SUBJECT: ACCEPT GIFT OF $2,000 FROM THE ARCADIA ROTARY CLUB FOR
PUBLIC SAFETY OUTREACH PROGRAMS
Recommendation: Accept
SUMMARY
The Arcadia Rotary Club #774 is offering a combined donation of $2,000 to the Arcadia
Police Department (“APD”) and the Arcadia Fire Department (“AFD”) to help support two
public safety outreach programs. It is recommended that the City Council accept this gift.
DISCUSSION
The Arcadia Rotary Club #774 is donating $1,000 to the APD to help support a new
outreach program focused on educating Arcadia High School students about the dangers
of smoking and vaping. The money will be used to pay for marketing costs related to
printing literature and signage, which will be displayed throughout the Arcadia High
School campus. This Anti-Smoking and Anti-Vaping campaign will be centered on
education, awareness, and prevention messaging in order to help reach teens. The goal
is to make a positive impact on knowledge, attitudes, beliefs, and behaviors toward
tobacco and nicotine to reduce smoking and vaping early in life. In collaboration with the
Rotary Club and Arcadia High School’s administrative staff, signs will be printed and
posted before the Fall school year begins in August.
In addition, the Rotary Club is donating $1,000 to the AFD who will use the money to
purchase smoke detectors for a smoke detector installation project. In the Fall, AFD and
the Rotary Club plan to partner with the American Red Cross for a community outreach
event focused on smoke detector installation. The purpose is to increase the community’s
awareness about the life-saving benefits of smoke alarms, in addition to fire safety and
the importance of having smoke alarms at home that actually work.
All gifts of $1,000 or more are subject to approval by the City Council pursuant to City
Charter Section 809(d). By accepting and approving this $2,000 gift, the Rotary Club will

be able to make a positive contribution toward preserving the health and safety of
community members.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The acceptance of the $2,000 would be a positive fiscal impact for the two City
Departments to cover the expenses associated with safety awareness and smoking
prevention programs.
RECOMMENDATION
It is recommended that the City Council determine that this project is exempt under the
California Environmental Quality Act (“CEQA”) and accept a gift in the amount of $2,000
from the Arcadia Rotary Club for public safety outreach programs.
