Also address integrity.) Hyland Avenue is located north of the 210 Freeway; north of Orange Grove Avenue (originally Live Oak Avenue) and west of Santa Anita Avenue. This particular area of Arcadia is in the northernmost portion of the City and incorporated into the City’s area of development relatively late (ca. 1920s+). Despite the annexation date, development in the area primarily post-dates WWII with all improvements in the original tract dating to 1948-1949. When developed, these properties were all designed and constructed by local contractor B.E. Turner, providing mixed architectural styles and massing. Once completed the properties were sold for immediate occupation. In recent years, some of the original improvements have been replaced through redevelopment (25%; 7 of 28). McKenna *Date June 25, 2021 Continuation X Update The property currently identified as 1537 Hyland Avenue, Arcadia, California, is described by the Los Angeles County Assessor as Parcel 5766-023-0006, consisting of a 1948 single family residence of 2,567 square feet of living space (4 bed/3 bath). The residence (and detached garage) is on a lot measuring 80 feet on the Hyland Avenue frontage and 135+ feet deep (10,800 square feet). This property was defined by the mapping of Tract No. 14180 in 1946 and as a subdivision within the larger Santa Anita Tract mapped in 1886. More specifically, the property was within Block 97 for the Santa Anita Tract (Lots 3 and 4). This property is located within Township 1 North, Range 11 West, and the SW ¼ of the NE ¼ of Section 21. As such, the property is well within the boundaries of the historic Rancho Santa Anita, confirmed in 1858 to Henry Dalton. After a number of property sales, the Rancho even- tually became a part of the Elias J. “Lucky” Baldwin estates and, in 1 886, was identified as being within the Santa Anita Tract (Block 97). Prior to the identification of the rancho, this area was under the general jurisdiction of the Mis- sion San Gabriel de Arcangel. Following secularization of the Missions, the Rancho Santa Anita was granted to Hugo Reis (ca. 1839). Reid sold the rancho to Henry Dalton and the rancho was confirmed following the acquisition of California by the United States. The property in question was within Lot No. 37 as mapped in 1858. Baldwin heirs (i.e., daughters) 1939 Anita Baldwin (1876-1939) dies in Arcadia As listed, it is evident the Rancho Santa Anita had many owners following secularization – eight between 1945 and 1875. No significant improvements (with the exception of the Hugo Reid Adobe) were completed during these 30 years. In 1875, Elias J. Baldwin, while still living in San Francisco, purchased the rancho, visited the property, improved the adobe, and began making substantial plans for transforming the rancho into a profitable investment – eventually establishing the rancho headquarters to the northwest of the adobe and relocating to the prop- erty. In the late 1880s and into the 1890s, Baldwin began filing subdivision maps and plans for the establishment of the City of Arcadia. These plans were primarily south of the railroad alignment (Colorado Street/Blvd.) and well to the south of present -day Foothill Blvd. Baldwin did, however, map the Santa Anita Tract, a large and irregularly shaped subdivision that extended primarily from Grand View Avenue (north) and along both sides of Santa Anita Avenue and well south of Live Oak Avenue (Foothill Blvd.). Consisting of 99 “blocks”, the current project area was within Block 97, Lots 3 and 4). Following Baldwin’s death, his daughters inherited the majority of his estate and additional sub- divisions were mapped. Much of the property to the north of present-day Foothill Blvd. was sold by the heirs and/or their respective representatives. Lots 3 and 4 of Block 97 (Santa Anita Tract) remained unchanged until the mapping of Tract No. 14180 in 1946. When mapped, the Tract was still owned by George B. Hyland, hence the reference to the “Hyland Avenue.” Re- search identified George Black Hyland as a native of Los Angeles who spent the majority of his life living and working in Beverly Hills, the son of a local Pharmacist. The land in Arcadia was an investment and Hyland never lived in the Arcadia area nor was he directly involved in the development of the tract. Following the filing of the Tract No. 14180 map, Hyland sold the tract to B.E. Turner, a local contractor/manufacturer. Little is known of Turner other than he and his wife, Ethel K., lived at 270 Arbolada Drive from ca. 1946 to approximately 1968. Following his death, his wife relocated to La Cadena Drive. All improvements on Hyland Avenue were completed in 1948 and 1949 and attributed to B.E. Turner. Permit files show he is listed as the owner/developer of all 28 lots within Tract No. 14180. The residences were designed as single family residences with a variety of designs – California Ranch, Minimal Traditional, and Eclectic. A few were more detailed, but most were relatively simple rectangular and “L” shaped plans. Following the completion of the construction the residential properties were sold for immediate occupation. A review of Assessor data showed some redevelopments within the Tract (28.5%; 8 of 28 lots). Listed below, the currently listed dates of construction are presented. King” (per permits). G.H. King was later identified as Gordon H. King, married to Juanita, and a foreman at Ham- mond Lumber Yard. They apparently occupied the property from 1949 to about 1953. Subse- quent research identified the post-1953 owner/occupant as James H. King (Gordon’s son), a Supervisor at the Pabst Brewery. James and Patricia King were listed from 1953 until 1954. Prior to the 1965 sale no permits were pulled for the property, indicating no significant changes to the property between 1948 and 1965. All major alterations to the property can be attributed to Douglas and Barbara Stephen between 1965 and 2000, although some additional charges were completed after 2000 and without a record in the formal permit file. Douglas Phillip Stephen (b. 1937) and Barbara M. (nee Dalo, b. 1939) were married in 1960 (23 and 21, respectively) and were 28 and 26, respectively, when they purchased the property at 1537 Hyland Avenue. In 1964 -1965, the Stephens paid $31,000 for the property. McKenna *Date June 25, 2021 Continuation X Update As noted, permits indicate the original residence was enlarged in ca. 1952 (undefined). McKenna et al. suggests this addition was the establishment of the family room in the center of the west elevation. This addition was likely in the 240 +/- sq. foot range. With the improvements attributed to the Stephens, the original residence would have been a three bedroom and two bath residence with a family room. They enlarged the residence by 440 square feet. Assuming the two phases of additions equated to approximately 680 feet and the conversion of the garage into a master bedroom was another 400 sq. feet, the original residence was in the 1500 sq. foot range – typical for a three bedroom and two bath residence dating to the late 1940s. The original residence was “L” shaped but included an attached garage (southeastern corner of the structure). With the various additions, extensions, and conversions, the residence is now primarily “L” shaped, but more exaggerated and the northwestern corner of the residence is dominated by a covered porch/patio. The detached garage (1977) is in the southwestern corner of the property and the in-ground pool (1977) is in the northwestern corner of the property. Residence The current residence is representative of an altered residence. At present, the residence is a large structure (2,567 square feet of living space) resulting from the expansion of the original residence and the incorporation of the originally attached garage into additional living space. With the garage conversion, the driveway was redesigned to access the 1977 garage (see below) located to the rear of the property. The existing residence consists of a living room, dining room, family room, four bedrooms, and three baths. The fourth bedroom is the result of the garage conversion and two of the original bedrooms were enlarged, resulting in the expansion of the residence on the southwest corner. There is also some evidence the residence was extended to the east on the northeast corner. This expansion may be representative of the addition referenced for 1952. The residence is a single story structure on a slightly raised foundation. The structure is wood framed and primarily clad in stucco, though there is some vertical wood siding under the north and south roof peaks. The roof is a north/south trending gable roof with the southwest addition exhibiting a hipped/cross gable design. The roofing appears to be wood shake, but may be a composite designed to resemble wood shake. No permits were found to indicate the roofing was ever replaced but it is likely this is not the original roofing material. McKenna *Date June 25, 2021 Continuation X Update mounted on the roof are modern additions and were installed without permits (no permit in the file provided by the City). The stucco cladding on the residence is representative of resurfacing (no permit available). Likewise, the replacement of some windows with aluminum sliders (primarily on the south ele- vation) were installed without permits. In general, the design of the residence is considered to be Minimal Traditional with some ele- ments consistent with a California Ranch design. The east elevation (facing Hyland Avenue) exhibits the converted garage on the southern extent ac centuated by the presence of a pair of wood framed double hung sash windows. The northern extent of the elevation exhibits four similar windows (present in two pairs of two windows). The stucco siding is present in the form of a skirt ending at the window sills. Above the sill the walls are clad in vertical wood siding. The same pattern of siding continues into the recessed entryway and to the north of the entry. The main entry consists of a solid wood panel door with a single light to the south. To the north of the doorway is a red brick chimney that extends through the roofline. This chimney is a replacement chimney, as the red brick is newer and inconsistent with the brick used to establish the front porch. The porch roof is supported by a single square post and the corresponding wing walls to either side of the porch. The south elevation of the residence is dominated by stucco siding. The easternmost windows on this elevation have been replaced by aluminum framed windows. In the center of the eleva- tion the original double hung sash window has been replaced by an wood framed pop -out win- dow and the western addition (ca. 1977) exhibits the presence of wood framed fixed and case- ment windows. The extended eave of the addition is noticeably differe nce from the narrow, almost flat overhang on the original elevation. The north elevation is similar to the south elevation in that it exhibits an elongated expanse of stucco siding topped by vertical wood cladding. A break in the wood cladding indicates the eastern extent of this elevation was extended to the east. Prior to extension, the east elevation was likely an open porch expanse more indicative of the California Ranch design. The two windows on the north elevation have also been replaced by alum inum framed windows set within the original wood frames and sills. The southern portion of the west elevation is defined by the presence of a secondary entry consisting of a standard exterior door with a solid base (with an added doggie-door) and six fixed panes above. There is a red brick stoop at this doorway. To the north of the door is a wood framed double hung sash window that appears to be original to the residence. North of this window is a red brick chimney that appears to be original to the residence, extending through the roof line. The family room to the north of the chimney is defined by the presence of a canvas awning capping a set of wide French doors flanked by fixed paned (5 tall). This entry is also comple- mented by a red brick stepped entry. Permits indicate these doors and window were installed in 1977 as part of the Stephen family remodeling activities. These doors like ly replaced a set of sliding glass doors. The west elevation recessed to the east on the north side of the family room. Here, the flat stucco elevation is associated with another entry consisting of a wooden door with a solid base and a large single window pane above. To the south of this door are solar panel batteries mounted to the wall, various electrical transfer units, an aluminum framed bathroom window (mounted high on the wall) and a smaller water heater closet. To the north of the entry are additional utility boxes and a set of vertical aluminum slider win- dows. The north-facing wall associated with the covered patio exhibits another set of wide French doors with side lights matching those on the west-facing wall (also installed in 1977). The patio, itself, is an expanse of red brick pavement with the eastern half represented by the original closed roof extension and the western half defined by a semi-open trellis-styled canopy (modern) supported by simple wooden posts. Garage The 1977 garage is an oversized two car garage with storage on the west elevation and useable space on the north elevation. The structure is rectangular (oriented north/south) and exhi bits wood framed construction, stucco cladding, a north/south trending low -pitched gable roof de- sign, and both a single bay door (east -facing) and French doors (east and north elevations). The door on the west elevation provide access to storage rooms and consist of simple, flat, hallow doors (3). Solar panels have been added to the roof (no permits). The garage rests on a concrete slab. The southern two -thirds of the structure consists of the standard two car garage with a wooden bay door (original). There are no windows on the south elevation (flat expanse of stucco). As noted, the west elevation is dominated by storage space. The northern third of the garage is comprised of useable space accessed from the east by a set of French doors with side lights. A similar set of doors is located on the north elevation. In general, this portion of the garage may have been designed to be a third auto stall but designed to be non-garage use space (e.g., game room/pool room and/or office/shop). Concrete walks are present on the east, west, and north elevations – providing access from the driveway area. A brick path extends from the concrete path to the pool area. In-Ground Pool The in-ground pool was added to the property in 1977. The Stephens contracted with Dean Pools to complete the installation, including plumbing and electrical upgrades. The pool is a fairly standard concrete pool with concrete decking, diving board, and slide. Roughly “L” shaped, the shallow end is nearer the residence and includes a stepped entry. The decking is complemented by the covered patio area between the residence and pool and there is a small spa on the eastern extent of the pool. The filtering equipment is located on the northwest corner of the residence (northeast of the pool). At the time of this investigation the pool was empty and in need of maintenance. As a relatively late addition to the property, the in-ground pool is not historically significant by age or design. Landscaping The property is landscaped, though modestly. The front yard is dominated by a grassy expanse with two mature trees. The driveway was designed to provide a small garden area in the south- eastern corner of the property with red brick delineating its boundary. Vegetation within this area consists of two small trees and some struggling ivy. Along the residential frontage are red brick planters with modest decorative plants including bushes, flowers, a few small trees, and succulents. All of this vegetation is rel atively new. The driveway is lined with modern vegetation consisting of green bushes. There are no decorative flowers in this area of the property. The rear yard is dominated by the presence of the inground pool within modest vegetation along the north and west walls of the yard. This vegetation includes green bushes, a small fruit tree, and a number of potted plants. Red brick planters are present to the north and west, comple- menting the modern driveway brick and extended patio brick – indicating they are modern and post-date 1977. Overall, the vegetation and landscaping is simple and considered to represent the more modern occupation of the property and not historically significant. Based on the extent of changed, McKenna et al. has concluded the intent of the “design” element of integrity has NOT BEEN MET. Setting: Hyland Avenue is a relatively short, “L” shaped street extending north from Orange Grove Avenue and dead ending at the Sierra Madre Wash channel. A total of 28 lots were established as Tract No. 14180 in 1946. All improvements were initially credited to B.E. Turner, the owner and developer in 1948-1949. Since the original improvements were com- pleted, 8 of the 28 properties (28.5%) have been redeveloped with mod- ern residences, including the property due south of the current project area (1537 Hyland Avenue). Of the remaining properties, all exhibit some alterations/additions and upgrades with only on property yielding a single date of construction (per Assessor records). In general, the area appears to be representative of late 1940s or early 1950s development but closer examination has shown the area to be significantly impacting and, with the extent of redevelopment, no longer can be considered to intact as originally developed. The small “neigh- borhood” has been adversely impacted by redevelopments and altera- tion, resulting in a loss of the original “setting” indicative of the immediate post-WWII developments. As such, McKenna et al. has concluded the intent of the “setting” element of integrity has NOT BEEN MET. Materials: As noted above, there have been significant changes to the materials associated with this property, including the replacement of the roofing materials, replacement of some windows and doors; resurfacing of the stucco, etc. In addition, new construction introduced modern materials, including the most recent addition of solar panels. Overall, the extent of exterior alterations/additions/maintenance has compromised the integ- rity of the use of original materials. As such, McKenna et al. has con- cluded the intent of the “materials” element of integrity has NOT BEEN MET. Workmanship: No evidence was found to suggest the workmanship applied to this prop- erty was other than standard for its day. There is no known architect or DPR 523L (6/21) * Required Information artisan identified. B.E. Turner was a local contractor who built his own residences for investment and immediate sale. The residences were not elaborate nor exhibited any unique design elements. Standard ma- terial was used. B.E. Turner is not recognized as a master craftsman or designer. Overall, McKenna et al. has concluded the intent of the “workmanship: element of integrity element has NOT BEEN MET. Feeling: “Feeling” is subjective. Nonetheless, when entering a street or neigh- borhood, the feeling you get can be the area is representative of the period of significance, in this case the late 1940s and/or early 1950s. With the extent of alterations and redevelo pments, this “feeling” is ad- versely impacted by the lack of continuity in the construction, design, and massing of the current improvements. The “feeling” of the area has been significantly compromised by the extent of adverse impacts (over 18% redevelopment and significant alterations of other properties). McKenna et al. has concluded the area (Hyland Avenue) fails to main- tain a “feeling” of the 1940s/1950s improvements and, therefore, the in- tent of the “feeling” element of integrity has NOT BEEN MET. Association: McKenna et al. research could not associate the improvements at 1537 Hyland Avenue with any significant historical event or persons of note. None of the individual or families associated with this property meet the intent of the “association” element. Therefore, the intent of this ele- ment of integrity has NOT BEEN MET. Overall, the review of “Integrity” found the property at 1537 Hyland Avenue has met only one of the seven elements of “Integrity” – Location. Failing to meet a majority of the elements, McKenna et al. has concluded the property fails to meet the standard for retaining “Integrity” and, therefore, does not qualify for consideration as a national or state historically significant resource. Final Assessment Despite the lack of integrity for the property, McKenna et al. completed the assessment of the property with respect to the standard CEQA criteria , as well as the criteria of the City of Arcadia. The residence and garage are, for all intents and pur- poses, modern (44 years of age), given new construction and alterations. The improvements lack architectural integrity and cannot be assigned to any specific architectural style or period. Rather, the existing improvements are considered to an ab eclectic form of a Minimal Traditional residential development with some modest design elements consistent with a California Ranch residential design. Many of the characteristic elements of these two architectural styles have been lost to the redesign of the residence and the introduction of modern materials. None of the improvements can be associated with any known architect, crafts- man, or artisan. The owner/contractor was a local businessman who developed the tract as an investment. He never lived in or planned to live in the tract.
