DATE: June 1, 2021
TO: Honorable Mayor and City Council
FROM: Jason Kruckeberg, Assistant City Manager/Development Services Director
By: Tim Schwehr, Senior Management Analyst
SUBJECT: AGREEMENT FOR SERVICES WITH THE ARCADIA CHAMBER OF
COMMERCE FOR FISCAL YEAR 2021-22 IN THE AMOUNT OF $84,848
Recommendation: Approve
SUMMARY
The Arcadia Chamber of Commerce (the “Chamber”) provides programming and
activities that benefit its members and the business community. The City of Arcadia
and the Chamber execute an annual Agreement for Services (“Agreement”). As
proposed in the Agreement for Fiscal Year 2021-22, the City will provide the Chamber
with $84,848 for its efforts on behalf of the business community, and to complement the
City’s marketing activities. It is recommended that the City Council approve, and
authorize and direct the City Manager to execute, the Agreement for Services with the
Arcadia Chamber of Commerce for Fiscal Year 2021-22, in the amount of $84,848.
BACKGROUND
The Chamber and the City have long cooperated concerning issues and projects of
mutual interest to the Arcadia civic and business community. As part of this mutual
cooperation, the City enters into an annual Agreement for Services with the Chamber to
provide public relations, business development, and government/legislative services in
support of the Arcadia business community and general economic development. Prior
to the 2015-16 Fiscal Year, the annual Agreement for Services with the Chamber of
Commerce had been set at $72,000 with no increase built-in for inflation. Beginning in
the 2015-16 Fiscal Year, it was agreed that all future Chamber of Commerce budgets
would be tied to annual CPI increases. For the current 2020-21 Fiscal Year, this totaled
$83,430 in funding. In addition to the annual Agreement for Services funding, the
Chamber also utilizes the City-owned property at 388 West Huntington Drive for its
offices. The current lease with the Chamber was approved in December 2016 and will
be up for renewal in December 2021.

In February 2016, Karen Mac Nair was named the Arcadia Chamber CEO. Since that
time, Ms. Mac Nair and her staff have continued to implement a number of exciting
updates to the Chamber’s website, social media presence, branding and marketing
efforts, member events, and business assistance and outreach programs. The Chamber
Summary Report included as Attachment No. 1 highlights some of the events,
programs, and activities from the 2020-21 Fiscal Year.
DISCUSSION
The Chamber of Commerce offers a variety of important services to the business
community in Arcadia, typically including:
• Providing reference and referral information about the City to brokers, realtors,
merchants, business operators, and interested public.
• Communicating frequently via e-mail with Constant Contact monthly event
calendars and weekly event reminders, and regular website updates.
• Utilizing new media, including Facebook, Twitter, and Instagram, to expand
outreach for events, including mixers, business breakfasts, and ribbon cuttings.
• Promoting and managing the annual Taste of Arcadia event, which has become
a signature event for the City.
• Organizing and providing staff support for the monthly Community Connection
meeting, Ambassadors meeting, Taste of Arcadia Committee, Business
Networking Breakfasts, and business mixers.
• Working with and supporting the Downtown Arcadia Improvement Association
(“DAIA”), including various planning activities and events held in the Downtown.
• Participating with the City on business visits to learn about the different
businesses in Arcadia and provide business owners with contact information and
services available through the City and the Chamber.
• Coordinating with the City on retail recruitment, targeted economic development
opportunities, and marketing efforts (e.g. Shop and Dine Arcadia in FY 2020-21).
In response to the COVID-19 pandemic, many of these activities were modified to
comply with public health orders and social distancing requirements. To date, this has
included converting regular in-person monthly meetings and networking events to virtual
events, suspending the monthly business walks program and most in-person business
services, temporarily closing the Chamber’s physical location at 388 West Huntington,

and transitioning Chamber staff to working remotely. Additional details on these and
other modifications made to Chamber activities and events in response to COVID-19
are provided in the Chamber Summary Report for Fiscal Year 2020-21, included as
Attachment No. 1 to this report. With these changes, the Chamber has continued to
safely and effectively assist the Arcadia business community throughout the 2020-21
fiscal year and COVID-19 pandemic.
In the coming year, the Chamber anticipates transitioning back to live, in-person events,
meetings, and services. The Chamber currently plans to reopen their building to the
public and staff beginning on July 6, 2021. The 2021 Taste of Arcadia is being planned
as a series of smaller food tastings held over a two-week period, in lieu of a single large
event. Then in 2022, the hope is to return to the traditional, one-night format for this
event. The State of the City/Mayor’s Breakfast is scheduled for February 2022 and is
expected to be a live, in-person event. However, all events and activities will continue
to be reviewed and updated by the Chamber during the coming year in response to the
latest public health guidelines and requirements.
The Chamber’s annual financial reporting is included as Attachment No. 2, and the
proposed Agreement for Services with the Chamber for the upcoming Fiscal Year 2021-
22 is included as Attachment No. 3. The Agreement provides for annual financial
support from the City and includes an exhibit that further details the Chamber’s services
to and for the City. The Proposed Agreement includes a CPI increase of 1.7% based on
the U.S. Department of Labor Consumer Price Index increase for the Los Angeles-Long
Beach-Orange Co. region for the 2020 calendar year. This amounts to a total of $1,418
added to the Agreement as compared to the previous Fiscal Year. For Fiscal Year
2021-22, the funding provided by the City will account for approximately 25% of the
Chamber’s annual budget. The remaining Chamber funding will come from membership
dues, sponsorships, and event proceeds.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”) under Section 15061(b)(3) of the CEQA Guidelines, and it can be
seen with certainty that it will have no impact on the environment. Thus, this matter is
exempt under CEQA.
FISCAL IMPACT
A total of $85,000 has been included in the proposed Fiscal Year 2021-22 General
Fund Budget for the Annual Agreement for Services with the Chamber. The City also
provides below market rent for the City-owned Chamber offices at a rate of $400 per
month; the current at-market rate is estimated to be $3,800 per month for a 1,900
square-foot office in central Arcadia. This lease agreement will be up for renewal in
December 2021.

California Environmental Quality Act (“CEQA”); and authorize and direct the City
Manager to execute an Agreement for Services with the Arcadia Chamber of

Public Relations
Community Focus
The Arcadia Chamber focused on virtual networking and helping boost businesses during the
last six months of 2020, improving its online strategies, maintaining its high-quality website,
and utilizing online platforms like Zoom. Community, as always,
continues to be a focus, along with assisting struggling businesses
during these crucial months of the year.
Though the Arcadia Chamber closed its doors mid-March due to
COVID-19, staff continues to work from home, with reduced hours
to help off-set payroll costs. Chinese Community Liaison, Alex Lu
permanently left the Chamber earlier this year, and the remaining
staff continues to work on reduced hours to keep the Chamber running financially. The
Chamber’s independent contractor for new member sales recently moved out of state, so is no
longer working for the Chamber in any capacity; staff now focuses on obtaining new members,
alongside regular tasks.
Calls to the Chamber continue to come in, asking for information on grant programs and loans
from the county and government, questions on restaurants and other businesses’
opening/closings and contact information for these businesses, for information specifically on
the new Le Meridien Hotel, and general COVID-19 questions, including test site locations and
donation centers. Where possible, the Chamber directed callers to various sources, including
Chamber member businesses and legislative officials, connecting local businesses together to
get the supplies and information they need.
A close relationship with Supervisor Kathryn Barger’s office has helped multiple Chamber
members apply for grants and receive appropriate information on changing regulations,
outdoor dining, and COVID telebriefings, which occur weekly and are free to the public. The
legislative representatives and utility companies (Southern California Edison, SoCal Gas, and
others) have been in contact with the Chamber to get the word out on webinars and town halls
and have been appreciative of the Chamber’s quick turnaround.
City press releases are also included on the Chamber’s website and social media, which was
especially helpful during the destructive Bobcat Fire that swept our hillsides. Information was
given on evacuation and return notices, and the City kept the community and Chamber up to
date regularly.
The Chamber continues to focus heavily on the business community, boosting the number of
online and social media postings for each member per month, keeping a Facebook Group for
members only, and moving forward with virtual events, including holiday editions of Rise &
Shine and the MIX. December finds the Chamber working towards the Installation and Citizens
of the Year Virtual Awards event in January.
A COVID-19 link remains active on the Chamber website’s blog page, to focus on any
information related to the virus, services and assistance for businesses, loans and grants, and
general community information. Previously created Business Listings remain on the Chamber’s
website for convenience, and a weekly Restaurant-focused email was created, showcasing
promos and general information for restaurant members only. This began after the last stay-at-
home order was issued and will continue as long as needed. The Chamber also held Love
Lunch 2.0 in-person events, when able, at restaurant members who featured outdoor dining.
Guests could sit and social distance or pickup orders to-go, and Chamber staff did Facebook
Live and video promotions to help drive business to those restaurant members.
Taste of Arcadia went virtual in September, with a week-long celebration of restaurants
throughout the San Gabriel Valley, including wine-tastings, virtual beer tastings, and more.
Community Connection remains virtual and continues to host larger crowds since moving to its
online platform. Rise & Shine Arcadia, the MIX, and Pop-Up Happy Hours also moved online,
with guests being able to give introductions and experience breakout rooms. The Chamber also
hosted Virtual Jobs Fairs, partnering with other community members and Chambers, and
helped two members celebrate Virtual Ribbon Cutting ceremonies.
#ArcadiaStrong
The Arcadia Strong campaign
officially launched to help
generate revenue and promote the strength of our great
city by providing support to members who are struggling financially
and unable to pay for their Arcadia Chamber membership.
No donation is too small. At www.arcadiastrong.com, the Chamber sells
shirts, jackets, aprons, yard signs, and mugs, and the proceeds of
merchandise sold will go to the Arcadia Strong fund. Funds solely
support those Chamber members in need, with those qualifying receiving 6-month grants that
are eligible for renewal, as needed.
This is a way the Arcadia community can proudly show their support. Currently 42 Arcadia
Strong grants have been given to members to help them continue their membership with the
Arcadia Chamber. Some recipients of grants include Rod’s Grill, The Derby, Knight Cleaners,
and the Sonata Room.
Social Media
Social media continues to be a motivational factor
for the Arcadia Chamber of Commerce, definitely
more so during the COVID-19 pandemic.
Businesses in need turned to social media for advertising and marketing, and the Chamber
pushed to encourage members to use this platform more as quarantine and social distancing
continue.
Committees
Committees continue to build momentum for the Board
and Ambassadors, with meetings held once per month
virtually. Retention and New Member committees are still
on hold with hopes of reviving them in 2021. The Board
and Ambassadors continue to drive prospects to the
Chamber, with invites to free virtual Chamber events
being a common way for prospects to get an introduction
to the Chamber itself.
The Ambassador team continues to grow and change during the pandemic under the
leadership of Act Now CPR & First Aid’s David Lamb.
Membership
The Chamber signed up 15 new members from July 2020
to December 2020, including Downtown Arcadia’s Sea
Ranch Purveyors (pictured). Membership though has
seen a considerable drop due to the COVID-19
pandemic. We have seen the loss of multiple businesses, some temporary and others
permanent, in all areas of the San Gabriel Valley. 68 total members dropped between June and
December, and at least half are uncertain if they will be able to return.
These losses also have affected our Board of Directors. As businesses close or memberships
need to be dropped, Board Members also have had to leave their positions as a part of the
Arcadia Chamber. Of our 23 Board Members, we have seen one permanent loss due to an
employee lay-off, and four temporary losses to furloughed employees. Due to these losses, we
have recreated the Board, and we are excited to announce 8 new Board Members will join in
2021. The Ambassador Team of 12, as well, has already seen a loss of one permanent volunteer
and one furloughed. We have also added 2 new Ambassadors for 2021.
The loss of membership and the struggles faced by businesses inspired the above-mentioned
Arcadia Strong campaign, where community members can purchase merchandise or donate to
help support the fund, which offsets membership fees for renewing members.
New for 2021 and to help celebrate our 100-year anniversary, the Chamber will promote 100
Days for $100. This is a marketing strategy to encourage businesses to try the Chamber out, and
for the Chamber to be supportive of economic struggles for these businesses. Businesses can
also come back to the Chamber for a shorter period to help get the word out on their business.
The Chamber has moved forward with its plan
to hold its Installation and Citizen of the Year
Awards as a virtual event via a newly launched
website –
www. ArcadiaCaChamberEvents.com. This
will occur in January, with an awards
ceremony, swearing in of the new Board of
Directors, raffle prizes, wine tasting, and more.
Members have embraced the online and virtual
platforms offered to them in attempts to keep
their businesses afloat and still network. They
have also reached out to the Chamber for help in finding loans or grants, with payroll
questions, and for general information on assistance provided by both the government and local
legislature.
Membership Sales and Office Administrator Matt Miyasaki, along with Board Members, have
been making check-in calls to members to better understand their business concerns, and
facilitate their needs, such as connecting them to those who can help process loans and
providing business direction and sometimes just being a sympathetic ear.
Board Members continue to make phone calls, collecting data from Chamber Members.
Member Events
Rise & Shine Arcadia – 3rd Thursday of
each Month
Rise & Shine Arcadia has seen a drop in attendance since the start of COVID-19 and going
virtual. In-person events used to garner upwards of 90 guests, while virtual events have
dropped down to 25 on average. The event is sponsored
by Rose Hills Memorial Park, guests are able to network,
give their 30 second elevator pitches, and get to know
each other in breakout rooms, all to help grow their
business and drum up new clientele.
At the Holiday Edition of Rise & Shine, guests also won
prizes alongside their opportunities to network. Board
Members and Ambassadors donated small gifts, which guests were then able to pick up in the
parking lot of the Chamber office at scheduled times. This event was more well attended at 30
total guests. Those who attended enjoyed their time and ability to network, and Rise & Shine
will continue on a virtual platform until we are otherwise able to meet in person.
Arcadia Chamber members have enjoyed this so much, we plan on continuing a virtually
formatted Rise & Shine in the future, in addition to in person Rise & Shine breakfasts.
Connect & Prosper – 4th Tuesday of each
Month
Connect & Prosper, one of the Chamber’s newest events, returned in June in a virtual setting
and has become of the Chamber’s most popular events. This networking event, held all in
Mandarin, focuses on the Chinese business community. Hosted by
Board Member, Francine Chui, Connect & Prosper has helped
bridge the gap in the business community and with Mandarin
speaking members. Members of the Mandarin-speaking
community include a representative from Congresswoman Judy
Chu’s office, who is regularly in attendance. Star Seven Financial
Services and Forest Lawn Memorial Park sponsored this event in
2020 and will continue to do so in 2021. Methodist Hospital and Grand Capital Funding also
sponsored the event during the 2020 calendar year.
Mixers
The MIX was put on hold during the onset of the pandemic due to the
inability to hold in person events, however it returned in December for a
special Holiday Edition via Zoom, in which
guests bought $5 bingo cards and won great prizes donated by
Century Rooter Service and Plumbing. The virtual event was the first
bingo event for the Chamber, and the MIX will continue virtually
until we are otherwise able to meet in person. 2021 MIX events
include a multi-Chamber virtual MIX scheduled for February of 2021,
with over 10 Chambers from the San Gabriel Valley participating.
Love Lunch – Dates will be Announced
With the onset of COVID-19, Love Lunch became Love Lunch 2.0. Initially
the Chamber advertised two different venues per week with pick-up and
delivery options then, when outdoor dining was allowed, Chamber staff
visited the restaurants on an allotted date to do
Facebook Live and film video with those who
were either picking up their food or sitting down to dine outdoors.
When restaurants are allowed to return to outdoor dining, the
Chamber will attempt to do more videos
At our Love Lunch 2.0 held at Villa Catrina, Jose Luis Correa took a
moment to present the Chamber’s signature event Taste of Arcadia
with their hard-earned Readers’ Choice Awards for favorite food
fest from Beacon Media.
Chambering 101 – 3rd Wednesday of each Month
Chambering 101 went virtual in May, providing information via an
online platform while allowing time for networking and asking
questions. Chambering 101 gives both members and prospective
members a chance to learn how the Chamber can help their business
grow.
Chambering 101 will also allow for virtual business counseling, a new
addition in the online platform. Businesses will be able to ask questions to Chamber staff and
receive helpful information and answers.
Ribbon Cuttings
Members frequently contact the Chamber for a ribbon
cutting to celebrate a grand opening, specific event, or
milestone for that member, though this has been less
frequent during COVID-19. The Chamber was able to offer a
virtual ribbon cutting opportunity, which two members have
since taken advantage of: Sea Ranch Purveyors in Downtown
Arcadia, and Pasadena Motor Cars.
Virtual ribbon cuttings were attended by approx. 25 guests, including
legislative and city reps, who congratulated each member on their ribbon
cutting ceremonies. Chamber staff dropped off certificates and plaques,
along with the Chamber’s giant scissors, speeches were given, and the
members took guests on a virtual tour of their facilities.
Community Connection -1st Thursday of Each Month
Community Connection continues to help engage community and boost participation in a
virtual setting, which in turn has helped boost overall attendance to
this important community event.
Information was given by Tim
Schwehr on Economic Growth and
Development in the city, by Ian Carter of Westfield Santa Anita,
and by the Small Business Development Center, to name a few.
Legislative Reps regularly attend this meeting to provide up to
date information, not only on COVID-19 but on other
government happenings.
Community Connection has been recorded and put out on social
media in segments, for future viewing, so watchers can keep up
with City happenings, updates from Westfield, and news from
our legislative reps.
Pop-Up Happy Hour – Varying Dates
The Arcadia Chamber continued to host Pop-Up Happy Hours in a virtual
setting through November of 2020,
though will take pause in the beginning of 2021 to focus
on the Citizen of the Year and Installation event and
hosting the MIX. During the pandemic, Pop-Up Happy
Hour invited guests to a casual networking environment
in an online setting. Participants joined in for breakout
rooms, trivia, self-introductions, general networking, and
more engaging activities.
Learning Lab – Stay Tuned for Upcoming Dates
In August, the Arcadia Chamber held its first virtual Learning
Lab on the topic of Health & Wellness for You & Your
Business, with speakers Harvey Slater, Ted Moreno, Tarnie
Fulloon and Dr. Carla Michelle. 10 total guests attended the
event on Zoom and learned tips and tricks from these experts.
Business Development
The Chamber continued its desire to help businesses and the
community grow in the City of Arcadia during COVID-19. The
City and Chamber partnered in promoting a Shop Arcadia
campaign, which the Chamber posted on its website
throughout the holidays and added to its LED sign rotation.
Shop Small Saturday also became Shop Small Season, to help
boost attention for Arcadia businesses. The goal is
to encourage shoppers to shop local and by doing so
to keep their dollars local.
The Arcadia Chamber has also been working closely
with Westfield Santa Anita to get info out on mall
capacity, updates to their website to help keep
shoppers safe, their new line app, and more.
The Chamber then partnered with the City of Arcadia for multiple joint learning lab-type
seminars. Entitled Business Power Hours, the Chamber assisted in 4 total events towards the
end of 2020. Topics included Adapting Your Business to COVID-19, Creating Your Own
Website, SEO, and Online Advertising.
The Chamber and City also partnered to get
the word out on the new Shop & Dine
Arcadia campaign. We are sharing this info
at Chamber events, on social media outlets,
and on our website.
Arcadia Chamber App Launch
The Arcadia Chamber’s App was launched mid-March, providing convenient access to
information, the Chamber member directory, and
Chamber and community events on your mobile
device. The App currently has 118 sign ups, multiple
purchased ads, and has been promoting both
community and Chamber events regularly. Updates
to the App will be happening soon. Stay tuned!
Linked In
To increase its presence on social media, the
Chamber has developed a Linked In company page,
offering members, prospective members, and the
business community new avenues to engage and
expand their networking with the Chamber.

Speed Networking
To help offset the lack of in-person networking for
Chamber members, the Arcadia Chamber implemented
virtual speed networking. Guests are divided into
breakout rooms with a chance to promote themselves
and their businesses, with a time limit, then switch
quickly to another breakout room to continue
networking, so everyone gets a chance to interact and introduce their business. This has been a
popular event, with an average of 20 guests.
Virtual Job Fairs – Held Quarterly
The Arcadia Chamber began hosting virtual Job Fairs
every other month in June of 2020. Members and non-
members alike were encouraged to present job openings, and job seekers could attend, ask
questions, and find out how to apply for positions. Job presenters included local businesses
such as Giggle Fiber, Century Rooter, SoCal Gas, and more. Job Fairs were recorded and posted
to social media for those who were unable to attend.
Certificates of Origin
Another source of revenue for the Chamber are Certificates of Origin. Due to COVID-19
restrictions, certificates are done currently by appointment only. Import/export businesses have
been very busy during the last few months, so many members have been utilizing this service,
sometimes on a weekly basis.
Due to the closure of other Chambers, multiple non-members have contacted the Arcadia
Chamber for certificates of origin.
Taste of Arcadia
Taste of Arcadia was held virtually over a week’s timespan in
2020 due to COVID-19. Guests were able to purchase tickets
to multiple in-person events (during outdoor dining periods
while safely socially distanced) at Bella Sera, wherein guests
received dinner and a wine tasting with the proprietors of
Lange Twins Winery, one of the Chamber’s newest members.
Mt Lowe Brewing Co and Wingwalker Brewing both held
virtual tastings of their famous beers via Zoom, where guests were able to taste along with our
hosts and try different beers, all while learning about the process of beer making and our
individual brewery members. Max’s Mexican Restaurant held a tequila tasting and Taste of
Max’s event, held in their tented parking lot. 36 guests attended the event at Max’s. Restaurant
members also were able to participate and some donated a portion of sales, either on a specific
date or throughout the week, back to the Chamber of Commerce.
Businesses also were given the opportunity to showcase themselves through the Taste of
Arcadia Week Business Showcase. They were able to promote via flyers or videos posted online
using social media and the Taste of Arcadia website. 27 Chamber member businesses
participated in the Business Showcase.
Taste of Arcadia’s sponsors included Methodist Hospital, Westfield Santa Anita, Santa Anita
Park, the Gas Company, Longo Toyota, Pasadena Motor Cars, El Pollo Loco, the Arcadia
Chinese Association, Foothill Credit Union, Downtown Arcadia Improvement Association, and
Pure Media Marketing, Jonathon Real Estate, Ultimate Health, Star Seven Financial Service,
PrimeLending, Deasy Penner Podley, and Act Now CPR & First Aid, Altrui Consulting,
Farmers Insurance Lisa Schirz, City of Hope, Monrovia Floral, and Lifewave Arcadia.
Due to the success of Taste of Arcadia Week, the Arcadia Chamber is planning a Restaurant
Week during 2021 to showcase the best of the San Gabriel Valley.
Continuing Community Improvement
To continue the relationship between the City, the Chamber and the
overall community, Chamber CEO Karen Mac Nair continues to
collaborate with Tim Schwehr, the City of Arcadia’s Economic
Development Analyst. Tim was guest speaker at the Chamber’s
December edition of Community Connection, providing attendees a
glimpse into what is coming to the City of Arcadia for 2021.
The Chamber’s brand-new LED signs
provide information for drivers, highlighting such things as
water conservation, city events and spotlighting City
information and Chamber sponsors. CEO Karen Mac Nair has
also assisted the Arcadia Improvement Association Downtown
Board and attended VACE meetings online.
Weblink
The Arcadia Chamber continues to update its database system to Weblink and build on this
multi-use platform. Members can access their directory page via a password to make changes,
pay their bill, and make other updates, including RSVPing for events and buying tickets. Other
aspects of Weblink include billing, invoicing, and updating the events calendar on the Chamber
website.
Looking Ahead – 2021 Upcoming Chamber Events and
Announcements
The Arcadia Chamber will hold its first Virtual Cocktails & Installation Awards event on
January 14th, to celebrate award winning community members, including Methodist Hospital as
Business of the Year, Francine Chiu as the Chamber Service Award winner, Foothill Unity
Center as the winner of the 1st ever Arcadia Strong Award, and our amazing Citizens of the
Year Ron and Beverly Street.
Guests can visit the Chamber’s newly launched website, which focuses on big events –
www.ArcadiaCaChamberEvents.com – to purchase tickets. Ticket levels all include raffle tickets
for chances to win amazing prizes, along with charcuterie and wine tastings for high level ticket
prices.
This event will also kick off the Arcadia Chamber’s 100 Year Anniversary and install the 100th
Board of Directors, with new Board president Naomi Briones being sworn in.
The Chamber has also presented its new 100 Years Logo for use during the 2021 year.
New membership plaques will soon be revealed to celebrate our anniversary.
Updates will be coming soon to the Arcadia Chamber’s app, including weather, calendar of
community events, Shop & Dine, and directory updates.

To play a critical and integral role in maintaining a healthy business environment, contributing
to the economic growth of the members, the city, and enhancing the city’s image.

Public Relations
Community Focus
The Arcadia Chamber continued to focus on virtual networking and helping boost businesses
during the first months of 2021, improving its online strategies, maintaining its high-quality
website, and utilizing online platforms like Zoom. Community, as always, continues to be a
focus, along with assisting struggling businesses during these crucial months of the calendar
year.
Over a year later, the COVID-19 pandemic
continues to significantly impact businesses and our
community, and the Chamber’s iconic office
building remains closed, as it has since March 2020.
Staff continues to work from home to offset costs,
and will do so until at least July of 2021, wherein the
Chamber staff plans to work a hybrid model of
partly at home and partly at the office itself.
Entrance to the office will be by appointment only, with notices posted on the door. Staff focus
will continue to be obtaining new members and keeping renewing members engaged in
networking activities, both online and in-person, once regulations allow.
Calls to the Chamber have continued steadily. Callers often have questions on grant and loan
programs from the city, county, and state, alongside questions on business regulations on
business’s ability to open and indoor/outdoor dining. As the vaccine roll-out began, callers
inquired on where they could get the vaccine and how to make appointments. The Chamber
continues to be the hub of the city, even though staff is working from home, forwarding
information from callers to Public Works, the Library and Community Center.
A close relationship with Supervisor Kathryn Barger’s office has helped multiple Chamber
members, and the Chamber itself, apply for and receive grants, plus keep up to date on
appropriate information with changing regulations, indoor dining vs outdoor dining,
maximum capacity changes. The Supervisor’s office continues to send COVID-19 telebriefing
updates, which the Chamber shares each week. The legislative representatives and utility
companies (Southern California Edison, SoCal Gas, and others) have been in contact with the
Chamber to get the word out on webinars and town halls and have been appreciative of the
Chamber’s quick turnaround. The City and Methodist Hospital also have partnered on multiple
health webinars, which the Chamber has helped to promote.
City press releases are also included on the Chamber’s website and social media, along with
updates from the Senior and Community Center, Gilb Museum and the Arcadia Public Library.
The Chamber also helps release AUSD Board of Education information to keep parents
updated.
The Chamber continues to focus heavily on the business community, boosting the number of
online and social media postings for each member per month, keeping a Facebook Group for
members only, and moving forward with virtual events, including holiday editions of Rise &
Shine and the MIX. The January Installation Dinner, held virtually this year, was a great
success.
A COVID-19 link remains active on the Chamber website’s blog page, to focus on any
information related to the virus, services and assistance for businesses, loans and grants, and
general community information. The Chamber also partnered with PPE Unite to bring a free
PPE event to Arcadia, which was held at Santa Anita Park on April 27th, handing out PPE
equipment, such as masks, face shields, and hand sanitizers to businesses in need.
#ArcadiaStrong
The Arcadia Strong campaign
continues to help generate
revenue and promote the strength of our great city by
providing support to members who are struggling financially and
unable to pay for their Arcadia Chamber membership.
Nearly 100 Arcadia
Strong grants have been given to members to help them continue their membership with the
Arcadia Chamber. Some recipients of grants include Olive Garden, Mt Lowe Brewing
Company, and the Derby, along with many other businesses throughout the San Gabriel Valley.
Social Media
Social media continues to be a motivational factor
for the Arcadia Chamber of Commerce and its
members. Businesses in need turned to social
media during COVID for advertising and
marketing, and the Chamber pushed to
encourage members to use this platform more as
quarantine and social distancing continue.
The Chamber created and reinstated four committees to help with membership growth and
engagement.
The Membership Committee will work on new member sales and ideas to market to new
members. We will ask the question what the best way is to build new members after 2020, a
year wherein we only grew by 45 members. We will also work on retention of current members,
any new ideas to add to the value this year and how do we get the members back that dropped
in 2020. We went from an 80% retention to a 55% retention. We know that businesses are still
having a tough time and want to know how the Chamber can help.
The Events Committee will start with going over the plan for the July 2021-June 2022 event
calendar. Then we will work with staff throughout the year on the annual events Installation
dinner, Taste of Arcadia, Business showcase, restaurant week & mayors breakfast/state of the
city. We will also go over our monthly events to make sure that they are engaging, building
business and fun.
As we look to a transition to start some live monthly events in 2021, we want we are meeting
business needs and are doing it safely. We will work on Connect & Prosper to make sure that
we are connecting with the mandarin speaking business community.
The Policy & By-law Committee will be taking a close look at our policy and by-laws to make
sure they are relevant for our current business. We will make sure we are running efficiently
and helping our Chamber to move towards a great future. We will have great discussions about
current by-laws and our past, present, and future by-laws. We will go over how our policies
and by-laws help us keep our Chamber business growing at our high standards. This is a group
that will really help boost the future of the Chamber. At the end of the year, we will be
presenting a updated set of by-laws to the board to vote on.
The Fundraising/Sponsorship (Arcadia Strong) Committee will look at the big question; how
do we grow grant funds for Arcadia Strong so we can help businesses stay a part of the
chamber and invite new ones? We also want to know how we help raise money for the
Chamber as we head towards a rebuilding year of our funds. With membership retention
falling, we need to come up with some new and fresh ways to sell sponsorships (building
business marketing) and build awareness that the Arcadia Chamber is a non-profit and should
be a place where businesses can donate.
Membership
The Chamber signed up 21 new members from January
to May 2021, including Grocery Outlet on Live Oak
(pictured) and the Grocery Outlet on Foothill.
Membership continues to see a considerable drop due
to the COVID-19 pandemic. We have seen the loss of
multiple businesses, some temporary and others
permanent, in all areas of the San Gabriel Valley. 43
total members dropped between January and May, though some hope to return as businesses
are allowed to open and in-person networking begins anew.
The loss of membership and the struggles faced by businesses inspired the above-mentioned
Arcadia Strong campaign, where community members can purchase merchandise or donate to
help support the fund, which offsets membership fees for renewing members.
New for 2021 and to help celebrate our 100-year anniversary,
the Chamber is promoting 100 Days for $100. This is a
marketing strategy to encourage businesses to try the
Chamber out, and for the Chamber to be supportive of
economic struggles for these businesses. Businesses can also
come back to the Chamber for a shorter period to help get the
word out on their business. This promotion has been utilized
by 6 new members.
The Chamber launched its new website in January to help promote the Installation and Citizen
of the Year Awards in January 2021, www. ArcadiaCaChamberEvents.com allowed guests to
purchase tickets, view the program, and read all about our nominees.
Members continue to utilize the online and virtual platforms offered to them in attempts to
keep their businesses afloat and still network. They have also reached out to the Chamber for
help in finding loans or grants, with payroll questions, and for general information on
assistance provided by both the government and local legislature.
Membership Sales and Office Administrator Matt Miyasaki, along with Board Members and
Ambassadors, have been making check-in calls to members to better understand their business
concerns, and facilitate their needs, such as connecting them to those who can help process
loans and providing business direction and sometimes just being a sympathetic ear.
Member Events
Rise & Shine Arcadia – 3rd Thursday of
each Month
Rise & Shine Arcadia has seen a drop in attendance since the start of
COVID-19 and going virtual. In-person events used to garner
upwards of 90 guests, while virtual events have dropped down to 25
on average.
The event is sponsored by Rose Hills Memorial Park, and guests can
network, give their 30 second elevator pitches, and get to know each
other in breakout rooms, all to help grow their business and drum up new clientele. Guests
were able to play Family Feud and Bingo, along with trivia, in order to network and have fun
during recent events.
A hybrid model of Rise & Shine is in the works for July 2021, once the state and county lift
restrictions enough to network in person. Guests will be able to attend in person (sticking to no
more than the county’s required max attendance numbers), and guests who are not comfortable
yet will still be able to attend via Zoom, with the hope being Zoom attendees will still be able to
interact with those who have attended in person. This may also include doing multiple Rise &
Shine events in one day, to allow for more in person attendees.
Connect & Prosper – 4th Wednesday
of each Month
Connect & Prosper continues in a virtual setting to
help the Chamber focus on the Mandarin speaking
community and give them a chance to network. Hosted
by Board Member, Francine Chui, Connect & Prosper has
helped bridge the gap in the business community and
with Mandarin speaking members. Members of the
Mandarin-speaking community include a representative
from Congresswoman Judy Chu’s office, who is regularly
in attendance. Star Seven Financial Services and Forest
Lawn Memorial Park sponsored this event in the first six
months of 2021 and will continue to do so through the
calendar year.
Mixers
The MIX was put on hold during the onset of the pandemic due to the
inability to hold in person events, however it returned for 2021 via Zoom,
with the addition of a few MIX+ events, including on with Mt Lowe
Brewing Company, wherein guests purchased beer then joined the Chamber for a virtual beer
tasting, and the Four Seasons Tea Room, where guests purchased tea sandwiches to enjoy while
networking. Goki Café will join us in June, giving guests a taste of their Mexican-inspired
drinks and treats. The MIX will continue virtually until we are otherwise able to meet in person.
2021’s MIX in February was a multi-chamber extravaganza, with the Arcadia Chamber hosting
15 total Chambers from around the San
Gabriel Valley. Over 100 guests attended
via Zoom.
Love Lunch
becoming
Networking at
Noon
With the onset of COVID-19, Love Lunch became Love
Lunch 2.0. Initially the Chamber advertised two different
venues per week with pick-up and delivery options then,
when outdoor dining was allowed, Chamber staff visited the
restaurants on an allotted date to do Facebook Live and film
video with those who were either picking up their food or
sitting down to dine outdoors.
Beginning in July, depending on regulations for the county,
Love Lunch will become Networking at Noon, a combination of traditional networking and
lunch. Each month, we will visit a different Chamber member venue for both lunch and
networking time, with more structure than the casual networking previously seen at Love
Lunch. There will also be a small charge for attendees.
Chambering 101 – 3rd Wednesday of each Month
Chambering 101 went virtual in May 2020 and continues to do so
through 2021, providing information via an online platform while
allowing time for networking and asking questions. Chambering 101
gives both members and prospective members a chance to learn how the
Chamber can help their business grow.
Chambering 101 will also allow for virtual business counseling, a new
addition in the online platform. Businesses will be able to ask questions to Chamber staff and
receive helpful information and answers.
Ribbon Cuttings
Members frequently contact the Chamber for a ribbon cutting to celebrate a grand
opening, specific event, or milestone for that member During COVID, this has
happened about once a month via Zoom. Through the
first six months of 2021, we have celebrated the Burgeon Hotel
Group (pictured below), two locations of the Grocery Outlet in
Arcadia, Sachiko Studios and White Springs Café. We hope to be
able to celebrate many more businesses with grand re-openings
and other milestones, such as Sachiko Studio’s expansion (pictured
left).
Virtual ribbon cuttings were attended by approx. 25 guests,
including legislative and city reps, who congratulated each
member on their ribbon cutting ceremonies. Chamber staff
drop off certificates and plaques, along with the Chamber’s
giant scissors, speeches were given, and the members took
guests on a virtual tour of their facilities.
Community Connection -1st Thursday of Each Month
Community Connection continues to help engage community and boost participation in a
virtual setting, which in turn has helped boost overall attendance to
this important community event. Information was given by
Darlene Bradley from the Arcadia Public Library, Pete Siberell from
Santa Anita Park, Kelly McCourt from the new Le Meridien Hotel,
Roy Nakamura, the new police chief for the City of Arcadia, and Andrew Cooper from the
Arcadia Association of Realtors. Senator Susan Rubio also stopped in via Zoom during the
February event.
Legislative Reps regularly attend this meeting to provide up
to date information, not only on COVID-19 but on other
government happenings.
Community Connection has been recorded and put out on
social media in segments, for future viewing, so watchers can
keep up with City happenings, updates from Westfield and
other local entities, plus news from our legislative reps.
Pop-Up Happy Hour – On Hold until 2022
The Arcadia Chamber will take pause on Pop-Up Happy Hour until the
2022 calendar year, when we can do
this event in-person again.
Pop-Up Happy Hour invited guests to a casual
networking environment in an online setting. Participants
joined in for breakout rooms, trivia, self-introductions,
general networking, and more engaging activities.
Learning Lab – Stay Tuned for Upcoming 2021 Dates
The Arcadia Chamber is continuing a plan for
upcoming dates and topics for Learning Lab.
The hope is to be able to host one live come
November 2021, once restrictions are lifted.
Learning Lab will hopefully be able to assist
businesses getting back into the swing of
things.
Business Development
The Chamber continued its desire to help businesses and the community grow in the City of
Arcadia during COVID-19 and the first months of 2021. The City and Chamber partnered in
promoting a Shop Arcadia campaign, which the Chamber posted on its website and added to its
LED sign rotation.
The Arcadia Chamber has also been working closely with Westfield Santa Anita to get info out
on mall capacity, updates to their website to help keep shoppers safe, their new line app, as well
as letting visitors know when indoor dining began and what regulations were in place.
Chamber CEO Karen Mac Nair and staff member Carrie Lynn Barker took a tour of the new Le
Meridien Hotel with Director of Sales and Marketing Kelly McCourt, and the Chamber hopes to
develop a close partnership with the hotel in the future.
The Chamber also partnered with the City of Arcadia for multiple joint learning lab-type
seminars. Entitled Business Power Hours, the Chamber assisted in 4 total events towards the
end of 2020. Topics included Adapting Your Business to COVID-19, Creating Your Own
Website, SEO, and Online Advertising.
The Chamber and City also partnered to get the word out on the new Shop & Dine Arcadia
campaign. We are sharing this info at Chamber events, on social media outlets, and on our
website, as well as working on marketing with the City to support Arcadia businesses.
Arcadia Chamber App Launch
The Arcadia Chamber’s App was launched mid-March 2020, providing
convenient access to information, the Chamber member directory, and
Chamber and community events on your mobile device. The App
currently has 150 sign ups, multiple purchased ads, and has been
promoting both community and Chamber events regularly. Updates
for 2021 included adding the weather, things to do, and a blog button
that directs back to the website for member news and updates.
Linked In
To increase its presence on social media, the Chamber has developed a
Linked In company page, offering members, prospective members,
and the business community new avenues to engage and expand their
networking with the Chamber. Linked In
helps promote Chamber events,
showcases videos and provides helpful
information to followers.

Speed Networking
To help offset the lack of in-person networking for
Chamber members, the Arcadia Chamber implemented
virtual speed networking. Guests were divided into
breakout rooms with a chance to promote themselves
and their businesses, with a time limit, then breakout
rooms would switch quickly to another room with a
new networking partner so everyone got a chance to interact and introduce their business. This
has been a popular event, with an average of 20 virtual guests. Speed Networking will continue
once a quarter through 2021 and will continue to be held virtually.
Virtual Job Fairs – Held Quarterly
The Arcadia Chamber began hosting virtual Job Fairs
during COVID-19, and will continue to do so quarterly
to assist in finding people jobs in their local community. Members and non-members alike were
encouraged to present job openings, and job seekers could attend, ask questions, and find out
how to apply for positions. Job presenters included local businesses such as Giggle Fiber,
Century Rooter, SoCal Gas, Royal Oaks, Weaver Insurance, and more. Job Fairs were recorded
and posted to social media for those who were unable to attend, with job and contact info
posted on the Chamber’s job board.
Taste of Arcadia was held virtually over a week’s timespan in
2020 due to COVID-19 and will do so again in 2021 as Dine
Arcadia, a two-week celebration of restaurants in Arcadia and
throughout the San Gabriel Valley. Guests will be able to
purchase tickets to multiple in-person events, with special
menus from various Chamber member restaurants, breweries
and more.
Sponsorship opportunities will once again be available, with levels affordable for businesses of
all sizes.
Continuing Community Improvement
To continue the relationship between the City, the Chamber and
the overall community, Chamber CEO Karen Mac Nair
continues to collaborate with Tim Schwehr, the City of Arcadia’s
Economic Development Analyst.
The Chamber’s LED signs provide information for drivers,
highlighting such things as water conservation, city events and
spotlighting City information and Chamber sponsors. CEO
Karen Mac Nair has also assisted the Arcadia Improvement
Association Downtown Board and attended VACE meetings online.
The Chamber also partnered with PPE Unite in April 2021
to host a free PPE event. Held in the parking lot at Santa
Anita Park, PPE Unite and the Chamber helped distribute
masks, face shields and hand sanitizer to over 900
businesses, handing out 1.5 million individual pieces of
PPE, many of which were donated by the Arcadia
community. Chamber president Jennifer Stone, along with
Chamber board members volunteered to assist. Mayor Pro-
Tem Paul Cheng and City Council member April Verlato
both stopped by to volunteer loading cars, along with
Connie Liao from the Arcadia Chinese Association.
Atlas
The Arcadia Chamber continues to update its database system to Atlas and build on this multi-
use platform. Members can access their directory page via a password to make changes, pay
their bill, and make other updates, including RSVPing for events and buying tickets. Other
aspects of Weblink include billing, invoicing, and updating the events calendar on the Chamber
website.
Looking Ahead – 2021 and beyond - Upcoming Chamber Events
and Announcements
The Arcadia Chamber is hoping to return to live events in July, depending on state and county
regulations. COVID-19-safe events will include a hybrid model of Rise & Shine, which will
include both live and online attendees, Networking at Noon (formerly Love Lunch), mixers and
more. The Chamber hopes to return to familiar venues like Embassy Suites, but also plans on
visiting new venues, such as the Le Meridien Hotel for Rise & Shine. Stay tuned for
announcements!
January kicked off the Arcadia Chamber’s 100 Year Anniversary and we proudly installed the
100th Board of Directors at our January Installation Event, with new Board president Naomi
Briones being sworn in. Naomi unfortunately had to step down as president, and Jennifer Stone
of Imprintability moved up in her place. Jennifer has been spearheading new projects and was
key in getting the event with PPE Unite scheduled.
The Chamber has also presented its new 100 Years Logo for use during the 2021 year.
New membership plaques will soon be revealed to celebrate our
anniversary.
Updates also were applied to the Arcadia Chamber’s app, including
weather, calendar of community events, Shop & Dine, and directory
updates.
