The potential historic resource is NOT listed on the City's "Individ- ually Eligible Resources." McKenna et al. evaluated the improvements against the Na- tional Register of Historic Places (National Register), California Register of Historical Resources (California Register) eligibility criteria, and recently enacted City of Arcadia policies and guidelines. My evaluation resulted in a determination that this property does not maintain its archi- tectural integrity (0 of 7 elements) and has failed to meet any of the four main criteria for recognition as a Historic Landmark in the City of Arcadia. It is not eligible for listing as an "individually eligible resource" and, therefore, assigned the designated code of 6Z (see attached forms). Also address integrity.) The property at 305 Old Rancho Road, Arcadia, is outside the boundaries of the historic core area of Arcadia and represents a property with an incomplete permit file. Assessor records list both 1919 and 1945 periods of construction, indicative of both post -WWI and post -WWII improvements. The prop- erty is within a tract defined in 1937, suggesting the property was within a larger property prior to subdivision. The relatively large lots along Old Ranch Road were designed to allow for the initial resi- dential development and also later additions, if desired, anticipating family growth or financial stabil- ity. Post -WWII residential improvements are often associated with these properties and reflect the population growth and middle- to upper -middle class working families and/or professionals posi- tioned to acquire and improve such properties. Old Ranch Road, Arcadia, Los Angeles County, California, is cross- referenced by the L.A. Co. Assessor as APN 5776-029-013. This property is irregularly shaped: measuring 161.47+ feet along N. Old Ranch Road; 257.55 along Vaquero Road; 228.32 along its northern boundary and 160.45 along the western boundary. The original lot was smaller, with a western boundary of 147.36 feet and a southern boundary of 187.55 feet. The triangular parcel on the western side was added later and acquired from the adjacent parcel (APN -10). This addition appears to pre -date 1983. The Assessor notes the property as consisting of 37,360 square feet — over five times the size of a standard (modern) single family residential property. In this case, the residence is set back from Old Ranch Road, resulting in a large front yard and a much smaller rear yard. The Assessor also describes the improvements as con- sisting of 1919 and 1945 improvements, indicating the earlier improvements date to the Anita Baldwin ownership, while the later improvements post-date the filing of Tract Map 11215 (in 1937; Lot 18) and a period associated with James M. and Patricia Green. The current resi- dence is described as a five bedroom and five bath single family residence. Research confirmed this property was originally located with the core area of the Rancho Santa Anita, confirmed to Henry Dalton in ca. 1858; p/o Lot No. 37 within TIN, R1 1W, Section 29. McKenna *Date Oct. 2, 2020 X Continuation Update As illustrated in the summary presented above, the Rancho Santa Anita had many owners fol- lowing secularization — eight between 1945 and 1875. No significant improvements (with the exception of the Reid Adobe construction) were noted during these 30 years. Elias J. Baldwin, while still living in San Francisco, visited the property, improved the adobe, and made substan- tial plans for improving the rancho and making it a profitable investment. The "headquarters" for the rancho was established at the Reid Adobe — west of present-day Baldwin Avenue. Access was afforded from the south on "Baldwin Avenue" and, later, also from the north along "Ranch Road." Baldwin Avenue ended at the residential complex and not extended to the north until later. In 1883, "Ranch Road" was not illustrated on the schematic maps, only Baldwin Avenue. A circular drive was established around the "lake" and adobe, providing access to the scant community established northwest of the adobe. This "community" was the original residential and working core of the rancho and built -out by 1890, before the formal plans for the City development centered along Santa Anita Avenue. The Santa Fe Rail- road was established to the north (now in the vicinity of Colorado Street and the 210 Freeway). The Monrovia Branch of the San Gabriel Valley Railroad alignment was to the south (and north of Duarte/County Road). Citing ARG (2016:25-26): "In 1875, Baldwin happened upon Harris Newmark's Rancho Santa Anita prop- erty while in the area researching a potential mine investment. He fell in lovice with it immediately and purchased the property from Newmark for $200,000 ... It included the 8,000 acres of the rancho ... Later that same year, Baldwin pur- chased some 6,000 acres of Rancho San Francisquito, adjoining Rancho Santa Anita to the south ... eventually amassing nearly 50,000 acres of land within Los Angeles County. Baldwin established his center of operations at the Baldwin Ranch on Rancho Santa Anita, centered on the area of Arcadia now containing the Los Angeles County Arboretum. "Baldwin was too busy to personally manage development of his new ranch, en- trusting most of that to others, but happily paid long visits from his San Francisco base with his young third with Jennie and their daughter Anita. He added a new wooden wing and modern plumbing to the old Reid adobe, and saw the rapid rise of around 30 buildings, including barns, stables, storehouses, worker hous- ing (a boarding house as will as homes for employees with families), a school, and separate stables and a private training track for Baldwin's prized racehorses. McKenna *Date Oct. 2, 2020 X Continuation Update A workforce of at least 200 employees, which included Mexican American, Chi- nese American, European American, and Native American individuals, planted acres of orange groves, walnut trees and vineyards; built reservoirs; dug wells and irrigation systems; and erected miles of fenceline. By the 1890s, the ranch also included the Santa Anita Store, a blacksmith shop, a distillery for brandy and sherry, a citrus packing house, and separate "colonies" for Mexican and Chinese workers." Illustrated in a schematic plan of the ca. 1890 Baldwin Ranch complex, Wiegand-Cleminson (a local/private resident/farmer in the general area), it is evident the majority of the ranch complex was located along "Ranch Road" (later "Old Ranch Road"). In this graphic (see Page 11 of this document) the current property (305 N. Old ranch road) is located north of the "stable -hay barn" and south of "stable buck home." Based on the mapped locations, the stable/hay barn was located south of present-day Vaquero Road and the "stable buck home" is in the vicinity of present-day 351 N. Old ranch Road. Residential properties tended to be on the east side of the street. This community continued to flourish into the early 1900s, as did other locations in Sierra Madre, providing services and supplies through the Santa Anita Store. It remained an active area for the ranch, but less so for private citizens once plans for the City of Arcadia were initiated. With the incorporation of the City in 1903 (and the establishment of the Santa Anita Racetrack), much of the building and expansion centered to the east, with subdivision for housing, commercial building development, railroad traffic, and non -ranching activities east of Santa Anita Avenue. The Baldwin Ranch activities were primarily relegated to the area defined by Tract No. 949 (following the death of Elias J. Baldwin in 1909 and mapped in 1910; 1302+/- acres). This area was subdivided into three large properties: Lot 1 = 414.177 acres; Lot 5 = 305.393 acres; and Lot 6 = 583.759 acres. Lots 2, 3, and 4 were located to the north of the Santa Fe Railroad. Although subdivided (Tract No. 949), these acres were held by the heirs of Elias J. Baldwin and not yet subject to the early residential subdivisions. The eastern alignment of Lot 6 defined the future alignment of Baldwin Avenue and Old Ranch Road is within the northeastern portion of Lot 6. Two of Elias J. Baldwin's daughters, Clara and Anita, inherited the bulk of his estate. Baldwin was notarized November 4, 1908, and when its terms were made public, it was both applauded for its brevity and pronounced by attorneys "a masterpiece of legal handiwork" ... The clauses would be put to several well publicized tests over the course of the four years needed to reach final settlement of the estate, but in 1909, initial public interest was focused on the naming of the beneficiaries of the Baldwin will and on the estimated value of the harvest they would reap ... The widow [Lillie Bennett Baldwin] was left "an undivided one-third interest" in the Baldwin Annex (adjacent to the Baldwin Hotel site in San Francisco), an appraised inheritance of $160,000, while her husband's daughters Clara and Anita were bequeathed "all the rest, residue and remainder" of Lucky's real and personal property, said property "to be divided equally between them, share and share alike." What the two daughters were to share were assets, including some 33,000 remaining acres in Los Angeles County, with an appraised court valuation in 1910 of $10,929.801. The probate process took years and was finally settled in 1913, amounting to approximately $20,000,000. Of the two, Anita was more interested in the land and ranching activities, while also pursuing personal interests in music and the arts. She leased her sister's half for her own projects. Both built homes in Arcadia. Prior to building her permanent residence (Anoakia), Anita Baldwin lived for a short time at Baldwin's Queen Anne cottage at the ranch. However, once her residence was completed (1913), the adobe and cottage were abandoned. Anita began planning and coordinating changes on the ranch, including the removal of graves and vineyards in favor of more pastureland for the ranch stock and her horse breeding activities. By the mid -1910s the activities along Old Ranch Road were no longer representative of the earlier Baldwin period. Citing ARG again (2016:81-82)" "Ranch Santa Anita was organized as the Anoakia Stock and Breeding Farm by Anita Baldwin in the years immediately following the family estate settlement in 1913 (Anita leased Clara's half interest in the property), and here, too, Anita's interests were prominent. Animal lover and businesswoman both, Anita turned to stock raising at Santa Anita rather than the general farming which had char- acterized the E.J. Baldwin Ranch. Thoroughbred horses, Arabians, Percherons, jacks and jennets, hogs, Holstein cattle and dairy cows were bred, raised, shown and sold at Anoakia, and so, too were prize-winning dogs, the showing of which was one of Anita's favorites activities. "The ranch was no longer a show place," said Anita, "We are conducting it on a purely business basis as a business proposition ... by 1923, Anita decided to retire from the stock business ... and within a year liquidation was complete. "Through the late 1920s and early 1930s, Anita retained a tenuous hold on her lands in the Arcadia area. Frequently the depression economy forced her to put the need for cash above her emotional commitment to the land, and she began to sell various parcels as home and business sites. On April 4, 1936, she sold out completely, transferring the remaining 1,300 acres of the Baldwin Ranch (ex- cepting her 19 -acre Anoakia homesite) to a real estate syndicate headed by Harry Chandler of the Los Angeles Times. Three years later, on October 25, 1939, Anita Baldwin died in her Anoakia home." In short, in 1910, the project area was part of Lot 6 of Tract No. 949 (583.769 acres) and part of the Elias J. Baldwin Estate. The estate was represented by H.A. Unruh (ranch manager), John A. Grennan, and R.C. O'Connor and the 1302+/- acres comprising Lots 1, 5, and 6 of Tract No. 949 were purchased in 1936 by Harry Chandler and Rancho Santa Anita, Inc. They immediately planned a subdivision, along with the Title Insurance and Trust Company, and mapped Tract No. 11215. The area became known as "Santa Anita Village" and/or "The Ran- cho" subdivisions. In ca. 1937, the real estate office was on Huntington Drive and the principals were identified as Charles J. Baker, R.C.S. Morrison -Scott, O. Nicholas Gabriel, and Frederick W. Williamson_ Without a building permit, McKenna et al. suggests the 1919 date of construction cited in the County Assessor data is a reference to a structure built by Anita Baldwin in support of her dairy business. This is likely because in 1919, the property was within the Baldwin Ranch property owned and operated by Anita Baldwin and there are references to her removing earlier struc- tures and building be structures (between 1915 and 1923). While there is no description of the building available, one photo (see McAdam and Snider 1981:88) illustrates an example of the structures, showing a single story structure on a concrete foundation, wood framing with con- crete cladding, and red tile roof and trim. The windows appear to be casement -style. The 1928 USGS Quadrangle exhibits a single structure with this basic configuration in the area now associated with 305 N. Old Ranch Road. In contrast, the structure illustrated on 1947 Quadrangle has a different configuration and ap- pears to be set further west into the property. A second structure is present to the north (317 N. Old Ranch Road). This information supports a conclusion the original 1919 structure was demolished (no demolition permit) or incorporated into a larger structure completed prior to 1945, per Assessor records, as permits reference maintenance of an existing residence in 1945. Although Anita Baldwin ceased her ranching/farming/dairy activities in 1923, she retained the acreage associated with Tract No. 949 (Lots 1, 5, and 6) until it was sold to Harry Chandler and Rancho Santa Anita, Inc. in 1936. Any 1919 structure built by Anita Baldwin along Old Ranch Road would still have been present — assuming it was not demolished (there is no record of demolition), as illustrated on the 1928 USGS map. There is some data to suggest the structure was used as the headquarters for a riding club while still owned by Anita Baldwin. If occupied, there is a reference to "Smith" filing for a permit to build a shed for the riding club. Subsequent to the purchase by Chandler and Rancho Santa Anita, Inc., Tract No. 11215 was mapped and filed, allowing for the sale if individual lots. The existing structure at the corner of Old Ranch Road and Vaquero Road was incorporated into the Tract as Lot 18 (.741 acres). This property was later enlarged through the acquisition of a triangular piece to the west of the original lot. Once Rancho Santa Anita, Inc. too possession of the land, the property at 305 N. Old Ranch Road (by that specific reference) was occupied by Clifton B. Herd, the manager for the Rancho Santa Anita, Inc. holdings. This address served as the Real Estate Office for Rancho Santa Anita, Inc. until at least 1944. In 1944, John T. Faries, a local Realtor, assisted in the purchase of the property by James M. and Patricia M. Green. Patricia Green was the Office Manager for Faries real estate business. The Greens invested in the property with improvements in 1946 (building a garage and re- roofing the residence. In 1948, the Greens remodeled the residence and completed the sewer connection. No permits were issued to the Greens after 1948, but a directory listing has them at 305 N. Old Ranch Road in 1965 and divorce records list them as divorcing in 1983, suggest- ing they remained on the property until the divorce. With the divorce, the property is purchased by John T. Faries, who completed upgrades and remodeling before selling to Robert Fickas by 1987. The addition would be to the south side of the residence, rendering the original symmetrical plan into an irregular plan. The addition accounts for 1,060 square feet of living space, increasing the size of the residence by almost 50%. It is quite possible the original, pre - 1937 structure is incorporated into the current residence, but the later remodeling and renova- tions have obliterated any exterior identification of the early structure. The residence, as it is currently defined, is indicative of the post -1945 construction sequences and dominated by the post -1983 and post -1997 renovations. The earlier (pre -1945) improvements are not reflected in the current improvements. Current Conditions The existing improvements at 305 N. Old Ranch Road consist of the relatively large single family residence, detached garage, in -ground pool and spa, pool decking and patio(s); large driveway; and extensive landscaping. The rear yard is fenced (chain link), while the front yard is open and well maintained. The residence is currently unoccupied, having been purchased recently (April 2020) with potential plans for demolition and redevelopment. Single Family Residence The existing single family residence at 305 N. Old Ranch Road is a is a relatively large resi- dence consisting of five bedrooms, four full baths, one half bath, living room, kitchen, great room, etc. covering an area of between 3,618 square feet (Assessor) and 3,842 square feet (Realtor). This residence was originally designed as a smaller structure of approximately 2,700 square feet (ca. 1945) and an even smaller residence/structure prior to 1945. Regardless, the current residence, which is indicative of the Fickas family renovations and alterations between 1983 and 1997, consists of a one story residence on a raised concrete foundation. The plan is essentially an asymmetrical "U" shaped structure with an elongated expanse oriented north/south and on the west side of the structure and exhibiting two ell extending to the east — one on the south side of the structure and the other on the north side. As a result, there is a squared yard/porch areas leading to the main entry between the ells and recessed to the west- ern expanse. The wood framed structure is sided with stucco (likely resurfaced over original cement/concrete siding). Records not the salvaging of some windows to be used in the southern addition. As such, it is likely the later window are associated with the 1948 renovations and incorporated in to the later 1997 addi- tions. There are French Doors on both the east and west elevations. The main entry on the east elevation also consists of French Doors, but these are replacement doors, while those on the west elevation are original to the structure. The rooflines associated with the residence exhibit steeply pitched, hipped -gable roof designs oriented with the various wings of the residence and all are covered with the same faux, modern slate shingles present on the garage. There are stucco covered chimneys on both the northern and southern ells (likely brick beneath) and there are modern air vents mounted near these chimneys. The pitch of the roof on the southern addition is not as steep as the older residential areas. The fascia boards were replaced in ca. 1983. The current design of the residence suggests the wide fascia boards were designed to suggest height to the structure and, correspondingly, the pitch of the roofs suggest height that is not necessarily consistent with the ceiling height within the structure. Overall, the residence is large, angular, and relatively non-descript. The walls are flat and there are no outstanding design elements. The windows are simple wood framed casement and sash styles with the sash windows reflecting early and late designs. The main entrance has been remodeled and the walls bounding the main entry and the adjacent area between the garage and residence have resulted in an interference in seeing the residence through the walls. The house is set back from the street and partially obscured by vegetation. It is on a small rise, again emphasizing height that is not consistent with the actual structure. This residence is not representative of the 1919 construction referenced by the County Assessor, but more indicative of the 1945, 1983, and 1997 periods of renovation, alteration, and additions. This residence is essentially a modern residence with some scant evidence of the earlier peri- ods of construction. The architectural integrity of the residence has been compromised by this renovations, alterations, and additions — many permitted, some not represented in the permit files. James and Catherine Green constructed the two car garage in 1945, placing it to the north of the residence and near the northern property boundary. This structure is a 448 square foot structure with approximately 400 square feet being attributed to the garage, itself, and the remaining 48 feet being associated with a small storage addition on the east elevation. The structure rests on a concrete pad and sill. The structure is frames in redwood and exhibits resurfaced stucco cladding. The bay door faces east (to Old Ranch Road) and is accessed via a long driveway from Old Ranch Road to the bay door. The original wooden bay door appears to be present and in relatively good condition. The north and west elevations are solid walls, while the south elevation exhibits a standard doorway providing a secondary point of access. This doorway is also associated with a covered walk between the residence and garage, con- necting the two with a garble roofed, open beam roof that provides both shade and protection from the elements while accessing the garage and/or residence. The garage exhibits a steeply sloped hipped roof design with a cupola at the peak, providing ventilation and decor indicative of the semi -rural designs of the 1940s. Although there are no permits for re -roofing the garage with modern faux slate materials, the wood shake roofing ref- erenced in the earlier permits (e.g. 1946). It is likely the garage was re -roofed when Fickas was completing the other major alterations. This roofing matches that of the causeway roof between the residence and garage and the residence, itself. The high pitch of the roofline is design element also indicative of the Egyptian/Greek design elements (i.e. pyramid shaped). This design is in contrast to the preferred earlier designs and is likely the result of the redesign completed in 1945 or later. In fact, it is more likely this roofline is the result of remodeling completed 1948, also by Green, and not representative of the original construction referenced to 1919. Overall, the design of the garage is quite basic, with the exception of the steep roofline. The materials are generic, as is the massing and general design. There are no truly outstanding design elements and the structure has been altered. The roofline changes, sides resurfaced, and driveway entrance repoured. The individual structure is not considered to retain it original architectural integrity and is not considered historically significant. The pool and spa are connected and exhibit an irregular shape; concrete lining, and concrete decking. These improvements are located in the northwest corner of the property and, as modern additions to the property, are not considered to be historically significant. Front and Rear Porches and Patios The front and rear porches and patios were designed and installed in 1983 by the Fairies in anticipation of reselling the property. At this time, the improvements included a remodeling of the front and rear porches, but also included new wood fascia boards, additional shutters, and gutters. These alterations resulted in a architectural design generally defined as an eclectic version of the Egyptian or Greek Revival architecture, but also incorporating some of the original elements of the earlier ranch (small "r") style with casement and sash windows, French doors, and a wide one story design. The fencing and walls forming the closed patio and porch entry on the east elevation is also consistent with the Egyptian/Greek designs, along not as ornate. To the rear, the modern porch/patio areas was poured on the northern portion of the residence to encase the original concrete steps associated with the French doors. To the southern portion of the west elevation, these steps are still evidence. Landscaping around trees, the pool deck, and BBQ areas are all of modern design (ca. 1987). None of the porches, patios, or associated amenities completed between 1983 and 1987 are historically significant and are not representative of the original design of the property. Large Driveway Expanse In 1996, Robert Fickas replaced the driveway at 305 N. Old Ranch Road and added the new approach running between Vaquero Road and Old Ranch Road (curved "L""). The northern extent of the new driveway connected with the alignment of the original driveway (due east/west from Old Ranch Road to the 1945 two car garage). Overall, the driveway alignments were repoured in 1998 and are not historically significant. Although there are some mature trees that pre- date the 1983 landscaping, the existing landscaping is not indicative for the historic period land- scaping and is not historically significant. Surrounding Properties A review of the surrounding properties yielded various dates of construction, despite the ca. 1937 subdivision for the area (see table on following page). Of the 37 properties listed above, the property at 305 N. Old Ranch Road is the only property yielding a construction date preced- ing the mapping of Tract 11215. The remaining 36 yielded dates of: 1937-1939 10 (27.0%) 1940-1949 15 (40.5%) 1950-1963 4 (10.8%) Modern 7 (18.9%) As noted, the majority of the construction took place in the 1940s. More specifically, 11 of the properties were improved between 1940 and 1942, while the remaining 4 were constructed in 1947 and 1948. No significant improvements were completed during WWII. Even the later improvements at 307 N. Old Ranch Road were completed in 1945 —just at the end of WWII. The current improvements are not consistent with the identification of a historic district, as no one period of construction can account for the required concentration of contribution elements and the presence of very modern improvements interrupt the flow of the older improvements. EVALUATION and ASSESSMENT In April, 2019, the City of Arcadia adopted Ordinance No. 2359: An Ordinance of the City Council of the City of Arcadia, California, Amending Various Sections of Article IX, Chapter 1 of the Arcadia Municipal Code ("The Development Code"), with an Exemption under the Cal- ifornia Environmental Quality Act (CEQA), to implement a Historic Preservation Ordinance." Subsequent to the "integrity" evaluation, a resource (building, structure, object, or site) is determined to be eligible for recognition if it meets one or more of the following Criteria: 1. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state. Integrity Location: In general, the property associated with 305 N. Old Ranch Road is in the same location as the ca. pre -1938 location, but not the same location as the reported 1919 improvement. The lot lines for the property have been altered to include an addition to the west side of the property. The garage, pool, spa, decking, patios, etc. have been added and are in their original locations. The property does not reflect the historic locations. The changes to the prop- erty with respect to boundaries and elements that can be dated to pre -1975 (45 years of age) have shifted and, therefore, McKenna et al. has concluded the intent of the "Location" element HAS NOT BEEN MET. Design: The original improvements at 305 N. Old Ranch Road are no longer evident and the existing elements reflect renovated, altered, or additions to the early improvements dating to the 1920s to 1945. It is no longer representative of the pre -1945 construction, the 1945-1983 construction, and/or the ca. 1997 construction. These significant changes in massing, materials, and design have impacted the integrity with respect to "design" and McKenna et al. has concluded the extent of changes have impacted the integrity of the improvements and the minimal intent of the "design" element of integrity HAS NOT BEEN MET. Setting: As noted above, the area surrounding 305 N. Ranch Road was associated with the working community of employees associated with the Baldwin Ranch. This activity ended between 1909 and 1913, when Anita Baldwin shifted the activities of the ranch away from the basic ranch -related tasks and initiated activities more in keeping with her dairy activities. She demol- ished the early improvements and constructed new structures between 1915 and 1923. When she abandoned her dairy activities, the property was left unused except for some modest use as a riding club. After 1937, and under new management, the area was subdivided and individual lots were sold. Despite the extent of building, the southern extent of Old Ranch Road re- mained somewhat rural, as it was also adjacent to the pen space associated with the L.A. Arboretum. Today, the 300 block of N. Old Ranch Road reflects the pre -WWII improvements, post -WWII improvements, and some modern redeveloped lots. When first developed, the yards were open (few fences) and the area had a rural atmosphere — the Botanic Gardens area reflecting wide-open space. The area is now more densely developed with consistent with a suburban neighborhood, reflecting various architectural styles, prop- erty sizes, and ages of development. In discussions with one of the long- time neighbors, Ms. Payan (317 N. Old Ranch Road), she noted "how much the neighborhood has changed." Based on these many factors, McKenna et al. has concluded the intent of the "setting" element of integrity HAS NOT BEEN MET. Materials: The extent of alterations to the exterior of the residence and garage at 305 N. Old Ranch Road are significant. The cladding has been resurfaced; roof material has been replaced; there are additions and alterations to the roofline and fascia boards. Walls have been added to provide both privacy and a suggestion the residence is larger than it actually is. Overall, the materials used in the early and more recent renovations, alterations, and/or additions to this property are not unique, exotic, or unusual. There are not individual design elements that are unique to the property. As such, McKenna et al. has concluded the intent of the "materials" element of integ- rity HAS NOT BEEN MET. Workmanship: No permits were available for the period prior to ca. 1938 and the single permit for 1938 did not address the residence or garage. The only permits addressing existing improvements post-date 1945 and reflect new construc- tion, interior and exterior alterations, renovations, and additions. Some of this work was done by the owners, themselves, but the major work was com- pleted by professionals (i.e. pool construction and room additions). Overall, the work completed by those noted reflected standard workmanship and basic construction design. There is/was no evidence of unique construction or workmanship and no evidence of the work of a master builder. In general, the improvements on the property are inconsistent with the requirements for recognition under the "workmanship" element of integrity and, therefore, McKenna et al. has concluded the intent of the "workmanship" element of integrity HAS NOT BEEN MET. Feeling: "Feeling" is a subjective element of integrity. It has been interpreted as re- quiring an individual to "feel' the same way entering an area as persons would have felt during the "period of significance" which, in this case, would be the pre -1949 period of development. While there is still a general feeling that the neighborhood is early (pre -1950), the neighborhood has been sig- nificantly altered through the establishment of curbing, lighting, and various periods of development. As noted earlier, Ms. Payan noted the changes in the area and how different it is from the years she was living on the street. McKenna et al. has concluded the intent of the "feeling" element of integrity HAS NOT BEEN MET. Association: "Association" refers to the potential for the property to be associated with events or persons important in history. In this case, the property can be associated with the Baldwin Ranch and the later activities of Anita Baldwin. As such, the property lacks the necessary integrity to be considered historically significant on the Fed- eral or State level and also fails to meet the requirement for integrity for listing as a local historical landmark. Final Assessment The final assessment or evaluation of a property involves addressing the four main criteria defined (questions) designed by, in part, the Office of Historic Preservation, Sacramento, as related to the California Environmental Quality Act, as amended, and as adopted by the City of Arcadia. The follow statements represent the findings of McKenna et al., as determined by the compilation of data pertaining to the improvements at 305 N. Old Ranch Road. 1. It is associated with events that have made a significant contribution to the broad patterns of Arcadia's or California's history; No evidence was found that associated this property with any significant events in the City of Arcadia or California history. Being with the Racnho Santa Anita is not enough to quality and being within the core area of the Baldwin Ranch operations is not enough to qualify. A specific event must be identifiable. McKenna et al. found no correlation with any such event. Therefore, the property is not eligible for recognition under this crite- rion. In addition, there are older elements that are indicative of an eclectic form of California Ranch architecture. As a mix of various types reflecting multiple period of renovation, alteration, and additions, no definitive architectural style can be assigned to these improvements. Thousands of eclectic residences are scattered throughout Arcadia and Southern California, as during the 1930s and 1940s, many improvements were completed by property owners or their representatives with little attention to defined norms. They built to meet their needs and individual preferences. This property is not representative of the first, last, or sole remaining example of eclectic architecture and, while somewhat individualistic, not unique. The improvements have not been associated with any specific architect, master craftsman, or master builder. Therefore, McKenna et al. has concluded the property is not eligible for recogni- tion under this criterion. 4. It has yielded, or has the potential to yield, information important to the prehistory or history of the city or state.
