint Presentation; and
provided the presentation.
A general discussion regarding homelessness in Arcadia and the Tiny Homes Program was
discussed.
No action was taken or requested concerning the above matter.
The Special Meeting adjourned at 10:26 p.m.
