The District charges a $100 fee to process reinstatement of the Developer Fee Certificate of Compliance resulting from an
"insufficient funds" check in addition to a $35 fee for the returned check. Only cash or a Cashier's Check will be accepted as
payment thereafter.
The District charges a $100 fee for any amendments to or cancellation of a Developer Fee Certificate of Compliance formerly
issued on any type of development.
If 500 sq.ft. or less is the reason for exemption, any future additions, expansions, or remodels to the property that result in the
past aggregate square footage to exceed the allotted 500 sq. ft. will be subject to fees at the current rate for the entire square
footage of the development.
Owner/developer may request a refund of fees paid to the District within 12 months of payment only in the event the Building
Permit expires or the project is canceled without commencement of construction in accordance with Education Code section
17624 (all other requests for refunds must be made in accordance with the fee protest procedures set forth in Government
Code §66020). All refunds will be reduced by a $100 administrative fee. The refund check will be issued in the name of the
owner/developer and mailed to the address of payee.
PURSUANT TO GOVERNMENT CODE§66020(d), OWNER/DEVELOPER HAS A PERIOD OF 90 DAYS FROM THE
DATE OF ISSUANCE OF THIS CERTIFICATE OF COMPLIANCE TO PROTEST THE IMPOSITION OF FEES

Hazardous Tree Removal Permit#TRD 19-40
The construction of the new home, including all hardscape features and landscape
installation has been completed. The healthy Protected Trees have been successfully
preserved to this point. Four hazardous trees (Trees#9,#23, #24 and#25)were removed
by permit during the project. One mitigation tree was required due to the density of the
remaining canopy on the property. The mitigation tree, a 48"box Coast Live Oak is
installed.
I have monitored all dripline encroachments throughout the majority of project beginning
with grading, and including the installation of new property line walls and landscape. All
work has been done in a professional manner with respect towards the established Tree
Protection Zones and the cultural requirements of the trees. The final grades surrounding
the trees are the same as they were prior to construction and the soil is at the proper
elevation around the root collars.
Landscape renovations that were done within the driplines are consistent with proper
cultural requirements of native oak trees, which consist of low amounts of irrigation and
adequate space near the trunks where leaf litter accumulation is conducive. I believe that
the conditions are set to allow the oaks to perform very well, and the Chinese Elm located
in the front setback area will perform well with supplemental irrigation that can be given
as needed. Photos are attached with this letter to illustrate the completed landscape.
It has been a pleasure working on this project and I feel that all of the preserved Protected
Trees will continue to thrive in the new landscape for many years.

Attached is the requested gas table for 1225 Rancho rd. We have eliminated the fire pit so the total BTUs for the pool is
400,000 BTUs. For all the appliances within the house my calculation came out to 314,400 BTU. If you would still like to

SUBJECT: 1225 Rancho Road: Encroachment on Protected Tree for the required
trenching to construct a garden wall/fence.
A Coast Live Oak (Quercus agrifolia) located in the front yard was encroached by the
required trench for the footing of the front yard fence. The 12-inch deep trench came
as close as three feet from the trunk, which has a diameter of 18" at standard height.
It was hand dug with the objective of preserving any encountered root equal or
larger to the diameter of the shovel handle,which is 1 1/2 inches. No significant roots
were encountered.
The root mass that was severed amounts to approximately 10% of the tree's total
rootmass. The small roots that were removed will begin to regenerate this spring
and the lost rootmass should be fully restored within two years. The tree was not
significantly impacted and It is very unlikely that it will show any symptoms of stress
as a result of the encroachment.
I have recommended that the subject Oak as well as all of the other Oak trees on the
property are supplemented with water at this time due to the dry winter which we
are experiencing so far. The trees shall be well irrigated at least once every two
weeks in the absence of rain events that at least one inch.

The National Pollutant Discharge Elimination System (NPDES) is the portion of the Clean Water Act that applies to the
protection of receiving waters. Under permits from the Los Angeles Regional Water Quality Control Board (RWQCB),
certain activities are subject to RWQCB enforcement. To meet the requirements of the Los Angeles County Municipal
Separate Storm Sewer System (MS4) Permit (R4-2012-0175), minimum requirements for sediment control, erosion
control and construction activities must be implemented on each project site. Minimum requirements include:
• EROSION: Erosion from slopes and channels shall be controlled by implementing an effective combination of BMPs,
such as the limiting of grading activities during the wet season; inspecting graded areas during rain events; planting
and maintenance of vegetation on slopes; and covering erosion susceptible slopes.
• SEDIMENT CONTROL: Eroded sediments from areas disturbed by construction and from stockpiles of soil shall be
retained on site to minimize sediment transport from the site to streets, drainage facilities and/or adjacent properties
via runoff, vehicle tracking or wind.
• CONSTRUCTION MATERIALS CONTROL: Construction related materials, wastes, spills or residues shall be
retained on site to minimize transport from the site to streets, drainage facilities or adjoining properties by wind or
runoff. Runoff from equipment and vehicle washing shall be contained at construction sites unless treated to remove
sediment and pollutants.
• NON-STORMWATER RUNOFF: Non-stormwater runoff from equipment and vehicle washing and any other activity
shall be contained at the project site.
• EROSION AND SEDIMENT CONTROL PLAN (ESCP): Required for projects one acre or more. The ESCP must be
developed and certified by a Qualified SWPPP Developer(QSD).
• HILLSIDE: Construction upon slopes 25% or more requires the implementation of additional BMPs to protect slopes
and prevent erosion and sediment runoff.
Minimum BMP5 include:(1)Soil piles must be covered with tarps or plastic, (2)leaking equipment must be repaired immediately,(3)refueling must be
conducted away from catch basins, (4) catch basins must be protected when working nearby, (5) vacuum all concrete saw cutting, (6) never wash
concrete waste into the street,(7)keep the site clean,sweep the gutters at the end of each working day and keep a trash receptacle on site.
As the engineer of record, I have selected appropriate BMPs to effectively minimize the negative impacts of this project's construction activities on
stormwater quality. The project owner and contractor are aware that the selected BMPs shall be installed, monitored, and maintained to ensure their
effectiveness. The BMPs not selected for implementation are redundant or deemed not applicable the proposed construction activity.

IDEFINITIONS:
LID: Low Impact Development (LID) is a stormwater management strategy that emphasizes conservation and
the use of existing natural site features integrated with stormwater controls to more closely mimic natural
hydrologic patterns in residential, commercial, and industrial settings.
Development: Development includes any construction or demolition activity, clearing, grading, grubbing, or
excavation or any other activity that results in land disturbance.
Impervious Area: Surfaces that do not allow stormwater runoff to percolate into the ground. Typical
impervious surfaces include: concrete, asphalt, roofing materials, etc.
Hillside: A property where the slope is 25% or greater and where grading contemplates cut or fill slopes.
Single family hillside homes will require a less extensive plan. During the construction of a single-family
hillside home, the following measures are implemented:
a. Conserve natural areas
b. Protect slopes and channels
c. Provide storm drain system stenciling and signage
d. Divert roof runoff to vegetated areas before discharge unless the diversion would result in slope instability
e. Direct surface flow to vegetated areas before discharge unless the diversion would result in slope
instability.
Green Streets: Any street and road construction of 10,000 square feet or more of impervious surface area.
Street and road construction applies to standalone streets, roads, highways, and freeway projects, and also
applies to streets within larger projects. These sites are required to develop a Green Streets Plan with the
following provisions:
a. Follow an approved green streets manual to the maximum extent practicable. Stormwater mitigation
measures must be in compliance with the approved green streets manual requirements.
Redevelopment: Land-disturbing activities that result in the creation, addition, or replacement of
impervious surface area on an already developed site.
Redevelopment does not include routine maintenance activities that are conducted to maintain the
original line and grade, hydraulic capacity, or original purpose of facility, nor does it include modifications
to existing single family structures, or emergency construction activities required to immediately protect
public health and safety.
Significant Ecological Area: An area in which plant or animal life or their habitats are either rare or
especially valuable because of their special nature or role in an ecosystem and would be disturbed or
degraded by human activities and developments. Also, an area designated by the City as approved by
the Regional Water Quality Control Board.
Maintenance Agreement and Transfer: All developments subject to LID requirements must provide
verification of maintenance provisions for Structural and Treatment Control BMPs. Verification at a
minimum shall include:
• Recorded maintenance covenant; and
• The developer's and/or owner's signed statement accepting responsibility for maintenance until the
responsibility is legally transferred; and
• A signed statement from the public entity assuming responsibility for Structural or Treatment Control
BMP maintenance and conduct a maintenance inspection at least once a year.
BMP: Best Management Practices (BMPs) are practices or physical devices or systems designed to

Summary
Mr. Ma,
You have retained my consulting arborist services to provide a tree inventory and protection plan for the
property described as 1225 Rancho Rd. Arcadia,CA 91006. You are in the process of demolishing the existing
single family home and redeveloping the property with a new single family home.
The proposed demolition and construction is expected to have minimal impact to all the protected trees that will
remain due to the substantial distance of excavations,trenches,and footings to the tree trunks. A complete tree
protection plan will be included to protect above and below ground tree parts from physical damage, soil
compaction, and chemical damage.
Background and assignment
Twen Ma Architects is a luxury home designing corporation that has been hired to design the proposed
home and separate structures.
Mr. Ma has requested that I provide the following arboricultural services.
1) Identify all trees on the site plan and label them on the site plan.
2) Evaluate the current health and possible impacts of the proposed construction based on the
provided site plan and make recommendations.
3) Provide a tree protection plan that will help ensure the short and long term health of the tees
during and after construction activities are completed.

General Tree Protection Guidelines
1) Avoid damaging the roots,stem,and branches with mechanical and manual equipment.
2) Avoid soil compaction by prohibiting the use of heavy equipment such as backhoes and bobcats under the
tree drip line.
3) Do not store or park tools,equipment,vehicles,or chemicals under the tree drip line.
4) Avoid washing of equipment and tools such as wheel barrels,shovels,and mechanical motors under the
tree drip line.
5) Prevent flooding and pooling of service water under the drip line.
6) Avoid cutting tree roots whenever possible.This can sometimes be accomplished by bridging roots,
tunneling,or radial trenching. If roots must be cut use a sharp tool that will make a clean flush cut and not
tear the roots. If possible all digging under the tree drip line should be done manually to avoid tearing out
of roots.
7) Place a protective barrier or temporary fencing around as much of the drip line of the tree trunk as
possible while allowing for the proposed work to be done.Protection fencing shall be 4 to 6 ft. high chain
link freestanding panels or secured to posts driven into the ground.There shall be no entry gates into the
protected zones.The protection fencing shall be in place immediately and shall only be removed when all
heavy equipment such as back-hoes,bobcats,and loaders will not be required. Fencing can be adjusted or
sections reduced or removed as the project advances into the landscaping phases of the project.The
consulting arborist shall be contacted if there are doubts about the placement or removal of fencing.
8) Construction personnel should be briefed on the importance of the guidelines before construction begins
and reminded of it during tailgate meetings and as necessary. A printed copy should be posted where
employees can be reminded of it.

Topographic Survey With Hardscape and Structural Demolition Plan
Special care shall be taken during the demolition of Structures,foundations,concrete,asphalt,and
any other demolition tasks to not damage underground roots by pulling, prying,and lifting the hard
miir ` surfaces. Debris shall be slowly and carefully carried away from the tree trunks while preventing heavy
equipment tires from driving in protected areas previously under the hardscapes to prevent soil
compaction.Trees particularly sensitive to damage due to their proximity to the hard surfaces are
(#9 thru 14), (#15 thru 18,(#23 thru 27),(#31 thru 37)and(#40). Protection fencing shall be in place
before any demolition begins and sections removed for necessary demolition and immediately

Arborists are tree specialists who use their education, knowledge, training and experience to examine
trees,recommend measures to enhance the beauty and health of trees, make recommendations to prevent
or minimize damage to trees during and after construction projects, and attempt to reduce the risk of
living near trees. Clients may choose to accept or disregard the recommendations of the arborist, or to
seek additional advice.
Arborists cannot detect every condition that could possibly lead to the structural failure of a tree. Trees
are living organisms that fail in ways we do not fully understand. Conditions are often hidden within
trees and below ground. Arborists cannot guarantee that a tree will be healthy or safe under all
circumstances, or for a specified period of time. Likewise, remedial treatments, like any medicine,
cannot be guaranteed.
Treatment, pruning and removal of trees may involve considerations beyond the scope of the arborist's
services such as property boundaries, property ownership, site lines, disputes between neighbors, and
other issues. Arborists cannot take such considerations into account unless complete and accurate
information is disclosed to the arborist. An arborist should then be expected to reasonably rely upon the
completeness and accuracy of the information provided.
Trees can be managed, but they cannot be controlled. To live near trees is to accept some degree of risk.
The only way to eliminate all risk associated with trees is to eliminate all trees.
