SUBJECT: ACCEPT ALL WORK PERFORMED BY VASILJ, INC. FOR THE
MISCELLANEOUS SEWER MAIN REPAIR PROJECT AS COMPLETE
Recommendation: Approve
SUMMARY
On March 2, 2021, the City Council approved a contract with Vasilj, Inc. in the amount of
$69,000 for the Miscellaneous Sewer Main Repair Project. The terms and conditions of
this project have been complied with and the work has been performed to the satisfaction
of the Project Manager for a total project cost of $69,000.
It is recommended that the City Council accept all work performed by Vasilj, Inc. for the
Miscellaneous Sewer Main Repair Project as complete, and authorize the final payment
to be made in accordance with the contract documents, subject to the retention of $3,450.
BACKGROUND
In 2006, the State Water Resources Control Board (“SWRCB”) adopted the Waste
Discharge Requirement Program for all public owned sanitary sewer collection systems
in California with more than one mile of sewer pipeline. Under this program, the City is
required to prepare and implement a Sewer System Management Plan (“SSMP”). The
SSMP identifies routine and preventative operation and maintenance activities and
preventative maintenance actions such as regular visual and CCTV inspections of
manholes and sewer pipes. CCTV inspections provide evidence of the cleaning and
maintenance that is performed as part of the SSMP as well as a record of the condition
of the sewer mains and identification of deficiencies or sections requiring repair. Results
of these inspections are reviewed and used to prioritize and prepare projects to repair
damaged sewer pipe segments.

DISCUSSION
On March 2, 2021, the City Council approved a contract with Vasilj, Inc. for the
Miscellaneous Sewer Main Repair Project. The work performed included repairing the
sewer main on Highland Vista Drive, Burnell Oaks Lane, Oakdale Lane, and Lorena
Avenue. In addition, four damaged manholes at the following locations were repaired:
• Highland Oaks Drive;
• Oakdale Lane;
• Los Angeles County Arboretum; and
• Parking lot of the Church of Jesus Christ of Latter-day Saints.
The terms and conditions of this contract have been complied with and the work has been
performed to the satisfaction of the Project Manager. Vasilj, Inc. completed the work as
defined by the City’s specifications in an efficient and timely manner.
FISCAL IMPACT
Funds in the amount of $100,000 were budgeted in the Fiscal Year 2020-21 Capital
Improvement Program for the Miscellaneous Sewer Main Repair Project. The total cost
for this project is $69,000.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Vasilj, Inc. for the
Miscellaneous Sewer Main Repair Project as complete, and authorize the final payment
to be made in accordance with the contract documents, subject to the retention of $3,450.
