HomeMy WebLinkAboutItem 11n - Security Guard Service at the Library DATE: July 20, 2021 TO: Honorable Mayor and City Council FROM: Darlene Bradley, Director of Library and Museum Services By: Roger Hiles, Library Services Manager SUBJECT: PURCHASE ORDER WITH SECURITY PATORL MANAGEMENT & SERVICES FOR SECURITY GUARD SERVICES AT THE ARCADIA PUBLIC LIBRARY IN THE AMOUNT OF $74,100 Recommendation: Approve SUMMARY The City has a Professional Services Agreement (“PSA”) with Security Patrol Management & Services (“SPM”) for unarmed security guard service at the Arcadia Public Library. It is recommended that the City Council approve a purchase order for guard services with SPM in the amount of $74,100. Sufficient funds are available in the City’s Fiscal Year 2021-22 Operating Budget. BACKGROUND The Arcadia Public Library has for many years used the services of an unarmed security guard to circulate throughout the building, encouraging patrons of all ages to conduct themselves in a manner that does not intrude on others, thus reducing the need to use Arcadia Police Department resources to deal with disruptive patrons. DISCUSSION SPM was awarded the PSA for security guard services on August 1, 2017, and is currently on the final year of the Agreement. Last year, the City Council approved a PSA amendment to increase the guard patrol service from 34 hours to 60 hours in view of additional incidents occurring outside of the original service periods that resulted in increased calls to the Arcadia Police Department. Earlier this year, the City Council approved another PSA amendment to accept a rate increase by SPM to $23.75 per hour after a recent review of companies offering similar guard service in the area showed that SPM’s hourly rates were competitively priced. This agenda item would extend the Agreement to cover the current Fiscal Year at the enhanced hours and rates. It should be noted that, should the Library hours remain limited, the costs for security guard services will also remain limited. Purchase Order with Security Patrol Management & Services for Security Guard Services July 20, 2021 Page 2 of 3 ENVIRONMENTAL IMPACT The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT Sufficient funds are available in the Library’s Fiscal Year 2021-22 Operating Budget. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project and is, therefore, exempt under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with Security Patrol Management & Services for security guard services at the Arcadia Public Library for $74,100.
