(LSA) completed a historical evaluation of the property at 252 Sharon Road (Assessor Identification Number [AIN] 5785-006-017) in Arcadia, California. The evaluation was documented on Department of Parks and Recreation (DPR) 523A (Primary Record) and 523B (Building, Structure, and Object Record) forms and the property was identified on a DPR Location Map. As a result of that evaluation, which included archival research and an intensive -level field survey, it was determined that the 1963 Ranch style residence with Contemporary elements does not appear to be eligible for listing in the California Register of Historical Resources or for designation under the City's local ordinance under any criteria. It is not a noteworthy example of an architectural style or the work of a master and does not possess high artistic value. It is not individually significant for its association with the post -World War II residential boom and does not appear to be a contributor to a potential historic district. Finally, although it was the residence of pediatric dentist Dr. Osamu Miyamoto for more than 40 years, research did not identify him as a historically significance individual. Include design, materials, condition, alterations, size, setting, and boundaries) This two-story Ranch style house with Contemporary elements is situated on the south side of Sharon Road on a residential block that includes one- and two-story historic -period and modern single-family residences. The residence is irregular in plan and is surmounted by a moderately -pitched hipped roof sheathed with composition shingles. It has wide eaves and the second story, which is located on the western side of the residence, projects beyond the first story. It has a centrally located flagstone chimney and the exterior walls are clad with engineered wood siding, flagstone, and stucco. The asymmetrical, north -facing fagade includes (Nom east to west) a projecting attached garage with a modern door, two aluminum -framed sliding windows, a recessed entry with a modem wood and glass double -door with sidelights, and a projecting two-story wing. The second story has an east -facing window and two, north -facing aluminum -framed sliding windows. The first story has an aluminum -framed sliding window at the northwest comer. All of the windows have very narrow wood trim. The residence appears to be in good condition and to retain a high degree of integrity. *P3b. Historic Context: Originally owned by the San Gabriel Mission and then a part of Rancho Santa Anita, the land that includes present-day Arcadia was deeded to Scottish immigrant Hugo Reid in 1839 (City of Arcadia 2012). Reid was the first to make a modern impact on the land, raising cattle and building the first structure (City of Arcadia 2012). After a succession of owners, in 1875 Elias J. "Lucky" Baldwin purchased the land, along with much of the surrounding area and named it Arcadia (ibid.). Significance: (continued from page 2) In 1885, the main line of the Santa Fe Railroad, in which Baldwin was a stockholder, was opened through Baldwin's property, making it practical to subdivide part of the land into a town site. By 1887, Baldwin was actively attempting to draw residents to the area, but sales were slow and the densest development occurred in the core of the town near the intersection of the railroads (Architectural Resources Group 2016:33). Residential development in this part of town was on small lots, while development further south was on multi -acre parcels (ibid.). As late as 1903, when a census was taken to ascertain the population of the proposed City of Arcadia, the area only had 642 residents and many lived and worked on the Baldwin Ranch or were temporary residents working for the railroads (Ibid.). Regardless, with a booming economy increasingly based on entertainment, sporting, hospitality, and gambling, Arcadia was incorporated in 1903, with Baldwin as its first mayor (City of Arcadia 2012). Moving into the 1910s, Arcadia's growth remained slow and steady (Architectural Resources Group 2016). However, the city began shifting away from "its sporting days to more respectable pursuits, as it outlawed liquor licensing in 1912 and embarked on a series of civic improvements" (Architectural Resources Group 2016:44). By 1915, electric streetlights had been installed in some areas and streets were graded and oiled (ibid.). Residential development in the 1910s saw the subdivision of larger parcels into smaller ones (2.5 to 5 acres) that attracted a wider variety of buyers who were interested in a more suburban lifestyle with room for some agricultural pursuits (Architectural Resources Group 2016:49). Most of the 1910s subdivisions followed a grid pattern with graded and sometimes paved roads without curbs or sidewalks (Architectural Resources Group 2016). After World War I, the region thrived and the 1920s were a transformative period in Arcadia's development (Ibid.). Residential subdivision accelerated with tracts designed in grid patterns like those of the 1910s, but with smaller lots (Architectural Resources Group 2016:36). Single-family residential construction dominated the period (ibid.). Most of these were modest in size and the earliest were constructed in the Craftsman style, with Period Revival styles becoming dominant in the mid -1920s and into the 1930s (ibid.). The smaller lot subdivisions were located closer to the original town center, Pacific Electric lines, and the commercial district at Huntington and First, while the larger multi -acre lots were in what was then the southern part of town (ibid.). The 1936 to 1945 period was characterized nationally by massive unemployment and economic uncertainty, but Arcadia was one of the few places that did not experience a near cessation of construction (Architectural Resources Group 2016:65). The major factors for this were Anita Baldwin selling off the remaining approximately 1,300 acres of the Baldwin Ranch; establishment of military facilities and the related increase in demand for commercial businesses; and construction of a County park, which was a large Works Progress Administration (WPA) project (ibid.). The Baldwin acreage was parceled out into a number of residential subdivisions that jumpstarted construcfion between 1936 and 1941 (ibid.). With the end of World War II (WWII) and the return of thousands of veterans, Arcadia and the greater Los Angeles area saw an enormous explosion in the development of affordable housing. Much of this development took the architectural vocabulary of the pre- war years and combined it into simplified styles suitable for mass developments and small-scale apartments (City of Los Angeles 2011). Development during the 1945-1970 period transformed the city from semi -rural to suburban earning it the nickname a "Community of Homes" (Architectural Resources Group 2016). Pediatric Dentistry. According to the American Academy of Pediatric Dentists, "tooth decay is the leading chronic infectious disease among children in the U.S." (American Academy of Pediatric Dentists 2012-2021). Despite this, pediatric dentistry in the U.S. is a relatively new field in terms of specialized training, education, and programs aimed specifically at children. The first important steps in pediatric dentistry in America came in 1913 and 1914 when Alfred C. Fones, the father of dental hygiene, established an oral hygiene school where women were taught to be dental hygienists and then sent to public schools to clean children's teeth (Ibid.; Pediatric Dentistry of Central Iowa 2021. In 1924, Ms. Jordon published the first English language book on pediatric dentistry (American Academy of Pediatric Dentists 2012-2021). In 1926, Dr. Samuel D. Harris started the Detroit Pedodontics Study Club (renamed the American Society of Dentistry for Children in 1940) (Kakar Dental Group 2020). In the 1930s and 1940s the modem nylon bristle toothbrush was invented (1938), the American Dental Association officially recognized pediatric dentistry as a specialty (1940), and the American Academy of Pedodontics was founded (1947) (American Academy of Pediatric Dentists 2012-2021; Kakar Dental Group 2020). In the 1950s, "about half of school -aged children began to visit the dentist once a year' and a federal agency founded the Pediatric Dentistry Training Program to increase the number of dentists specializing in children's dentistry (ibid.; Pediatric Dentistry of Central Iowa 2021). In the 1960s, "dental sealants were introduced to help prevent cavities in children and adolescents' permanent teeth" (ibid.). Since then, numerous advancements have been made. EARLL obtained permits for an additional 15 homes on Rodell Place, Lenta Lane, and Sandra Avenue in April 1961 (Daily REALTOR and ASSOCIATES News -Post 1961). Also in 1963, news articles reported that Ron Art Corp. had obtained permits for new homes at 202, 210, 220, 252, 261, 310, 311, 339 (not extant), and 360 Sharon Road; in July 1963, these homes were advertised as new Medallion Homes priced between $46,500 and $55,500 (Arcadia Tribune 1963:26). Through June 1964, Ron Art Corp. continued to build and advertise "Ranch – Modem – Contemporary" homes in Arcadia. In 1965, Ron Art built a house at 274 Sharon Road that appears nearly identical to the subject residence (City of Arcadia var.). The last mention of the company found in the online newspaper search was for a real estate transaction in June 1966. No additional information for the company was found. Dr. Osamu "Ham" Miyamoto owned and lived in this residence from at (east 1964 to his death in 2018 (City of Arcadia var.; Fukui Mortuary 2018). Dr. Miyamoto was born in Los Angeles in 1927 and was interned at Tule Lake and Heart Mountain before in the United States Army from 1945 to 1947 (Fukui Mortuary 2018). serving He graduated from Los Angeles City College in 1950, Howard University Dental School in 1954, and the University of Illinois, Chicago, in 1957 with an advanced degree in pediatric dentistry (ibid.). His obituary states that he was the first Japanese American to receive an advanced degree in this field, but research to date has not verified this. Significance: (continued from page 4) Dr. Miyamoto was active in the community and served as Chairman of the Dental Head Start Program of Southern California, founder and president of the Pasadena Nikkei Seniors (1975), and President of the Issei Oral History Project for 18 years (Fukui Mortuary 2018; Los Angeles Times 1995). He married Akiko Sato in 1954 and together they had four children (ibid.). Significance Evaluation. In compliance with CEQA, this property is being evaluated under the California Register criteria and the City of Arcadia criteria for Landmarks and Historic Districts (Chapter 1, Section 9103.17.060 of the City's Municipal Code). The State and local criteria are identical, therefore, they have been grouped together to avoid redundancy. Criterion 1 - Associated with events that have made a significant contribution to the broad patterns of local or regional history or the cultural heritage of California or the United States. This residence was built during the post-VANII Dr. Osamu Miyamoto (Fukui Mortuary 2018) period and is associated with the post-VWVII residential boom that made a significant contribution to the broad patterns of local, regional, and even national history. "More than 40 million housing units were built in the United States during the 30 year period following the end of World War II, and at least 30 million of these were single-family houses" (California Department of Transportation 2011:2). These homes were typically modest in size and style and constructed in a short time as part of large tracts marketed to the working class. "The fundamental unit for postwar housing is not the individual house, but the tract, or a single construction phase within a larger tract or new community" and typically a single home would not be individually significant in this context (California Department of Transportation 2011:121). As with most homes associated with this historic context, individually this residence is unimportant and insignificant. A citywide historic resources survey completed in 2016 did not identify this neighborhood as part of a potential historic district, nor did a brief reconnaissance -level survey of the area completed as part of this evaluation. Criterion 2 - Associated with the lives of persons important to local, California or national history. Based on the research discussed above, the residence does not appear to be associated with persons important in history. Although his obituary stated that Dr. Miyamoto was the first Japanese -American to have an advanced degree in pediatric dentistry, research to date has not confirmed this. In any case, his dental office in Alhambra, which appears to be extant, would be more closely associated with any achievements and/or contributions he made to the field of pediatric dentistry. Criterion 3 - Embodies the distinctive characteristics of a type, period, region or method of construction or represents the work of a master or possesses high artistic values. This 1963 residence embodies some of the distinctive characteristics of the Ranch and Contemporary styles, but is not a representative example of either one. It is not the work of a master and does not possess high artistic values. Criterion 4 - Has yielded, or has the potential to yield, information important to the prehistory or history of the local area, California or the nation. This residence was built in 1963 using common materials and construction practices.
