SIDEWALK AND CURB RAMP IMPROVEMENTS ALONG EASTBOUND
HUNTINGTON DRIVE AND AROUND THE CITY HALL CAMPUS AS
COMPLETE
Recommendation: Approve
SUMMARY
On March 16, 2021, the City Council awarded a contract to Grigolla & Sons Construction
Company in the amount of $163,346, plus a 10% contingency, for construction of new
sidewalk and improvements to existing curb ramps along eastbound Huntington Drive
and around the City Hall Campus. The work included several new curb ramps, pedestrian
barricade railings at two bus stops, new sidewalk, adjustment of utility boxes, landscaping
along eastbound Huntington Drive, and a new asphalt driveway approach at the police
department. There were five (5) change orders that increased the contract by $10,528.68.
The terms and conditions of this project have been complied with, and the required work
has been performed to the City’s satisfaction, for a final cost of $173,874.68. It is
recommended that the City Council accept the project as complete and authorize the final
payment in accordance with the approved contract.
BACKGROUND
The City Hall campus extends from the southwesterly property line of the Le Meridian
hotel site to Centennial Way. Concurrent with the private development project, the City
initiated plans to install sidewalk along the west side of eastbound Huntington Drive from
Centennial Way to the north end of the soccer field, ultimately connecting with the hotel’s
segment of sidewalk.

The City contracted Kreuzer Consulting Group (“KCG”) to develop enhancement
alternatives for the sidewalk along eastbound Huntington Drive and potentially relocating
the bus stop located at the corner of eastbound Huntington Drive and Centennial Way.
Out of the alternatives presented by KCG, a new 6-foot-wide sidewalk was selected, and
it was determined to leave the bus stop as is.
Concurrent with the sidewalk design, plans were developed for the latest sidewalk and
ADA ramp improvements project. The scope of the project was to replace non-ADA
compliant ramps on Huntington Drive and Centennial Way around the City Hall campus.
These two projects were combined into one for bidding and administration purposes.
The project was advertised for bids in February 2021, and bids were opened on March 2,
2021, with Grigolla & Sons Construction Company as the qualifying low bidder. A contract
in the amount of $163,346, plus a 10% contingency, was awarded by the City Council on
March 16, 2021.
DISCUSSION
Construction was completed on time and within budget. In addition, the project added a
new concrete pad for bike parking located near the entry sign to City Hall. Due to a delay
in production caused by COVID-19, the bike racks will arrive and be installed in July 2021.
Construction started in April 2021 and was completed in May 2021.
There were five (5) change orders for a total of $10,528.68. The following is a summary
of the change orders:
Change Order #1 (bike pad concrete) $1,319.00
Change Order #2 (bike pad additional) $253.00
Change Order #3 (irrigation) $866.00
Change Order #4 (quantity adjustment) $5,638.93
Change Order #5 (fiber vault adjustment) $2,451.75
Total = $10,528.68
The first change order added a concrete pad near the entrance to City Hall for the
installation of bike racks. The second change order was for an additional triangular
concrete area that was added for a more uniform transition from the sidewalk to the bike
pad. The third change order was required for relocation of irrigation to provide better
sprinkler coverage. The fourth change order was for the final quantity adjustments, and
the fifth change order was for adjusting the location of two utility vaults. The total of all
change orders is $10,528.68, which is a 6.4% increase to the contract. With the
adjustment for these change orders, the final cost of the project is $173,874.68.

FISCAL IMPACT
Initially, this project was budgeted with Capital Outlay funds. These improvements were
also eligible for Measure M funding, but the funding was not available when the project
was initially budgeted. Sufficient Measure M funding became available at the start of the
project, and City Council approved replacing the Capital Outlay funds with those from
Measure M. Also included in this project are the ADA Curb Ramp improvements,
budgeted in Fiscal Years 2019-20 and 2020-21 with State Transportation Development
Act (“TDA”) Article 3 funds. With the bid amount of $163,346, and five change orders
totaling $10,528.68, the final cost is $173,874.68. There are sufficient funds in the budget
to cover this project.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Grigolla & Sons
Construction Company for the construction of the Huntington Drive Sidewalk and Curb
Ramp Improvements along Eastbound Huntington Drive and around City Hall Campus as
complete, and authorize the final payment to be made in accordance with the contract
documents.
