PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Chair Wilander, Vice Chair Lin, Commissioner Chan, Thompson, and Tsoi ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Ms. Flores announced that Item No. 2 will be pulled from the agenda due to misinformation on the plans and will not be heard tonight. PUBLIC COMMENTS (5 minute time limit per person) There were none. PUBLIC HEARING Resolution No. 2080 — Approving Tentative Tract Map No. TTM 21-05 (83054) to subdivide the airspace for 96 residential units and 5 commercial units for condominium purposes for an approved mixed-use development (Seabiscuit Pacifica Specific Plan) with a Categorical Exemption under the California Environmental Quality Act ("CEQA") located at 180 W. Huntington Drive Recommendation: Adopt Resolution No. 2080 Applicant: Jonathan Tseng on behalf of SAICP, LLC. Chair Wilander introduced the item and turned it over to Assistant Planner Christine Song to present the staff report. Chair Wilander asked if the Applicant would like to speak on the item. Mr. Eric Chen responded on behalf of the Applicant. Chair Wilander opened the public hearing. There were no speakers for this item. MOTION- PUBLIC HEARING It was moved by Vice Chair Lin to close the public hearing. Without objection, the motion was approved. Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the City's Planning Services Office located at 240 W. Huntington Drive, Arcadia, California, during normal business hours. Ms. Flores responded that the requirement is 18 years old and parental consent is required for minors under the age of 18. Chair Wilander opened the public hearing. There were no callers for this item. MOTION- PUBLIC HEARING It was moved by Commissioner Chan, seconded by Commissioner Thompson to close the public hearing. Without objection, the motion was approved. DISCUSSION Commissioner Thompson stated that he thought it would be more advantageous for the business to have more than one tattoo station, but he is fine with it if the Applicant only wants one station at this time. He also stated the staff report was well written, the proposed use is appropriate for the site, and he was in favor of approving the item. Commissioner Chan echoed Commissioner Thompson's comment. Chair Wilander expressed concerns regarding parking. Ms. Flores explained that the tattoo use has the same parking requirement as the previous use and there has been no parking issues on site in the last two decades. Chair Wilander inquired about business licensing for tattoo artists whose positions may be transitory. Ms. Flores responded that tattoo artists, much like independent contractors and massage therapists, are all required to obtain a City business license regardless of how often they work in the City. MOTION It was moved by Commissioner Thompson, seconded by Commissioner Tsoi to adopt Resolution No. 2078, approving Conditional Use Permit No. CUP 21-02 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a new tattoo shop at 832 S. Baldwin Avenue ROLL CALL AYES: Chair Wilander, Commissioner Chan, Thompson, and Tsoi NOES: None ABSENT: Vice Chair Lin There is a ten day appeal period after the adoption of the Resolution. Appeals are to be filed by 4:30 p.m. on Friday, July 23, 2021. CONSENT CALENDAR 2. Minutes of the May 25, 2021 Regular Meeting of the Planning Commission Recommendation: Approve 7/13/2021 It was moved by Commissioner Chan, seconded by Commissioner Tsoi to approve the minutes of the May 25, 2021 Planning Commission Regular Meeting. ROLL CALL AYES: Chair Wilander, Commissioner Chan, Thompson, and Tsoi NOES: None ABSENT: Vice Chair Lin MATTERS FROM CITY COUNCIL LIAISON Council Member Beck stated that the City is currently in labor negotiations with employees; there will be a community forum regarding the Tiny Home Project on Saturday, August 7, 2021 at 9:00 a.m. at the Arcadia High School Performing Arts Center, there will be a reorganization reception before the City Council Meeting on Tuesday, July 20, 2021 at 6:00 p.m. where Council Member Roger Chandler will be honored; there are several mixed use projects in the development stages that look very promising and will further invigorate the City. MATTERS FROM THE PLANNING COMMISSONERS Commissioner Thompson expressed that in-person meetings are much more productive and he was happy to be back in the Council Chamber. Commissioner Chan informed the Commission that he will not be in town during the month of December. Commissioner Tsoi agreed that it was good to finally meet in person. MATTERS FROM ASSISTANT CITY ATTORNEY Assistant City Attorney Maurer discussed Assembly Bill AB 989, which was originally AB 68. The new bill will allow an appeal of housing development decision to the California Department of Housing and Community Development. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Ms. Flores shared information about new and current mixed-use projects that are happening within the City, and announced that there are two items scheduled for the July 27, 2021 PC meeting. ADJOURNMENT The Planning Commission adjourned the meeting at 7:28 p.m. to Tuesday, July 27, 2021, at 7:00 p.m. in the City Council Chamber at 240 W. Huntington Drive, Arcadia.
