The District charges a $100 fee to process reinstatement of the Developer Fee Certificate of Compliance resulting from an
"insufficient funds" check in addition to a $35 fee for the returned check. Only cash or a Cashier's Check will be accepted as
payment thereafter.
The District charges a $100 fee for any amendments to or cancellation of a Developer Fee Certificate of Compliance formerly
issued on any type of development.
If 500 sq. ft. or less is the reason for exemption, any future additions, expansions, or remodels to the property that result in the
past aggregate square footage to exceed the allotted 500 sq. ft. will be subject to fees at the current rate for the entire square
footage of the development.
Owner/developer may request a refund of fees paid to the District within 12 months of payment only in the event the Building
Permit expires or the project is canceled without commencement of construction in accordance with Education Code section
17624 (all other requests for refunds must be made in accordance with the fee protest procedures set forth in Government
Code §66020). All refunds will be reduced by a $100 administrative fee. The refund check will be issued in the name of the
owner/developer and mailed to the address of payee.

Ladies and Gentlemen:
This report presents results of our field density tests performed on the building pad of the
proposed residence at the subject site. Building pad was constructed for building foundations and
associated structures. Site conditions, field and laboratory test results, and post-grading
recommendations are presented as follows:
SITE CONDITION
Subject site is located on the south side of West Magna Vista Avenue at a relatively short
distance west of South Santa Anita Avenue in the City of Arcadia, California. Topographically, the
subject site is relatively flat. Existing residence and associated structures were demolished prior
to grading the building pad. The existing swimming pool will remain.
Onsite loose and/or disturbed soils within the proposed building pad area were excavated to a
maximum depth of three and one half (3.5) feet below the existing ground surface and exposed
competent natural soil. Competent natural soils exposed within the excavated areas were
inspected and are considered suitable for the proposed development.
Prior to all backfill, EGL field personnel had checked excavated bottom receiving fills to ensure
clearance of non-acceptable debris. Onsite soils were used as fill materials. Onsite soils
consisted of olive gray silty sand (SM, Soil Type A).

LABORATORY TESTING
Laboratory maximum dry density and optimum moisture content for the imported soils was
determined according to laboratory standard ASTM D-1557-12. Following table presents the test
results of representative soil samples collected from the subject site:

FIELD DENSITY TEST
1. Field density tests were performed using the Nuclear Gauge Method (ASTM D-2922-01
and D-3017-01) and/or Sand Cone Method (ASTM D-1556-04). Field density test results
are presented below in Table II. Approximate locations of the tests are shown on the
enclosed Site Plan (Figure 1).

2. Field density tests were performed at random locations to check compaction effort
provided by the contractor. Test results exceeded minimum required relative compaction
of 90 percent. Test results herein are considered representative of the compacted area.
3. Onsite soils consisted of olive gray silty sand (SM, Soil Type A). Soil samples were
verified to match with the laboratory tested samples.
4. Compacted fill is considered adequate for its intended use.

POST-GRADING RECOMMENDATIONS
1. All utility backfill should be brought to near optimum moisture content and then compacted to
obtain a minimum relative compaction of 90 percent of the laboratory standard.
2. Soils generated from footing excavations should be compacted to 90 percent minimum
relative compaction, whether it is to be placed in landscape areas or within areas to be
improved. This material must not alter positive drainage patterns away from the structural
areas.
3. All trench excavations should conform to CAL-OSHA and local safety codes.
REGULATORY COMPLIANCE
Cuts, fills or processing of original ground under the purview of this report have been completed
under the observation of and with selective testing by EGL, and are found to be in compliance
with the Grading Code of the City of Arcadia, California. EGL's findings were made and
recommendations prepared in conformance with generally accepted professional engineering
practices and no warranty is expressed or implied. This report is subject to review by the
controlling authorities for this project.

Final inspection: the inspection of the parkway Oak tree was performed on November 16,2020.
1) The Canopy appears healthy with no dead wood or signs of stress.
2) The branches are healthy and there is no visible physical damage to them
3) The tree trunk is healthy and there is no visible damage to it.
4) The landscape under the drip line is minimal and does not appear to wet the tree trunk.
5) An appropriate layer of organic mulch has been placed under the drip line of the tree.

I Javier Cabral certify the following:
• No warranty is made,expressed or implied,that problems or deficiencies of the trees or the property will not
occur in the future, from any cause. The Arborist shall not be responsible for damages or injuries caused by any
tree defects,and assume no responsibility for the correction of defects or tree related problems.The Arborist
assumes no responsibility for damage to trees as a result of the construction activities as the Arborist cannot be
present at all times to witness all construction tasks near the subject trees.
• The owner and client of the trees may choose to accept or disregard the recommendations of the Arborist or
seek additional advice if the owner decides not to accept the Arborists findings or recommendations.
• The Arborist has no past,present or future interest in the removal or preservation of any tree.The opinions
contained in the Arborist report are independent and objective judgements of the Arborist.
• The findings,opinions,and recommendations of the Arborist are based on based on the physical inspection of
said property. The opinions are based on knowledge,experience,and education.
• The Arborist shall not be required to provide testimony,provide site monitoring,provide further documentation

circumstances,or for a specified period of time. Likewise,remedial treatments,like any medicine,cannot
be guaranteed.
• Treatment, pruning and removal of trees may involve considerations beyond the scope of the arborist's
services such as property boundaries, property ownership, site lines, disputes between neighbors, and
other issues. Arborists cannot take such considerations into account unless complete and accurate
information is disclosed to the arborist. An arborist should then be expected to reasonably rely upon the
completeness and accuracy of the information provided.
• Trees can be managed,but they cannot be controlled. To live near trees is to accept some degree of risk.
The only way to eliminate all risk associated with trees is to eliminate all trees.

As an option to completing the Worksheet(Section C) and prior to the approval of any Design Review and/or Plan
Check for a project that meets the thresholds for this Option, compliance with all of the following items is
mandatory and must be documented on a landscape plan.

5) ❑ Irrigation systems shall comply with the following:
A) .0. Automatic irrigation controllers are required and must use evapotranspiration or soil moisture sensor
data
B) ❑ Irrigation controllers shall be of a type that does not lose programming data in the event the primary
power source is interrupted
C) ❑ Pressure regulators shall be installed on the irrigation system to ensure the dynamic pressure of the
system is within the manufacturer's recommended pressure range
D) ❑ Manual shut-off valves (e.g., a gate valve, ball valve, or butterfly valve) shall be installed as close as
possible to the point of connection to the water supply
• E) ❑ All irrigation emission devices must meet the requirements set in the ANSI standard, ASABE/ICC 802-
2014, "Landscape Irrigation Sprinkler and Emitter Standard." All sprinkler heads installed in the •
• landscape must document a distribution uniformity low quarter of 0.65 or higher using the protocol
defined in ASABE/ICC 802-2014.

Summary
Mr. Li,
You have retained my consulting arborist services to provide a tree protection plan for one Holly oak
"Quercus ilex"tree located in the front yard of the property described as 152 W. Magna Vista Ave Arcadia,
CA 91007. You are in the permitting stage of demolishing the existing home and re-developing it into a new
single family two story home.
The impact of the proposed new home and all other structures is expected to have minimal impact to the health of
this Oak tree due to the distance of the proposed footings for the new home and separate structures.
Background and assignment
Calvin Li is representing the homeowner during the process of permitting and construction of the
proposed home and separate structures.
Mr. Li has requested that I provide the following arboricultural services.
1) Asses the existing condition of Oak Tree# 1.
2) Draft a tree protection that will help ensure the health of the Oak tree before, during, and after
construction is completed.
The following report is based on my analysis of the tree, site plan, and surrounding landscape on August
25, 2018. For the purpose of this report I will address this tree as Tree# 1.

General Tree Protection Guidelines

severed within the Tree Protection Zone"TPZ"which is the same as the area within the Tree Protection
Fencing"TPF."Roots greater than two inches in diameter outside of the TPZ shall be cleanly severed with a
sharp tool such as a hand saw or manual pruners.
2) Avoid soil compaction by prohibiting the use of heavy equipment such as backhoes and bobcats under the
tree drip line. If access within the TPZ is required during the construction process,the route shall be covered
in a 6 inch layer of mulch in the TPZ and the area shall be aerated and fertilized at the conclusion of
construction.
3) Do not store or park tools,equipment,vehicles,or chemicals under the tree drip line.No equipment or
debris of any kind shall be placed within the TPZ.No fuel,paint,solvent oil,thinner,asphalt,cement,grout,
or any other construction chemical shall be stored or allowed in any manner to enter within the TPZ.
4) Avoid washing of equipment and tools such as wheel barrels,shovels,and mechanical motors under the tree
drip line.
5) Prevent flooding and pooling of service water under the drip line. Grade changes that will flood the TPZ are
prohibited unless a drainage plan is implemented.No grade changes within the TPZ shall be allowed.
6) Avoid cutting tree roots whenever possible.This can sometimes be accomplished by bridging roots,
tunneling,or radial trenching. If roots must be cut use a sharp tool that will make a clean flush cut and not tear ,
the roots. If possible all digging under the tree drip line should be done manually to avoid tearing out of roots.
Roots outside of the TPZ may be cleanly severed vertically with a sharp garden tool.
7) Do not raise or lower the grade within the tree protection zone of any protected trees unless approved by the
project arborist. Roots greater than 1 inch in diameter that are exposed or damaged shall be cut with a sharp
tool such as a hand saw,pruners,or loppers and covered with soil in conformance to industry standards. If
any work is required within the TPZ the Arborist shall be consulted previous to beginning.The Arborist shall
be contacted as soon as possible to arrange for a timely inspection and prevent delays.

8) Place a protective barrier or temporary fencing as directed by the consulting arborist in the diagram below.
The protection fencing shall be in place before demolition begins and shall only be removed or reduced
when all heavy equipment such as back-hoes,bobcats, loaders,and other heavy equipment with tires
and tracks will not be required. Fencing can be adjusted or sections reduced or removed as the project
advances into the landscaping phases of the project.The consulting arborist shall be contacted if there are
doubts about the placement or removal of fencing.
9) Landscape preparation& excavation within the TPZ shall be limited to the use of hand tools and small
hand-held power tools and shall not be of a depth that could cause root damage.No attachments or wires
other than those of a protective or non-damaging method shall be attached to a protected tree.
10) Construction personnel should be briefed on the importance of the guidelines before construction begins
and reminded of it during tailgate meetings and as necessary.A printed copy should be posted where
employees can be reminded of it.
11) All protected trees shall be watered before,during,and after construction as needed to prevent drought
stress and tree death until sprinklers have been installed and are functional.

Tree # 1 Oak Protection Details
a) Structural excavation and over-excavation: Structural Excavation: The approximate distance of the
nearest footing for the proposed new home to the tree trunk k of Tree# 1 is 44 ft.At this distance the
impact to the Oak is expected to be zero.
b) Driveway: The proposed new concrete driveway is approximately 8 ft.from the edge of the tree trunk
or five times the diameter of the 18 inch Oak tree. At this distance the impact to the Oak tree is
expected to be minimal to moderate.The first 15 ft. of the excavation for the driveway approach shall
be dug manually and any roots encountered can be severed with a sharp tool that will make a clean
vertical cut.
c) New Landscaping:Tilling and soil preparation within 10 ft. of this tree shall be done manually with care
to preserve the roots. 1 gallon Lantana and 5 gallon Salvia just south of the tree trunk shall be
relocated if large roots over 2 inches are encountered when digging the planting holes.
d) New Sprinklers: No broadcast trenching shall be allowed within 12 ft. of all sides of the tree trunk.
Alternatives can sometimes be accomplished by radial trenching, Tunneling under roots,and above
ground drip systems. The tree trunk shall be kept from being wet by the sprinklers. The drip system in
this landscape plan is very well planned and will accomplish this.
e) Canopy pruning: No pruning will be required to complete the proposed construction project.
f) Root pruning:Any roots encountered for the foundation of the proposed driveway can be severed
manually with a sharp tool that will leave a flush and clean cut.
g) Protection Fencing: shall consist of 6 ft. high chain link free standing panels and shall be in place before
any works begins including demolition. They shall only be removed on the side of the proposed
driveway when the new driveway will be poured and then replaced. All protection fencing may be
removed when all heavy equipment and major construction is completed and landscaping is ready to
be installed.
h) Maintenance: During the hot summer months the tree shall be watered as needed until the sprinkler
system is installed and working.
i) Encroachment impacts:This project is expected to have a minimal to moderate impact on the short or
long term health of this tree and it is expected to survive in good health if the protection
recommendations are followed and adhered to.

the footings of the proposed new home are expected to have minimal to no impact on the health of
this tree because the new home is proposed at a distance greater than the existing home.
b) Driveway: The proposed new concrete driveway is not expected to have any impact to this Oak tree as
it is very far from the tree drip line.
c) New Landscaping&walkway: If any roots greater than 1 inch are encountered within 5 ft. of the tree
trunk during planting of the 15 gallon Carolina cherry trees they shall be replaced with 5 gallon size
containers to help preserve those roots. The plantings and walkway are expcted to have minimal to
zero impact to this tree
d) New Sprinklers: No broadcast trenching shall be allowed within 5 ft. of all sides of the tree trunk.
Alternatives can sometimes be accomplished by radial trenching,Tunneling under roots, and above
ground drip systems.
e) Canopy pruning: No pruning is expected to be required for this construction project for this tree
however if it is determined that trimming will be required it shall be done to International society of
Arboriculture standards. Trimming shall be done before the end of September to prevent Witches
Broom fungal infection.
f) Root pruning:Any roots greater than 1 inch of the tree trunk can be cleanly severed with sharp garden
tools such as hand pruners, loppers, and hand saws..
g) Protection Fencing: shall consist of 6 ft. high chain link free standing panels and shall be in place
immediately after demolition is complete. They shall only be removed on the side of the proposed
driveway when the new driveway will be poured and then replaced. All protection fencing may be
removed when all heavy equipment and major construction is completed and landscaping is ready to
be installed.
h) Maintenance: During the hot summer months the tree area within the Tree Protection Fencing area
shall be watered as needed until the sprinkler system is installed and working.

Mr. Li,
You have retained my consulting arborist services to provide a tree protection plan for one Holly oak
"Quercus ilex" tree located in the front yard of the property described as 152 W. Magna Vista Ave Arcadia,
CA 91007.You are in the permitting stage of demolishing the existing home and re-developing it into a new
single family two story home.
The impact of the proposed new home and all other structures is expected to have minimal impact to the health of
this Oak tree due to the distance of the proposed footings for the new home and separate structures.
Background and assignment
Calvin Li is representing the homeowner during the process of permitting and construction of the
proposed home and separate structures. •
Mr. Li has requested that I provide the following arboricultural services.
1) Asses the existing condition of Oak Tree# 1.

protected zones.The protection fencing shall be in place before demolition begins and shall only be
removed when all heavy equipment such as back-hoes,bobcats,and loaders will not be required. Fencing
can be adjusted or sections reduced or removed as the project advances into the landscaping phases of the
project.The consulting arborist shall be contacted if there are doubts about the placement or removal of
fencing.
8) Construction personnel should be briefed on the importance of the guidelines before construction begins
and reminded of it during tailgate meetings and as necessary.A printed copy should be posted where
employees can be reminded of it.

Tree # 1 Oak Protection Details
a) Structural excavation and over-excavation: Structural Excavation: The approximate distance of the
nearest footing for the proposed new home to the tree trunk k of Tree# 1 is 44 ft. At this distance the
impact to the Oak is expected to be zero.
b) Driveway: The proposed new concrete driveway is approximately 8 ft. from the edge of the tree trunk
or five times the diameter of the 18 inch Oak tree. At this distance the impact to the Oak tree is
expected to be minimal to moderate.The first 15 ft. of the excavation for the driveway approach shall
be dug manually and any roots encountered can be severed with a sharp tool that will make a clean
vertical cut.
c) New Landscaping:Tilling and soil preparation within 10 ft. of this tree shall be done manually with care
to preserve the roots. 1 gallon Lantana and 5 gallon Salvia just south of the tree trunk shall be
relocated if large roots over 2 inches are encountered when digging the planting holes.
d) New Sprinklers: No broadcast trenching shall be allowed within 12 ft. of all sides of the tree trunk.
Alternatives can sometimes be accomplished by radial trenching,Tunneling under roots, and above
ground drip systems. The tree trunk shall be kept from being wet by the sprinklers. The drip system in
this landscape plan is very well planned and will accomplish this.
e) Canopy pruning: No pruning will be required to complete the proposed construction project.
f) Root pruning:Any roots encountered for the foundation of the proposed driveway can be severed
manually with a sharp tool that will leave a flush and clean cut.
g) Protection Fencing: shall consist of 6 ft. high chain link free standing panels and shall be in place before
any works begins including demolition. They shall only be removed on the side of the proposed
driveway when the new driveway will be poured and then replaced. All protection fencing may be
removed when all heavy equipment and major construction is completed and landscaping is ready to
be installed.
h) Maintenance: During the hot summer months the tree shall be watered as needed until the sprinkler
system is installed and working.
i) Encroachment impacts:This project is expected to have a minimal to moderate impact on the short or
long term health of this tree and it is expected to survive in good health if the protection
recommendations are followed and adhered to.

ARBORIST DISCLOSURE STATEMENT

Arborists are tree specialists who use their education, knowledge, training and experience to examine
trees, recommend measures to enhance the beauty and health of trees, make recommendations to prevent
or minimize damage to trees during and after construction projects, and attempt to reduce the risk of
living near trees. Clients may choose to accept or disregard the recommendations of the arborist, or to
seek additional advice.
Arborists cannot detect every condition that could possibly lead to the structural failure of a tree. Trees
are living organisms that fail in ways we do not fully understand. Conditions are often hidden within
trees and below ground. Arborists cannot guarantee that a tree will be healthy or safe under all
circumstances, or for a specified period of time. Likewise, remedial treatments, like any medicine,
cannot be guaranteed.
Treatment, pruning and removal of trees may involve considerations beyond the scope of the arborist's
services such as property boundaries, property ownership, site lines, disputes between neighbors, and
other issues. Arborists cannot take such considerations into account unless complete and accurate
information is disclosed to the arborist. An arborist should then be expected to reasonably rely upon the
completeness and accuracy of the information provided.
Trees can be managed, but they cannot be controlled. To live near trees is to accept some degree of risk.
The only way to eliminate all risk associated with trees is to eliminate all trees.
