Longden Avenue Arcadia, CA 91007 SUBJECT:ROUGH GRADING OBSERVATIONS AND FIELD DENSITY TESTING Proposed Two-Story Residential Building with Detached Garages, Pool,Sport Court, Patio,and Driveway Area Primary Structural Fills 618 W. Longden Avenue, Arcadia, CA 91007 Gentleman: Per your request, MTC Engineering, Inc. (MTC) has performed grading observations and soil density tests for the removal and re-compaction of the subgrade soils at the areas for the proposed two-story residential buildings with detached garages,pool, sport court, patio, and driveway at the subject site. The observations and tests were required in order to comply with the recommendations of the soils report prepared by MTC, dated March 16, 2018, the City approved plans, project specifications, and the City grading ordinances. SITE CONDITIONS AND PURPOSE OF GRADING The subject property is located at 618 W. Longden Avenue, Arcadia, CA 91007. The purpose of this grading is to prepare competent sub-grades for the proposed two-story residential building with detached garages, pool, sport court, patio, and driveway. The areas of proposed residential building, garages, and pool were over-excavated to approximate 6 feet below the pre-existing grade; and the areas of over- excavation for residential building and garages were laterally extended to approximate 3 to 4 feet beyond outlines of building footprints. The depths of the compacted fills are approximately 6.0 feet at the areas of the proposed residential building and garages. The areas of sport court and patio were over-excavated to 2 feet below the pre-existing grade; and the areas of the over-excavation were laterally extended to 2 feet beyond the outlines of proposed sport court and patio. The area of the proposed driveway was over- excavated to approximate 2 feet below the pre-existing grade as recommended in the soils report; and the over-excavated area is anticipated to be backfilled with soils from the footing trenching and/or imported soils. The grading limits and locations of the compaction test are shown on Figure 1. GRADING PROCEDURES In general, the grading was performed as follows: a) The site was first stripped of fill soils, unsuitable soils, and other deleterious materials. 02/05/2019 PROJECT No. 1533-1-11 b) The bottoms to receive fills at the areas of the proposed residential building and garages were excavated to dense native soils and approved by a representative of this office. The earth materials exposed on the bottoms consisted of light brown to brown silty fine to medium sand, which were scarified and compacted to meet the project specifications prior to fill placement. c) 975 truck loader, excavator, and water hose were used for the excavation and compaction. Onsite and imported soils were used for compacted fills and all fill soils were spread in 6 to 8-inch lift, moistened to near the optimum moisture contents, compacted, and tested in no more than two-foot intervals to the finished grades. SPECIFICATION AND TEST RESULTS Onsite and import soils used in compacted fills are classified and tabulated in Table 1. Import soils consisted of brown silty sand with gravel, which are approved by a representative of MTC. The specified minimum degree of compaction is 90 percent of the maximum dry density per current ASTM Standard D 1557. Field density tests were performed in accordance with the current ASTM Standards D 1556 (sand cone) and D 6938 (nuclear gauge).The test results are tabulated in Table 2. The test locations are shown on Figure 1. As indicted in Table 2, "SC" represents the Sand Cone test; and "NG" represents the Nuclear Gauge test. Wherever field density tests failed, the soils were scarified, re-mixed to near optimum moisture, and re-compacted to obtain the required density. CONCLUSIONS AND RECOMMENDATIONS The compacted fills reported herein have been properly placed and compacted for primary structural fills for the proposed development. The earthwork inspected and approved by MTC herewith was performed in accordance with the City approved geotechnical engineering report prepared by MTC, the applicable provisions of the City Building Code, and the current California Building Code. The grading observations and testing and recommendations for the design and construction of the project are summarized in the following. • The observation and test results indicate that the removal and compaction of the subgrade soils at the areas of the proposed residential building, garages, sport court, and patio were accomplished in accordance with project specifications, recommendations of MTC and the City grading ordinances. • Footings can be designed for an allowable net bearing pressure of 2000 pounds per square foot (psf) for the proposed two-story building and garages. Continuous footings of the proposed two-story building should be designed for a minimum of 18 inches in width and embedded a minimum of 18 inches into compacted fill soils. Continuous footing of proposed garages should be designed for a minimum of 12 inches in width and embedded a minimum of 12 inches into compacted fill. Pad footing should be designed for a minimum of 24 inches square and embedded a minimum of 24 inches into compacted fill and connected with grade beams of a minimum of 12 inches by 12 inches at top, both ways (if applicable).The bearing capacity may be increased by one third when considering short duration wind or seismic loads. 2 MTC Engineering, Inc. 5924 Temple City Boulevard, City of Temple City, CA 91780 / 888-MTC-ENGR 02/05/2019 PROJECT NO. 1533-1-11 • A friction coefficient of 0.3 and a lateral bearing of 300 pounds per square foot (psf) per foot of depth, to a maximum of 3000 psf, can be used to resist lateral loads. When combining passive earth pressure and frictional resistance, the passive earth pressure can be combined without deduction. • All footings should be reinforced with a minimum of two No. 4 rebars near the top and two No. 4 rebars near the bottom. • To ensure that loose soils are completely removed and footing embedment meets the requirement and design, the inspections for footing excavation should be conducted and approved by a representative of MTC prior to placing rebars and pouring concrete. • Foundations designed and installed in accordance with the recommendations outlined in this report are anticipated to undergo a total settlement of less than one inch. Differential settlement between adjacent columns will be less than 1/2 inch. A main portion of the settlement may occur during construction. • Final grading should provide a positive drainage to divert surface water away from the foundation areas in compliance with the local jurisdiction's grading requirements. All pads drainage should be collected and diverted away from the proposed buildings in non-erosive devices. Roof gutter should be provided to collect runoff water and divert to down spouts leading down to the ground surface and discharge off-site. Planters adjacent to buildings or slope should be designed with concrete bottom and sub-drains leading away from the building or slope area. Proper subsurface drainage should be provided to divert runoff water away from the foundation areas. All underground plumbing fixtures should be absolutely leaked free. Proper drainage should also be provided to divert surface water away from the building pad area during construction. This is especially important when construction takes place during the rainy season. Please note: Grading for the proposed driveway area is approximately two feet below the finish grade. Approximate 24 inches of surficial soils were borrowed from the aforementioned area to complete the grading for the proposed building pads. The area of the proposed driveway shall be backfilled with soils excavated from the footing excavation and imported soils as necessary. Prior to backfilling the bottom of excavation should be compacted and approved by a representative of MTC. All man-made fill must be placed on the approved surface/bottom and compacted to a minimum of 90 percent of the dry density per ASTM D-1557. It is the responsibility of the general contractor or owner to inform the Project Geotechnical Consultant to test and approve the earthwork for backfilling the aforementioned borrow area. Crossing,rubbing limbs and branches are visible in the tree's crown. It is dormant. The tree appears to be in very poor health and condition. Rating: D- General Observations The subject property is situated in a single family home residential neighborhood in the City of Arcadia. The subject property appears abandoned and in poor condition. The trees on the site for the most part appear to be over-grown and not cared for or maintained for a very long time. The nearby homes in the neighborhood are generally landscaped and well maintained. The proposed project involves the demolition and removal of the existing house and garage in order to construct a new single family home. The plan as proposed will require the removal of the following trees: Tree#2, Tree#3, Tree#4,Tree#5,Tree fter #6, Tree#8 and Tree#10. Tree#10 is dead. Tree#4 measures 12 inches at D.B.H. and therefore it is just under the size limit established for protected trees. In order to cut down and remove the protected trees identified here it will be necessary for you to fill-out and submit a tree removal permit application to the Community Development Division. The proposed improvements in the back yard will require the pruning and raising of the low- growing crowns of Tree#7,Tree#9 and Tree#11. The following tree protection mitigation measures outlined in the Recommendation Section must be complied with in order to insure that the remaining trees will be preserved and will survive. Recommendation Based upon my inspection of the subject trees and property I would recommend that the following mitigation measures be followed in order to minimize impact and improve the overall health and vigor of the trees to be preserved: 1) Prior to any demolition or construction activity a temporary tree protection fence should be installed at the drip line of the trees to be preserved. The tree protection fence should consist of a series of chain-link free standing T-Panel fencing. Orange plastic safety fencing should be zip-tied to the fence for added visibility. Arborists and Environmental Consultants Page 4 4 McKinley & Associates (818) 240-1358 Recommendation-Continued 2) The excavation for the proposed new swimming pool must not encroach closer than 3 times the trunk diameter which is the minimum accepted encroachment on one side of a tree which is the ANSI A-300 Root Pruning Standard. 3) Prohibit dumping of excess soil,concrete,mortar, cement and other building materials within the fenced tree protection areas. 4) Prohibit storage of vehicles or equipment within the fenced tree protection areas to avoid soil compaction and soil contamination. 5) Perform tree pruning within the subject property to raise the tree crowns and to remove branch stubs,dead, diseased and declining foliage and branches. 6) Pruning of tree branches and limbs should be performed by a State Licensed Tree Contractor and all pruning must conform to ANSI A-300 Pruning Standards. 7) Prune ripped, torn or otherwise damaged exposed root ends back to the edge of all excavation areas. The root ends should be pruned with a clean, sharp pruning tool to produce clean, flat cuts near the side of excavation areas. 8) Cover the exposed root ends with burlap or cloth and water and wet the covered root area twice per day; in the morning and at the end of the work shift to keep the root ends moist until backfill can occur. 9) Soil used for backfill operation should be clean and free of construction debris in order to insure that the root zone of each tree is not contaminated. 10)An I.S.A. Certified Arborist should be hired to inspect,supervise and monitor construction activity near the trees throughout the construction period. Summary/Conclusion In conclusion, it is my professional opinion that the majority of the trees on the subject property have not been cared for and are in below average health and condition. The proposed single-family home, garage, swimming pool, fire pit, sport court, covered patio and planters occupy most of the available land including the areas where the majority of the existing trees reside. It is not possible to preserve the majority of the existing trees without substantially reducing the size of the proposed new home and eliminating many of the planned improvements on the subject property. The T-Panel,chain-link fencing will require moving and adjusting at some point during the project in order to accommodate the proposed improvements in the back yard. Tree branches must be pruned and the crowns raised in order to provide adequate clearance in the back yard.An I.S.A. Certified Arborist should be hired to oversee all work within the drip line of trees to be preserved. Limitations Information contained in this report covers only those items that were examined and reflects the condition of those items at the time of inspection. The inspection was limited to visual examination of the accessible areas. Arboriculture is not an exact science and there is much that is still to be learned about trees. Observations and recommendations provided in this report reflect the latest research, knowledge and training available through university and professional research. There is no warranty or guarantee, expressed or implied, that problems or deficiencies of the tree or property in question may not arise in the future.
