Also address integrity.) This particular area of Arcadia was originally outside the defined City limits but
within the historic Rancho Santa Anita and incorporated relatively early (pre-1941). The area was
subdivided in 1910 and again in 1941 (Tract No. 12560). The lots were large and designed for large
residential developments owned by middle to upper-middle income families. With the larger lots,
additional improvements could/would often supplement the initial improvements. The residences in
this area were custom designed and built (not tract homes), often designed by architects, designers,
building contractors, and/or the owners, themselves. The area was designed to provide a feeling of
open space (country living) while also being relatively close to the various amenities r equired for
suburban living. This particular property was designed as a SFR property and has remained a SFR
property.

The property at 990 Singing Wood Drive, Arcadia, Los Angeles County, California, is cross-
referenced by the L.A. Co. Assessor as APN 5769-013-001. This property is irregularly shaped
and delineated by the curbing wrapping from Dexter Avenue to Singing Wood Drive . The di-
mensions range from 118 feet (southern boundary) to 202 feet (eastern boundary) to 204 feet
(western boundary) to 171 feet (northern boundary). The County Assessor identifies the prop-
erty as consisting of 26.900 square feet (.61 acres). The north elevation of the residence faces
Singing Wood Drive and is accessed via a long, “U” shaped driveway. The garage is on the
west elevation, facing Dexter Avenue, and accessed via a separate, short, straight driveway.
The County Assessor describes the 1964-1966 improvements as consisting of three bedrooms,
three baths, and 2,867 square feet of living space. The legal description simply reads “Tract #
12560 Lot 1.”
Research confirmed this property was originally located with the southern portion of the historic
Ranch Santa Anita (T1N; R11W; NW ¼ of NW ¼ of Section 20). Prior to the identification of
the rancho, this area was under the general jurisdiction of the Mission San Gabriel de Arcangel
and later, following secularization, became part of a rancho (grant). The Rancho Santa Anita
was originally confirmed to Henry Dalton in ca. 1858; p/o Lot No. 37. McAdam and Snider
1981:17) present a chronology for the Rancho, listing the owners as:

As listed, it is evident the Rancho Santa Anita had many owners following secularization – eight
between 1945 and 1875. No significant improvements (with the exception of the Hugo Reid
Adobe) were present during these 30 years. In 1875, Elias J. Baldwin, while still living in San
Francisco, purchased the rancho, visited the property, improved the adobe, and began making
substantial plans transforming the rancho into a profitable investment – eventually establishing
the rancho headquarters to the northwest of the adobe. In the late 1880s and into the 1890s,
Elias J. Baldwin began filing subdivision maps and plans for the establishment of the City of
Arcadia. These plans were primarily south of the railroad alignment (Colorado Street/Blvd.) and
well to the south of present-day Foothill Blvd.
Following the death of Elias J. Baldwin, his daughters inherited the majority of his estate and
additional subdivisions were mapped. To the north of the city’s core area, Tract No. 948 was
mapped (1910) and included the identification of 9 large lots. This map was prepared and
approved by the executor f the Baldwin Estate, H.A. Unruh, along with trustees John A. Grennan
and R.C. O’Conner. These nine lots were located between Sierra Madre Avenue (west), Santa
Anita Avenue (east) and both north and south of present-day Foothill Blvd. and the property at
990 Singing Wood Drive is within the boundaries of Lot 2, a 107.440 acre lot bounded by Sierra
Madre Avenue (west), Baldwin Avenue (east), a point north of White Oak Avenue (now Foothill
Blvd.; south), and the future alignment of Orange Grove Avenue (north).
Lot 2 remained unchanged until the 1930s, when various subdivisions were established. Tract
No. 12560 was mapped in 1940 and filed in 1941, indicating all improvements in this part icular
area would post-date 1941. The area was incorporated into Arcadia between 1910 and 1940
(closer to 1940) when Tract No. 12560 was filed. Additional subdivisions in the area included:

The property now identified as 990 Singing Wood Drive was originally identified as part of the
Tract No. 12560 subdivision – Lot 1. Since its original definition in 1940-41 the boundaries have
not changed. The property is on the southeast corner of Dexter Avenue and Singing Wood
Drive and is irregularly defined by the street curbing on the west and north sides.
When mapped, Tract No. 12560 was relatively small and consisted of 17 properties - 5 on the
north side of Singing Wood Drive and the other 12 on the south side. Ten of the southern 12
lots were defined between Dexter Avenue (west) and Glencoe Drive (east). The owners of
Tract No. 12560 were listed as Lawrence and Josephine Barker and Frank and Hazel Andrews,
represented by W. Herbert Allen and H.D. Hause of the Title Insurance and Trust Company.
Lawrence Barker was one of the heirs to the Barker Furniture business and the Andrews were
business/social associates – Andrews being the President of an Oil Company. As such, the
ownership of this tract was a partnership and the Barker and Andrews families owned a con-
siderable amount of land with the boundaries of Tract No. 948. Both had residences in the area
(the Barkers at 995 Hampton Road and the Andrews at 945 Orange Grove Avenue).
The Barkers have been in Los Angeles basin for generations and, prior to building in Arcadia,
were located in the West Adams District of Los Angeles. The patriarch was Obadiah Truax
Barker (b. 1828 in Indiana), was the grandson of Thomas Barker, a Kentucky pioneer, and the
son of Obadiah T. Barker, Sr. O.T. Barker, Jr. was a blacksmith and merchant who, in 1854,
married Nancy Record, also a native of Indiana.
O.T. Barker, Jr. moved to Colorado in 1872 and, in 1880, he moved to Los Angeles and entered
the merchant/carpet business with a partner (Barker & Mueller). After buying out his partner,
O.T. Barker & Sons was established. The Barkers had six children, including three who remained
active in the business: O.J. Barker (d. 1 907); Charles H. Barker (d. 1932); and William Alfred
Barker (d. 1922). The business eventually became Barker Bros. (ca. 1924).
William Alfred Barker married Pauline Berman in 1887 and they had two sons: Everett B. Barker
(d. 1914) and C. Lawrence Barker, who became President of Barker & Sons in 1931. C. Law-
rence Barker married Natalie Cole (1892 -1920) and had three children: Lawrence J., William,
and Elizabeth. After Pauline died, C. Lawrence Barker married Josephine Garat (1903 -1985).
Before moving to Arcadia, the C. Lawrence Barker family resided at 3300 W. Adams Blvd., a
1911 residence with 8 bedrooms and 6 baths (initially owned by William Alfred Barker). While
at W. Adams, C. Lawrence and Josephine Barker had two more children: Lorene (b. 1934);

and Clara (b. 1935). The Barker residence on Hampton Road is an “iconic” residence listed
both locally and regionally as a significant historical resource attributed to architect Roland
Coate, a noted regional practitioner who was well-known for his Period Revival designs.
The Andrews’ residence, originally listed as 945 Orange Grove Avenue, was reassigned as 975
Singing Wood Road and is still present. It, too, would likely qualify for local and regional listing
as a significant historical resource. Improvements identified in the immediate vicinity of 990

It is also noted the four modern redevelopments replaced improvements that pre -dated 1961,
resulting in a loss of almost 20% of the original improvements. The two pre -Tract No. 12560
improvements can be associated with the residential improvements of the Barker and Andrews
families – the Andrews being north of Singing Wood Drive and the Barkers being to the south,
on Hampton Road.
With respect to 990 Singing Wood Drive, the 1964 -1966 improvements were completed for the
original property owners, Joel (1921-1999) and Loretta (1918-2018) Caswell. No records of
children were found for the Caswells. Joel Caswell was native of Missouri who was still in
Missouri until at least 1940. He apparently settled in the Los Angeles area following WWII.
Directories identified him as a building contractor (primarily cement) in Huntington Park when
he had his residence in Arcadia designed by Harold J. Bissner. The property was vacant when
purchased by Caswell but aerial photographs dating to the late 1940s and early 1950s suggest
this property was originally part of the holdings of the Barkers – connecting to the property to
the south – and used as a location for stables and gardening.
Research into Harold J. Bissner confirmed there was a Harold, Sr. (a licensed architect) and
Harold, Jr. (1925-2020; designer). In this case, the residence was designed by Harold J.
Bissner, Jr. His recent obituary reads:
“Oct. 20, 1925 - Mar. 20, 2020 Harold James Bissner, Jr., veteran of the second
World War, renowned architect, and native son of Pasadena, passed away March
20th, 2020 surrounded by his family. He was in the South Pasadena home he and
his loving wife, Lela, had shared since designing and building it themselves in 1981.
Always a courageous man, Harold joined the Navy at the age of seventeen. He
spent three years in the South Pacific as Yeoman 1st Class aboard the Destroyer
USS Buchanan, one of the most highly decorated US ships of the war. He was
present when the Buchanan delivered General McArthur to the USS Missouri to
accept the surrender of the Japanese in Tokyo Bay in 1945. After the war, Harold
apprenticed with his father, Harold Senior, who was also a renowned Pasadena
Architect. Years later, in 1953, Harold and John Nyberg formed Nyberg and Bis-

sner, a partnership that lasted over forty years. Their work ranged from beautiful
custom single-family homes to entire residential tracts, commercial developments,
apartment buildings, and even hotels. Later Harold applied his talents to more am-
bitious commercial endeavors, including production facilities, corporate offices and
restaurants for Van De Kamp's Holland Dutch Bakers and Restaurants, Baskin-
Robbins Ice Cream Company Worldwide, JBL/Harman International Speakers,
Royal Industries and many other worldwide companies. His designs spanned sev-
eral continents with notable achievements in England, Japan, China, and South
Korea. Some of Harold's most famous structures include thirteen of the unmistaka-
ble Van De Kamp's Windmill Coffee Shops, impressive sixteen -sided structures
with folded plate roofs and forty-foot spinning windmills towering over the top. Har-
old also designed The Cinder Cone house (aka Volcano House) built in 1968 near
Newberry Springs that was once owned by the late Huell Howser, an extraordinary
structure that capped an extinct cinder cone in the Mojave Desert. In 2019 Harold
received the prestigious Joseph F. Thomas Founder's Award … Harold married
Lucille Kaufman in 1947 and they had four children, Carole Ann McNamara, Susann
Bissner, Teresa Garcin, and Jamie Bissner, who survive his passing. Harold met
Lela Owen in 1976 in South Pasadena. They married i n 1979 in Tokyo, Japan at
the American Embassy and were happily side by side through many adventures
and travels until his passing.”
Pasadena & Foothill (2018) also provided a biography for Bissner:
“Born in 1925 and coming of age during the darkest years of the Depression, Har-
old J. Bissner Junior endured hardships that today are unimaginable and long for-
gotten, except by those his age who are still living and who experienced it. He
never attended a formal school of architecture, nor college, nor even finished high
school! Yet, self-taught and through an ability to “think outside the box”, he became
a highly talented architect whose beautiful works would be the envy of all of us.
“Born quite literally on the family dining table here in Pasadena, - his father rushed
out to locate the family doctor, only to discover he was drunk – his mother delivered
him into the hands of his grandmother. Quite an auspicious beginning!
“Harold tells of the difficult days during the Depression when he needed to insert
cardboard into the holes worn in his soles. He attended Pasadena schools and
learned early on that he loved to draw and was good at it. Yet he said he never
wanted to be an architect.

“No surprise! After observing his architect-father, Harold J. Bissner, Sr. at home
waiting in vain for commissions that never came and his mother becoming the
breadwinner, architecture held little luster for a boy his age. And the stress on their
marriage resulted in divorce, further compounding their difficulties. Harold Sr. did
manage to find work in the years just before WWII. Harold Jr. tells of how his father
kept a bedroll under his office’s drafting table because he couldn’t afford rent on
an apartment. But it established a practice that was to pay off later.
“Pearl Harbor changed everything!
“Father and son signed up together shortly after Roosevelt and Congress declared
War. In fact both made headlines in the local Star News – Harold Sr. in the Marine
Corps, and Harold Jr. in the Navy.
“Already an architect, Harold Sr. was commissioned and sent to Quantico, Virginia
for training. He was deployed to the South Pacific and placed in charge of opera-
tions at Henderson Field during the Battle of Guadalcanal, the first major US of-
fensive.
“Harold Jr., not yet 17 and only in his junior year of high school when he signed
(he lied about his age), became an enlisted man and after basic training was trans-
ferred to the USS Buchanan, DD 484, a destroyer ironically deployed to protect
the landings at Guadalcanal. Father and son may have been in sight of one an-
other while battling a seemingly invincible enemy in this remote corner of the
world.
“The Guadalcanal Campaign and the Battle of the Coral Sea turned the tide of
war. USS Buchanan became one of our most decorated sh ips by surviving to fight
in nearly all the major naval campaigns, culminating with Iwo Jima and Oki-
nawa. Her last act was to deliver General McArthur to the USS Missouri for the
Unconditional Surrender in Tokyo Bay.
“Harold Jr. witnessed all this and worked himself up the ranks to Yeoman First
Class, an amazing feat offering foresight into his future. He was a member of Bu-
chanan’s only crew from commissioning in 1942 –through- decommissioning in
1946 when he accompanied her to South Carolina and mu stered out of the Navy.
The Navy changed his life!
“Father and son were reunited! And although Harold Jr. qualified for the GI Bill
and could have gone to formal architecture school (he had passed his high school

GED in the Navy with an unheard-of perfect score), he elected instead to learn the
profession through his father. And fortunately the post WWII boom brought an
abundance of work. They did mainly housing, single family and apartments, liter-
ally hundreds of them until the empty land in our area ran out. Harold Jr. pursued
modernism while Harold Sr. embraced a more traditional approach. They parted
ways professionally in 1951, but remained close. Harold Sr., like Joe Thomas, was
one of our chapter’s charter members.
“Harold Jr. brought in John E. Nyberg, AIA as a partner in 1953, a relationship that
would last more than 30 years until Nyberg joined his own son in Newport Beach.
Unique about Nyberg was he held joint licenses as an architect and a structural
engineer. He was considered by many in our field, a genius! He passed away in
2001. A third partner, Jim Burns, Architect joined the firm in 1959 forming the firm’s
final iteration: Bissner, Nyberg & Burns. This merger of talents greatly enhanced
the versatility of the firm in pursuing new directions and unorthodox projects.
“Harold made an early acquaintance of Lawrence L. Frank, co -owner of Tam
O’Shanter, Lowry’s, Five Crowns, and the Van De Kamps chains. This would
prove to be an important diversification. Harold remembers “LL” affectionately as
“the genius behind the operation - who loved riding in my car” (a T Bird). Bissner
& Nyberg became architects for the Frank/Van De Kamp family businesses after
Cal Straub departed California to become dean of the Arizon a State University
School of Architecture.
“It was 1967 when Harold developed his iconic “Dutch bonnet” folded plate/wind-
mill prototype for Van De Kamps Holland Dutch Bakery coffee shops throughout
the region, 13 in all! The prototype and last survivor remains in Arcadia and Harold
was recently honored by Arcadia officials and an article in the Star News dated
June 30, 2016.
“A one-of-a-kind client, Vard Wallace, walked in their doors seeking an architect
for a unique commission: The Volcano House! Perched atop an extinct cinder
cone in Newberry Springs alongside US 66 (I-40) east of Barstow, this 1968 circu-
lar hideaway with 360º views is almost invisible, except to the trained eye. It was
virtually unknown until given notoriety by the late Huell Howser who featured it on
his PBS travel show “California’s Gold” and then purchased it. Since then it has
been conveyed to a charitable foundation and recently published in an Italian ar-
chitectural magazine.
“Perhaps his greatest breakthrough was Baskin-Robbins. They were on the cusp
of developing a range of ice cream flavors previously unheard of that was gaining

international appeal. Harold was there at the beginning helping them develop their
production lines to blend and freeze the product for shipping to local ice cream
parlors. Harold designed all their plants (not the parlors) in the US, Japan, Korea,
Mexico, and parts of Europe. 31 Flavors brought gourmet ice cream to us all! And
it was during that period that he married his second wife, Lela, in the US Embassy
in Tokyo. They have been married 42 years.
“Harold married his long time sweetheart, Lucille, right out of the war in 1946. She
has since passed away. They have four grown children, Carol Ann, Suzanne, The-
resa, and Harold III. None carried on in architecture: one is an executive with a
professional search firm, another a horse and dog trainer, a third a horse breeder
and landowner, and fourth a construction forensics expert. They grew up in the
first family home in Altadena that Harold designed.
“Harold and Lela now reside in the second home he designed: A many-level ridge
top home in South Pasadena with “to die for views”, Harold enjoys every day that
his long life has given him there (he is 93). And the views from his house have
certainly not shortened his lifespan, nor his creative spirit! In fact, the multiple stairs
help keep him fit.
“As a designer, Harold never personally sought awards in the various AIA chapter
design competitions. However his partner, an AIA member, did and won the firm
awards. And the firm on the whole “spawned” many other firms, providing a “ripple
effect” throughout our profession.
“Bissner & Nyberg is one of our iconic predecessor firms.”
Although Bissner was not a licensed architect, he was well trained as a designer, was a partner
with architects, and is credited with many significant residences and commercial projects com-
pleted throughout Southern California, nationally, and internationally. His reputa tion is more
applicable to the Southern California area with his residential designs emphasizing the “mod-
ern” period, as evidenced by his awards and recognitions. His designs are still in demand.
Research confirmed the Caswells lived at 990 Singing Wood Road from 1964 (completion of
the residential development and installation of the swimming pool) until 197 3, when the property
was sold to Max and Faye Van Doren. During the Caswell’s ownership, only those permits
associated with the original construction were pulled.

Max Van Doren was a native of Kansas who graduated from Kansas State University in 1951
(B.A.) and the University of Kansas in 1957 (LLB; Law Degree). Faye Van Doren was the owner
of a local women’s shoe store in Arcadia (est. 2012) and resided on Singin g Wood Drive with
their daughter, Amy. Van Doren is still listed as a lawyer in the Arcadia area, though no longer
living on Singing Wood Drive. Permits associated with the Van Doren ownership include:

As indicated by the permits, the Van Dorens completed basic maintenance during their tenure
(1974-2016). Recent inspection of the residence confirmed the present of two water heaters
(both mounted on the exterior of the residence). The roof was replaced twice – most recently I
2016. No other major repairs or alterations were noted in the permits.
The Van Dorens sold the property in 2016 to Qian Fang, who held the property until 2021. The
current owner is Sanyao Design Group, Inc., Arcadia. Fang was identified as a Real Estate
agent working for Century 21. Sanyao Design Group, Inc. is a recently established company
(May 2021) and the purchased of the Singing Wood Drive property is one of the firm’s initial
investments.
Based on the limited ownerships (Cassell 1964-1973; Van Doren 1974-2016; and Fang 2016-
2021) and the lack of documentation to suggest any significant changes to the property,
McKenna et al. has concluded the existing improvemen ts are representative of the original 1964
design and construction. The current real estate records show the residential property to con-
sist of the single story residence, garage, and pool, and including the following amenities:

CURRENT CONDITIONS
Residence
The residence at 990 Singing Wood Drive is a relatively large residence on a large lot. With
over 2,867 square feet of living space, this three bedroom and three bath residence is repre-
sentative of the original construction and design. There have been no significant structural
additions or alterations to the exterior of the residence. The residence has been maintained
through the replacement of the roof and the resurfacing of the stucco.
At present, this one story structure is described as a wood framed structure on a concrete slab.
It is stucco sided with additional wood siding in the form of faux board and batten to suggest a
California Contemporary Ranch style of architecture. The structure is “T” shaped with a short
expanse oriented east/west and parallel to Singing Wood Drive and an elongated expanse ori-
ented north/south and running parallel with Dexter Avenue. The north elevation faces Singing
Wood Drive and exhibits the main entry under a “Googie” styled roof design indicative of many
designs attributed to Harold J. Bissner. Jr. Also consistent with Bissner’s designs are buttress
walls designed to suggest the residence is larger than it actually is. The north elevation is also
associated with a series of aluminum-framed slider windows (original) with segments of the
board and batten wood siding and stucco between the windows. The eastern extent of this
elevation is flat and without windows – with the very eastern extent being a buttress and not
part of an enclosed room.
The northern extent of the east elevation is relatively short and also consist of a solid expanse
of stucco (no windows). There are no design elements or outstanding features.
Likewise, the south elevation of the residence exhibits a relatively short expanse opposite the
garage and beneath the breezeway roof. Here, the elevation is a flat expanse of stucco and a
single door nearer the eastern extent. This door is a modern replac ement with a solid panel
design capped with arched fan window (five part). This door is very recent and likely dates to
the Fang ownership (post-2016).
The norther portion of the south elevation Is associated with the east/west wing and exhibits a
large, recessed double door/sliding door system in the corner of the elevation (west) and a fixed
window flanked by sliders to the east. This elevation is also dominated by the faux board and
batten siding and accentuated by a brock planter and concrete stoop.

The elongated east elevation of the residence is dominated by the present a two -door and a
three-door sliding glass door system (northern extent) separated by the stucco and board and
batten siding. To the south of these doors, the elevation recesses and the roofline shifts down,
resulting in a wall exhibiting another set of aluminum framed windows (one fixed pane flanked
by sliding panes). An A/C unit is mounted in one of the slider windows. The board and batten
cladding flanks the windows and, in the corner of the recessed wall, an exterior water heater
closet was constructed. Within this closet, the original board an batten siding is still present.
This residence exhibits to same “Googie” roof design as described for the garage. The rise can
be seen on the eastern extent of the northern wing and at the main entrance of the residence.
At the main entrance the rise is more evident and represented by a more exaggerated rise. The
deep fascia boards are present, also serving to deflect rain water. The main entry is recessed
and is associated with a set of double-wide doors flanked by tempered/textured, opaque lights.
The high ceiling is noted under the raised roofline. Addition opaque windows are presen t on
either side of the large rock chimney on the west elevation of the residence. A second rock
chimney is evident within the structure. Both are original to the residence.
Overall, the residence at 990 Singing Wood Drive is a fairly basic Contemporary California
Ranch style of architecture with the addition of the “Googie” styled roofline. No unique materials
were used in the construction and, with the exception of the roof design, now unique design
elements were incorporated into this structure. The windows are original, but standard. The
front door is original, but the side door has been replaced. The roofing materials have been
replaced and the stucco surface has been resurfaced. The wood (board and batten) materials
are in fair conditions, but there is some evidence of wood rot and deterioration.
Garage
The garage at 990 Singing Wood Drive is accessed off Dexter Avenue and consists of a stand-
ard two-car garage design with a north/south trending roof that extends over the breezeway
(north) to connect to the residence. While it may be described as an “attached” garage, this
structure does not share any walls with the residence and, with the exception of the roof exten-
sion, is a free-standing structure.
The bay door faces Dexter Avenue and consists of a modern, aluminum roll-up door that is
current covered in a heavy vinyl sheathing that protects the door and any vehicle parked in the

garage while the door is open (no small animals or flying bugs will get into the garage). The
structure is wood framed and clad in stucco. The west elevation also exhibits decorative siding
in the form of faux board and batten (vertical wood) to either side of the doors. The roof has a
wide, closed eaves on the east and west sides. The north side is associated with the covered
breezeway and there is no eave. To the south, the roof exhibits a slight rise with a beveled
design consistent with “Googie” architecture, a style introduced in the 1960s. This style of roof
was designed to provide “futuristic” look reminiscent of the “space age” and is often associated
with corresponding high vaulted ceilings with buildings. In this case, the rise is quite modest
and the accentuated peak is more visible from the south. On this garage, it is most evident in
the area beneath the peak on the south elevation.
The three elevations (not the north) are also accentuated by the presence of deep fascia boards
that also serve as rain gutters, diverting water from the roof to the corners of the structure. The
roofing materials are modern (ca. 2011).
There are no windows on this garage. With the exception of the bay door, the only other access
is via a standard solid door on the north elevation (in the breezeway). This door appears to be
a replacement door with simple, narrow framing. The garage stucco appears to have been
resurfaced fairly recently. The stucco is in very good conditions, shows no cracking or flaking,
and is uniform on all sides.
Overall, the garage is a very standard structure consistent with 1960s construction and materi-
als. However, it is noted the bay door, secondary entrance door, and roofing materials have
been replaced with modern materials and the entire structure has been resurfaced. The only
outstanding design element is the design of the roof with the ‘Googie” rise to the south, which
is intact but not noticeable from the street.
In-Ground Pool
The in-ground swimming pool is original to the property and installed during the construction
period of 1964 (Caswell). This pool is a simple, rectangular concrete pool with no diving board.
It is oriented north/south and is located in the southeastern corner of the property. The decking
is poured concrete bounded by concrete block walls (north, wet, and east sides). The south
side of the pool is elevated above the elevation to the south, supported by a retaining wall that
drops approximately three feet to an asphalt path. The pool is in good condition, holding clean

water, and appears readily useable. The equipment for maintaining the pool (filters, pumps,
etc.) are located south of the garage.
Overall, the in-ground pool is one of the original components of the 1964 improvements and is
representative of the basic pool construction of the day. There are no outstanding design ele-
ments and the equipment is more modern, representing replacement of the older/original filters
and pumps.
Landscaping
The property is landscaped with a large front yard extending from Dexter Avenue to Singing
Wood Drive dominated by open grass areas, mature trees (primarily along Dexter Avenue);
areas with isolated patches of flowers, shrubs, and/or bushes; and defined ga rdens lined by
natural rock and/or concrete bricks. These defined planters are associated with more decora-
tive plants, currently although neglected. There is evidence the bushes and shrubs were once
shaped, providing clearance around windows and avoiding the roofline.
The rear yard is dominated by the in-ground pool, decking around the pool, and a large area of
concrete serving as an outdoor patio area. Vegetation is restricted to the eastern and southern
property lines (primarily young trees and bushes). There are brick rectangular/square planters
to the north and west of the pool and a circular planter to the southeast of the pool. Vegetation
in the planters consist of green plants (no decorative flowers) and one small tree. Overall, the
landscaping is extensive, but not overly decorative. It requires moderate maintenance, with the
exception of the planter south of the main entrance on Singing Wood Drive.
Much of the vegetation is relatively young and likely dates to the Van Doren ownership/occu-
pation. The landscaping does not appear to be representative of the earlier Caswell ownership,
although some of the oaks along Dexter Avenue are old enough to per -date the Van Doren’s
purchase in 1973-1974. Much of the existing landscaping is considered to be representative of
the modern period – post-1976 (45 years of age).
Driveways
The two driveways at 990 Singing Wood Drive are simple expanses of poured concrete. The
driveway accessing the garage is a rectangular pad running from Dexter Avenue and rising

slightly from the curb to the garage slab. This driveway is in good condition and appears to be
the original concrete pour.
The driveway associated with the north elevation of the property is an irregular “U” shaped drive
(meandering slightly) rising from the entrance on Dexter Avenue (south of Singing Wood Drive)
and terminating on Singing Wood Drive. The concrete is beveled to allow run-off to avoid dam-
age to the residence and to divert water to a small drainage system beneath the drive. This
alignment is in good condition and appears to be original to the property, as it is evident on the
historic aerial photographs.
EVALUATION/ASSESSMENT
The City of Arcadia Zoning Code, Section 9103.17, enacted in April of 2019, addresses Historic
Preservation. Summarizing the associated document, consideration as a Historic Landmark
(resource) in the City of Arcadia, the property improvements must be 45 years of age or older.
The improvements must also maintain their integrity, as defined by the seven criteria listed in
the State and Federal guidelines (Location, Design, Setting, Materials, Workmanship, Feeling,
and Association).
Once “Integrity” is addressed, a resource (building, structure, object, or site) can be assessed
for eligible (recognition) if it meets one or more of the following Criteria, as presented in the
California Environmental Quality Act, as amended:
1. It is associated with events that have made a significant contribution to the
broad patterns of Arcadia’s or California’s history;
2. It is associated with the lives of persons important to local or California history;
3. It embodies the distinctive characteristics of a type, period, region, or method
of construction, or represents the work of a master, or possesses high artistic
values;
4. It has yielded, or has the potential to yield, information important to the prehis-
tory or history of the city or state.

Integrity
Location: The historic-period improvements (residence, garage, pool, and drive-
ways) are in their original positions. There have been no changes since
the original construction. McKenna e al. has concluded the intent of the
“location” element of integrity HAS BEEN MET.
Design: The improvements at 990 Singing Wood Drive were originally designed
to reflect a Contemporary California ranch style of architecture with
some “Googie” design elements (primarily the roofline). The residence
and garage still reflect their original design, although some door have
been replaced and both the residence and garage have been re -roofed
and resurfaced. There is no evidence of significant alterations to the
improvements. Overall, McKenna e al. has concluded the intent of the
“design” element of integrity HAS BEEN MET.
Setting: Singing Wood Drive is a relatively late addition to the subdivisions north
of Foothill Blvd. and established only after 1941. Prior to 1941 the area
was accessed via Orange Grove Avenue, Hampton Road, and MIchil -
linda Avenue.

Until the establishment of Tract No. 12560 there were few improvements
in the area. Much of the area was built out between 1941 and 1960 with
the majority of the improvements dating between 1946 and 1960. This
would be the period of significance for the Tract. The few additional
improvements pre-dating 1966, including 990 Singing Wood Drive, may
be included in the period of significance, as all exceed the 45 year old
minimum.
Of 22 properties surrounding 990 Singing Wood Drive, all but two face
Singing Wood Drive (none face Dexter Avenue). At least two are known
to be historically significant (Barker and Andrews’ residences). Four are
modern. In this case, two of the modern improvements are directly north
of 990 Singing Wood Drive, impacting the historic view from 990 Singing
Wood Drive. These two improvements have also impacted the original
view of the Andrews’ residence – just northeast of 990 Singing Wood
Drive. While these visual impacts are minimal by count, their impact is
considered to have resulted in an adverse impact to the general setting,
as the modern improvements are extremely large and dwarf the earlier
improvements along the south side of Singing Wood Drive. The impacts
are significant enough for McKenna et al. to conclude the “setting” of the
area has been effected and the minimal intent of the “setting” element
of integrity HAS NOT BEEN MET.
Materials: Permits have shown some of the original materials used in the construc-
tion of the residence and garage at 990 Singing Wood Drive have been
replaced: roofing (twice); doors; and stucco resurfaced. Overall, how-
ever, the residence and garage (along with the pool) appear to reflect to
original building materials with minor exceptions. As such, McKenna et
al. has concluded the minimal intent of the “materials” element of integ-
rity HAS BEEN MET.
Workmanship: The improvements at 990 Singing Wood Drive were attributed to the
owner, Joel Caswell, while the design is attributed to Harold J. Bissner,
Jr. Caswell was identified as a contractor/builder, but not an artisan,
master builder, or master craftsman. The workmanship is fairly standard

doors, etc., are all basic designs with no outstanding ornamentation or
extraordinary modes of construction. As the builder of record, Caswell
fails to meet the intent of this element of integrity. McKenna et al. has
concluded the workmanship is standard and the minimal intent o f this
element of integrity HAS NOT BEEN MET.
Feeling: “Feeling” is subjective. Nonetheless, when entering a street or neigh-
borhood, the feeling one gets should be that the area is representative
of the period of significance. In this case, the period of significance is
1946-1966. With the limited number of redevelopments (two groups and
two scattered), that “feeling” of this period of significance is still evident
and the area still exhibits the large lots with larger than average resi-
dences … somewhat dominated by Contemporary California Ranch res-
idence. McKenna et al. has concluded the area has not lost the feeling
of a post-WWII period of development and the minimal intent of the “feel-
ing” element of integrity HAS BEEN MET.
Association: The improvements at 990 Singing Wood Drive can be directly associ-
ated with Harold J. Bissner, Jr., a local architectural designer who was
a partner in an architectural firm noted for their “modern” architectural
design – residential and commercial. Harold J. Bissner, Jr. has been
recognized and awarded for his designs, specifically those incorporating
the modern “Googie” design elements.
In this case, the residence at 990 Singing Wood Drive is one of the more
modest designs attributed to Bissmer. As a 1964-1966 design, Bissmer
was at the beginning of his “Googie” design work and this residence
exhibits only a modest for in the form of a relatively low pitched, but
vaulting roof line. No other “Googie” design elements are associated
with this residence. Nonetheless, the association with Bissner is noted
and recognized as one of his designs and, therefore, McKenna et al. has
concluded the intent of the “associated” element of integrity HAS BEEN
MET – for the associated with Bissner, not necessarily the actual design
of the residence.

This assessment of “Integrity” found the property at 990 Singing Wood Drive has met five of the
seven elements (Location, Design, Materials, Feeling, and Association). Having met the ma-
jority of the seven elements, McKenna et al. has concluded the property retains its architectural
integrity and qualifies for consideration as a historical resource. To complete the assessment,
McKenna et al. addressed the six criteria of the City of Arcadia, which includes the criteria for
recognition on the state and federal levels.
Final Assessment
McKenna et al. completed the assessment of the property with respect to the standard CEQA
criteria, as well as the criteria of the City of Arcadia. The follow conclusions were found:
1. It is associated with events that have made a significant contribution to the broad
patterns of Arcadia’s or California’s history;
NO. No evidence was found to associate this property with any significant contri-
butions to Arcadia’s or California’s history. It is representative of a 1960s im-
provements that was completed relatively late in this particular area of the City.
2. It is associated with the lives of persons important to local or California history;
NO. No evidence was found to associate this property with the lives of any person
or persons important to the local history or California history. The persons asso-
ciated with this property were relatively successful individuals but their respective
lives fail to meet the minimum criteria for historic recognition. (see Criterion 3,
below)
3. It embodies the distinctive characteristics of a type, period, region, or method o f
construction, or represents the work of a master, or possesses high artistic values;
YES. In this case, the improvements at 990 Singing Wood Drive have not been
identified as the work of a master builder, artisan, or possessing high artistic val-
ues. They are representative of Contemporary California Ranch architecture with
some minor “Googie” design elements (roof design). The recognition of this prop-
erty is associated with the designer, Harold J. Bissner, who, as presented above,

meets the criteria for recognition as an “iconic” property.
Summary
McKenna et al. has concluded the improvements at 990 Singing Wood Drive retain architec-
tural integrity and have been associated with a noted architectural designer. McKenna et al.
also concluded this particular design is not one of Harold J. Bissner, Jr., better or more rec-
ognizable designs and would not be considered an outstanding example of his work. It is
relatively modest, but does exhibit the raised roof design he incorporated in a m ore definitive
way in his later designs (more exaggerated).
Based on the McKenna et al. assessment of this property, an assessed rating of 5S3 (appear
to be individually eligible for local listing or designation trough survey evaluation).

This ranking is limited to local recognition because the overall style of architecture is fairly
common and the roof line is the only defining element that connects this design to a local
designer, Harold J. Bissner. While Bissner is identified as an designer (not a licensed archi-
tect), he has been recognized by local architectural societies and his firm h as received nu-
merous awards for local and other designs and building project (with the licensed architects
being the qualifiers).
As a property eligible for local recognition, the City of Arcadia has the flexibility to determine
the future of the property (alterations, demolition, redevelopment, etc.). McKenna et al. rec-
ommends the City acknowledge this level of eligibility and, should redevelopment be pro-
posed, mitigation of adverse impacts in the form of more definitive recordation (interior and
exterior) in the form of documentation, photographs, and architectural drawings should be
compiled to complete the historic record.
McKenna et al. has concluded this property would qualify for local listing and has as-
signed this property a status code of “5S3.” McKenna et al. considers the association
with Harold J. Bissner more defining element (not the actual architectural design. Any
future renovations, alterations, additions, demolition activities, and/or redevelopment
of this property may require some additional studies at the discretion of the City.
