Wray, Deputy Director of Development Services/City Engineer SUBJECT: AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR THE SHARING OF COSTS FOR THE MICHILLINDA AVENUE INTERSECTION IMPROVEMENTS AT FOOTHILL BOULEVARD AND COLORADO BOULEVARD Recommendation: Approve SUMMARY The County of Los Angeles is planning to improve the segment of Michillinda Avenue between Foothill Boulevard and Colorado Boulevard, including the two intersections. This segment of Michillinda Avenue is primarily in the unincorporated area of Los Angeles County, sharing portions with the Cities of Pasadena and Arcadia. The County has formally requested that the cities share in the cost of the project through entering a Cooperative Agreement. The Development Services Department and the City Attorney have reviewed the proposed agreement. Therefore, it is recommended that the City Council authorize and direct the City Manager to execute an Agreement with the County of Los Angeles for the sharing of cost for the Michillinda Avenue Intersection Improvements at Foothill Boulevard and Colorado Boulevard. BACKGROUND The County of Los Angeles is planning a project to improve Michillinda Avenue between Foothill Boulevard and Colorado Boulevard. This segment of Michillinda Avenue is primarily in the unincorporated area of Los Angeles County, with portions within the City of Pasadena and Arcadia boundaries. The Arcadia portion is highlighted in yellow on the attached map. The County has asked the Cities of Pasadena and Arcadia to share proportionately in the cost of the project. Pasadena’s City limits are highlighted in orange on the attached map and do not fall within the roadwork limits. Their project share will only be for traffic signal improvements at Foothill Boulevard. Agreement with County of Los Angeles for Sharing Costs for Intersection Improvements August 17, 2021 Page 2 of 3 In 2015, the County applied for and received a Metro Call-for-Projects grant to fund a portion of the project. The County has completed the design and is now in the process of preparing the plans and specifications for bidding and securing funding agreements with the Cities. DISCUSSION The roadway surface in this segment of Michillinda Avenue is in poor condition, the parkways need spot repairs and ADA accessibility improvements, and the traffic signals need upgrading. The project scope is as follows: • Grind and overlay asphalt surface for the roadway segment from the south edge of the Foothill Boulevard intersection though the Colorado Boulevard intersection • Remove and replace portions of curb, gutter, and sidewalk • Remove and replace corner ADA accessible ramps • Install river rock in raised center median • Lengthen the left turn pockets on Michillinda Avenue northbound at Foothill Boulevard and Southbound at Colorado Boulevard for greater capacity • Modify and upgrade the traffic signals on Michillinda Avenue at Foothill Boulevard and Colorado Boulevard The total cost of the project is approximately $2,423,000. The Metro Grant for the project is approximately $907,000, reducing the overall match to $1,516,000. The cost breakdown per jurisdiction is as follows: Pasadena Arcadia County Total Total Cost $2,000 $527,000 $1,894,000 $2,423,000 Metro Grant $1,000 $223,000 $683,000 $907,000 Participant Cost $1,000 $304,000 $1,211,000 $1,516,000 The County requests that the City of Arcadia enter into a Cooperative Agreement to share the costs as summarized above. The County will administer the project and the City will issue the contractor a permit and inspect the work within the Arcadia City Limits. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (CEQA) under Section 15061(b)(3) of the CEQA Guidelines, and it can be seen with certainty that it will have no impact on the environment. As such, this matter is exempt under CEQA. Agreement with County of Los Angeles for Sharing Costs for Intersection Improvements August 17, 2021 Page 3 of 3 FISCAL IMPACT The total cost of the project is approximately $2,423,000, of which Arcadia’s proportionate share is $527,000. The County obtained a Metro Call-For-Projects grant for this project, which reduces the City’s share to $304,000. This project was budgeted in the 2020-21 Fiscal Year Capital Improvement Program with a budget of $350,000 from Measure M funds to cover the City’s share. The budget is sufficient to cover the cost of the City’s share. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project and is therefore, exempt under, the California Environmental Quality Act (“CEQA”); and authorize and direct the City Manager to execute an Agreement with the County of Los Angeles for the sharing of cost for the Michillinda intersection improvements at Foothill Boulevard and Colorado Boulevard.
