1. CALL TO ORDER — Mayor Tay called the Regular Meeting to order at 7:03 p.m.

ITEMS
City Manager Lazzaretto stated that he had no supplemental information; and thanked everyone
for following the indoor mask mandate.
6. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Mayor Pro Tern Cheng and seconded by Council Member Verlato to read
all ordinances and resolutions by title only and waive the reading in full.
7. PRESENTATIONS
a. Presentation of Mosquito Awareness Week Proclamation to Jared Dever, District
Manager, San Gabriel Valley Mosquito and Vector Control.
b. Presentation of Mayor's Certificate to Foothill Unity Executive Director Betty
McWilliams for her retirement after 22 years of service to the organization.
c. Presentation by the Friends of the Arcadia Public Library of a monetary gift in the
amount of $30,000 to the Arcadia Public Library for Library Programming.
d. Presentation by the Arcadia Rotary Club of a monetary gift in the amount of$2,000 for
Public Safety Outreach Programs.
e. Presentation by Donna Choi from the Downtown Arcadia Improvement Association
regarding the 2021 Reverse Patriotic Parade and Food Drive.
8. PUBLIC HEARING
a. Confirm the County of Los Angeles Department of Agricultural Commissioner/Weights
-- and Measures Weed Abatement Charges, and order the County Auditor to enter the
amounts of the assessment against the parcels of land as they appear on the current
assessment roll.

Mayor Tay opened the public hearing.
No public comments were received.
A motion to close the public hearing was made by Council Member Verlato, seconded by Mayor
Pro Tern Cheng, and seeing no objection, Mayor Tay declared the public hearing closed.
It was moved by Council Member Verlato, seconded by Mayor Pro Tern Cheng, and carried on
roll call vote to Confirm the County of Los Angeles Department of Agricultural
Commissioner/Weights and Measures Weed Abatement Charges, and order the County Auditor
to enter the amounts of the assessment against the parcels of land as they appear on the current
assessment roll.

10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense[AB 1234]).
Council Member Beck addressed comments made by the speakers regarding the Tiny Homes
Project; he clarified for the record that he did not agree with the comments made by all the
speakers at the July 6, City Council Meeting and stated that he is in favor of the Tiny Homes
Project. He announced the retirement of Betty McWilliams from the Foothill Unity Center; that on
July 22, he is attending Ms. McWilliams' retirement party and Hair Etc's 50 Year Anniversary
Ribbon Cutting event; he further announced that on July 30, he is attending the Arcadia Woman's
Club Celebration of the 90th Anniversary of the Dedication of Our Clubhouse event; he thanked
Joanna Liang for purchasing a silver leaf for the donor tree in support of the Gilb Museum; and
thanked the Friends of the Arcadia Public Library and the Arcadia Rotary Club for their donations.

Council Member Verlato thanked Betty McWilliams for an amazing job at the Foothill Unity Center;
she thanked the Friends of the Arcadia Public Library and the Arcadia Rotary Club for their
donations; she also thanked Joanna Liang for the purchase of a silver leaf in support of the Gilb
Museum; she reported that she testified at the Los Angeles County Regional Water Quality Board
hearings; that she attended the Museum Commission Meeting in person; she announced the
reopening of the Museum; and encouraged everyone to visit.
In response to Council Member Verlato's inquiries, Library & Museum Services Director Bradley
explained the reasons why the Library is requesting an increase in guard patrol service hours;
she shared the types of incidents occurring at the Library; and stated that the increasing number
of incidents occurring outside regular security guard service hours has resulted in an increase of
calls to the Arcadia Police Department.
In response to Council Member Beck's inquiry, Library & Museum Services Director Bradley
indicated that the Library is very safe and that most of the incidents occurring are with a few
homeless patrons that are suffering from mental illness.
In response to Council Member Verlato's request, Police Chief Nakamura provided an update
regarding an incident that occurred at the County wash on June 5; and he responded to various
question made by Council Member Verlato regarding the jurisdiction of the incident.
City Manager Lazzaretto also responded to inquiries made by Council Member Verlato; and
explained how jurisdiction is determined between the LA County Sheriff's Department and the
Arcadia Police Department.
11 Council Member Verlato announced that summer concerts will be held at City Hall Lawn on
August 5 and 12; and she encouraged everyone to attend.
Council Member Chandler stated that it was nice to have a belated reception for the City Council
Reorganization; he congratulated Mayor Tay and Mayor Pro Tern Cheng; and assured the
community that in time the homeless issue will be resolved.
Mayor Pro Tern Cheng shared a story about Timmy, a young individual at City of Hope in need of
blood; he urged those interested in donating 0 negative blood to contact the City Manager's
Office; he stated that City of Hope and the American Red Cross are in need of blood and
encouraged everyone to donate; he also stated that Arcadia Methodist Hospital is in need of
supplies and asked residents to donate; he spoke about Grandma Sechele, a former CVS
employee that retired at the age of 100 and is turning 101; he asked those who wish to send her
birthday cards to contact the City Manager's Office; he indicated that on October 16 (tentative
date), the Arcadia Police Foundation is hosting a fundraiser to raise money for the Arcadia Police
Department; he asked those interested in sponsoring the event to contact the City Manager's
Office; and he announced that August 7, is the Homelessness Community Forum.
City Clerk Glasco commented on Council Member Verlato's inquiry regarding jurisdiction; he
noted that during his time in "VIPS" he patrolled Arcadia County Park before it became part of LA
County jurisdiction; he announced that there is a special edition of the Arcadia Community
Newsletter regarding homelessness on the City's website; and that the newsletter will be mailed
to residents.

Mayor Tay addressed comments made by speakers regarding the Tiny Homes Project; he
indicated that the City Council is working diligently to solve the homelessness issue; he stated
that the Homelessness Community Forum on August 7 is designed to provide educational and
useful information on homelessness as well as the opportunity for the community to share their
ideas on how to address the issue; he announced that the City is looking for volunteers to serve
on the Ad Hoc Charter Review Committee; and that those interested should contact the City
Clerk's Office.
11. CONSENT CALENDAR
a. Regular Meeting Minutes of July 6, 2021.
Recommended Action: Approve
b. Ordinance No. 2379 amending Article II, Chapters 8, 8.5, and 8.7 of the Arcadia
Municipal Code increasing the purchasing threshold for No Bids/Open Market
Purchases to $5,000 and for Professional Services Agreements awarded by City
Council for Contracts greater than $30,000.
Recommended Action: Adopt
c. Resolution No. 7378 approving Memorandum of Understanding establishing
compensation and related benefits for employees represented by the Arcadia Police
Officers' Association ("APOA") for July 1, 2021 through June 30, 2024.
Recommended Action: Adopt
Resolution No. 7385 amending the Fiscal Year 2021-22 General Fund Operating
Budget Authoring a budget appropriation in the amount of $493,420 for costs
associated with adoption of the Arcadia Police Officers Association Memorandum of
Understanding.
Recommended Action: Adopt
d. Resolution No. 7384 acknowledging receipt of a report made by the Fire Chief of the
Arcadia Fire Department regarding inspections of certain occupancies required by
Sections 13146.2 and 13146.3 of the California Health and Safety Code.

e. Accept Gift of $30,000 from the Friends of the Arcadia Public Library for Library
Programming.

f. Accept Gift of $5,000 for the purchase of a Silver Leaf for the Donor Tree at and in
support of the Gilb Museum of Arcadia Heritage.

g. Accept Gift of $2,000 from the Arcadia Rotary Club for Public Safety Outreach

h. Professional Services Agreement with Kreuzer Consulting Group for Street Pavement
Rehabilitation and Related Design Services in the amount of $189,990, including a
10% contingency.

The City Council meeting adjourned in memory of longtime resident and former Library Board
Trustee Doris Selmer at 9:08 p.m. to Tuesday, August 3, 2021, 6:00 p.m. in the City Council
Conference Room.

to the Fire Department emergency lighting and sirens, electronics, and communication

roll call vote to approve Consent Calendar Items 11.a. through 11.1. and Item 11.n.

Council Member Beck explained his reasons why he is opposed to the purchase of the fire
pumper; and recommended that the amount budgeted for the pumper be used towards paying
down retirement costs.
A motion was made by Council Member Verlato, seconded by Mayor Pro Tern Cheng, and carried
on a roll call vote to approve Consent Calendar Item 11.m.
