A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, APPROVING AND CERTIFYING THE CITY OF
ARCADIA PUBLIC TRANSPORTATION AGENCY SAFETY PLAN
WHEREAS, Title 49, Code of Federal Regulations (CFR), Subtitle B, Chapter VI, Part
673, requires operators of public transportation systems that receive federal financial
assistance to develop Public Transportation Agency Safety Plan (PTASP) and that an agency
PTASP be approved and certified by its governing board; and
WHEREAS, 49 CFR, Part 673.11(d), requires each State must draft and certify a Public
Transportation Agency Safety Plan on behalf of any small public transportation provider
located inside of that particular State; and
WHEREAS, Arcadia Transit with its fleet of 18 vehicles is considered a small public
transportation provider; and
WHEREAS, 49 CFR, Part 674, State Agency Oversight, requires the California Public
Utilities Commission (CPUC), which is the State Transit Safety Oversight Agency, to ensure
the transit agency has a PTASP compliant with 49 CFR Part 673 adopted by the governing
board; and
WHEREAS, the City of Arcadia, Arcadia Transit's PTASP is in compliance with 49 CFR
Parts 673 and 674; and
WHEREAS, the City of Arcadia, Arcadia Transit's PTASP sets forth a sufficiently explicit
process for safety risk management, with adequate means of mitigation for the City of Arcadia
public transit system; and includes a process and timeline for annual reviewing and updating
the plan; includes a safety training program for City employees; identifies the Accountable
Executive, identifies the Chief Safety Officer who reports directly to the Accountable Executive;
includes adequate methods to support the execution of the PTASP by all officers, officials,
employees, and contractors of Arcadia Transit; and sufficiently addresses other requirements
of 49 CFR Part 673.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves and certifies the City of Arcadia Public
Transportation Agency Safety Plan.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
