Re:Arborist Follow-up Report
Dear Mr.Niu,
Thank you for asking me to re-inspect your Coastal Live Oak tree and provide an arborist report for
the development of your property.The last report I provided for you was two years ago as you were
going to demo and re-build a new house to include a larger dwelling and a detached garage in a
different location.This follow-up report is to provide an analysis of the existing Oak tree after the
construction and to inspect the tree as there was construction in and around the tree.
Background
The Oak tree in the backyard was the focal point of the construction issue as the City of Arcadia does
not allow encroachment under a protected Oak tree.According to the City of Arcadia,the Municipal
Code has a section on Tree Preservation for protected trees. The tree located in your backyard that
falls into this category is a Quercus agrifolia or Coastal Live Oak tree.This section of the Municipal
Code that pertains to the Oak tree is in Chapter 7,subsection 9701.01.010 through 9703.01.020 and
states"A tree permit shall be obtained prior to any encroachment into the protected zone of any
protected tree".
The previous report gave you and the City 3 options to choose from and the agreement was to utilize
option 2. Option 2 was the best option as little or no roots would be impacted as permeable pavers
would be used to make up the driveway with a concrete border. Pavers are the best option as it allows
an exchange of air and water to the roots below.This exchange can occur as the pavers are placed on
a bed of sand that sit over the top of the root system.Pavers also have a long life expectancy,are
environmentally friendly,and are non-slip by nature and easy to replace,plus the added benefit that
they are very attractive.
Observations
My inspection took place on 6-10-2021 at 1 pm.The temperature was 82 degrees and there was very little
wind.The construction that is near completion regarding the dwelling is at the edge of the"Tree
Protection Zone"or TPZ.The TPZ is an established line that is equal to the outer perimeter of the tree's
branches.The International Society of Arboriculture(ISA)has long recognized this area as the area
around a tree that should not be encroached upon.

As the old garage was removed(it was placed directly underneath the canopy of the tree)the new
driveway was to be built on the same footprint of the old garage floor.The new garage is built west of the
driveway and just outside the perimeter of the TPZ.See photos.
The new dwelling that was built also remains at the perimeter of the TPZ.I would like to note that it
doesn't appear that the tree's outer branches were pruned to accommodate the protected area underneath
the tree.There exists two to three small branches that have been damaged from the Oak tree but nothing
of significance.
The Coastal Live Oak in question has changed very little since first reporting on it.The health and
vigor are still good,the color of the canopy is still vibrant and green.There are no outward
appearances of stress from the construction.As stated previously,both the construction of the new
garage and the new dwelling are at the edge of the dripline and there was very little encroachment
into the Tree Protection Zone(TPZ). There is one small mark on the trunk at about the 6 foot level
but is cosmetic only as the depth of the mark is about one half inch.
Recommendations
I recommend that the tree be pruned back slightly in September or late Fall.The outer branches have
grown over the neighbor's fence on the East side and is rubbing against the house.Additionally,the
branches are low and probably interfere with pedestrian movement with the neighbor.Furthermore,
there are small dead branches that are hanging in the tree and should be pruned out. At the point in
time of pruning,some of the branches that may interfere with the house and garage could be pruned
as well.
As a precaution,the tree should be inspected by the City of Arcadia every 6 months to a year.As
California is entering a fifth year of drought conditions,it should be considered to give this tree extra
watering during the cooler season once or twice a month.As these pavers are permeable,care should
be used in keeping the pavers clean. Power washing with cold or warm water only. Washing the
pavers with as little or no chemical additive should be the protocol moving forward as any chemical
used will leach down into the root system.
Conclusion
As this project began in July of 2019,the tree has not gone through any ill effects from the
construction that I have observed. I have inspected the health of the tree numerous times for the last
23 months and have not noticed a downturn in health or vigor.The placement of permeable pavers
was the right application and I hope to see more of this throughout the City and Southern California
as well. I believe that the use of pavers will help this tree live a long and healthy life. It is my belief
that the construction was completed without causing any undue harm to the Oak tree in question. See

This report presents results of our field density tests performed on the proposed building pads at
the subject site. The site conditions, field and laboratory test results, and post-grading
recommendations are presented as follows:
SITE CONDITION
This report presents result of our field density tests performed on the proposed building pad. The
building pads are depicted on the attached Site Plan (Figure 1) were excavated to a minimum
depth of four feet below the final pad grade and four feet horizontally beyond the building
footprint. The loose and/or disturbed soils were removed and exposed competent natural soil
within the building pad area.
FIELD DENSITY TEST
1. Field density test was performed using the Nuclear Gauge Method (ASTM D-6938-10) and/or
Sand Cone Method (ASTM D-1556-07). The field density test results are presented in Table I.
Approximate locations of the test are shown on the enclosed Site Plan (Figure 1).
2. Field density tests were performed at random locations to check compaction effort provided
by the contractor. The test results exceeded minimum required relative compaction of 90
percent. The test results herein are considered representative of the compacted area.
LABORATORY TESTING
The laboratory maximum dry density and optimum moisture content for the onsite and import
soils were determined according to laboratory standard ASTM D-1557-12. The following table
presents the test result of representative soil samples collected from the subject site:

POST-GRADING RECOMMENDATIONS
1. All utility backfill should be brought to near optimum moisture content and then compacted to
obtain a minimum relative compaction of 90 percent of the laboratory standard.
2. Soils generated from footing excavations to be used on onsite should be compacted to 90
percent minimum relative compaction, whether it is to be placed in landscape areas or within
areas to be improved. This material must not alter positive drainage patterns away from the
structural areas.
3. All trench excavations should conform to CAL-OSHA and local safety codes.
REGULATORY COMPLIANCE
The field compaction tests were performed in accordance to the American Society for Testing and
Materials (ASTM) standard procedures. The test results would not indicate the conditions of the
subsurface materials underlying the fills. The engineering performance of the underlying materials
and other materials are therefore not included in this report.
Our field observation and soil tests were conducted in conformance with generally accepted
professional engineering practices, and no further warranty is implied nor made. This report is
subjected to review by the controlling authorities of this project.
