ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, JULY 6, 2021
CALL TO ORDER – Mayor Tay called the Closed Session to order at 6:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Verlato, Cheng, and Tay
ABSENT: None
PUBLIC COMMENTS – There were no public comments.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9 (d)(2) to confer with legal counsel
regarding the matter of Robert Bartley v. City of Arcadia (WCAB Case Nos.
ADJ12476673 and ADJ12476670).
b. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Assistant City
Manager/Development Services Director Jason Kruckeberg, and Administrative
Services Director Hue Quach.
Employee Organizations: Arcadia Public Works Employees Association, Arcadia
City Employees Association, Arcadia Police Civilian Employees Association,
Arcadia Police Officers’ Association, Arcadia Firefighters’ Association, and
unrepresented employees: Department Heads, Division Managers, Supervisors,
and part-time employees.
No reportable action was taken on the Closed Session Items.
The Closed Session ended at 6:49 p.m.
Regular Meeting

1. CALL TO ORDER – Mayor Tay called the Regular Meeting to order at 7:00 p.m.

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the Regular Meeting the City Council met in a
Closed Session to consider the two items listed on the posted agenda and stated that no
reportable action was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto stated that 14 emails were received for public comment. The comments
were generally related to Tiny Homes and one of which pertained to item 13c, pertaining to a
proposed ordinance on Styrofoam containers, that all have been forwarded to the City Council for
consideration, and will not be read into the record as City Council meetings are now open to the
public.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Mayor Pro Tem Cheng and seconded by Council Member Verlato to read
all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of Mayor's Certificate of Commendation to Keith Thai for donating pallets
of hand sanitizer to organizations throughout the San Gabriel Valley.
b. Presentation to outgoing Board and Commission Members.
c. Administer the Oath of Office to newly-appointed Board and Commission Members.
9. APPOINTMENTS
a. Appointment to the Arcadia Museum Commission.
Recommended Action: Make Appointment to fill Unexpired Term
It was the unanimous consent of the City Council that Angela Ayala be appointed to the Arcadia
Museum Commission to fill an unexpired term which expires June 30, 2024.
10. PUBLIC COMMENTS
Steve Dai, an Arcadia resident, appeared and expressed his concerns regarding Sunrise Arcadia,
a youth group that is associated with the Sunrise Movement. He urged the City Council to
investigate the group’s activities.
Kirk Olsen, an Arcadia resident, appeared and expressed his thanks to the Council and the City
staff for their consideration regarding the Homeless Resource Hub and Tiny Homes. He
expressed his support for the Tiny Homes project.
Ericka Elliott, an Arcadia resident, appeared and shared the story of her childhood growing up in
the foster system and how she could have ended up homeless had she not been lucky enough
to be placed in a loving home. She further expressed her support for the Tiny Homes project.

Shone Wang, an Arcadia resident, appeared and expressed his gratitude for meetings being open
to the public. He addressed actions and comments made by Council Members during the City
Council meetings.
Angela Negis, an Arcadia resident, appeared and expressed her support for the Tiny Homes
project.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Council Member Beck thanked the public comment speakers and agreed with them on the
homeless matter; he commented that if the City does not proceed with the Tiny Homes project
the County can just step in and take over the land that they own and build 100 tiny homes rather
than 10; he further commented that on July 3 the Downtown Arcadia Improvement Association
held a Patriotic Reverse Parade and they had quite a few homeless that had to be escorted out
by police; he thanked the Arcadia Chinese Association for their generosity to the Library; he also
thanked the new Board Members for volunteering their time to help the City; he announced that
he attended the celebration of life for Carol Libby and everyone spoke and had wonderful things
to say about her; he further announced that he attended the Sierra Madre parade.
Council Member Verlato announced that she attended the Patriotic Reverse Parade and Food
Drive hosted by the Downtown Arcadia Improvement Association on July 3; she thanked Peter
Amundson who is in charge of putting on the event each year and also thanked Congresswoman
Judy Chu for attending; she further thanked Interim Commander Sergeant Major Cindy
Villanueva, a resident of Arcadia, for her service and sacrificing her time from her family especially
as she was deployed just before the pandemic; she further announced that she also attended the
memorial for Carol Libby after the parade; she noted that she also attended the Sierra Madre
parade with Tom Beck and Paul Cheng on July 5; she recognized her neighbor Ethan Wong for
placing 2nd at the Regeneron International Science and Engineering Fair; she reminded everyone
about water conservation and provided the City’s current summer watering schedule; she noted
that this week she will be testifying with the Regional Water Quality Control Board regarding clean
water requirements; she thanked the Arcadia Police Department for their professionalism in
keeping everyone safe and keeping the peace with the homeless during the Patriotic Reverse
Parade and expressed her support for Tiny Shelters as the homeless population is growing in
Arcadia.
Council Member Chandler thanked Mayor Tay for announcing his health condition and
commended his doctor and the City of Hope for all that they do.
Mayor Pro Tem Cheng shared a story and thanked the Arcadia Police Department as well as all
City staff for their dedication and support in serving this community; he further thanked Peter
Amundson and the Downtown Arcadia Improvement Association for the Patriotic Reverse Parade;
he announced that he attended Carol Libby’s celebration of life following the Patriotic Reverse
Parade; he commented on the public comments made by Kirk Olsen and Ericka Elliott, and
encouraged Ericka to continue sharing her wonderful family story; he noted that there are 12
homeless children in the City of Arcadia and believes that something needs to occur for these
young children.
City Clerk Glasco announced that he unfortunately missed out on the Patriotic Reverse Parade;
however, he did enjoy all the pictures; he further announced that he also missed the Sierra Madre
parade due to a problem with the fuel pump on the ‘59 Ford black and white police vehicle that

he drives in the parade; he shared a story of driving Carol Libby in the backseat of the ‘59 Ford
through Los Angeles, and sent his condolences as he missed her memorial service.
Mayor Tay announced that the Housing Element timeline can be found online; he further
announced that Waste Management sent out a letter advising that there will not be a delay in
trash pick up this week; he commented that the City needs to find out what works best regarding
the homeless shelter and announced that City Council will not just jump into a decision.
12. CONSENT CALENDAR
a. Regular Meeting Minutes of June 15, 2021, and Special Meeting Minutes of June 24,
2021.
Recommended Action: Approve
b. Accept Gift of $1,500 from the Arcadia Chinese Association for Library Materials.
Recommended Action: Accept
c. Resolution No. 7370 approving and certifying the City of Arcadia Public Transportation
Agency Safety Plan.
Recommended Action: Adopt
d. Resolution No. 7376 establishing No Camping Signage in certain areas as described in
Chapter 9, Article VII Section 7915(c) of the Arcadia Municipal Code.
Recommended Action: Adopt
e. Contract with Cedro Construction, Inc. for the Water Main Replacement Project in the
amount of $599,424.
Recommended Action: Approve
f. Contract with Gentry Brothers, Inc. for the Pavement Rehabilitation of Live Oak Avenue
between Santa Anita Avenue and the easterly City limits in the amount of $1,083,045.23;
and adopt Resolution No. 7368 amending the Capital Improvement Program Budget
authorizing a supplemental appropriation in the amount of $260,000, offset by a reduction
in the Measure R Fund.
Recommended Action: Approve and Adopt
g. Purchase Order with Superion LLC for Financial System Software Maintenance for Fiscal
Year 2021-22 in an amount not to exceed $47,100.

h. Accept all work performed by Grigolla & Sons Construction Company for the Huntington
Drive Sidewalk and Curb Ramp Improvements along eastbound Huntington Drive and
around City Hall Campus as complete.

Council Member Beck pulled Consent Calendar Item 13.d. for separate discussion.
It was moved by Council Member Beck, seconded by Council Member Verlato, and carried on a
roll call vote to approve Consent Calendar Items 13.a. through 13.c and 13.e through 13.h

Council Member Beck asked for clarification on the No Camping Signage and City Manager
Lazzaretto provided clarification.
A motion was made by Council Member Beck, seconded by Mayor Pro Tem Cheng, and carried
on a roll call vote to adopt Resolution No. 7366 establishing No Camping Signage in certain areas
as described in Chapter 9, Article VII Section 7915(c) of the Arcadia Municipal Code.

13. CITY MANAGER
a. Ordinance No. 2379 amending Chapters 8, 8.5 and 8.7 of the Arcadia Municipal Code
increasing the purchasing threshold for No Bids/Open Market Purchases to $5,000
and for Professional Services Agreements awarded by City Council for Contracts
greater than $30,000.
Recommended Action: Introduce
Purchasing Officer Rynkiewicz presented the Staff Report.
A motion was made by Council Member Beck, seconded by Council Member Verlato, and carried
on a roll call vote to introduce Ordinance No. 2379 amending Chapters 8, 8.5 and 8.7 of the
Arcadia Municipal Code increasing the purchasing threshold for No Bids/Open Market Purchases
To $5,000 and for Professional Services Agreements awarded by City Council for Contracts
Greater than $30,000.

on a roll call vote to adopt Resolution No. 7356 establishing a Charter Review Committee.

c. Report, discussion, and direction regarding imposing an opt-in requirement for
disposable food service ware and prohibiting the use of polystyrene (“Styrofoam”) food
and beverage containers.

Council Member Beck presented the Staff Report.
After discussion, the City Council unanimously agreed to direct staff to come up with an Ordinance
requiring businesses to provide disposable food service ware by request only and prohibiting the
use of polystyrene (“Styrofoam”) food and drink containers with a one-year phasing period.
d. Report, discussion, and direction regarding designating the first Saturday in November
of each year as Jim Barrows Day.

Mayor Pro Tem Cheng presented the Staff Report
After discussion, it was the unanimous consent of the City Council to have an annual clean-up
day presented by the Arcadia Beautiful Commission honoring community service and each year
would be named after a designated volunteer. The first year would be in honor of Jim Barrows.
14. ADJOURNMENT
The City Council adjourned this meeting in memory of Robert Edward Kladifko, a long-time
Arcadia resident and former member of the Arcadia Unified School District Board at 9:35 p.m. to
Tuesday, July 20, 2021, 6:00 p.m. in the City Council Conference Room.
