Approve the Regular Meeting Minutes of June 17, 2021 Recommended action: Approve ADJOURNMENT The Library Board will adjourn this meeting to September 16, 2021 at 4:30 p.m. in the Conference Room of the Library, 20 W. Duarte Road, Arcadia. 1 ARCADIA PUBLIC LIBRARY MONTHLY REPORT – JUNE 2021 Highlights: On June 15, 2021, COVID-19 rules and regulations changed once again. Face coverings are only required for those not vaccinated, and social distancing is no longer required. The Library can now fully reopen to full capacity. Due to the current ten vacancies, the Library building is only open to the public for 22 hours. As the new fiscal year begins in July, recruitment will begin to fill these vacancies. The Library continues offering curbside pickup service, phone, chat, and text services 60 hours per week. Staff attended the Le Meridian ribbon cutting. The new luxury hotel is the current home of the History Lives Here Pony Express sign and will be the future home of the History Lives Here sign for Anita Baldwin and the Anita Baldwin statue. Adult Programs, Classes, Technology Literacy, and Events: Summer at Your Library 2021 kicked off on June 1. This year’s Summer at Your Library asks participants to log the number of minutes spent reading books to earn digital achievement badges. Qualifying books include fiction, nonfiction, and graphic novels, and even minutes spent reading with children can be counted because parents who read equal children who read! Every 120 minutes of reading logged earns a badge, up to seven badges, and each badge earns one ticket to a drawing for one of three prizes: a craft kit bundle, a Kindle Fire, or a Bluetooth earbud. As a bonus, participants can write short book reviews: each accepted book review will earn two tickets that will also be placed in the drawing. As of the end of June, 70 adults had registered and read 43,588 minutes. Adult Recess also aired on June 1. Participants were taught how to cross stitch. Twenty craft kits were given out and there were 148 “views” on social media. The June Adult Learning Lab program highlighted Creativebug and introduced students to the wonderful and crafty possibilities found on this free online resource. Students learned how to create an account, stay abreast of new videos, and share their creations. A corresponding microlesson will air in July. The online edition of the International Film Program aired in mid-June. Patrons were encouraged to watch Theeb on Kanopy. Eleanor Oliphant is Completely Fine, by Gail Honeyman, was discussed during Bookish. Teen Programing: The teen version of Summer at Your Library also started on June 1.. Teens are also asked to log the minutes they read to earn points. They can also review books for extra points. Books can be reviewed in the traditional, essay format, or reviewed from a creative angle by writing a poem, recording a TikTok video, or even singing a song. There will be a raffle each week for a $20 gift card and, at the end of the summer there will be a grand prize raffle for a drone and a Fujifilm Instax camera. June Activity Front Door Pick-Ups: 400 Visitors: 28,775 Physical Items Checked Out: 26,273 eBooks/Audiobooks/Magazines Downloaded: 4,267 Virtual Programs/Attendance: 14/523 Passports Issued: 194 2 In conjunction with the SAYL theme, Reading Colors Your World, Teen Services is also hosting a Bad Art contest. Teens are encouraged to create “bad art.” The baddest of the bad art will be awarded a $50 Amazon gift card. As of the end of June, 50 teens had registered and read 31,759 minutes. Children’s Programming and Services: This year’s Summer Reading Program invited child participants to log their time spent reading and for youth to complete fun challenges to earn reading rewards. At month’s end, there were 604 kids and 135 youth registered for the program who read and logged 205,171 minutes (3,419 hours). Youth participants also can earn virtual tickets to be entered into a grand drawing for Amazon gift cards, a Kindle Paperwhite, a 101-piece art set, and more. An off-site reading program for kids took place at Wilderness Park throughout June and July, in partnership with the Arcadia Recreation Department. Each day camp group received an activity poster and children earned small rewards for completing various activities on a bingo card. The Library provided the site with bingo posters, prizes, and books for the program. Children’s Services staff prepared and distributed 350 educational Wonders of the World Discovery packets, which highlighted Egypt and the Great Pyramids of Giza. Each bag contained a pyramid and mummy craft, an activity sheet, suggested extension activities, and reading recommendations. An accompanying video with themed read-aloud stories was also offered and received 65 views. Later in the month, 206 Great Wall of China themed packets were distributed with 18 views for the accompanying video. Patrons also picked up 200 Funology Animation kits, designed for kids in third to eighth grades, featuring materials to make one thaumatrope and flip book. The accompanying craft demonstration video received 61 views. In addition, 169 Funology Kindness Kits were distributed later in the month. Materials for the Discovery packets and Funology kits were funded by a virtual programming grant provided by the California State Library. Customer Services: As the Library enters its third month of being open to the public, there has been a change in how customers are using the Library. Account Services staff continues to see a decrease in holds placed since reopening. In June, staff processed 3,260 holds, compared to 3,983 in May. In addition, there were 400 front-door pick-ups in June, while there were 828 in May. Staff continues to call all patrons when their holds are available, and, once contacted, all holds are placed on the hold shelves. Staff ask patrons to call back only if they would like to schedule a front door pick-up appointment. On June 8, Account Services began forgiving fines due to issues with some courtesy reminders sent by text or email. In June, $2,553.75 in late fines were waived. Passport Services is in a period of transition as a long-serving clerk has moved to Account Services and new staff are being processed by Human Resources. Hours will need to be revised and new staff will need to complete their Agent Certification and a period of mentoring by experienced agents. 3 Collections: Cataloging and Acquisitions staff continued work on the Cozy Mysteries, Serials, and Authority Database projects. Staff began a new project with our Teen Test Preparation materials to enable patrons, staff, and especially Library aides, to find and re-shelve materials in their special location. Staff began the somewhat lengthy and detailed process to close out Fiscal Year 2019-20. Purchase Orders were paid and closed, and final invoices processed and sent to the City’s Finance Department for payment. Staff began work on opening Fiscal Year 2020-21, a process that will continue into July. The most popular item in the Adult collection this month was Ye tian zi, by Yueguan. The most popular title in the Children’s collection this month was Hilo, by Judd Winick. For teens, the top title this month was the graphic novel series Naruto, by Masashi Kishimoto. Adult Services reports that Kanopy, the online movie streaming service, continues to be popular, with 434 views. Overdrive logged 4,267 items downloaded. Facilities and Technology: There were 60 Dial-A-Story, a special online program hosted by Children’s Service, visitors during June which nearly doubled the 33 participants from the previous month. Dial-A-Story invites patrons to dial a designated number and listen to stories read aloud by Library staff and volunteers. June featured stories shared by Sherry Sobbota, a longtime adult volunteer who assists in Children’s Services. Information Systems reports that they are working with the City IT department to upgrade the staff computers with the latest Windows 10 security updates. The Library continues to offer 3D printing, public wi-fi, and remote document printouts on our print-release stations. Information Systems’ team of three Computer Aides and ISS Supervisor answered more than 118 computer/technical questions from patrons; assisted the public with 281 public computer sessions, 149 print jobs, and the use of the Microfiche station, public copiers, and the public Wi-Fi network during the 22 open hours. Staff and Training: Two conditional offers were made to fill Library Aide vacancies; Account Services is currently waiting for their final clearances. A conditional offer was made for a candidate for the full-time Technician I position. Unfortunately, the offer was rescinded due to communication issues with the candidate. The recruitment for a full-time teen librarian has begun and staff are reviewing applications. Passport Services is also working to fill two Agent positions. Children’s staff completed the seven-week Touchpoints in Libraries training and have been using the approach to better understand and interact with families visiting the Jerry Broadwell Children’s Room. Staff also took part in the Understanding the Homelessness Crisis training provided by the City. Adult Services and Administration staff attended Serving with A Purpose Virtual Fundraising Mini-Conference. Adult Services staff attended training on GIMP, an online graphics program, a Summer @ Your Library Networking Conversation, and a Findaway meeting. Staff also attended the Arcadia Historical Society Board meeting. Community Outreach/Collaboration/Volunteers: Early in the month, Children’s Services staff hosted two end-of-the school year virtual class visits for 23 Holly Avenue kindergartners and 21 Camino Grove Elementary first grade students, sharing themed stories and information about the Library’s summer reading program. Adult Services staff provided pictures and articles to an architectural historian who was researching the former May Company, then Vons Headquarters, building at 618 Michillinda Avenue (behind the current H Mart), which sits empty now. The architectural historian shared that it will most likely get torn down for a mixed-use development. The Library hosted the City of Hope’s blood drive event on Wednesday, June 16. 4 Marketing and Publicity: Information Systems continues to update several of the library department web pages with new content. Social media continues to play an important role in sharing and publicizing Library events, collections, and programming. The Library’s Facebook account has 1,492 followers; the Twitter account has 573; Instagram has 1,090; and YouTube has 124. The June-July Featured Historical Photo featured a 1916 photo of Sturtevant Camp. Sturtevant Camp was established in 1893, during the “Great Hiking Era,” when people flocked to the San Gabriel Mountains for fun and adventure. The camp was, and still is, located up in Big Santa Anita Canyon about four miles from the parking lot at Chantry Flat, north of Arcadia. It is only accessible by foot or by hoof. LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, JUNE 17, 2021 CALL TO ORDER – Chair Barbara Delphey called the meeting to order at 4:38 pm., in the Library’s Cay Mortenson Auditorium. PLEDGE OF ALLEGIANCE – Trustee Janet HasBrouck ROLL CALL: Chair Barbara Delphey; Trustees Miriam Carter, Janet HasBrouck, Elizabeth Renfrew, Alice Wang; Councilmember Paul Cheng (City Council Liaison); Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Manager Pat Smith ABSENT – None PUBLIC COMMENTS – None CLOSED SESSION A closed session, pursuant to Government Code Section 54957, was held to conduct a performance evaluation of the Director of Library and Museum Services. REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Renfrew reported, in her capacity as Liaison to the Friends of the Library, that the Bookstore is now open to the public. She noted that better signage is needed: many customers of the outdoor sale had never even realized that the Library housed the bookstore. There is a large backlog of donated books and the Bookstore needs volunteers. Trustee Wang reported that the Arcadia Chinese Association donated $1,500 to the Library. Councilmember Cheng reported that the budget for Fiscal Year 2021-22 passed, and that Judge Carlton Seaver was appointed to the Library Board of Trustees starting in July 2021. Councilmember Cheng reviewed developments in the ongoing discussions regarding homelessness and “tiny houses,” as well as ongoing development projects in Arcadia. Trustee HasBrouck expressed her appreciation for and enjoyment of her tenure on the Library Board of Trustees. Trustee Carter shared the fundraising ideas presented at a recent “Serving with a Purpose” virtual conference. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Items Director’s Update: Director Bradley updated the Board on the Library’s reopening since early May, reporting that the number of visitors is increasing, and that staff will be adding more seating in line with the State and County’s reopening. The goal is to return to being open 60 hours per week in mid-August, pending staffing levels. She introduced the new full-time Library Technician and reported on the status of the current recruitments for Library Aides, Clerks, part-time Technicians, and a Teen Librarian. She also discussed the Library’s efforts to create a career pathway for staff to professional positions within the Library. Board Member Recognition and Thank You: The Director thanked Trustee HasBrouck for her service and noted how valuable her professional library experience has been to the Board and the Library. Chair Delphey also expressed her gratitude for Trustee HasBrouck’s service. Monthly Statistical Report: May 2021: Director Bradley reviewed the statistics showing increased Library use since the reopening in early May. The revenue generated by fines and fees has increased as well, although the Library froze overdue fines in response to ongoing problems with email and text notifications to patrons of pending overdue items. Monthly Report Narrative: May 2021: The ongoing re-cataloging of the teen manga collection was discussed, as was the offsite reading program at Wilderness Park. The Director reviewed the issues with the self-check equipment, which led to a discussion of the RFID project. Trustee Renfrew mentioned that the Friends will host a special sale focusing on school texts and classics for students getting ready to start school in the fall. Financial Report: May 2021: The Director noted that the end of the current fiscal year is approaching, and that spending is generally on track. The goal is to spend all funds by the end of May so that materials and invoices are received before the new fiscal year. FY 2021-22 Budget Update: The City budget was passed; the Library’s proposed budget was passed without changes. Capital Improvement Projects, such as RFID and updating the Children’s room’s furniture, can move forward. COVID-19 Updates: Policies and procedures have been changing rapidly for staff, but they are adjusting to the new guidelines. Library Building Open Hours: The Library continues to be open to the public for 22 hours each week, but will return to being fully opened at 60 hours in mid-August. Staff Update: As noted above, the new full-time Library Technician has started in Account Services, a recruitment is starting for a full-time Teen Librarian, and recruitments are continuing for Library Aides, Clerks, and part-time Technicians. Staff Reports: The Staff Reports for the new Library Technician flex series and for an Amendment to the PSA with Security Patrol Management were accepted by City Council. Gilb Museum of Arcadia Heritage: The Director handed out flyers and calendars for upcoming Museum events and discussed the upcoming 20th anniversary of the Museum’s opening and celebration. The Museum will reopen to the public on July 7. She noted that Museum staff have presented a large amount of programming and outreach, despite having only one full-time and one half-time positions. Flyers/Articles/Posters/Attachments: Director Bradley focused on the Summer at Your Library program and discussed the important of early childhood literacy and reading. During the Director’s report, Trustee Wang requested permission to leave the meeting early for an overlapping engagement. The motion to excuse Trustee Wang from the latter half of the Meeting was made by Trustee Renfrew, seconded by Trustee HasBrouck and carried on a voice vote.
