Also address integrity.) Following WWII there was an urgent need for affordable family housing. The southeastern portion of the City of Arcadia was still relatively rural in the late 1940s and into the 1950s, larger lots that were originally designed for light ranching/agricultur e were being subdivided for the construction of single family residences. In this case, a portion of Sanborn Block 246 (and part of Tract No. 808 – 1910) was subdivided as Tract No. 19384 (1953). Subsequently, in 1954 -1955, many of the identified 11 parcels were subjected to improvements. E. Pamela Road was designed as a cul-de-sac with relatively square properties (averaging 90 x 87 feet). These properties were sold for development and the basic improvements included 2 and 3 bedroom homes designed as Minimal Traditional and/or Contemporary California Ranch style structures. Pamela Road, Arcadia, Los Angeles County, California, is cross-refer- enced by the L.A. Co. Assessor as APN 5780-011-009. This property is almost square (85.5 feet (east/west) by 88 feet (north/south). This lot just over 7800 square feet – an average single family residential property. The residence and attached garage are centrally located in the property, resulting in modest front and rear yards. The Assessor describes the improvements as consisting of three bedrooms, two baths, and 1,596 square feet of living space. The garage is a typical two-car garage attached to the west side of the residence. Despite the current description, the original residence on the property was a two bedroom and one bath structure with only 1,193 square feet of living space. The additional living space was added in 2003. Research confirmed this property was originally located with the southern portion of the historic Ranch Santa Anita and just west of the boundary with the Rancho San Francisquito. This property is also within Township 1 North; Range 11 West; and the SW ¼ of the SE ¼ of Section 34. Prior to the identification of the rancho, this area was under the general jurisdiction of the Mission San Gabriel de Arcangel. The Rancho Santa Anita was originally confirmed to Henry Dalton in ca. 1858; p/o Lot No. 37. McKenna *Date March 30, 2021 X Continuation Update As noted, the Rancho Santa Anita had many owners following secularization – eight between 1945 and 1875. No significant improvements (with the exception of the Hugo Reid Adobe and the rancho headquarters) were noted during these 30 years. In 1875, Elias J. Baldwin, while still living in San Francisco, purchased the rancho and visited the property, improved the adobe, and began making substantial plans transforming the rancho into a profitable investment. In 1883 the Santa Anita Tract map was filed and the property now identified as 628 E. Pamela Road is associated with Lot 36 of this Tract. Lot 36 was mapped north of “Falling Leaf Avenue” (now Camino Real) and east of “East Avenue (now 6th Avenue). Being on the eastern extent of E. Pamela Road, this property was east of Lot 35and west of Lot 37. This general area was re-mapped in 1906 as the Arcadia Acreage Tract – subdivided by Clifton Axtel & Associated of Los Angeles. With redefined property boundaries, the current project area was identified as being with Block 121 – a square area measuring 895 feet on any side. Block 121 was redefined again in 1910 with the mapping of Tract No. 808. Here, Block 121 was subdivided into four smaller blocks (59, 60, 73, and 74). The current project area is within the boundaries of Block 59 (452 ft. by 440 ft.). Despite this relatively early subdivision, no significant improvements were noted for the area with the exception of some early agricultural or ranching activities. In 1953, Harold J. Miller and Gary Myers filed the subdivision map for Tract No. 19384. As the owners of the properties, they were also identified as the “developers” – meaning they were listed as the builder/contractors responsible for the initial construction within the tract. This construction took place primarily in 1954 and 1955 with development of individual lots as they were sold and prepared for construction. In general, the improvements within Tract No. 193 84 could be considered “tract homes” as they were preplanned, to some extent, and built by the subdivision owners. Some similarities among the improvements are indicative of this style of development. A review of the properties along E. Pamela Road yielded dates of construction and architectural styles (see next page). As presented, two properties fronting S. 6 th Avenue are modern re- placements. The third property on S. 6 th Avenue (outside the boundaries of Tract No. 19384) reflects some early, pre-WWII improvements. Along E. Pamela Road, all improvements are consistent with the 1954-1955 improvements with some later additions or alterations. Pamela Road 1954-1969 SFR Contemporary Ranch with Additions Although the dates of construction suggest this area may be indicative of a 1950s historic dis- trict, McKenna et al. notes the extent of supplemental construction and/or alterations to these properties would negate the possibility as the individual properties would lack the required in- tegrity to be considered contributing elements to any potential district. A review of permit, directories, and other available documentation (NOTE: the County Asses- sor’s Archives in Los Angeles is currently closed to property-specific research) identified two owners of the property at 628 E. Pamela Road. The first owner was identified as Robert Leslie Hymers, Sr. (1910-1984), a native of Ontario, Canada, and his wife, Mina (1912 -1983), of Iowa. Research identified Robert L. Hymers as an immigrant from Canada who entered the United States via Idaho in 1920 and was living in Southern California by the mid -1910s (as a minor). No record for the marriage of Robert and Mina Hymers was found, but they were married by ca. 1953 and purchased the property at 928 E. Pamela Road by 1954. At the time, both were in the 50s. No record of children was found. The Hymers remained in the residence at 628 Pamela Road until 1983 -1984, corresponding with their respective deaths. In 1977, the Hymers re-roofed the residence with cedar shingles. No other permits were issued to the Hymers. No data was found to confirm the owner(s) of the property between 1 984 and 2003. However, it is noted no permits were issued for this period. In 2003, the property was owned and occupied by Robert Ip. Based on permits, Robert Ip immediately initiated significant changes to the prop- erty improvements in 2003, including: • Construction of the cinderblock wall around the rear yard • Re-roofing the residence with composition shingles • Upgrading the A/C unit(s) and plumbing • Installing fire sprinklers • Resurfacing the north elevation of the residence • Adding 403 square feet of living space The significant addition in 2003 involved enlarging the residence to the east and south (on the eastern extent of the residence) resulting in the addition of a third bedroom, a second bathroom, the enlargement of the original bedrooms, and the remodeling of the living room, kitchen, and family room. These renovations required extending the roofline on the east elevation of the residence and along a portion of the south elevation. No permits have been issued since the completion of the 2003-2004 activities. The Ip family still occupies the property. CURRENT CONDITIONS A recent visit to the property at 628 E. Pamela Road confirmed the presence of a single struc- ture that includes the residential structure and attached two-car garage. Also present is a con- crete driveway and an addition parking pad to the west; a gated entry to the rear yard on the western side of the garage; and the front and rear yards. The existing residence is representative of the 2003 residence with the noted additions. The structure is, as previously described, a single story structure on a concrete pad; frame a nd stucco sided; and exhibiting entrances on the north and south elevations. The main entrance on the north elevation consists of a simple covered stoop and a modern panel door with a sunburst pane above. McKenna *Date March 30, 2021 X Continuation Update The original windows, which would have been double hung sash (standard for the period) have all been replaced by modern vinyl sliders. On the north elevation, these windows are flanked by decorative shutters. The eaves are moderately wide and have gutters. There are no out- standing design elements. The east elevation of the residence is consistent with the 2003 expansion of the residence to the east. As such, this elevation is not original to the residence, but a modern replacement with corresponding vinyl windows. The west elevation of the structure is a flat expanse of stucco wall defining the western wall of the garage. The garage exhibits a modern, aluminum, roll -up bay door on the north elevation, replacing the original bay door (which would likely have been wood on spring hinges). The south elevation of the residence is dominated by the south elevation of the garage with a secondary entrance and a set of vinyl slider windows; the central portion of the residence con- sisting of the family room and kitchen areas; and the eastern extent of the residence repre- sented by the added 2003 bedroom expansion. A covered patio is located in the center of the elevation and accessed via a sliding glass door at the family room and a standard door at the kitchen area. A set of small modern slider windows is between the doorways and a larger set of vinyl sliders is on the west elevation of the bedroom addition. The rear patio is a simple concrete slab and additional expanses of concrete run along the south and west sides of the garage. The area along the east elevation is also paved in concrete (likely dating to ca. 2003). The rear yard is dominated by grass and a few fruit trees. There is some shrubbery along the base of the bedroom. The rear yard is maintained, but only modestly landscaped. The front yard is also dominated by grass and a few small trees. There are shrubs along the base of the residence, but no decorative plants. As in the case of the rear yard, the front yard is only modestly landscaped and designed for simple maintenance. Summary In summary, the improvements at 628 E. Pamela Road are indicative of the street that was developed in the mid-1950s. These improvements reflect a variety of architectural designs and many have been altered through additions or alterations. The residence at 628 E. The “eclectic” reference is associated with the later (2003) alterations and additions to the residence that rendered it larger than a standard Minimal Traditional resid ence (two bed/one bath) and with the addition of modern replacement materials. EVALUATION/ASSESSMENT In April of 2019 the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code (“The Development Code”), with an Exemption under the Cal- ifornia Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance.” This Ordinance was the result of numerous meetings, studies, and public comment. City of Arcadia Zoning Code, Section 9103.17 addresses Historic Preservation. Summarizing the document, for consideration as a Historic Landmark (resource) in the City of Arcadia, property improvements must be 45 years of age or older. In addition to the Code, an evalua- tion or assessment of a property includes addressing the “in tegrity” of the resource, as defined by the seven criteria listed in the State and Federal guidelines (Location, Design, Setting, Materials, Workmanship, Feeling, and Association). Subsequent to the “integrity” evaluation, a resource (building, structure, object, or site) is determined to be eligible for recognition if it meets one or more of the following Criteria: 1. It is associated with events that have made a significant contribution to the broad patterns of Arcadia’s or California’s history; 2. It is associated with the lives of persons important to local or California history; 3. It embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values; 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. Once “Integrity” is addressed, a resource (building, structure, object, or site) can be c onsidered for eligible for recognition if it meets one or more of the following Criteria: Integrity Location: In general, the property associated with 628 E. Pamela Road is in the same location as it was defined in 1953, following the subdivision and mapping of Tract No. 19384. The residence and garage are in the same location, de- spite the enlargement of the residence. Therefore, despite the additional living area (+ 403 sq. ft.), McKenna et al. has concluded the intent of the “Location” element HAS BEEN MET, albeit minimally. Design: The original improvements at 628 E. Pamela Road consisted of a residence of less than 1,200 square feet and included two bedrooms and one bath (along with the kitchen, living room, and family room). Following the original construction, the residence was enlarged by 403 square feet (33% +/- in- crease) and many of the original construction materials have been replaced. For example, the original cedar shake roofing has been replaced by compo- sition shingles; the original north elevation cladding has been replaced; all windows and doors have been replaced by modern versions; and there is a large addition to the east and south elevations. Overall, the design of the residence has been altered; the massing has changes; the roofline has been altered to accommodate the additions; and construction materials have been replaced. McKenna et al. has concluded the extent of alterations, additions, and material replacement have adversely impacted the original design of the improvements and, therefore, the intent of the “design” element of integrity HAS NOT BEEN MET. Setting: As previously noted above, 628 E. Pamela Road is located on a cul-de-sac that was defined in 1953 and dominated by residences constructed in 1954- 1955. There has been little redevelopment in the area, although many of the residences exhibit alterations and additions. The area has been altered and no longer has the strong setting of the quiet 1950s improvements in an area of little development in the 1950s (outside the tract boundaries). The extent of changes in the area has adversely impacted the historic 1950s setting for the area and, therefore, McKenna et al. has concluded the intent of the “set- ting” element of integrity HAS NOT BEEN MET. Materials: As previously noted, there has been a significant replacement of original construction materials at 628 E. Pamela Road, including but not limited to: replacement of roofing; replacement of siding; replacement of windows and doors; and the addition of modern walls associated with the 2003 residential expansion. These replacements have impacted the integrity of the original improvements with respect to “materials” and, therefore, McKenna et al. has concluded the intent of the “material” element of integrity HAS NOT BEEN MET. Workmanship: The initial improvements at 628 E. Pamela Road were original completed in 1954. At this time the construction was standard for the area and the period and exhibited no associations with any significant architect, master builder, or artisan. The workmanship was basic and involved the use of materials easily available and affordable. Likewise, the 2003 improvements were completed in a manner consistent for the period and fail to exhibit any of the defining characteristics needed for compliance with the “workmanship” ele- ment of integrity. McKenna et al. has concluded, therefore, the intent of the “workmanship” element of integrity HAS NOT BEEN MET. Feeling: “Feeling” is a subjective element of integrity. It has been interpreted as re- quiring an individual to “feel” the same way entering an area as persons would have felt during the “period of significance” which, in this case, the period of significance is 1954-1966. The entire street (cul-de-sac) dates to this period, but also exhibits considerable changes (alteration and additions) that have impacted the continuity of the streetscape. The extent of modern improvements (alterations and additions) has impacted the “feeling” of the once rural neighborhood. McKenna et al. has concluded the intent of the “feeling” element of integrity HAS NOT BEEN MET. In this case, the property can be associated with the Mission period, rancho period, and Elias J. Baldwin own- ership. However, the main association is with the 1953 subdivision of Tract No. 19384 by private owners who subdivided their holdings for private sales. These owners assisted in the development of the properties and sole com- pleted residences. No persons of note and no significant historical events have been directly associated with the property at 628 E. Pamela Road. McKenna et al. found no data sufficient to meet the basic requirements for recognition under the “association” element of integrity and, therefore, has concluded the intent of the “association” element of integrity HAS NOT BEEN MET. In assessing “Integrity” of this property, McKenna et al. determined only one of the seven elements of integrity can be applied to the improvements at 628 E. Pamela Road – Location. As such, the property lacks the necessary integrity to be considered historically significant on the Federal or State level and also fails to meet the requirement for integrity for listing as a local historical landmark. Final Assessment The final assessment or evaluation of a property involves addressing the four main criteria defined (questions) designed by, in part, the Office of Historic Preservation, Sacramento, as related to the California Environmental Quality Act, as amended, and as adopted by the City of Arcadia. The follow statements represent the findings of McKenna et al., as determined by the compilation of data pertaining to the improvements at 628 E. Pamela Road. 1. It is associated with events that have made a significant contribution to the broad patterns of Arcadia’s or California’s history; No evidence was found that associated this property with any significant events in the City of Arcadia or California history. Being with the Rancho Santa Anita is not enough to quality, nor is being with the boundary of any of the subsequent subdivisions. Pamela Road have been described as an eclectic form of a Minimal Traditional architectural style. Even with the 2003 addition, this description still holds. In the case, neither the residence nor attached garage are indicative of a specific style, but eclectic, incorpo- rating elements of differing styles and mixing of modern construction ma- terials with the older materials. The construction is standard and not the work of a master builder, artisan, or designed by a noted architect. None of the improvements exhibit the high artistic values or any unique construc- tion required under this criterion. Overall, McKenna et al. considers the improvements standard for the period(s) and the property is not eligible for recognition under this criterion. 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state.
