Ladies and Gentlemen:
This report presents results of our field density tests performed on the building pad of the
proposed residential condominiums at the subject site. Building pads were constructed for
foundation and slab support. Site conditions, field and laboratory test results, and post-grading
recommendations are presented as follows:
SITE CONDITION
Subject site is located on the south side of California Street at a relatively short distance east of
South 31d Avenue in the City of Arcadia, California. Topographically, the subject site is relatively
flat. Existing residence and associated structures were demolished prior to grading the building
pads. The building pads were cleared of any debris prior to grading the building pad.
Onsite loose and/or disturbed soils within the proposed building pad areas were excavated to a

considered suitable for the proposed development.
Prior to all backfill, EGL field personnel had checked excavated bottom receiving fills to ensure
clearance of non-acceptable debris. Onsite and import soils were used as fill materials. Onsite
soils consisted of olive brown silty sand (SM; Soil Type A). Import soils consisted of dark olive
brown silty sand (SM, Soil Type B)

LABORATORY TESTING
Laboratory maximum dry density and optimum moisture content for the onsite and import soils
were determined according to laboratory standard ASTM D-1557-12. The maximum density and
optimum moisture content for the import soils were provided by Associated Soils Engineering.
Following table presents the test results of representative soil samples collected from the subject
site:

FIELD DENSITY TEST
1. Field density tests were performed using the Nuclear Gauge Method (ASTM D-2922-01
and D-3017-01) and/or Sand Cone Method (ASTM D-1556-04). Field density test results
are presented below in Table II. Approximate locations of the tests are shown on the
enclosed Site Plan (Figure 1).

3. Onsite soils consisted of olive silty sand (SM; Soil Type A). Import soils consisted of dark
olive brown silty sand (SM, Soil Type B). Soil samples were verified to match with the
laboratory tested samples.
4. Compacted fill is considered adequate for its intended use.
POST-GRADING RECOMMENDATIONS
1 All utility backfill should be brought to near optimum moisture content and then compacted to
obtain a minimum relative compaction of 90 percent of the laboratory standard.
2. Soils generated from footing excavations should be compacted to 90 percent minimum
relative compaction, whether it is to be placed in landscape areas or within areas to be
improved. This material must not alter positive drainage patterns away from the structural
areas.
3. Footings should be founded into compacted fill material. EGL should inspect the footing
excavations prior to placing steel or pouring concrete.
4. All trench excavations should conform to CAL-OSHA and local safety codes.
REGULATORY COMPLIANCE
Cuts, fills or processing of original ground under the purview of this report have been completed
under the observation of and with selective testing by EGL, and are found to be in compliance
with the Grading Code of the City of Arcadia, California. EGL's findings were made and
recommendations prepared in conformance with generally accepted professional engineering
practices and no warranty is expressed or implied. This report is subject to review by the
controlling authorities for this project.

The National Pollutant Discharge Elimination System (NPDES) is the portion of the Clean Water Act that applies to the
protection of receiving waters. Under permits from the Los Angeles Regional Water Quality Control Board (RWQCB),
certain activities are subject to RWQCB enforcement. To meet the requirements of the Los Angeles County Municipal
Separate Storm Sewer System (MS4) Permit (R4-2012-0175), minimum requirements for sediment control, erosion
control and construction activities must be implemented on each project site. Minimum requirements include:
• EROSION: Erosion from slopes and channels shall be controlled by implementing an effective combination of BMPs,
such as the limiting of grading activities during the wet season; inspecting graded areas during rain events; planting
and maintenance of vegetation on slopes; and covering erosion susceptible slopes.
• SEDIMENT CONTROL: Eroded sediments from areas disturbed by construction and from stockpiles of soil shall be
retained on site to minimize sediment transport from the site to streets, drainage facilities and/or adjacent properties
via runoff, vehicle tracking or wind.
• CONSTRUCTION MATERIALS CONTROL: Construction related materials, wastes, spills or residues shall be
retained on site to minimize transport from the site to streets, drainage facilities or adjoining properties by wind or
runoff. Runoff from equipment and vehicle washing shall be contained at construction sites unless treated to remove
sediment and pollutants.
• NON-STORM WATER RUNOFF: Non-stormwater runoff from equipment and vehicle washing and any other activity
shall be contained at the project site.
• EROSION AND SEDIMENT CONTROL PLAN (ESCP): Required for projects one acre or more. The ESCP must be
developed and certified by a Qualified SWPPP Developer (QSD).
• HILLSIDE: Construction upon slopes 25% or more requires the implementation of additional BMPs to protect slopes
and prevent erosion and sediment runoff.
Minimum BMPs include:(1)Soil piles must be covered with tarps or plastic,(2) leaking equipment must be repaired immediately,(3)refueling must be
conducted away from catch basins, (4)catch basins must be protected when working nearby, (5) vacuum all concrete saw cutting, (6) never wash
concrete waste into the street,(7)keep the site clean,sweep the gutters at the end of each working day and keep a trash receptacle on site.

1. Minimize impacts from stormwater runoff on the biological integrity of Natural Drainage Systems and water bodies in

with a system designed to ensure that qualified personnel properly gathered/evaluated the information submitted.
Post Construction / Maintenance Certification
As the responsible party, I certify that the proposed BMPs will be implemented, monitored and maintained to ensure their continued
effectiveness. In the event of a property transfer,the new owner/lessee will be notified of the BMPs in use at this site and I will include
written conditions in the sales or lease agreement, which requires the new owner(or lessee)to assume responsibility for maintenance
and conduct a maintenance inspection at least once a year. The information contained herein is, to the best of my knowledge and

Summary
Mr. Tong,
You have retained my consulting arborist services to provide a tree inventory and protection plan for the
property described as 314 California St Arcadia,CA 91006. You are in the planning process of demolishing the
existing single family home and redeveloping the property with a new 5 unit condominium.
The proposed demolition and construction is expected to have moderate to minimal to impact to the protected
trees that will remain due to the distance of excavations,trenches,and footings to the tree trunks. A complete tree
protection plan will be included to protect above and below ground tree parts from physical damage,soil
compaction,and chemical damage.
Background and assignment
Mr. Tong has requested that I provide the following arboricultural services.
1) Identify all trees on the property and label them on the architectural drawings as provided to the
arborist by Mr. Robert Tong.
2) Evaluate the current health of the trees and possible impacts of the proposed construction based
on the provided site plan and make recommendations.
3) Provide a tree protection plan that will help ensure the short and long term health of the trees that
will remain during and after construction activities are completed.
The following report is based on my site visit on June 25, 2019 and my analysis of the trees, site plan,
and surrounding landscape. For the purpose of this report I will address these trees as Trees# 1 thru 13.

A one story single family home currently exists on this property located 314 California St Arcadia,CA 91006.
1) There are 11 total trees on the subject project property and two off-site trees that will be inventoried and
protected due to their proximity to the property line.
2) There are 8 trees proposed to be removed 3 of which qualify for protection per the City of Arcadia Tree
Protection Ordinance.The remaining trees will be protected per the tree protection plan contained in this

Protected Tree Removal Analysis:
Tree#2 Southern magnolia:
This Magnolia tree would not be expected to survive at the proposed distance to Unit#2. The proposed distance
of the tree trunk to the Unit# 1 is 2.9 ft.; the diameter of the tree is 17 inches,the proposed distance of the tree
trunk to the building makes it 2 times the diameter of the tree trunk. At this distance and because this species of
tree does not tolerate root loss well this close to the trunk it is my opinion that the tree would not survive the
excavations and would soon die or fail due to root loss.
Tree#2 Southern magnolia Mitigation:
Based on the provided site plan and the close proximity of the tree trunk to the proposed Unit# 1 there are no
reasonable mitigation measures that will preserve this tree in good health or prevent it from declining into an

Tree#3 Chinese elm:
This Chinese elm tree would not be expected to survive in good health at the proposed distance to Unit# 1.The
proposed distance of the tree trunk to the Unit# 1 is 10 ft.the diameter of the tree is 24 inches,the proposed
distance of the tree trunk to the building makes it 5 times the diameter of the tree trunk. At this distance and
because there will be further encroachment by the two walkways and the loss of 40 to 50 percent of its canopy for
structural clearance removal is recommended.
. Tree#3 Chinese elm:
Based on the provided site plan and the close proximity of the tree trunk to the proposed Unit# 1 there are no
reasonable mitigation measures that will preserve this tree in good health or prevent it from declining into an
unhealthy and hazardous tree. It is my opinion based on the site plan that this tree be removed and replaced
with three 36 inch box trees. The replacement trees shall be shown on the landscape plan per City of
Arcadia requirements.
Tree#6 Olive:
This Olive tree would not be expected to survive at the proposed distance to Unit#2. The tree trunk sits directly
on the footprint of the north wall of this unit and major roots and part of the tree trunk would have to be destroyed
to accomplish construction of this unit. At this distance and because this species of tree does not tolerate root and
trunk damage well this close to the trunk it is my opinion that the tree would not survive the excavations and
would soon die or fail due to root loss.
Tree#6 Olive Mitigation:
Based on the provided site plan and the close proximity of the tree trunk to the proposed Unit#2 there are no
reasonable mitigation measures that will preserve this tree in good health or prevent it from declining into an
unhealthy and hazardous tree. It is my opinion based on the site plan that this tree be removed and replaced
with four 36 inch box trees. The replacement trees shall be shown on the landscape plan per City of

Note: Section 9702.01.030(B)of the Arcadia Municipal Code requires that all of the following
questions be answered in detail to explain why the Protect tree(s)need to be removed
1. Why is it necessary to remove the tree(s)?
1These two trees identified as Tree#3 Chinese elm and Tree#6 Olive.The reason that removal is
requested is because if are preserved it will significantly affect the development by having to move
ithe structures approximately 20 ft. south away from the tree trunks to allow for root preservation and
branch ing space.
!a) Tree#2 Southern magnolia is located only 2.9 ft from the proposed structure and would not be
;expected to survive and in the future would push against the proposed structure if it were to survive
'and thrive.
b)Tree#3 Chinese elm is located 5 times the diameter of the tree trunk but the proposed walkways,I
proposed structure,and approximately half of its canopy would have to be removed for structural
clearance.
c)Tree#6 Olive sits directly on the footprint of the proposed structure and it is not possible to build
without destroying the tree trunk and all major roots on thge side of the structure.
2. Why is removal of the tree(s)more desirable than an alternative project design?
This is a high density residential development,and the two trees are on the line of the buildable
area. Rather than severely damage these two trees it is preferable to plant replacement trees in a
location that will best serve the aesthetic appearance of the proposed development and enhance the
:neighborhood and community in a location where they can thrive in good health. 1
3. What mitigation measures are included in the project to compensate for the loss of
the protected tree(s)?
Ten 36 inch box trees are proposed as mitigation for the loss of the above trees.One Olive tree,
three Forest pansy trees, and six Sweet bay trees all 36 inch box trees are shown on the attached
landscape plan.

FILING REQUIREMENTS
In order for this application to be processed without any delay, the application must include all of the
following materials.To ensure that your application package is complete,please check-off the boxes next
to the required application materials.
❑ Completed application form
O An Ownership Disclosure is required if the property is owned by a corporation, partnership,
trust, or non-profit. The disclosure must reveal the agent for service of process or an officer
of the ownership entity. The disclosure must list the names and addresses of all the owners
and you must attach a copy of the current corporate articles,partnership agreement,trust,or
non-profit document,as applicable.
O Filing Fee
❑ One(1)PDF and one(1)hard copy of a report completed by independent Certified Arborist'.
The report must include an evaluation and determination on the condition/health of the
Protected tree(s)proposed to be removed. Alternatives to the removal, mitigation measures,
and recommendations for replacement tree(s)should also be incorporated if warranted. The
application will not be accepted without the Arborist's report.
The Arborist must be certified by the International Society of Arboriculture. A list of local
Certified Arborists is available from Planning Services.
O Photographs of the subject tree(s)
❑ Two (2) scaled site plans (11" x 17" maximum size) and a PDF version that shows the
following:
O The entire subject property identifying the species of all the Protected trees with
their diameters and circumferences at a height of approximately 54 inches above
the root crown.
O All existing and proposed improvements, and all Protected trees on the property
with their driplines/canopy edges accurately depicted.
❑ A 300 foot radius map and a mailing list in an Excel format and one set of labels. The mailing
list must be in an Excel format and saved on a CD or flash drive. Each lot must be
consecutively numbered to correspond to the property owners list, map and Excel
spreadsheet.
The spreadsheet must identify the following fields: 1)Assessor's Parcel Number; 2) Property
Owner's Name; 3)Mailing Address;4)City, State, and Zip Code. Each column heading must
be in the same order as listed above.
The names and addresses of current property owners may be obtained at the Los Angeles
County Assessor's office.
Alternatively, applicants may retain the services of a mapping consultant to generate the
radius map, labels and electronic address list on an Excel spreadsheet on their behalf.A list of
local mapping consultants may be obtained at the Planning Services offices.
❑ A separate label sheet, providing 3 labels each for the property owner, applicant, architect,
contractor, and anyone else with an interest in the project that is to be contacted/copied with
any relevant correspondence.
O If the subject property is within a City-designated Homeowners Association area, the plans
submitted for this application must be stamped "Approved" by the respective Architectural
Review Board and their findings indicating their action with respect to the proposed project
and Protected tree removal must accompany this application.
Alternatively,if the proposed development is only subject to a Short Review from the City-designated
Homeowners Association, then a copy of the approved Short Review application must accompany
this application.
