TO THE SUPERINTENDENT OF BUILDING:
I hereby certify that I have personally inspected and tested the compacted earth
backfilling process on previously demolished swimming pool excavation with off-site
mixture soil on subject site. Based on those consecutive inspections and testing, it
is my opinion that backfill was placed and compacted in conformity with the
requirements of Arcadia, City Municipal Code and applicable California Building
Code.
SOIL COMPACTION REPORT
FDC & Associates was retained by Wonderful Pools and Spas, License Contractor,
to prepare a Soil Compaction Report as requested by Building and Safety Division
of City of Arcadia.
As per California Building Code 2019 Sections 1802.2, a compaction report is
required in order to document and approve all construction as it pertains to soils
and geology.
Submitted here with is a compaction report of existing swimming pool demolition
and backfilling compaction with imported soil mixture at the subject property
location. In situ field density test results are presented in Appendix A. The
approximate locations of field density tests are shown on the Enclosure 4.
DISCUSSION
The purpose of this report to inspect and approve the backfill process with respects
to soils and geology of previously demolished underground swimming pool
performed under the purview of City of Arcadia Inspectors, and with the approval of
a responsible soils engineering consultant.Therefore, this report represents
inspections and testing performed for the duration of grading operations. This report
includes the in situ testing of compacted fill and representative samples. The
backfill was probed, the soil was sampled and field tested to correlate field
densities.

PURPOSE OF FILL
The purpose of the engineered backfilling process and consecutive lifts to sub
grade elevation is to provide secondary structural support for concrete flat work and
landscape.
The in-situ compaction testing consisted of test the engineered backfilling process
from the bottom of shell left in place and consecutive lifts to the finish grade
elevations as per City's requirements to the building permit.
BOTTOM OF SWIMMING POOL
The bottom of excavation (shell was preiously removed) was observed and
approved by the soils engineer prior to place the compacted fill and after City's
Inspector bottom approval.
SUBDRAINS PIPES
No Sub-drains was inspected by FDC Inspector.
WATERPROOFFING
No water proof material installation was observed by FDC Inspector.
REGULATORY COMPLIANCE
All cuts, fills and processing of the existing ground under the purview of this report
have been completed under the inspection and with selective testing by FDC &
Associates Corporation, and are found to be in compliance with City and
California Building Code.
The completed work has been reviewed and is considered adequate for the
construction now in place. Our findings and recommendations are prepared in
Conformance with generally accepted engineering practices. No further warranties
are implied or made.
This report is subject to review by the controlling authorities for this project. This
opportunity to have been of service is sincerely appreciated. If there are any

IN-SITU TESTING PROCEDURES FOR BACKFILL
Back fill consisted of off-site material mixture of fine to coarse Silty Sands. In-Place
Density Tests, were made in accordance with ASTM: D 2992-91 This soil test was
performed using the HS-5001 EZ (Moisture-Density Gauge) in accordance with
ASTM 1556-07 (Standard Test Method for Density and Unit Weight of Soil in Place
by The Sand Cone Method), ASTM D 1557 Standard Test Methods for Laboratory
Compaction Characteristics of Soil Using Modified Effort, ASTM D 6938-10
Standard Test Method for In-Place Density and Water Content of Soil and Soil-
Aggregate by Nuclear Methods (Shallow Depth) and with the ASTM: D 3017-05
(Standard Test Method for Water content of Soil and Rock in Place by Nuclear
Methods).
FILL PLACEMENT
Based on our observations approved off-site soils mixture were used to construct
the backfilling, the imported soil consisted of clean light brown silty sands mixture
were placed on layers ranging from 6" to 8" inches, brought to optimum moisture
content and compacted to a minimum of 90 % of laboratory maximum density.
A Nuclear gauge was used to control the soils moisture content and density, please
see results on Appendix A.
The backfilling and re-compaction process was performed using a Bob-Cat Wheel
Loader until the pad elevations for the proposed grading were achieved. Backfilling
process dates from 8/30/21 to 9/03/21 .
CONCLUSIONS
This office certifies that the performed testing at the locations and elevations of
consecutive lifts every two (2) feet to the top of backfilling and found compacted at
least at 90 % of the maximum density obtained from Proctor Standard Laboratory
Test.
