BACKGROUND In 2006, the State Water Resources Control Board (“SWRCB”) adopted the Waste Discharge Requirement Program for all public owned sanitary sewer collection systems in California with more than one mile of sewer pipeline. Under this program, the City is required to prepare and implement a Sewer System Management Plan (“SSMP”). The SSMP identifies routine and preventative operation and maintenance activities and preventative maintenance actions such as regular visual and CCTV inspections of manholes and sewer pipes. CCTV inspections provide evidence of the cleaning and maintenance that is performed as part of the SSMP as well as a record of the condition of the sewer mains and identification of deficiencies or sections requiring repair. Results of these inspections are reviewed and used to prioritize and prepare projects to repair damaged sewer pipe segments.
