FOR HUNTINGTON DRIVE REHABILITATION IMPROVEMENTS FROM SANTA CLARA STREET TO FIFTH AVENUE AND THE 2019 MISCELLANEOUS ARTERIAL REHABILITATION AS COMPLETE Recommendation: Approve SUMMARY On August 4, 2020, the City Council awarded a contract to Hardy & Harper, Inc. in the amount of $1,796,000, plus a 10% contingency for the rehabilitation of Huntington Drive between Santa Clara Street and Fifth Avenue and the 2019 Miscellaneous Arterial Rehabilitation. There were six (6) change orders that increased the contract by $71,966.65. The terms and conditions of this project have been complied with, and the required work has been performed to the City’s satisfaction, for a final cost of $1,867,966.65. It is recommended that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract. BACKGROUND This project was the combination of two separate projects in the City’s Capital Improvement Program: the Arterial Pavement Rehabilitation of Huntington Drive between Santa Clara Street and Fifth Avenue, and the 2019 Miscellaneous Arterial Rehabilitation. The Miscellaneous Arterial Rehabilitation included the following streets: • Santa Anita Avenue between Santa Clara Street and Huntington Drive • Santa Clara Street between Santa Anita Avenue and Huntington Drive • Duarte Road between Santa Anita Avenue and First Avenue Huntington Drive Traffic Signal Improvements September 21, 2021 Page 2 of 3 All streets had Pavement Condition index (“PCI”) ratings below 60, with the City’s goal of maintaining a PCI rating of 65 or greater for all arterial streets. The rehabilitation included removing and replacing isolated sections of pavement and grinding and resurfacing the entire street with 2-inches of new asphalt. The project also included tree removal, sidewalk, driveway, curb and gutter repairs, drainage improvements, additional electrical conduit installation for future street center median decorations, and the removal of the decorative crosswalk at Morlan Place. The City contracted with Kreuzer Consulting Group (“KCG”) for the project design services. With regard to the work in the medians, the City’s Downtown Arcadia Improvement Association participated in the design process for the electrical conduit, and they will take responsibility for completing the electrical services to the medians on Huntington Drive between Santa Anita Avenue and Second Avenue in the future. The City will be responsible for the electrical services to the medians between Santa Clara Street and Santa Anita Avenue. The project was advertised for bids in June 2020, and bids were opened on June 30, 2020, with Hardy and Harper, Inc. as the qualifying low bidder. A contract in the amount of $1,796,000, plus a 10% contingency, was awarded by the City Council on August 4, 2020. DISCUSSION All elements of project construction were completed within budget. Due to a delay in production and delivery of materials caused by COVID-19, as well as installation delays by SCE, the project was not completed until August 2021. There were six (6) change orders for a total of $71,966.65. The following is a summary of the change orders: Change Order #1 (repair street lighting) $1,832.25 Change Order #2 (repair crosswalk) $8,400.00 Change Order #3 (repair catch basin covers) $12,800.00 Change Order #4 (replace decorative pavers) $28,500.00 Change Order #5 (repair additional traffic loops) $10,587.15 Change Order #6 (adjustment of quantities) $9,847.25 Total = $71,966.65 The first change order was to repair damaged street light conduit. The unmarked conduit was hit by the contractor while excavating for the storm drain installation. The second change order was for widening a crosswalk outside the scope of the project. The crosswalk had a narrow crossing between raised medians that caused debris to accumulate and made travel difficult for persons with disabilities. The third change order was required for installing and ultimately repairing concrete catch basin covers. The catch basin covers were inadvertently left out of the original scope of work. The fourth change order was for replacing decorative pavers at the two mid-clock crosswalks. With the Huntington Drive Traffic Signal Improvements September 21, 2021 Page 3 of 3 removal of the Morlan Place crosswalk pavers, the contractor was able to reuse some to replace damaged pavers at the other locations. The fifth change order was for repairing additional traffic loops outside of the new paving area. The sixth change order was for final quantity adjustments. The total of all change orders is $71,966.65, which is a 4% increase to the contract, well within the 10% contingency. With the adjustment for these change orders, the final cost of the project is $1,867,966.65. It should be noted that Councilwoman Verlato owns property at 33 E. Huntington Drive, in close proximity to the proposed project limits Huntington Drive Pavement Rehabilitation project limits. As a result, the City Attorney recommends that Councilwoman Verlato recuse herself from this action. FISCAL IMPACT The total budget available for these projects was $2,850,000, with $500,000 from Capital Outlay funds, $1,650,000 from Proposition C funds, and $700,000 from Transportation impact funds. Design costs for the entire project was approximately $200,000, and the traffic signal work, contracted separately, was $658,472, bringing the total expenditures prior to construction to approximately $860,000. The remaining budget for this contract was $1,990,0000. With the bid amount of $1,796,000, and six change orders totaling $71,966.65, the final cost is $1,867,966.65. There are sufficient funds in the budget to cover the entirety of the project costs. RECOMMENDATION It is recommended that the City Council accept all work performed by Hardy and Harper, Inc. for the Huntington Drive Rehabilitation improvements from Santa Clara Street to Fifth Avenue and 2019 Miscellaneous Arterial Rehabilitation as complete, and authorize the final payment to be made in accordance with the contract documents.
