SPECIAL MEETING MINUTES
WEDNESDAY, MARCH 11, 2020
CALL TO ORDER — Chairperson Dolan called the Special Meeting to order at 5:30p.m. in
the Council Chambers Conference Room,

ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS
PRESENT: Commissioners Dolan, Jeong, McMahon, and Rock
ABSENT: Commissioner Tseng
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None
PUBLIC COMMENTS — None
REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None
REPORTS FROM CITY COUNCIL LIAISON --- Council Liaison Mr. Sho Tay wanted to pass
along the message that Arcadia has suspended large scale public events and postponements
due to the Corona Virus.
1. CONSENT CALENDAR
a. Approve the Regular Meetinq Minutes of Janua 9 2020.
Recommended Action: Approve

2. REGULAR ITEMS
a. Recommendation to A rove New Classification for Senior Civil Engineer and place
as_a part of the flexible staffing positions.
Recommended Action: Approve
Public Works Services Director Tom Tait requested approval for the new Senior Civil
Engineer classification position and adding it to a flexible series. There are engineering
positions in the Public Works Services and Development Services Departments. We are
competing with private sector companies for Engineering positions and it has been hard
to attract and retain these positions because of the competition. Candidates will stay for
a couple years or so and then move on so this will allow them to move through a series
of positions up to a Senior Civil Engineer and in time, provide training to bridge up or
move up in the organization to a management position- Principle Civil Engineer. It also
helps us to give Engineers fresh out of college the experience to get a PE license and

grow within the organization. This does not add any more bodies, just allows us to have
the flexibility of getting employees through three engineer positions and marries them all
together. Commissioner Jeong asked if there is a plan to communicate the benefits of
these flexible positions to employees once they are hired to encourage them to stay. Mr.
Tait said, they would definitely communicate that to the employee. Commissioner
McMahon pointed out that in the Assistant Engineer class specification it indicates "ability
to obtain" an EIT and asked how we know that the person has the ability to obtain an
EIT? Is there a timeframe given to obtain? Mr. Tait responded that the class specification
is somewhat outdated and there isn't a timeframe indicated however, in a few years if
the person didn't get the EIT they wouldn't have the ability to get it, but a timeframe isn't
in the class specification. Commissioner McMahon pointed out that the Associate Civil
Engineer class specification requires a PE in civil but the Senior level does not have to
be civil and asked why, if it is supposed to be flexible for the people coming through if
they have a PE in civil how can they come up to Senior and have a PE in something
other than civil? Mr. Tait said it was a good catch and said it was probably a clerical error
that we could correct. Commissioner McMahon indicated that the class specification
indicated it was "preferred" however it should be a civil level as a Senior particularly
because the lower level of Associate already required it. Commissioner Rock asked if
the flexible position facilitated the ability for employees to move through the position
without an exam. Mr. Tait answered that the employee would also have to meet certain
requirements but, yes, this facilitates it. Commissioner McMahon commented that an
evaluation of performance was a far more effective way than an exam to move
employees through positions. Commissioner Dolan asked how many Senior positions
there would be. Mr. Tait responded that we could end up with two or three without adding
more positions however currently there is only one position that would meet the criteria.
Commissioner Dolan asked what would happen if the Assistant or Associate moved up?
Mr. Tait said we would not fill that position. Commissioner Dolan commented that this is
basically a way to give a raise.
It was moved by Commissioner Rock, seconded by Jeong, and carried on roll call
vote to approve the new classification of Senior Civil Engineer with the changes that
Commissioner McMahon suggested of requiring a PE in civil engineering as in the
Associate Engineer class specification.
ADJOURNMENT
Chairperson Dolan adjourned the meeting at 5:43 p.m. to Thursday, April 9, 2020, at 5:30
p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
